STATE OF WEST VIRGINIA, COUNTY OF PRESTON, Ss: The Preston County Commission met in Regular Session at 9:30 a.m., October 29, 2018 in the County Commission Meeting Room. The meeting was called to order by President Craig Jennings who invited those present to join in the Pledge of Allegiance. Commissioner Jennings then declared the following Commissioners present: Don Smith, Craig Jennings and Dave Price. Commissioner Price seconded the motion. A roll call vote was taken with Commissioners Smith, Jennings and Price voting yes. Motion carried. There were no Tax Correction List or Notice of Apportionments There were no Consolidation of Land or County Court Splits presented.
Commissioner Jennings recognized Kathy Mace for the Administrators Report. Administrator s Report A. Approve Contract Agreement and other documents for VOCA Grant Commissioner Smith moved for the President be authorized to sign the VOCA Grant. Commissioner Price seconded the motion. A roll call vote was taken with Commissioners Smith, Price and Jennings voting yes. Motion carried. (See attached)
B. Update on Maintenance Issues The elevator in the Annex is out of order. Needs major repairs. The igniter and controller need fixed on the Annex boiler. Air conditioner liner leak. Exterior door are getting done. Still working on the Master Maintenance Plan C. Update on meeting with FEMA for Floodplain Management Commissioner Price, Kathy Mace, Duane Hamilton and Clark Nicklow attended the Flood Plains Management Meeting. This meeting was to make sure everything was compliant to participate in the National Flood Insurance Program. They will have a follow up meeting later on to redo all the ordinances to do the mutual aid agreements. FEMA seemed really pleased with what the county is doing and bragged on Duane and Nick and their knowledge regarding the flood plains.

E. Miscellaneous Correspondence Asked for one or more of the Commissioners to consider being on the Robins Nest Board Trick or Treat Wednesday, October 31, 2018; 5:30 p.m.-7:00p.m. Main Street Kingwood Trick or Treating Monday, October 29, 2018 Habitat for Humanity needs a board member from Preston County Next Commission Meeting to be held 3 rd floor of Annex Commissioner Jennings asked Kathy Mace to call Tom Smith, DOH Commissioner, and ask him to make a trip to Kingwood. He would like to take him for a drive to show him some of our road situations. Approval of Minutes - October 15, 2018 Commissioner Price moved to approve the October 15, 2018 minutes. Commissioner Smith seconded the motion. A roll call vote was taken with Commissioner Smith and Price voting yes. Motion carried.
New Business Consideration and/or action Under NEW BUSINESS Commissioner Smith moved to dispense with the reading in open court of the proceedings of the Clerk of this Commission, had in vacation on October 17, 2018 thru October 23, 2018 inclusive, and to approve and confirm the same as presented by the County Clerk, there having been no exception or objections filed thereto. (See attachment) Commissioner Price seconded the motion. A roll call vote was taken with Commissioners Price, Jennings and Smith voting yes. Motion carried.
Commissioner Price moved that the foregoing estate settlements and/or waivers thereof, having been filed for a period of ten (10) days prior to the commencements of this term and there being no exceptions or objections filed thereto, be approved and confirmed. Miscellaneous Correspondence Recognition of Scheduled Appointments 9:35 a.m. Jennifer Lewis, Chief Tax Deputy 2017 Tax List Sale President Jennings recognized Jennifer Lewis, Chief Tax Deputy who presented the 2017 Tax Sale List to the Commissioners for approval. The list is comprised of 309 properties up for sale, which is down from last year. She suspended approximately 120. The sale is today at 10:00 a.m. at the Extension Office. Commissioner Smith made a motion to approve the 2017 Tax Sale List. Commissioner Price seconded the motion. A roll call vote was taken with Commissioners Smith, Price and Jennings voting yes. 9:40 a.m. Justin Wolfe, OEM/911 Budget Revisions, Operating Guidelines update Approval and Employee Hires Justin Wolfe approached the Commissioners with potential changes to the Standard Operating Guidelines that came about after the 911 Advisory Council Meeting. Commissioner Price made a motion to approve both of the 911 adjustments to the SOG s as presented to encompass the entrance checklist and the wrecker call dispatch. Commissioner Smith seconded the motion. A roll call vote was taken with Commissioners Price, Smith and Jennings voting yes. Motion carried. (See attached)
Commissioner Jennings recognized Duane Hamilton with employee hires. Mr. Hamilton came before the Commission to request the approval to hire Rhonda Farkas from Tunnelton as a part-time Telecommunicator with a wage of $13.00/hr. to be re-evaluated after her 6 month probationary period. Her start date is October 31, 2018. He also requested permission to hire Stefanie Street from Aurora as a part-time Telecommunicator with a wage of $13.00/hr. to be re-evaluated after her 6 month probationary period. Her start date is October 31, 2018. Commissioner Smith made a motion to approve the hiring of Rhonda Farkas and Stefanie Street for the 911. Commissioner Price seconded the motion. A roll call vote was taken with Commissioners Smith, Price and Jennings voting yes. Motion carried.
9:45 a.m. Linda Huggins regarding approval of Records Management Grant Application Commissioner Smith made a motion to approve a $10,000 grant application for the employees to do record management. Commissioner Price seconded the motion. A roll call vote was taken with Commissioners Smith, Price and Jennings voting yes. Motion carried. (See attached)

(See attached) 9:50 a.m. Representatives from Habitat for Humanity Shawnda Cook Executive Director and Christine Cook, Program Coordinator of Habitat for Humanity came to the County Commission meeting after an invitation from President Jennings to attend to explain their cause. Their program has recently expanded their service industry into Preston County. The name will change to Mon Valley Habitat for Humanity and will include Monongalia, Marion and Preston Counties.
They are currently seeking community involvement and land to be donated in order to build homes for future Habitat families in Preston County.
