Minutes of the proceedings of the City Council of the City of Graysville, Alabama of the regular meeting held on October 18, 2018. Pastor John Donald gave the invocation. The regular meeting of the City Council of the City of Graysville was called to order at 6:00 p.m. at the Maurice C. West Community Center by Mayor James C. Davis. Upon roll call those present: Clark Julio Davis Mayor James Armstrong Dorothy Hawthorne Absent: George Helms Karen Lauderdale Chris Shaw Randy Teeter Also present was Charlie Waldrep, City Attorney; Mike Hale, Jefferson County Sheriff; Pastor John Donald, WestPoint Baptist Church; Tommy Greene, City Comptroller; a host of local citizens; several city employees and City Clerk, Kathy Dumas. Mayor Davis requested a moment of silence for employee at CenterPoint who was killed in a tragic accident. Jefferson County Sheriff Mike Hale was recognized who introduced his assistance Terry Davis. Sheriff Hale gave report on crime statistics in the City and asked for support in his reelection for Jefferson County Sheriff in the November 6, 2018 election. Pastor John Donald from WestPoint Baptist Church spoke briefly and invited everyone to attend the church. Shaw moved to approve minutes of October 4, 2018 as presented. Motion seconded by Hawthorne and carried. Mayor Davis announced the Fall Festival is Friday October 26, 2018 at the Community Center from 6:00 p.m. until 8:00 p.m. Mayor Davis also announced the Veterans Luncheon will be Thursday November 8, 2018 at 12:00 noon at the Community Center. Armstrong gave a brief update on the Youth Basketball program. Following discussion, Mayor Davis recommended the Park Board call a special meeting on Monday October 22, 2018 and present the Youth Basketball program and Park Board report back to City Council. Mayor Davis announced that Desland James was awarded the Firefighter of the Year at the City of Birmingham. Desland is a fill-in firefighter for the City of Graysville and does a fine job for the City. Resolution Number 2019-4 was presented as follows: RESOLUTION NO. 2019-4_ A RESOLUTION ADOPTING A TWENTY-EIGHT (28) DAY WORK PERIOD FOR GRAYSVILLE FIRE DEPARTMENT BE IT RESOLVED by the City Council of the City of Graysville, as follows: 1. That the City of Graysville hereby adopts a twenty-eight (28) day work period for all fire protection personnel as defined by the Fair Labor Standards Act. 2. That any and all prior resolutions to the contrary are hereby repealed. 3. That this resolution shall become effective on October 28_, 2018. ADOPTED & APPROVED this the day of, 2018. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAYSVILLE, ALABAMA, THAT THE CITY COUNCIL SHALL ESTABLISH DEPARTMENTAL LIAISONS AMONG THE CITY COUNCIL MEMBERS, AND THE CITY S DEPARTMENTS SHALL BE ORGANIZED AS SET OUT HEREIN: Page 4 of 7

SECTION 1. FOR EACH OF THE FOLLOWING CITY DEPARTMENTS, THERE IS HEREBY ESTABLISHED AN ELECTED OFFICIAL LIAISON: FIRE DEPARTMENT UTILITY OPERATIONS PUBLIC WORKS DEPARTMENT ADMINISTRATIVE DEPARTMENT LIBRARY SECTION 2. THE PURPOSE OF THE ELECTED CITY OFFICIAL LIAISON IS TO WORK WITH THE ASSOCIATED CITY DEPARTMENT HEAD TO EXPEDITE AND SPONSOR THOSE ITEMS COMING FROM THE DEPARTMENT FOR CITY COUNCIL APPROVAL. SECTION 3. THE NAMES OF THE DEPARTMENT HEADS ARE AS FOLLOWS: FIRE DEPARTMENT- GREG GILCHRIST UTILITY OPERATIONS- MAYOR JAMES C.
