ORDER OF BUSINESS 1. Call to Order Chairman Brinkman called the meeting to order at 1:00 p.m. 2. Roll Call Present: Cheryl Brinkman Gwyneth Borden Lee Hsu Joél Ramos Cristina Rubke Art Torres Absent: Malcolm Heinicke with notification 3. Announcement of prohibition of sound producing devices during the meeting. Chairman Brinkman announced that the ringing of and use of cell phones, pagers and similar sound-producing electronic devices are prohibited at the meeting. She advised that any person responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic devices might be removed from the meeting. She also advised that cell phones that are set on vibrate cause microphone interference and requested that they be placed in the off position. 4. Approval of Minutes On motion to approve the minutes of the February 6, 2018 Regular Meeting: unanimously approved (Heinicke-absent). 5. Communications None 6. Introduction of New or Unfinished Business by Board Members Chairman Brinkman asked that the meeting be adjourned in memory of Shirley Breyer Black, former member of the SFMTA Board of Directors. 7. Director s Report (For discussion only) -Update on Vision Zero -Traffic circles -Ongoing Activities Ed Reiskin, Director of Transportation discussed enforcement, recent subway service, an injury to a construction inspector, a recent issue with traffic signals, update on the Sixth Street Safety Improvement project, traffic circles on McAllister, the nominee for the head of the Federal 2

Transportation Agency, the federal infrastructure package and proposed federal budget, local ballot measures for June including Regional Measure Three, Prop. 69, a California Public Utilities Commission (CPUC) ruling regarding user fees for Transportation Network Companies (TNCs); APTA s Marketing and Communications conference, and the Chinese New Year s parade. PUBLIC COMMENT: Mark Gruberg discussed the CPUC ruling regarding TNCs. Taxi drivers and the SFMTA were ignored. The CPUC s arguments made no sense. The Limousine Association was in opposition to a reduction of their own fees. Something has to be done with pedestrians on the street given the large increase of TNCs. People are putting their lives at risk. 8. Citizens Advisory Council Report No report. 9. Public Comment Ted Jordan discussed the stop sign at Avalon that was recently approved. There is an eight-block section of two way stop signs along with some four way stop signs. Bicycles go through quickly without slowing down. There needs to be tow away zones in the area. People are parking across the red zone and the handicapped zones. It is a dangerous intersection. Mohammed Dastmalchi stated that taxi drivers have been hurting. He has provided a proposal for distributing the taxi driver fund to all drivers to use for business and not for personal reasons. This will let them buy their own car and have their own insurance. Tariq Mehmood said that 88 medallions have been returned to the credit union. More are being returned and the credit union isn t financing any more medallions. This is creating a crunch of the medallions in the market and the cab drivers will be forced to pay a gate fee and make little money. The Board should look into the S medallions. The SFMTA is throwing out their 8000 series medallions. There is no parking for taxis at Moscone Center. Daniel Gohstand expressed disapproval with the tech buses and the corporatization of San Francisco. These buses are damaging buildings. Residents have exhaust coming into their apartments. People are tired of the SFMTA selling the public right of way for private gain. The SFMTA has to do something as the current situation is untenable. There needs to be a hub system outside of the neighborhoods. Residents can t stand it. Mark Gruberg discussed the condition of the streets in San Francisco. He has never seen the streets in worse shape. This isn t the SFMTA s direct responsibility but the SFMTA must be concerned about it. Cab drivers cars are shocked to pieces as they have to drive on these roads all day. Large buses have a disproportionate effect on the condition and wear and tear of the roadways. He questioned whether the City was getting its fair share from the commuter shuttles. All matters listed hereunder constitute a Consent Calendar, are considered to be routine by the San Francisco Municipal Transportation Agency Board of Directors and will be acted upon by a single vote. There will be no separate discussion of these items unless a member of the Board of Directors or the public so requests, in which event the matter shall be removed from the Consent Calendar and considered as a separate item. (10.1) Requesting the Controller to allot funds and to draw warrants against such funds available or will be available in payment of the following claims against the SFMTA: A. Beatrice Saroni vs. Macy s, Superior Ct. #CGC16551785 filed on 5/6/16 for $12,500 B. Tobias Muellner, Unlitigated Claim #1702144 filed on 3/9/17 for $40,000 (Explanatory documents include a resolution.) RESOLUTION 180220-027 (10.2) Making environmental review findings and approving the following traffic modifications: A. ESTABLISH TOW-AWAY, NO PARKING ANYTIME 14th Street, north side, from Trainor Street to 55 feet easterly. B. ESTABLISH STOP SIGN 19th Street, westbound, at Indiana Street. C. ESTABLISH STOP SIGNS 30th Avenue, northbound and southbound, at Pacheco Street. D. ESTABLISH STOP SIGN 35th Avenue, northbound, at Clement Street. E. ESTABLISH STOP SIGNS Irving Street, eastbound and westbound, at 28th Avenue. F. ESTABLISH RESIDENTIAL PERMIT PARKING AREA L, 2-HOUR PARKING, 8 AM TO 6 PM, MONDAY THROUGH FRIDAY, EXCEPT VEHICLES WITH AREA L PERMITS Balboa Street, both sides, between 2nd Avenue and Arguello Street. G. ESTABLISH RED ZONE 10th Street, east side, from 20 feet to 40 feet north of Mission Street; 10th Street, west side, from Mission Street to 48 feet northerly; 10th Street, east side, from 17 feet to 39 feet north of Folsom Street; 10th Street, west side, from Harrison Street to 40 feet northerly; and 10th Street, east side, from Bryant Street to 40 feet northerly. RESOLUTION 180220-028 (10.3) Approving a fund transfer agreement of $292,149 in discretionary funding programmed by the California Department of Transportation for the SFMTA s Bayview Community-Based Transportation Plan. (Explanatory documents include a staff report and resolution.) RESOLUTION 180220-029 4

(10.4) Accepting a gift of $200,318 from Group I, sponsor of the 340 Bryant Street Development Project, for the construction of traffic signals at Bryant Street and Sterling Street. (Explanatory documents include a staff report, resolution, letter and financial plan.) RESOLUTION 180220-030 (10.5) Amending the Transportation Code, Division II, to extend the mileage limit of vehicles used as taxis from 375,000 miles to 425,000 miles. (Explanatory documents include a staff report, amendment and resolution.) Item 10.5 was severed from the Consent Calendar at the request of a member of the public. PUBLIC COMMENT: Members of the public expressing support: Mark Gruberg Members of the public expressing opposition: Tariq Mehmood RESOLUTION 180220-031 On motion to approve: ADOPTED: AYES Borden, Brinkman, Hsu, Ramos, Rubke, and Torres ABSENT - Heinicke (10.6) Amending the Transportation Code, Division II, regarding Residential Parking Permits issued to Educational Institutions, including making such permits valid during the period of parking enforcement in the area; and removing the requirement that there be at least 15 certificated employees or teachers for the Educational Institution to qualify for the Residential Parking Permit program. (Explanatory documents include a staff report, amendment and resolution.) Ed Reiskin, Director of Transportation, and Diana Hammons, Manager, Revenue presented the item. No public comment. 12. Presentation and discussion regarding Private Transit Vehicle route duplication. (Explanatory documents include a slide presentation and memo.) Kate Toran, Director, Taxis and Accessible Services, and Alex Jonlin, Planner, Sustainable Streets, presented the item. PUBLIC COMMENT: Nima Rahimi stated that Chariot has been partnering with the SFMTA to help draft this regulatory regime. Chariot has agreed to share data which will allow SFMTA staff to see where vehicles have been. Chariot has agreed to pay the cost of this regulatory program and have changed routes to address problematic stops. Staff is addressing concerns that arise. Chariot is prioritizing enhancing public transportation and accessibility and serving communities of concern. Kendra Watkins expressed appreciation to Chariot for hiring her. She s been with Chariot for a year. There s consistent drug testing and rules for drivers. Chariot is strict on drivers. This company is opening doors. David Gohstand stated that this is a service that tends to the needs of people and the disabled but it s ludicrous to think that there s any accountability. The public is fed up with how people have been sold out. The Board hasn t applied environmental concerns to the commuter shuttle program. This creates congestion. Nobody is writing citations nor policing these vehicles. This is disrupting the resident s peace of mind. ADJOURN - The meeting was adjourned at 3:18 p.m. in memory of Shirley Breyer Black. Roberta Boomer Board Secretary California Environmental Quality Act (CEQA) Appeal Rights under S.F. Admin. Code Chapter 31: For identified Approval Actions, the Planning Department or the SFMTA has issued a CEQA exemption determination or negative declaration, which may be viewed online at the Planning Department's website. Following approval of the item by the SFMTA Board, the CEQA determination is subject to appeal within the time frame specified in S.F. Under CEQA, in a later court challenge, a litigant may be limited to raising only those issues previously raised at a hearing on the project or 6

submitted in writing to the City prior to or at such hearing, or as part of the appeal hearing process on the CEQA decision. The Ethics Commission of the City and County of San Francisco has asked us to remind individuals and entities that influence or attempt to influence local legislative or administrative action may be required by the San Francisco Lobbyist Ordinance [S.F. Campaign and Governmental Conduct Code section 2.100 et seq.] to register and report lobbying activity.
