The Police Jury of the Parish of Ouachita, State of Louisiana met in a regular session in the Ouachita Parish Police Jury Meeting Room, Courthouse Building, Monroe, Louisiana on Monday, March 19, 2018 at 5:33 p.m., and was duly convened by Mr. Scotty Robinson, President. The invocation was given by Mr. Clampit. The Pledge of Allegiance was led by Mr. Clampit. There were none. Motion offered by Mr. Smiley, seconded by Mr. Caldwell to approve the agenda as published. Motion passed without opposition. PUBLIC COMMENT PERIOD: The president asked for public comments on the agenda as approved. No one appeared or came forth to speak during this time. ADOPTION OF MINUTES: A motion to adopt the minutes of the regular Police Jury meeting including the committee meetings held on March 5, 2018 was offered by Mr. Clampit, seconded by Ms. Moore. Motion passed with Mr. Caldwell abstaining. PUBLIC HEARINGS: The president convened a public hearing on Ordinance No. 9194 An Ordinance to authorize an Act of Sale by the Parish of Ouachita to sell adjudicated property described as Parcel 594: Lot 7, Sq. 2, Unit 1, Turpin s Addition, Ouachita Parish, Louisiana, in accordance with LA R.S. 47: 2202 et seq. and to authorize the Ouachita Parish Police Jury president to sign all necessary documents and to address the matters relative thereto. The president convened a public hearing on Ordinance No. 9197 An Ordinance to authorize an Act of Sale by the Parish of Ouachita to sell adjudicated property described as Parcel 5236: Lot 10 of Square 1 of subdivision of portion of Lot 2 of Burg Jones Estate, situated in Section 7 & 8, Township 17 North, Range 4 East, Ouachita Parish, Louisiana, in accordance with LA R.S. 47: 2202 et seq. and to authorize the Ouachita Parish Police Jury president to sign all necessary documents and to address the matters relative thereto. No one appeared to speak in favor of or against said ordinance. Motion offered by Mr. Caldwell, seconded by Mr. Smiley to close the public hearing. Motion passed without opposition. VISITORS: The president recognized Michael Harrison from Green Oaks. Mr. Harrison stated his support for the interim director at Green Oaks. The president recognized Bill Land with Land 3 Architect. Mr. Land presented Change Order No. 1 for the library roofing project and stated that the change order will increase the contract price by $1,370. Motion offered by Dr. Reddix, seconded by Mr. Clampit to approve Change Order No. 1. Motion passed without opposition. Mr. Land presented the substantial completion for the library roofing project and recommended approval. Motion offered by Ms. Moore, seconded by Dr. Reddix to accept the substantial completion. Motion passed without opposition. Mr. Land updated the Jury on the OCC multipurpose building and stated that the plans should be completed within the next 45 days. Mr. Land stated that the estimated construction cost is $400,000. Mr. Land updated the Jury on the elevator in the courthouse annex. PAGE 2 OF 15

The president recognized Ms. Mullins, Animal Control. Ms. Mullins requested to hire Joshua Durand and Christian Colvin as animal control officers. Motion offered by Mr. Smiley, seconded by Dr. Reddix to hire Joshua Durant and Christian Colvin. Motion passed without opposition. Ms. Mullins requested to reclassify Ashlee Allbritton to lead animal control officer. Motion offered by Ms. Moore, seconded by Mr. Clampit to approve the reclassification. Motion passed without opposition. The president recognized Ms. Bridges, Green Oaks. Ms. Bridges requested to open the positions for Juvenile Detention Officer II male and Juvenile Detention Officer III. Motion offered by Dr. Reddix, seconded by Mr. Clampit to open the positions. Motion passed without opposition. The president recognized Ms. Bennett, Federal Programs. Ms. Bennett requested approval for two employees to attend the National Associates of Job Training Assistance on April 9-13. Motion offered by Ms. Moore, seconded by Dr. Reddix to approve the travel request. Motion passed without opposition. ENGINEERING REPORT: The president recognized Mr. Crosby, Engineer. Mr. Crosby presented Change Order No. 2 for 40 Oaks Farm Road and stated that the change order would add pay items for additional storm drain pipe and manholes. Motion offered by Mr. Clampit, seconded by Dr. Reddix to approve Change Order No. 2. Motion passed without opposition. Mr. Crosby presented the bid results for the St. Andrews Drive road improvement project and stated that the lowest conforming bid was from Amethyst Construction, Inc. for $508,815.00. Motion offered by Mr. Caldwell, seconded by Mr. Clampit to accept the bid from Amethyst Construction, Inc. and to authorize the president to sign all necessary documents for the project. Motion passed without opposition. Mr. Crosby presented the bid results for the Sam Drive drainage project and stated that the lowest conforming bid was from S Bar S, LLC for $132,759.40. Motion offered by Mr. Caldwell, seconded by Mr. Clampit to accept the bid from S Bar S, LLC and to authorize the president to sign all necessary documents for the project. Motion passed without opposition. Mr. Crosby presented the substantial completion for Augusta Drive and recommended approval. Motion offered by Mr. Caldwell, seconded by Mr. Clampit to accept the substantial completion. Motion passed without opposition. Mr. Crosby updated the Jury on other ongoing parish projects. Motion offered by Mr. Clampit, seconded by Mr. Caldwell to recess the regular meeting in favor of the finance committee meeting. Motion passed without opposition. FINANCE COMMITTEE MEETING The chairman, Mr. Smiley, called the finance committee meeting to order at 6:09 p.m. The chairman recognized Mr. Cammack, Treasurer. Mr. Cammack presented the claim statement for the period of February 16, 2018 through March 15, 2018 and recommended approval. Motion offered by Mr. Caldwell, seconded by Dr. Reddix to approve payment of the claims for the period stated as recommended by the Treasurer. Motion passed without opposition. Mr. Cammack presented budget versus actual statements to the Jury. No action was needed. Mr. Cammack presented the Duet chemical bid results for Mosquito Control and stated that the only bid was from Clarke Mosquito Control. Motion offered by Mr. Clampit, seconded by Mr. Robinson to accept the bid from Clarke Mosquito Control. Motion passed without opposition. There being no further business to come before this committee, a motion to adjourn and reconvene the regular meeting was offered by Mr. Caldwell, seconded by Dr. Reddix. Motion passed without opposition. The finance committee meeting was adjourned at 6:11 p.m. * * * Motion offered by Mr. Caldwell, seconded by Mr. Smiley to ratify and adopt all actions taken in the committee meeting. Motion passed without opposition. MOTIONS * ORDINANCES * RESOLUTIONS: MR. SCOTTY ROBINSON, DISTRICT A: Mr. Robinson, seconded by Mr. Clampit offered the following ordinance for adoption. ORDINANCE NO. 9194 AN ORDINANCE TO AUTHORIZE AN ACT OF SALE BY THE PARISH OF OUACHITA TO SELL ADJUDICATED PROPERTY DESCRIBED AS PARCEL 594: LOT 7, SQ 2, UNIT 1, TURPIN S ADDITION, OUACHITA PARISH, LOUISIANA, IN ACCORDANCE WITH LA R.S. 47: 2202 ET SEQ. AND TO AUTHORIZE THE OUACHITA PARISH POLICE JURY PRESIDENT TO SIGN ALL NECESSARY DOCUMENTS AND TO ADDRESS THE MATTERS RELATIVE THERETO WHEREAS, the immovable property described below was adjudicated to the Parish of Ouachita on June 14, 2007, for nonpayment of taxes; and WHEREAS, the three (3) year period for redemption provided by Art. 7, 25 of the Louisiana Constitution has elapsed, as well as the five (5) year redemption period established by PAGE 4 OF 15

Parish Ordinance No: 9016 and the owner of record has failed to redeem the adjudicated property; and WHEREAS, LA R.S. 47: 2202 et seq. provides that the Parish may sell adjudicated property in accordance with law after the expiration of the period for redemption; and WHEREAS, the Parish of Ouachita has declared the property described below surplus and not needed for a public purpose and to dispose of said property in accordance with LA R.S. 47:2202, et seq.; and WHEREAS, in accordance with L.A. R.S. 47:2202 the Parish of Ouachita has set a minimum bid for public sale at $100.00 and WHEREAS, the Parish of Ouachita has received a written offer to purchase said property from Jatwana Calhoun for the consideration $100.00 cash, at the time of sale and has been accepted by the Ouachita Parish Police Jury; and WHEREAS, the property described herein below was subject to public auction on March 8, 2018 at 10:00 a.m. NOW BE IT ORDAINED by the Ouachita Parish Police Jury, that any Act of Sale of the below described property shall contain the following conditions and requirements: 1) This property described as Ouachita Parish Parcel #594, municipal address 2714 Washington Road, Monroe, Louisiana, and more fully described as: LOT NO. SEVEN (7) OF BLOCK NUMBER TWO (2) OF UNIT NUMBER ONE (1), TURPIN S SUBDIVISION IN SW ¼, SECTION 20, TOWNSHIP 17 NORTH, RANGE 4 EAST, OUACHITA PARISH, LA. 2) This property shall be sold in accordance with LS-R.S. 47:2201 et. seq., without any warranty, from either the Parish or Management Company, whatsoever, even as to the return of the purchase price. 3) The sale shall be on a form approved by the Parish Attorney and that the sales price is paid by certified funds at the time of the sale. 4) The sale shall include a reservation of all mineral rights to the Parish, but shall convey all surface rights. 5) The following shall be completed prior to closing of sale: a. E&P LLC shall certify in writing to the Parish Attorney that they have examined the mortgage records, conveyance records, probate and civil suit records of the Parish of Ouachita and that attached to this certification will be a written list of names and last known addresses of all owners, mortgagees, and any other person PAGE 5 OF 15

WHEREAS, the Ouachita Parish Police Jury is the governing authority for the Parish of Ouachita, Louisiana, and WHEREAS, there is a need throughout Ouachita Parish for reliable and affordable broadband internet service especially in the rural areas of the parish where cable is inaccessible and satellite and cellular service can be inconsistent at best, and WHEREAS, Claiborne Electric Cooperative is a member-owned, not for profit service organization that exists for one reason, to meet the needs of the members. Claiborne Electric Cooperative service area includes the parishes of Webster, Claiborne, Bienville, Union, Lincoln, and a small portion of Ouachita serving more than 18,000 members having 23,000 meters (full usage and low usage meters), and WHEREAS, Claiborne Electric Cooperative has conducted extensive research including market analysis, technical analysis, and member surveys in an effort to deliver reliable and affordable broadband internet service to the members of the Cooperative and non-members alike, and WHEREAS, having affordable broadband internet service is no longer a luxury, for many it is a necessity to serve the needs and demands of school aged children, for health care, for banking, for research, for business operation, for recreation, and for communication just to name some of the uses. Currently members are buying sub-par services to try to meet these ever-growing needs, and WHEREAS, the Ouachita Parish Police Jury is confident that Claiborne Electric Cooperative is quite capable of managing the program that is being proposed to provide to the citizens of Ouachita Parish affordable broadband internet service and Claiborne Electric has secured financing for the project's $80 million capital requirements.
