Tunheim, USDC-MN Judge Tunheim will discuss his time as chairman of the U.S. Assassination Records Review Board, the independent federal agency that reviewed all assassination documents related to JFK s death. He will talk about the many legal, procedural and practical obstacles the board faced in its effort to get documents from the nation s intelligence and law enforcement agencies regarding President Kennedy s November 1963 assassination in Dallas. He also focuses on the board s additional accomplishments of collecting and releasing records previously held by state and local governments and in private hands. He will also focus on the lingering significant evidentiary issues still swirling around the assassination and attempt to clarify answers to questions that people still have. Courtroom Technology & the Reporter s Role - Honorable David Nuffer, USDC-UT & Laura Robinson, RPR, FCRR Court reporters work in an environment affected by Courtroom Technology. Regardless of the technology in use (video conference, audio conference, video display, translation systems) the reporter has to capture the record. The District of Utah has ten fully tech-enabled courtrooms so Judge Nuffer and Laura Robinson will explain the technology present and discuss how it affects reporters. From the Outside Looking In - Yvette Rodier Evans-Whitby When a random act of violence took Yvette s best friend, Zach Snarr, and left Yvette wounded, she began the difficult journey through the criminal justice system. It was a journey she, like most crime victims, was not prepared for. As a beneficiary of rights afforded crime victims, Yvette will share her story and describe the advancement of crime victims rights over the last two decades. Seeking the Death Penalty - Thomas Brunker, Jeremy Delicino & Troy Rawlings The presentation will begin with a quick overview of the entire process in death penalty cases from trial to execution and may include a case study of the Ronnie Lee Gardner case. This first component will emphasize how important accurate reporting is to a case that may span two or three decades and much of which involves review of reported hearings held many years earlier. The presentation will include a discussion about what goes into the State s decision to seek death, including the ongoing review of whether to continue pursuing a death sentence. It will also include a discussion from both State counsel and defense counsel about the preparation for and litigation decision processes in death-penalty cases. The remaining time will be opened for questions from attendees. Serving the Native American Population - Hence Williams Hence Williams is the Tribal Liaison to the Northern Ute, Ute Mountain Ute, and Navajo Indian Reservations for the District of Utah. Hence will educate attendees on the Tribal Community Reentry Court (TCRC) program. TCRC offers offenders an effective and supportive program to transition back into their community. The TCRC program interprets all policies and procedures related to the unique cultural and historical traditions of the tribal land people while maintaining justice and fairness. While this is currently an offender based program, we do anticipate adding a Pretrial/ Diversion component in 2016.
FEDERAL CERTIFIED REALTIME REPORTER EXAMINATION Saturday, October 10, 2015 The FCRR test consists of five minutes of Q&A 3-voice recorded dictation at speeds ranging from 180-200 wpm. 96% accuracy is required to pass the exam. The Administrative Office of the U.S. Courts recognizes the FCRR as realtime certification. USCRA membership is required to register for the exam. Two tests will be administered in this examination, Test #2 immediately after Test #1. You may register for Test #1 or both tests. The registration fee is $150 for Test #1 or $250 for both tests. If you register for only one test, the first test is the test that will be graded. You will write the second test, but it will not be graded. Should you later change your mind and wish to register for the second exam, you must do so before the examination commences. Registrations must be received by 5:00 p.m. Central on Monday, October 5, 2015. Registrations received after that time will be declined. Check-in at the registration table will be at 7:30 a.m., Saturday, October 10, 2015, with warm-up time following. Testing will commence at 8:00 a.m. or as soon as practical. If the number of registrants exceeds available testing space, USCRA may institute a second exam session later in the morning of October 10, 2015. Preference for the first session will be given to registrants for Saturday's seminars inasmuch as a second session would be conducted while seminars are ongoing. A test confirmation letter will be e-mailed to registrants prior to the test. No e-mails will be sent to federal court work e-mail addresses. The confirmation letter will state the time you are to report to the registration desk, required equipment, exam procedures, speaker identifications, subject matters, and a list of terms for your job dictionary. You are encouraged to register early in the event we have a high turnout. This voucher will defer your test fees for up to two years. A $25 cancellation fee per test will be deducted. The USCRA Board of Directors has approved a prize of $300 for the highest scoring test that qualifies with the requisite score. The first place qualifier will also take home the contest s traveling trophy to display in your home or office for one year. The Realtime Speed Contest is five minutes of recorded two-voice Q&A material at 230 words per minute. A score of 96% accuracy is required to qualify. Candidates who qualify may be eligible to receive.4 CEUs from NCRA (allowed once per three-year CEU cycle). The top three contestants are recognized at the Saturday evening activities.
