REGULAR MEETING MINUTES FRONTIER FIRE COMPANY HALL 2176 LIBERTY DRIVE NIAGARA FALLS, NEW YORK JUNE 11, 2017 Sergeant at Arms Donald Trzepacz pointed out the exits. President Bruce Mack called the meeting to order at 1400hr Sergeant-at Arms Donald Trzepacz led the membership in the Pledge of Allegiance to the Flag Asst. Chaplain Robert Carncross offered the Invocation. President Bruce Mack welcomed everyone. A motion by Doug Wood, seconded by Doug Hanes to accept the minutes of the previous session. Motion Carried. Report of the Recording Secretary Bruce Geschwender reminded all Committee Chairpersons to submit their reports in writing, so they can be entered correctly in the minutes,. Motion was made by Gary Hunt and seconded by David Schmidt to accept the Recording Secretary s report. Motion Carried. Report of the Financial Secretary Penni Dysard Reported that the total dues collected as of June 11, 2017: From 129 Fire Departments $ 2,535.00 From 143 members $1,500.00 For a Total dues collected for 2017: $4,650.00 Motion by Tim Tyrell, seconded by Bruce Atkins to accept the Financial Secretary s report. Motion Carried. Report of the Treasurer Tom McLaughlin. Savings: $ 3,233.41

Checking: $ 6,370.90 Scholarship: $ 441.15 Total: $ 10,045.46 Disbursements: $ 2,187.06 Motion was made by David Schmidt, seconded by Terry Schnider to accept the Treasurers report. Motion Carried. Communications: Received Lottery Tickets from the Western New York Exhibit Center for the period July 1 Dec. 31, 2017. Received Convention materials from FASANY for their convention August 8 12, 2017 in Syracuse, NY. Also request for Delegates for the Convention. Received a request for an Ad in the FASNY Convention Book. Full page ad is $275.00. Received the FASNY Magazine the Volunteer Fireman May/June edition. Received a request from FASNY for a donation for the Scholarship Raffle to be held during the August Convention. Received information on the Southwestern Convention. Received the 2017 Convention Yearbook from Northern Central New York Volunteer Firemen s Association. COMMITTEE REPORTS First Vice President James Miller assumed the Chair Trustees Report - Doug Wood reported There are Nine Trustees present for the meeting He introduced Chris Curry from Steuben County Bowling Committee Tom McLaughlin Reported that all of the prizes have been mailed out. Nest year s tournament will be held in Eden. Budget & Program Book. Program Book: no report.

Budget: Ed Dysard reported As of June 08, 2017 we reached 69.8% of our 2017 goal and received $10,465.74 Bylaws Committee: Andy Pilecki: Presented the TWO (2) proposed Amendments to the WNYVFA Constitution and ONE (1) proposed Amendment to the WNYVFA By-Laws for the second reading. Amendments to the WNYVFA Constitution are as follows: ARTICLE IV OFFICERS AND DIRECTORS Section II Paragraph one (1) currently reads: There shall be elected a board of Trustees. This Board shall be composed of one(1) member of each County holding membership in this Association. This member shall be nominated by the County Firemen s Association, which they represent and reside in. The Secretary of that County Firemen s Association shall submit a certificate to the Secretary on WNYFVA stating that that County for such position has nominated the WNYVFA Trustee candidate. This certificate shall be submitted to the WNYVFA Recording Secretary prior to the annual meeting of the Association. In the event that the County Secretary fails to file such certificate, then the office shall be declared vacant. Section II proposed amendment to Paragraph one (1) sentences two (2) and three (3): This member can be nominated by the County Firemen s Association, County Fire Chief s Association, County Fire Advisory or other County Fire Organization deemed applicable by WNYVFA for which they represent and reside in. The Secretary of such County Association shall submit a certificate to the Secretary of WNYVFA stating that that County for such position has duly nominated the WNYVFA Trustee candidate. ARTICLE VI QUORUM Section 1 as it currently reads: Fifty (50) members of the Association will constitute a quorum for the purpose of conducting business at regular business meetings and the annual meeting. Section 1 proposed amendment: Thirty-five (35) members of the Association will constitute a quorum for the purpose of conducting business at regular business meetings and the annual meeting. WNYVFA BY-LAWS

ARTICLE III COMMITTEES SECTION 8 as Paragraph one (1) currently reads: The STEERING COMMITTEE shall consist of one member from each of the member counties of this Association. Each respective County shall appoint a member to serve for ta five year term. An alternate member can be appointed to represent the County if the member is unable to attend a meeting. If an appointment cannot be made from a County, that seat will remain vacant until an appointment is made. The appointed members of this Committee shall select a Chairman, Co-Chairman and Secretary. Any appointed member must attend at least 75% of the meetings, rounded to the nearest whole number or be removed from the committee. If any appointed members become a FASNY of Firemen s Home elected official they may be replaced for the remaining term, SECTION 8 proposed amendment to Paragraph one (1), Sentences one (1) and two (2): The STEERING COMMITTEE shall consist of one member from each of the member counties of this Association. A member from each County of the Association shall be appointed by the County Firemen s Association, County Fire Chief s Association, County Fire Advisory or another County Fire Organization deemed applicable by WNYVFA for ich they represent and reside in and shall serve for a five-year term. EMS person of the year has been selected. Looks like we are ready, Note Time change for the Competition. Explorer/ Junior Firefighter Committee: No report Fireman of the Year Committee: Doug Hanes The various firemen of the year have been selected.. Fire Officers Committee: Tony Demarco Everything is all set. Fire Police Committee: Donald Trzepacz Fire Policeman of the Year has been selected.

Competition Applications MUST be received by July 1. Fire Prevention Committee: Penni Dysard. Awards have been given out. Nominations Committee: Forrest Skelton Need letters of endorsement for all elected positions. Have received one Endorsement for the office of Second Vice President.

Nozzle Practice Doug Wright reported Trophy s have been ordered.. Parade Committee James Dermody reported, Parade looks good to go Past Presidents Committee: Wendi Walker: Reported Eight Past Presidents present. The Letter for the Past Presidents Dinner has gone out. President Participation: No Report Public Relations: No report Queen s Pageant: No Report Resolutions: No Report. Topics: Everything is all set. 2% Tax: No Report Website: Bruce Geschwender reported The website is up to date. Northern Central Liaison: Dave Sweet reported On this year s Convention held June 2 nd & 3 rd at Himrod, NY. He also listed the meeting dates for next year. Southwestern Liaison: Doug Wood: Convention is August 2 5 in Westfield. Everything is a go. Steering: Wayne Butts reported Have received some endorsements from FASNY. Will report at the July Meeting. Delegates to Southwestern: No Report. President Bruce Mack resumed the Chair. Motion was made by Wayne Butts, seconded by James Dermody to accept the committee reports. Motion Carried. FASNY Firemen s Home: Trustee Dave Wolf gave a report. 81 members are in the Home.

Gave a report on the 125 th Anniversary Celebration. A Perfect Day The Memory Window was dedicated at the Memorial Service FASNY Director: Diana Pfersick Cancer bill is still in Committee in Assembly with two weeks left in the session. A change was presented to Assemblyman Magnarelli to make it a Gap insurance instead of VFBL. Members were encouraged to wright the Chairman of the Assembly Committee directly concerning this Bill. Information has been mailed to members concerning the FASNY Convention. Locations have been set until 2025. Next year will continue to be in Syracuse 2020 / 2021 Nassau County, 2022 / 2023 Albany, 2024 / 2025 Western NY. There will be proposed changes to the FASNY By Laws voted on at the Convention this year. The proposed By Law changes will be posted on the FASNY Website. The vote on the changes at the Convention will be by Ballot. The Reorganization proposals for FASNY will be presented at the Western Convention Meeting Unfinished Business: None New Business: Motion was made by Wayne Butts, seconded by Dave Wolf to take out a Full Page Ad in the FASNY Program book for $275.00, endorsing Ed Tase Jr. for Second Vice President in 2018. Motion Carried. Ed Dysard brought up the possibility of removing the Association s By Laws from the Program Book to save money. This will be investigated to determine if this is required by the By Laws. The Treasurer has received a bill for the Association s Insurance, however we have not received a copy of the Policy. The bill received was for 2015. The Treasurer will of a enquire of the Insurance Company. After further discussion it was suggested that we put the Association s Insurance out to Bid. Good of the Organization: Gary Hunt reported that in Niagara County an Eagle Scout for his project is heading up the installation Memorial for Firefighters in Niagara County at the Public Safety Training Facility in Lockport.

The Guest list was read by Second Vice President Chris Pettit Sergeant-at-Arms Donald Trzepacz reported the Attendance: as 63 Members, Delegates and Guests The Excused List consisting of five members was read by Recording Secretary Bruce Geschwender. Motion was made by James Dermody, seconded by Forrest Skelton to accept the Excused List. Motion Carried The Benediction was offered by Asst. Chaplain Robert Carncross.
