Pastor Samantha Roach gave the invocation and the Pledge of Allegiance was led by City Council. Should discussion be desired on any item, that item will be removed from the Consent Agenda and considered separately: The City Manager recommends one motion that will approve: 1. Approval of minutes of the November 11, 2014 regular meeting of the El Reno City Council. 2. Approval of Resolution No. 15-017; a resolution of the El Reno City Council establishing meeting dates, times and places for the regular public meetings of the El Reno City Council for the calendar year 2015. 3. To acknowledge meeting dates, times and places for various board, committees, and authorities for the calendar year 2015. 4. To approve Resolution No. 15-018; a resolution adopting supplement No. 2 of the 2014 Code of the City of El Reno, Oklahoma dated 11-1-2014. 5. To declare a 1968 Ford F600 Truck w/gin poles VIN2091, a 1994 Chevrolet Pickup 2500 4X4 VIN3134, a 1994 Chevrolet C1500 VIN3595, a 2000 Ford Crown Victoria VIN4206, and a 1996 Dodge F150 VIN0546 as surplus and authorize the vehicles to be sold. 6. To authorize the demolition of the old Cemetery Sexton house located at 1120 E. Elm Street. 7. Approval to enter into an Inter-local agreement with the City of Calumet for the purpose of performing humane disposal of sick, injured, or abandon animals. 8. Approval of claims list for the period beginning November 1, 2014 and ending November 30, 2014. Chronister MOVED, SECONDED by Robinson to approve items 1-8 of the consent agenda.

Hoff was condemned, he stated that there was no due process. F DISCUSSION ITEMS 9. A. To Conduct a Public Hearing in consideration of a request by Kyra Escott on behalf of Clay Moore for a change in zoning from Rural Agricultural (A-1) to Moderate Industrial (I-2). The tract is part of the Southeast Quarter (SE/4) of Section Fourteen (14), Township Twelve (12) North, Range Seven (7) West of the Indian Meridian, Canadian County, Oklahoma, approximately 55 acres. Opened at 7:25pm and closed at 7:29pm. There was concern about the water drainage but this was address by staff stating that new development would have to address any excess drainage. Owner stated there is no problem with conditions. B. Discussion, consideration, and possible action of Ordinance No. 9066; a request by Kyra Escott on behalf of Clay Moore for a change in zoning from Rural Agricultural (A-1) to Moderate Industrial (I-2). Item A was opened then closed immediately with talk about pushing the entire item back to the Next Council Meeting. B. Chronister MOVED, SECONDED by DeLana to approve Resolution No. 15-011; a resolution of the City Council of the City of El Reno supporting the rehabilitation of Ashton on the Green located at 2501 Ashton Place, El Reno, Oklahoma. Pulled 12. Discussion, consideration, and possible action regarding Resolution No. 15-012; a resolution of the City Council of the City of El Reno supporting the rehabilitation of the Southern Manor located at 319 S. Grand Avenue, El Reno, Oklahoma.
Page 5 of 7 13. ****Discussion, consideration, and possible action to award the Mercy El Reno Hospital Re-Roof project and authorize Mayor and city staff to execute all documents associated thereto. Approved as in the Hospital Authority. Chronister MOVED, SECONDED by Archer to award the project of Hospital Re-Roof to Mr. Roof/Interstate Roofing for the amount of $736,113.00 and authorize Mayor and Staff to execute all documents associated thereto. 14. Discussion, consideration and possible action on to award bids for demolition of structures at 1408 Sunset Dr. (a.k.a E22 Lots 27 All 28-32; Block 2; Lakeview 2nd Addition plat & 1516 Sunset Dr. (a.k.a Lots 25-28; Block 3; Lakeview 2nd Addition plat). Brent Wilkerson, Owner stated that he has had health issues and with those health issues he does not comprehend as much as he used to. He has a solution, with George buying the 6-unit and James becoming George s partner, he can use that money to update the 4-unit. There was more discussion on the potential of the properties. Robinson MOVED, SECONDED by Chronister to award bids for demolition of structures at 1408 Sunset Dr. (a.k.a E22 Lots 27 All 28-32; Block 2; Lakeview 2nd Addition plat) to Diamond Farmer in the amount of $5,500.00 & 1516 Sunset Dr. (a.k.a Lots 25-28; Block 3; Lakeview 2nd Addition plat) to Bakers Bucket in the amount of $5,000.00. AYE: Chronister, White, Robinson NAY: DeLana, Archer. Mayor White declared motion CARRIED by a vote of 3 to 2 with 0 absent. 15. Discussion, consideration, and possible action on the possible milling of 27th Street from Ridgecrest to Choctaw.
Page 6 of 7 DeLana MOVED, SECONDED by Robinson to wave formal bidding on the milling of 27th Street from Ridgecrest to Choctaw and use the Canadian County 6-month bid. AYE: Chronister, DeLana, Robinson NAY: Archer. ABSTAIN: White. Mayor White declared motion CARRIED by a vote of 3 to 2 with 0 absent. 16. Discussion, consideration, and possible action to approve the purchase of one (1) 2011 Ford Crown Vic Police Package Vehicle and two (2) 2010 Chevrolet Impala vehicles from the Missouri Highway Patrol and associated equipment. White MOVED, SECONDED by DeLana to approve the purchase of one (1) 2011 Ford Crown Vic Police Package Vehicle and two (2) 2010 Chevrolet Impala vehicles from the Missouri Highway Patrol and associated equipment. No Action Necessary. 17. Presentation of Financial Report. Consider convening into Executive Session pursuant to Oklahoma Statutes Title 25 Section 307, B3, to discuss the possible purchase of El Reno Public School District property located at 100 S. Bickford, Webster Elementary, Lincoln Elementary, and the former YMCA building all within the City limits of the City of El Reno, Canadian County, Oklahoma in a proposed real property exchange with the El Reno Public School District and take appropriate action in Open Session.
