(For Possible Action) Formation of the Transportation Alternatives Working Group (Jason Van Havel) NDOT is in the initial stages of updating its group categories listing for the Transportation System Projects Document (TSP). With the recent passage of the Federal Transportation Bill, Moving Ahead for Progress in the 21 st Century (MAP-21), there has been a change in how the former Transportation Enhancement (TE) Program will be administered. It will now be part of a different program known as the Transportation Alternatives (TA) Program; this program includes; Safe Routes to School, Recreational Trails, the former TE and a small portion of the Scenic Byways Program. NDOT staff would like to request two representatives from the STTAC along with two representatives from the Nevada Bicycle and Pedestrian Advisory Board to sit on this Working Group this group would include three representatives from NDOT staff. This group is scheduled to meet after a five minute recess of the regular meeting. Staff and/or members of this Working Group could provide updates at future STTAC

NV (video-conf/dist I) Cody Black, City of Fernley Juan Balbuena, FHWA Scott Hall, General Public REGULAR STTAC MEETING - Item 1: Call to Order and Determination of Quorum* Chairman Joanna Wadsworth called the STTAC meeting to order at 10:05 a.m. and commented that she was happy to be the new chairman and thanked Tom Greco for his service. It was determined that a quorum was present. 3

Item 2: Public Comment Scott Hall of the public commented that he has been working with the MAP-21 advocacy campaign for the State of Nevada and the Nevada Bicycle Coalition, to gain community support for implementing the new transportation bill funding of MAP-21 and to find ways to maximize resources to build a better infrastructure for bicycling and walking in the community. They are in discussion with the MPOs, the Washoe RTC, Carson City and the RTC of Southern Nevada to find ways for the community, schools, advocacy groups, and businesses to participate in the outreach to inform the community of the priorities. The Bicycle Coalition will partner with NDOT at the Nevada Bike/Ped Summit in Las Vegas next week. There is an advocacy event in the evening that is open to everyone to discuss what is anticipated in the new legislation and how to use MAP-21 funding. Mr. Hall encouraged NDOT and the STTAC to continue on with the Complete Streets policy talks. Tom Greco, new NDOT Assistant Director of Planning recognized the effort and time that the members spend with the STTAC as an advisory committee to minimize surprises and promote collaboration. Adam Searcy, NDOT Project Manager provided a slide presentation of a proposed exhibit of the Moana Lane Diverging Diamond Interchange (DDI) project that was recently completed in Reno which is a new innovative interchange configuration. The DDI has efficiencies from a traffic operations stand point but also a safety improvements stand point. The visual simulation was a large part of the public outreach campaign to help the community awareness. No negative feedback has been received by NDOT. Item 3: Approval of the October 1, 2012 Regular STTAC Meeting Minutes* A motion was made to approve the October 1, 2012 Regular STTAC meeting minutes. Steve Bunnell seconded the motion. A vote was taken and the motion carried unanimously. Item 4: Update on the RTC of Southern Nevada Complete Streets Program (Philip Banea) Philip Banea, RTC Project Manager, provided a slide presentation on the RTC of Southern Nevada Complete Streets Program and distributed a handout, Policy for Complete Streets. The RTC is conducting a regional Complete Streets initiative and the final report for the study and policies were approved at the RTC Board meeting in June. The Complete Streets Design Manual is expected to be adopted by the Board later in 2012. Mr. Banea discussed and explained the vision, definition, attributes, goals, objectives, policies, implementation, and the reimbursement of costs of the program. Benefits include making walking, biking and transit riding more desirable, improve travel options for groups that have limited access to cars, improve safety of various modes, reduce air quality emissions and to improve the economy for communities. The update concluded. Item 5: NDOT Legislative Update (Sean Sever) Sean Sever, NDOT Communications Director and Legislative Liaison, discussed the six Bill Draft Requests (BDR) from NDOT. The BDRs include: (1) User Fees and Public/Private Partnerships to charge for the use of transportation facilities and allow NDOT to seek PPPs, (2) Road Relinquishment to work with NACO and other stakeholders to create an easier process and system, (3) CMAR Authority (Construction Manager at Risk) program extension for two additional years, (4) Primary Seatbelt Law as a carryover from the last legislature, simplifying crash data reporting reports and 4

amending language to make sure limo and bus drivers are prevented from having open containers while driving, (5) Rest Stop Commercialization roadside acknowledgement signs, and (6) Bridge Weight Limits for NDOT Director to authorize weight limits instead of waiting for the State Transportation Board. The update concluded. Discussion followed. Committee members volunteering to work with NDOT regarding the Road Relinquishments included David Fraser, Jon Ericson, Steve Bunnell, Randy DeVaul, Amy Cummings, Randy Fultz, Mark Davis, Joanna Wadsworth, Scott Jarvis, Wes Henderson and Patrick Pittenger. David Fraser acknowledged that he will be leaving the Nevada League of Cities for a position with Boulder City but his successor would be able to volunteer in his place. Wes Henderson commented that there is a list of the roads that have been identified by the department that is available. The list will be sent out to the STTAC members. Tom Greco also requested other roads that the locals would like exchanged as a state route to be listed, distributed and submitted to Steve Jackson of Roadway Systems. Item 6: NOT Planning Division: Item 6a: Discussion on the formation of a Transportation Alternatives (TA) Working Group (Dennis Taylor) Jason Van Havel of the NDOT Transportation Multimodal Planning Section, distributed a handout Transportation Enhancement (TE) Funding Breakdown and commented that several programs have been eliminated and have been included in the new Transportation Alternatives (TA) program. These include Transportation Enhancements, Safe Routes to School, Recreational Trails and a portion of Scenic Byways. The Transportation Alternatives (TA) Working Group would develop the process of how to best administer funds for the new program. Discussion followed. Jason requested volunteers for the working group. Those volunteering for the Transportation Alternatives Working Group include all members in Las Vegas: Randy DeVaul, Martyn James, Scott Jarvis, Joanna Wadsworth and Randy Fultz, along with Mark Davis, Mark Kimbrough, Patrick Pittenger, Amy Cummings, Pete Konesky, David Fraser (successor), Wes Henderson, Scott Hall, FHWA representative and Keith Norberg. Joanna Wadsworth requested a special meeting in January. Item 6b: Update on Amendments, Modifications to the FY 2012-2015 Statewide Transportation Improvement Program (STIP) document and the development of the FY 2012-2021 Transportation System Projects document (Dennis Taylor/Jason Van Havel) Jason Van Havel stated that the amendments and modifications were minimal but he stated that he would like to discuss the MAP-21 STIP. They will move forward with incorporating the MAP-21 funding categories into the STIP. Complicating this will be incorporating TIPS from around the state into the STIP because at times the TIPS are using some SAFETEA-LU definitions and using old SAFTEA-LU money while some are using new MAP-21 funding with SAFETEA-LU definitions. They will hold individual meetings with the MPOs to go over the MAP-21 STIP and incorporate their MAP-21 TIPS. The first meeting will be held today with the RTC of Southern Nevada. Jason hopes to have some resolution within the next month with the MPOs for a solid process as to how they will get all MAP-21 definitions and away from SAFETEA-LU definitions. The update concluded. Item 6c: Connecting Nevada Update (Tim Mueller) Tim Mueller reported that there are a series of public meetings in the near future with one on January 17 th in Las Vegas, 4pm-7pm at the Historic District School; January 22 nd in Reno, 4pm- 7pm at the McKinley Arts and Cultural Center; January 24 th in Elko, 4pm-7pm at the City of Elko 5

Council Chambers. The Connecting Nevada Plan will be written into three chapters with NDOT receiving the first chapter, The Connecting Nevada Process which is currently under review. The second chapter will be Connecting Nevada Tools followed by chapter three, The Implementation Plan. Their goal is to have the plan out to the public in advance of the public meetings for discussion at the meetings. Future updates will be placed on the website. The update concluded. Item 6d: Update on Nevada Bicycle Plan (Bill Story) Bill Story, NDOT Bicycle/Pedestrian Manager, provided an update and PowerPoint presentation. The Nevada Bicycle Plan will include facilities, other aspects such as cycling tourism, connectivity, laws, policies, local ordinances, encouragement programs, education programs, implementation strategies, State Routes to School programs, etc. Public meetings have taken place and this plan focuses on rural areas outside of the MPO jurisdictions. The MPOs have their own bicycle plans. Training workshops will be provided specifically aimed at bicycle facilities for engineering and planning personnel. The first training workshop is scheduled for next Wednesday in Las Vegas and one for NDOT District II in Sparks on Thursday. The State Bike Plan is a requirement of NRS 408.234 and will be included in the Statewide Transportation Plan. The update concluded. Item 6e: Planning and Environmental Linkages Update (Kevin Verre) Kevin Verre of NDOT Federal Programs, provided an update on the Planning and Environmental Linkages (PEL) and distributed a handout, Planning and Environmental Linkages Questionnaire and Checklist. The document is currently being updated to reflect MAP-21 language and references. It will be used with the I-11 Study to begin with. Sondra Rosenberg, NDOT Federal Programs Manager commented that some language was added to clarify that it is not a required document for NDOT or other agencies. With the recent passage of the Federal Transportation Bill, Moving Ahead for Progress in the 21 st Century (MAP-21), there has been a change in how the former Transportation Enhancement (TE) Program will be administered. It will now be part of a different program known as the Transportation Alternatives (TA) Program; this program includes; Safe Routes to School, Recreational Trails, the former TE and a small portion of the Scenic Byways Programs. NDOT staff would like to request two representatives from the STTAC along with two representatives from the Nevada Bicycle and Pedestrian Advisory Board to sit on this Working Group. NDOT staff would have three representatives on this group. Staff and/or members of this working group could provide updates at future STTAC meetings.
