WORKSHOP MEETING The Franklin Township Committee held a Workshop Meeting on Wednesday, June 19, 2013 at the hour of 7:04 p.m. Mayor Bonnie Butler opened the meeting in accordance with the Open Public Meeting Act Chapter 231, P.L. 1975 having been duly advertised and a copy posted in the office of the Township Clerk. ROLL CALL OF COMMITTEE MEMBERS: Butler Yes, Flynn Absent, Payne Yes, Pence Yes, Toretta, Yes Present were: Denise L. Cicerelle, NEW BUSINESS First Reading/Adoption of Resolutions: The following resolution was presented for adoption: RESOLUTION 2013-57 WHEREAS, the Township Committee of the Township of Franklin, County of Warren, State of New Jersey, has received application for the renewal of liquor license; and WHEREAS, Licensee has received a special ruling from the Director of ABC pursuant to N.J.S.A. 33:1-12.18 to issue a new license for the license term 2012-2013; WHEREAS, the application for renewal was accompanied by the following fees: Plenary Retail Consumption $826.80; and WHEREAS, the application was also accompanied by a $200.00 check payable to the Division of Alcoholic Beverage Control; and WHEREAS, the following submitted Plenary Retail Consumption Liquor License retail applications; Asbury Willows Restaurant and Caterers, Inc., 288 Anderson Road, Asbury, NJ, License# 2105-33-002-004 WHEREAS, the applicant for renewal has provided proof of tax clearance as issued by the New Jersey Division of Taxation; and NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Franklin, County of Warren and State of New Jersey, that the application received for Plenary Retail Consumption has been duly inspected and that all appropriate documentation and fees have been submitted along with said application and as such, the licensee application is deemed complete and renewal of the same is hereby 1

granted and that aforenoted liquor license for the year July 1 st 2012 to June 30 th 2013 be accepted and approved for issue NOW, THEREFORE, BE IT RESOLVED, that the Clerk of the Municipality is directed to execute the license certificate and deliver the same on behalf of the Township of Franklin. NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of Franklin that this resolution shall take effect immediately. The within Resolution 2013-57 was moved by Committeeperson Mike Toretta and seconded by Committeeperson and upon roll call vote was Mayor Bonnie Butler (4) Yes (0) No (1) Absent Motion carried CERTIFICATION Certification: I, Denise L. CERTIFICATION Certification: I, Denise L. Cicerelle, of the Township of Franklin, County of Warren, do hereby certify that the foregoing is a true and exact copy of the resolution adopted by the Franklin Township Committee on Monday, June 19, 2013. The following resolution was presented for adoption: RESOLUTION 2013-60 RESOLUTION AUTHORIZING THE APPOINTMENT OF AN ACTING ANIMAL CONTROL OFFICER WHEREAS, a vacancy has occurred with respect to the position of Animal Control Officer in the Township that is in need of being filled immediately on an interim basis; and WHEREAS, Kim Bennett is certified as an ACO, worked with the Township s prior ACO, is familiar with the Township, and is willing to perform the job on a temporary basis. NOW, THEREFORE BE IT RESOLVED, by the Township Committee of the Township of Franklin, County of Warren, State of New Jersey, that Kim Bennett be and hereby is appointed, retroactive to June 6, 2013, as the Township of Franklin s acting Animal Control Officer at the salary established for that position in the Salary Ordinance and budget. Cicerelle, of the Township of Franklin, do hereby certify the foregoing to be a true copy of a Resolution adopted by the Franklin Township Committee at a meeting held on June 19, 2013. 5

DISCUSSIONS/APPROVALS Employee Health Insurance Renewal Committeeman Pence explained the full-time employees would like to go with the Oxford Health Plan, better coverage and premium is cheaper for the township as well as for the employee; as per the comparison sheet a single coverage employee will be approximately $7 more per employee out of pocket. Oxford will take effect August 1 st, 2013, and we will remain with Aetna Dental only. There will be no Vision Benefits with Oxford Health. On motion by Committeeperson and seconded by Committeeperson to move forward with Oxford Health for Health Insurance for fulltime employees only and remain with Aetna Dental and mayor to execute documents accordingly. Mayor Bonnie Butler (4) Yes (0) No (1) Absent Motion carried Mayor Butler commented that we might want to look in to State Health Benefits, as Harmony Township has this and they adopted a resolution to only include those employees/hours accordingly to be given benefits and we won t have to switch plans as premiums and/or coverage change. REPORTS/UPDATES nothing further to address nothing further to address Mike Toretta nothing further to address Bonnie Butler County Auction to be held, last day to submit items, Friday, July 5 th. A letter was received from New Jersey Legislature as to the township being awarded the Clean Communities Entitlement Program Grant in the amount of $11,360.40. This can be used for liter pick up as well as to abate graffiti. The mayor received a phone call from an engineer firm doing work for the Pohatcong Ground Water Contamination asking to utilize an area in the township to keep their equipment over night for a small amount of time. The clerk will contact that company and advise they can use the township garage premises. OPEN PUBLIC SESSION No one present from the public. 6
