CITY OF MANASSAS FIRE AND RESCUE COMMITTEE Meeting Minutes March 8, 2018 CALL TO ORDER ROLL CALL Present: Guest Speakers: Others Present: Absent: 6:00pm Councilman Marc T. APPROVAL OF MINUTES (3.1) PRESIDENT DERAMUS MOVED to approve the minutes of the February 8, 2018 meeting; Deputy Chief Lupton seconded the motion. MOTION CARRIED (6/0) CHAIPERSON S REPORT Chairman Aveni welcomed everyone to the meeting. He apologized for missing the Heavy Rescue retirement and Rescue Engine push-in ceremony earlier in the night. Further he stated that he and his wife enjoyed their time at the GMVRS Installation Banquet. Mr. Pate will present his recommended budget to City Council on Monday night. MANASSAS FIRE AND RESCUE DEPARTMENT S REPORT Chief Clemons thanked everyone who came out to the retirement and push in ceremony for Rescue 521 and Rescue Engine 521. Progress is continuing on the new Engine and Medic units which are on order. Deputy Chief Lupton is attending The department annual report was presented to Council last month. In January, crews responded to 401 incidents inside the City with 726 unit responses. Several System members were nominated and selected to receive Valor Awards. The ceremony is March 22 nd at the Fire and Rescue Committee Minutes of the March 8, 2018 Meeting Page 1 3

Hylton Performing Arts Center. Melissa is coordinating with honorees to purchase tickets for their guests. He has hit the ground running and is very excited to be assisting the Fire Marshal s Office. Master Tech Justin Hruneni recently obtained his NFPA 1031 certificate giving him the knowledge and authority to perform fire inspections and enforce the Virginia Statewide Fire Prevention Code and assist the Fire Prevention & Preparedness division when needed. Staff is working on several upcoming events including the Statewide EOC exercise, St. Patrick s Day Parade this weekend, the annual Air Show and 5k run among other events. APPARATUS MAINTENANCE Maintenance costs YTD, through January 2017, are $71,386. MANASSAS VOLUNTEER FIRE COMPANY S REPORT President DeRamus reported that he and Treasurer Jason Lesnik met with Chief Clemons to discuss the budget last week. Once the FY2019 budget is approved it was suggested that the overall budget be looked at in the bigger picture to see how they align. Leadership will be looking at LOSAP funding each year to determine what the fund needs. Chief Orndoff noted that one member finished EMT class and test and is moving through the process to be endorsed. Two members are in DPO class and one is in FF 1 and 2 in PWC. GREATER MANASSAS VOLUNTEER RESCUE SQUAD S REPORT President Rockx thanked Councilman Aveni for attending the GMVRS Installation and swearing in the Officers at the event. The new oath of office takes into account the new code of conduct policy. The annual GMVRS Open House is May 19 th. There has been significant member interest in the design of new Station 521. Two probationary members have been voted in and nineteen applications are in process with nine of those pending interviews, seven pending background checks and three the agility testing. At least two members have completed NREMT and both are Junior members. Five members just completed EMT class; three have passed and two still need to test. It was stated that the recent staffing analysis was a good experience with a tough issue. Staffing rates for January is 72%, up from 55% the previous month. The goal for the year is to staff at 75% (5pm 7am weekdays, and 24 hours on weekends and holidays). Fire and Rescue Committee Minutes of the March 8, 2018 Meeting Page 2 4

UNFINISHED BUSINESS (8.1) Standing Committees B. Health and Safety (Battalion Chief Kevin Franzello) Battalion Chief Franzello asked that if anyone had an issue with physicals to please make BC Franzello aware as soon as possible, regardless of what the issue is. If a member has an issue it is usually more easily resolved if Kevin handles it than the member trying to handle it themselves. He has contracted with a vendor to have the Exposure Control Plan reviewed. Kathy West has reviewed the current plan and drafted recommendations for a revised plan. FF/EMT Stephen Boensel has been appointed to Chair the Cancer Prevention Task Force group. If participants have not yet heard from him, they will be soon. Deputy Chief Lupton noted that the VFCA and IAFC have funding available for volunteer physicals. He will be submitting all new member physicals over the past year for reimbursement to the City. (8.2) Incident Reporting Deputy Chief Lupton stated that there are no major updates to incident reporting. (8.3) Fire Station 521 Update President Rockx stated that he has presented the concept station design to the Board of Directors and task group members with comments due back to him this week. Chief Clemons noted there is a meeting with Samaha next week. (8.4) Code of Conduct Policy Chief Clemons reported that Darla Hicks, HR Manager, has reviewed the Code of Conduct policy and provided comments; those comments were distributed to the FRC. He now suggests submitting it to the City Attorney for review. (8.4) DEPUTY CHIEF LUPTON MOVED to approve sending the draft Code of Conduct Policy to the attorney for review; Chief G. Orndoff seconded the motion. President DeRamus asked if the paragraph which addresses fundraising can be changed from private to personal; Chief Clemons will ask Darla. A community meeting was held on March 21, 2017 at Round Elementary School. A community meeting was held on July 19, 2017 at City Hall. Due diligence began in July 2017. In September 2017, the Planning Commission approved Comprehensive Plan Amendment #2018-01, which found the proposed Dumfries Road location consistent with the City Comprehensive Plan. Land Sale was completed in October 2017. Sign is now on display at site. Building design concept presented to City Council and then during a community town hall meeting in February 2018. In February 2017, GMVRS reported that they had significant concerns with the draft policy. These concerns must be addressed, and the policy must be reviewed by the City Attorney. Members discussed the policy offline and are now presenting a revised draft for consideration. A draft of the policy was sent out in December to all System members for review/comment. This policy requires employees to complete an online driver safety training program following a vehicular incident in City owned vehicles or equipment Since members of MVFC and GMVRS also drive vehicles owned and/or insured by the City, they must adhere to this policy.
