COMMUNITY DEVELOPMENT AUTHORITY MINUTES SUN PRAIRIE, WISCONSIN 53590 November 30, 2017 Committee Chairperson Mayor Paul Esser called the meeting of the Community Development Authority Board to order at 5:31 p.m. The meeting was held in the Community Room of City Hall, 300 E. Main St. Under unanimous consent, the Mayor reordered the agenda due to the Vierbicher Associates, Inc. not being present at the meeting began. 1. ROLL CALL Committee members present: Mayor Paul Esser (Chairperson), Harry Ripp, Jimmy Kauffman, May Lor*, Sandy Bruhn, Jerry Ruffin** Committee members absent: Jon Freund (Council Member) Other Elected Officials present: Staff present: Scott Kugler, Sarah Sauer, Taylor Brown, Neil Stechschulte Others in Attendance: Dan Lindstrom Vierbicher Associates, Inc. * May Lor left at 7:07PM ** Jerry Ruffin left at 6:32PM 2. CITIZEN APPEARANCE/PUBLIC COMMENT - None 5. NEW BUSINESS A. Resolution Approving an Amendment to the Contract for the Central Main Street Corridor Redevelopment Plan To go approve resolution. (1) Ruffin (2) Ripp Aye: Mayor Paul Esser, Jerry Ruffin, Harry Ripp, Jimmy Kauffman, Sandy Bruhn, May Lor Absent: Jon Freund 6. STAFF UPDATES 641 W Main Street, Catalyst Development: Staff updated the group on the submittal of the Catalyst Development on 641 W Main Street or the Hanley Site located in TID 11. Staff provided renderings, floor plan and site plan. Since this development is complaint with the Main Street Overlay Standards it only requires a staff review approval. 126 N Bristol Street: At the December Planning Commission meeting, the Commission will review a submittal for a 46-unit apartment building at 126 North Bristol Street within TID 8. 1141 W Main Street, Gorman & Company: A development agreement for financial assistance for an apartment building located at 1141 W Main Street in TID 11 was approved by Council on November 28.

1120 W Main Street, McHenry Apartments: The apartment building is on schedule for tenants to move in January 2018. Verbal commitments for a coffee shop, meat market and bakery have been made for the commercial space. 2831 O Keeffe Ave, ChoiceOne Dialysis Clinic: Construction is to be completed by December 15. No formal grand opening has been scheduled. 4. UNFINISHED BUSINESS A. BUILD Central Main Street Corridor Redevelopment project work i. Review and with possible recommendation action on the draft BUILD Central Main Street Corridor Redevelopment Plan. No action was taken. **Jerry Ruffin left at this time. 5. NEW BUSINESS cont. B. Adjourn into closed session pursuant to Wisconsin State Statute 19.85(1)(e) Deliberating or development located at 114 W Main Street. To go into closed session. Remain in closed session pursuant to Wisconsin State Statute 19.85(1)(e) Deliberating or negotiating the purchase of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: consideration discussion and possible action regarding the investment of public funds in a private development located at 622 W Main Street. *May Lor left at this time.
