General ing Guidance All candidates must receive the same treatment. Examiners must mark the first candidate in exactly the same way as they mark the last. schemes should be applied positively. Candidates must be rewarded for what they have shown they can do rather than penalised for omissions. Examiners should mark according to the mark scheme not according to their perception of where the grade boundaries may lie. There is no ceiling on achievement. All marks on the mark scheme should be used appropriately. All the marks on the mark scheme are designed to be awarded. Examiners should always award full marks if deserved, i.e. if the answer matches the mark scheme. Examiners should also be prepared to award zero marks if the candidate s response is not worthy of credit according to the mark scheme. Where some judgement is required, mark schemes will provide the principles by which marks will be awarded and exemplification may be limited. When examiners are in doubt regarding the application of the mark scheme to a candidate s response, the team leader must be consulted. Crossed out work should be marked UNLESS the candidate has replaced it with an alternative response.

Agree Some religious leaders have denounced the beliefs of others and those opposed to their views have argued for punishment. Examples may be given here with reference to religious and/or political groups or sects within those groups, some contemporary, others historical. Freedom of speech in the media has allowed name and shame campaigns to take place, which have caused false allegations of suspected sex offenders. Disagree Such principles as democracy and community cohesion require tolerance of those who have different values and beliefs, whether based on religion or culture. Freedom of speech does not extend to offending others or denying them their rights. Restricting freedom of speech could lead to oppression. Freedom of speech is necessary in a democratic society to allow scrutiny of those in power. Question 6 QWC i-iiiii Indicative content Title At a time of economic difficulty, we must not expect the government to meet all our needs. Indicative content Indicative content should always be considered in relation to mark scheme level descriptors. Agree If we don t look after ourselves then nobody else will. We are each responsible for our own economic welfare. We must be prepared to be flexible and learn new skills to help us to adapt to change. Too much government help could harm the country s road to recovery. High unemployment means the government cannot afford to help everyone because less income tax is coming in, and so they must focus on the most needy. Some people cheat the system so it would be unfair to offer them the same help. Disagree We didn t create the economic difficulties so we can t be expected to solve them, others must do this. We look to government in times of difficulties. The role of the government or state is to protect the weak and vulnerable. The rich can look after themselves because they have the money to do so, but the poor can t so need the government s help. Everyone who works pays taxes so should be entitled to government help because they have contributed towards paying for this help. It might not be your fault that you need help eg. you have been made redundant or are disabled and cannot work. The government could provide the help needed by prioritising their spending differently eg. spending less on defence. (1) Accept any other suitable content.
