Jamestown School Board Regular Board Meeting Minutes Wednesday, May 14, 2014 6:00 pm 1.0 OPEN SESSION The meeting was called to order at 6 pm by Cathy Stone-Carlson. 1.1 Establish Quorum Present: Gary Wilson, Cathy Stone-Carlson, Aaron Moss, Misty Marquette Wilson, and John Simnitt. 1.2 Pledge of Allegiance 2.0 PUBLIC COMMENT Mystery Bradford commented that the parents appreciate how much work the school employees do from the Crossing Guards to the Superintendent. Mystery specifically thanked Diane Dotson for doing an awesome job. Kristin Barajas thanked the Board Members for supporting her son with his senior project pancake breakfast. Kristin stated how very proud she felt at Sonora High School s Scholarship Night as Miles Lowe, former Jamestown student, received a full scholarship, $240,000, to attend college in Colorado. Greg Haney was pleased that CSEA received the raise. He would like Jamestown to be the first school district to provide a $10/hour minimum wage. 3.0 CLOSED SESSION The Board went into Closed Session at 6:04 pm. Student Discipline Public Employment District Superintendent 4.0 OPEN SESSION The Board reconvened in Open Session at 6:26 pm. The Board Reported that no action was taken related to Student Discipline. Cathy Stone-Carlson reported that the Board approved a three year contract with Dr. Brenda Chapman to serve as District Superintendent effective July 1, 2014. 5.0 PRESENTATIONS Sarah Collie, Counselor, gave a presentation to the Board Members about what was accomplished this past year. Sarah also discussed what to look forward to for next year. 6.0 CONSENT AGENDA 6.1 Ratify general, cafeteria and payroll warrants for the period ending 4-30-14. 6.2 Approve the Minutes of the April 16, 2014 Regular Board Meeting. A motion was made by Aaron Moss and seconded by Misty Marquette Wilson to approve the Consent Agenda. Approved 5/0. 7.0 REPORTS Trustee Items
Cathy Stone-Carlson reported that Brenda Chapman conducted the awards ceremony at the ACSA Conference and did an excellent job. Diane Dotson received the Superintendent of the Year award and Cathy Stone-Carlson received the Board Member of the Year award. Superintendent s Report Superintendent Dotson expressed appreciation to Gary Wilson, Debra York and Sarah Gardella for presenting the Jamestown School District scholarships to graduating alumni. Funds for this year s scholarships were donated by Max and Cathy Carlson. Staff appreciation week is taking place this week. The staff have been enjoying cinnamon rolls, a salad luncheon, and even paw-some staff flash drives. The actuarial firm of Demsey, Filliger & Associates determined that the District does not have any GASB 45 obligations and has provided a letter for Kemper & Associates, the district s auditing firm. Principal s Report Smarter Balance Assessment Consortium testing is finished except for make ups, which will be done tomorrow, May 15 th. The County-wide Math Adoption Committee made the decision not to adopt a new curriculum but to pilot the Eureka Math program. Summer School is scheduled for June 9 June 27. There will be four classes: K- 1, 2-3, 4-5 and 6-7. A list of dates for upcoming events through the end of June were distributed to the Board Members. 8.0 DISCUSSION/ACTION 8.1 Interdistrict Transfers The Board will consider requests for incoming Interdistrict Transfer Agreements from List B for the 2014-2015 school year. All of the students on the list have been released by their district of residence and recommended by Principal Chapman. Superintendent Dotson recommended that the Board approve List B of the Interdistrict Transfers. A motion was made by Misty Marquette Wilson and seconded by Aaron Moss to approve the Interdistrict Transfers on List B for the 14-15 school year. Approved 5/0. 8.2 California School Employees Association Agreement The Board will consider ratifying a tentative bargaining agreement between the Jamestown School District and the California School Employees Association Chapter 742. The Board will receive comments from members of the public regarding a proposed collective bargaining agreement with the California School Employees Association and the Jamestown School District for 2013-2014. Public Hearing Opened 6:52 pm Public Hearing Closed 6:56 pm Kristin Barajas stated that as President of CSEA she is happy to finalize this and she looks forward to negotiations for next year. Because the disclosure document prepared shows negative numbers, Business Manager Vonnie Butler explained that the budget was prepared with a 3% increase for classified staff. Also, there have been some staff changes which reduced employee costs. Ms. Dotson recommended that the Board ratify the Tentative Agreement between Jamestown School District and California School Employees Association. A motion was made by John Simnitt and seconded by Aaron Moss to ratify the Tentative Agreement between the Jamestown School District and the California School Employees Association Chapter 742 for 2013-2014. Approved 5/0. 8.3 Classified Management Salary Schedule The Board will consider approving a three and one half percent increase and adding two steps (Step 11 and Step 12) to the Classified Management Salary Schedule retroactive to July 1, 2013. This would increase the salary schedule comparable to those received by the classified bargaining unit. Mystery Bradford commented that the Board should approve the increase. Superintendent Dotson recommended that the Board approve a three and one half percent increase and adding two steps to the Classified Management Salary. A motion was made by Aaron Moss and seconded by Cathy Stone-Carlson to approve a three and one half percent increase and adding two steps to the Classified Management Salary Schedule retroactive to July 1, 2013. Approved 5/0. 8.4 Budget Hearing Dates The Board will establish the date and time of a Public Hearing for the Local Control Accountability Plan and the 2014-2015 Budget. The recommendation is that the Board establish June 18, 2014 at 6 pm as the date and time for the Public Hearing. There is a new requirement for the proposed budget to have separate meetings for the dates of the public hearing and its adoption.
Ms. Dotson recommended that the Board establish June 18 at 6 pm as the date and time for the Public Hearing. A motion was made by Gary Wilson and seconded by Cathy Stone Carlson to establish June 18, 2014 at 6 pm as the date and time for the Public Hearing of the Local Control Accountability Plan and Budget. Approved 5/0. 8.5 Plan for Expelled Youth The Board will consider approving the Amended Plan for Expelled Youth. The Amendment reflects a modification to the existing Plan for Expelled Youth which would enable 6 th graders to participate in the County Community Day School. Greg Haney said it sounded like a good idea. Superintendent Dotson recommended approving the Amended Plan for Expelled Youth. A motion was made by Cathy Stone-Carlson and seconded by Misty Marquette Wilson to approve the Amended Plan for Expelled Youth for the years 2012-2015. Approved 5/0. 8.6 School Meal Prices The Board will establish the price of student and adult meals for the 2014-2015 school year. The recommended prices reflect a 25 increase to the cost of full price meals, which would bring the charges closer to the State reimbursement rate. Typically the increases are in $0.25 increments. The increase would help with the deficit spending in the cafeteria. Mystery Bradford commented that she feels it is too much of an increase and that half of that amount would be better. Ms. Dotson recommended the Board approve the increase to the price of the meals. A motion was made by Gary Wilson and seconded by John Simnitt to establish the price of full cost student breakfast at $2.00 and full cost student lunch at $2.50 and the price of adult breakfast at $2.50 and adult lunch at $3.50 for the 2014-2015 school year. Approved 5/0. 8.7 Community Advisory Committee The Board will consider approving Janice Samuels Johnson to represent Jamestown School District on the Community Advisory Committee for SELPA. Janice Samuels Johnson attended the last Board Meeting so that the Board could meet her.
Misty Marquette Wilson asked how long a term is for the Community Advisory Committee. A term is 2 years. Superintendent Dotson recommended the Board approve Janice Samuels Johnson as a representative to the Community Advisory Committee. A motion was made by Misty Marquette Wilson and seconded by Cathy Stone Carlson to approve Janice Samuels Johnson as a representative to the Community Advisory Committee for SELPA. Approved 5/0. 9.0 REPORTS AND CORRESPONDENCE RECEIVED Enrollment as of 5/5/14. Letter dated 4-15-14 from Tamara Ethier, Tuolumne County Office of Education, approving the Second Interim Report for fiscal year 2013-2014. Letter dated 4-21-14 from Marguerite Bulkin, Tuolumne County Office of Education, thanking Jamestown for supporting the California Career Pathways Trust grant application submitted by Tuolumne County Office of Education. Enrollment by Grade for 13-14 school year. Status Report for the Application of Categorical Programs.
