Motion to approve a Proclamation to recognize Kyle Scott for receiving the Rank of Eagle Scout, the highest rank in the Boy Scouts. Motion: That the Mercer County, Board of Commissioners hereby applies to the Office of Juvenile Justice and Delinquency Prevention of the Pennsylvania Commission on Crime and Delinquency for a capacity building grant under the U.S. Department of Justice s Juvenile Prosecution and Defense Capacity Building Initiative. The grant is for the non-supplemental employment of a full time juvenile Assistant District Attorney and Assistant Public Defender for a period of 2 years beginning in October, 2009. The total grant requested is $275,240.00 for the salaries, benefits and training expenses of the attorneys in question. There is no county match for the grant. Motion to revise Early Childhood Community Engagement Grant provider agreements that were approved August 28, 2008 for the Grant Year 7-01-08 to 6-30-09 as follows: Mercer County Behavioral Health Center Mercer, Pa. from $2,200 to $1,650. And Claudia G. Moore from $7,600 to $8,150. Motion to enter into an agreement with PayGov, LLC. Of Indianapolis, Indiana for the Treasurer s Office to sell dog licenses on-line and accept Debit and Credit Cards. This agreement is on a month to month basis and may be terminated with 30 days notice by either party at any time. There is no cost to the County for this program. Motion to approve Resolution 2009-13. This is the 911 telephone access plan and contribution rate from July 1, 2009 to June 30, 2010. Motion to accept and approve the revised Mercer County 911 three year plan and forward the letter of transmittal to PEMA. Page 2

Motion to enter into an Emergency Management Performance Grant Agreement with PEMA. This allocation is to support Personnel salaries and Benefits for the approved staff positions identified. Performance period is October 1, 2008 through September 30 2009 in the amount of $85,926.00. Motion to approve the action taken by the Council of the City of Sharon to appoint Thomas Burke to fill the unexpired term of Robert Beach on the Sharon Sanitary Authority. Motion to purchase Tom C.A.T. 19AC man-lift from Century-Fournier Inc. Youngstown, Ohio for $6,144.00 plus $304.00 delivery, demo, and training charge.
