A Resolution to prevent Ukraine from joining NATO to prevent outright war with Russia 0 0 the new Ukrainian government has declared openly its intent to join NATO, the admission of Ukraine into NATO is a severe security threat to Russia as Ukraine acts as a protective buffer between NATO and Russia, NATO is forward deploying missile defense installations (EPAA) near to the Russian border which reduces the effectiveness of Russia s nuclear deterrent (a severe threat to Russian national security) and which under a NATO- member Ukraine would be expanded to include Ukrainian installations hundreds of miles nearer to Russia, Russia is intrinsically linked to the people of Ukraine through millions of intermarriages and a military barrier separating Russian families from loved ones would not be tolerated, NATO member states, including the US, are required to provide each other military support in cases of war and any international war in a NATO- member Ukraine would likely require NATO to enter conflict with Russia, the conventional superiority of NATO forces would necessitate the utilization of tactical nuclear weapons by Russian forces (as per Russian military doctrine), which in turn could escalate the conflict towards full nuclear exchange; now, therefore, be it RESOLVED, That the UIL Congress here assembled declare that the United States is firmly against the admission of Ukraine into NATO and, be it FURTHER RESOLVED, That all US actions within the infrastructure of NATO will reflect this determination. A Bill to Enact an Open Web Policy BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 0 SECTION. SECTION. SECTION. SECTION. SECTION. The United States will enforce an open web policy in which Internet Service Providers (ISP) would not be allowed to monitor and throttle their users connections. Throttling is the practice of slowing a user s internet speed at peak times of the day. Many ISPs are also providing much slower internet than the infrastructure allows, effectively robbing their customers of higher internet speeds. Currently, many ISPs are monitoring their users internet under a six strikes policy of copyright infringement. However, many ISPs have not listed which sites are deemed peer- to- peer sites and this allows for punishment when buying material legally through non- mainstream sites. The United States will create the Department of Internet Security to oversee the enactment of this bill. A. The department will oversee the enactment of an open web policy that will require ISPs to provide internet at fair speeds and prices as allowable by our current infrastructure as well as disallowing the monitoring of a user s internet connection for copyright infringement. B. This department will be funded by placing a small tax on ISPs. This law will take effect within six months of passage. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Ban Physician Aid in Dying (PAD) BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. Physician- aid in dying, or PAD, is made illegal in the United States. Physician- aid in dying: The practice in which a physician provides a competent, terminally ill patient with a prescription for a lethal dose of medication, upon the patient s request, which the patient intends to use to end his or her own life. This law will be enforced by the U.S Department of Health and Human Services through the banning of the practice of Physician Aid in Dying (PAD) in all private practices and hospitals in the continental U.S.A. A. Any physician found practicing PAD will permanently lose their medical license and be released from their duties as a physician immediately. B. Any hospital or clinic employee that has knowledge of another physician practicing PAD and does not report that information will be released from their duties along with the offender. SECTION. A Resolution To Encourage a Vote On The U.N. Convention on the Law of the Sea. 0 0 Whereas, RESOLVED, current international law does little to regulate seawater pollution caused by human actions, which has, in recent years, becoming an increasingly pressing environmental issue; and the ratification of such a piece of legislation would likely encourage the further investigation of deep sea resources internationally that would among other things, benefit the U.S and its Allies economically and; the current escalation of the South China Sea conflict between China and Japan has become increasingly harmful to United States interest in the region; and the ratification of UNCLOS would determine a twelve mile territorial sea limit and a two hundred mile economic sea limit that would help to set maritime borders between countries and would likely help to deescalate the aforementioned conflict; and the United states should not become directly involved in the South China Sea, rather set an example, and encourage peace in the region with the ratification of UNCLOS ; and the United States should work to protect civilian and military freedom of navigation; now, therefore, be it that this assembled UIL congress strongly encourage a timely vote on the U.N Convention on the Law of the Sea in order to prevent further escalation of the South China Sea conflict and in order to reduce maritime pollution.
