Background on NeighborWorks America NeighborWorks America is a national non-profit organization created by Congress in 1978 to provide financial support, technical assistance and training for community-based revitalization efforts. It is composed of three major parts: NeighborWorks America, the founder of the NeighborWorks network, provides support to and strengthens NeighborWorks organizations by providing training, technical assistance, funding and organizational assessments. NeighborWorks America was created by Congress in 1978 in order to revitalize older urban neighborhoods by mobilizing public, private, and community resources at the neighborhood level. Today, NeighborWorks America supports more than 235 organizations revitalizing their communities in rural and urban America. NeighborWorks America works with several specialized capital corporations to build partnerships, develop loan products, and support financing vehicles that expand affordable housing opportunities in communities served by local NeighborWorks organizations. Background on Division/Program NeighborWorks America is dedicated to providing the highest quality training to the affordable housing and community development field through its Training Division. The Training Division develops and implements up to 100 different events each year that serve its network organizations, the community development field as a whole, and the staff of
NeighborWorks America. The professionals who attend these events from one day to five days from all 50 states and beyond are committed to making a difference in the lives of working low- and moderate-income families and their communities. The largest of these events is the NeighborWorks Training Institute (NTI). The NTI is a five-day mobile university held four times annually in major cities throughout the United States. At each NTI, NeighborWorks offers over 100 classes for up to 2,200 community development professionals, coming from our network organizations and beyond. Widely recognized as the premier source of community development training, the NTI offers a wide range of courses in various content areas. Scope of Services Saturday, December 6, 2014 through Friday, December 12, 2014 The security guards should be unarmed and will guard the Registration Area in Salon ABC, Level 1, South Building at the Walter E. Washington Convention Center at 801 Mount Vernon Place, NW, Washington, DC 20001 as specified below. Vendor should include any costs or any special concessions related to this service. Listed below are the requirements for this solicitation. Mode of Procurement: This procurement will be executed with a standard purchase order or credit card, or check. Requirements: Security guards should be unarmed and will guard the Registration Area (inclusive of 5 registration booths) in Salon ABC, Level 1, South Building at the Walter E. Washington Convention Center as specified below. Along with this bid sheet, vendors need to specify the dates, times, and names of the individuals who will perform these services. How to Submit a Proposal 1. Vendors are required to submit the questionnaire entitled NeighborWorks Training Institute Security Guards. Vendor must also complete and upload the attached bid worksheet along with the costs of the requested services. If this information is not included with the questionnaire your proposal will not be considered. 2. The required questionnaire and costs must be received electronically by NeighborWorks America on or before Monday, November 3, 2014 by 6:00 p.m. EST. Information submitted without the questionnaire, bid worksheet and costs will not be considered for review. Please provide bid expiration date. 3. Questions or inquiries regarding the RFP or questionnaire should be sent to the following e-mail address ttaylor@nw.org no later than Monday, October 27, 2014 by 6:00 p.m. EST. All questions and answers will be posted to the NeighborWorks website. 4. Follow the instructions on the response questionnaire for submission. Proposal Evaluation and Selection Process/Basis of Award NeighborWorks America reserves the right to determine which bidders have met the base requirements of this RFP. In addition, NeighborWorks America may reject, in whole or in part, any and all proposals, waive minor irregularities in proposals, allow an offer or to correct minor irregularities and negotiate with all responsible efforts in any matter deemed necessary to serve the best interest of NeighborWorks America. NeighborWorks America reserves the right to reject any and all proposals when such rejection is in the interest of NeighborWorks America, to reject the proposal of a bidder who has not met the prerequisites of the bid proposal or who has previously failed to perform properly or complete on time contracts of a similar nature, and to reject the proposal of a bidder who is not in the sole opinion of NeighborWorks America, able to perform the contract to the sole satisfaction of NeighborWorks America. NeighborWorks America also reserves the right to waive any informalities and technicalities in the bidding. NeighborWorks America reserves the right, however, to award the contract in accordance with its best interest and will not be required to accept the lowest bid.
