Meeting Minutes Ramkota Hotel and Conference Center Pierre, SD June 7, 2017 The meeting was called to order by President Jennifer Eimers (Madison) at 1:00 p.m. Pledge of Allegiance was conducted. Welcome and introduction of SDGFOA Board Members President Eimers welcomed the members and introduced the current officers. Vice President Dawn Murphy (Tea), Secretary Mike Carlson (Vermillion), Directors Lori Heumiller (Salem), Laurie Woodward (Custer) and Past President Monna Van Lint (Philip). Approval of October 5, 2016 meeting minutes Mary Jo Nelson of Deadwood moved approval of the October 5, 2016 meeting minutes. Fay Bueno of Sturgis seconded the motion. All in attendance voted aye. President Eimers declared the motion adopted. Approval of financial statement as prepared by SDML The financial statement for the year ended December 31, 2016 and for the five months ended May 31, 2017 were presented for review. Becky Brunsing of Wagner moved approval of the financial statements as presented. Paullyn Carey of Huron seconded the motion. All in attendance voted aye. President Eimers declared the motion adopted. Net Asset Policy Recommendation President Eimers requested additional discussion on the net asset policy recommendation as received from the audit committee. While changes to the net asset reserve maximum have been approved, adoption of the recommended policy has not been approved. The audit committee suggests the SDGFOA net asset balance shall be between 100-200% of the three year average expenses with the board reviewing on an annual basis. Mary Jo Nelson of Deadwood moved adoption of the net asset policy as recommended by the audit committee. Fay Bueno of Sturgis seconded the motion. All in attendance voted aye. President Eimers declared the motion adopted. IIMC Conference President Eimers reported that the SD Governmental Finance Officers Association assists the Vice President in attending the annual conference of the International Institute of Municipal Clerks or the Governmental Finance Officers Association. President Eimers reported that Vice President Dawn Murphy (Tea) was unable to attend. President Eimers reported that next year s IIMC conference will be held in Norfolk, Virginia on May 20-23 and GFOA conference will be held in St Louis, Missouri on May 6-9. SDGFOA Area Group Information President Eimers reported that information on each area group can be found on the SD Municipal League web site. President Eimers encouraged members to contact their area group to join their meetings. SDGFOA Scholarship winners President Eimers reported the SDGFOA Scholarship winners were Dally Sichmeller (Grenville), Suzanne Moen (Stratford), Linda Liab (Delmont), Carole Kieker (Java), and Karen Bingley (Hot Springs). 208 Island Drive Ft. Thank you to the sponsors President Eimers thanked this year s conference sponsors. President Eimers reported the financial assistance they provide is put towards conference center fees, speakers and receptions to enable the association to maintain a reasonable conference registration fee. New Finance Officers and Retiring Finance Officers President Eimers recognized new finance officers as well as those retiring. Special recognition was made to Meri Jo Anderson of New Underwood and Anita Lowary of Groton for their years of service and contributions to the association. Next meeting SDML Annual Conference, Ramkota, Sioux Falls, SD President Eimers reported the next meeting will be Thursday, October 5, 2017, 9:00 11:45 am during the SDML annual conference in Sioux Falls and that next year s FO School will be held at the Sioux Falls Holiday Inn, June 6th 8th, 2018. Adjourn Anita Lowary of Groton moved to adjourn the meeting at 1:15 p.m. Al Cerny of Gregory seconded the motion. All in attendance voted aye.
