The Role of the C.S.H.S. P&C President The Cairns State High School P&C employs a full time Liaison Officer, who is responsible for most of the day-to-day duties that might otherwise fall under the responsibility of the Executive Members. The President presides at every meeting of the Association in which she/he is present CANNOT hold the office of treasurer Is a signatory on P&C accounts electronically authorises all weekly payments, along with one other executive signatory, as prepared by the bookkeeper It is the president s responsibility: To ensure that a quorum of members is present before each meeting can proceed to obtain confirmation of, and to sign the previous month s minutes at each general meeting to sign and date the bank reconciliation and bank statements, as presented by the liaison officer, from the bookkeeper to announce business in accordance with the agenda. to give firm rulings and guidance to the meeting. to assist the discussion by guiding debate along relevant lines. to give all members the opportunity to speak but also to confine speakers to the matters under discussion. to put to the vote motions and amendments and to announce the result to determine points of order. to provide explanations to those in doubt about procedure or the subject matter under discussion. Note:- The president is the only officer empowered to sign any agreement for and on behalf of the Association, upon resolution of the Association to enter into such an agreement Delegation of duties When the President is away from the position, the Vice President will step up into the position of President and be the officer accountable during this time.
The Role of the C.S.H.S. P&C Vice-President The Cairns State High School P&C employs a full time Liaison Officer, who is responsible for most of the day-to-day duties that might otherwise fall under the responsibility of the Executive Members. The Vice-President should: consider this position as the president s understudy provide support and assistance to the president, and other executive members become familiar with P&C operations, rules and meeting procedures. Is a signatory on P&C accounts The role of the vice-president is to provide essential support for the president and possibly other members of the team, i.e. assisting the secretary or the treasurer in some of their tasks. The vice-president chairs those meetings from which the President is absent, and carries out any duties that have been delegated by the president. The vice president can also act as chair for any subcommittees established by the Association. NOTE:- The vice-president should look on the role as a means of gaining an understanding of the various executive roles. The vice-president should become familiar with the operation of the Association. This role, although not always seen as so, is one of the most important roles in the executive. When the President is away from the position, the Vice President will step up into the position of President and be the officer accountable during this time. It is essential to look beyond the role to ensure you are able to help the executive, and the liaison officer, take the P&C into the community and promote the successes of the school.
The Role of the C.S.H.S. P&C Treasurer As well as a full time Liaison Officer, who is responsible for most of the day-to-day duties that might otherwise fall under the responsibility of the Executive Members; the P&C also employs a bookkeeper, one day per week. While the bookkeeper is responsible for the week to week financial management of the P&C, the treasurer has the overall responsibility under the constitution. The bookkeeper also prepares the monthly financial reports, for presentation by the treasurer at meetings. The Treasurer works closely with the bookkeeper, and keeps up to date with all financial matters concerning the P&C must be a signatory on all P&C accounts electronically authorises all weekly payments, along with one other executive signatory, as prepared by the bookkeeper should be involved, with the bookkeeper, in the preparation of the annual P&C budget,where possible Note:- Under the constitution, the treasurer is first in the line to keep an eye on anything to do with the Association s finances. This does not necessarily mean that the treasurer actually handles the cash, or keeps details of all accounts personally. These duties are delegated to the bookkeeper and liaison officer.
The Role of the C.S.H.S. P&C Secretary The Cairns State High School P&C employs a full time Liaison Officer, who is responsible for most of the day-to-day duties that might otherwise fall under the responsibility of the Executive Members. The Secretary (At the meeting) takes notes of the meeting that indicate the main points of the discussion. accurately records motions by checking with the mover and members. assists the chairperson by providing advice if needed. (Between meetings) writes up the minutes of the previous meeting, noting all important points and decisions, and reasons behind the decisions. These are forwarded to the Liaison Officer as soon as practicable after the meeting, who maintains all of the appropriate files, and distributes these minutes to members. NOTE The Liaison Officer prepares the agenda for meetings in consultation with the secretary and other executive members, who notify him of any items they wish to include. The Liaison Officer is responsible for the distribution of an agenda prior to any meeting.
