To: All Interested Parties From: Sandra Amorim Purchasing Manager Monterey-Salinas Transit Re: IFB #19-09 Automatic Passenger Counters Addendum Number 1 This Addendum Number 1 to the above referenced IFB responds to a clarification question asked with the MST response. Question 1 Section II Scope of Work, bullet A.1 states, Possible integration into MST s current dispatch system, yet under section K System Operational Needs bullet 1 (printed page 5 of the IFB) states that only Standalone APC systems are sought. Can MST provide clarification as to whether an integrated or standalone solution is desired? 2 Section II Scope of Work, bullet G identifies 170 vehicles over a 12 to 36-month period. Section 3 Instructions to Bidders bullet 2 (printed page 11 of IFB) also states that this may be awarded to multiple vendors. As you are aware the labor for installation includes expenses such as travel and will affect the price based on the quantity procured and number of trips (if spread out over the 36-month period). Can MST update the bid form to include a minimum quantity as well as the entire 170- bus fleet? Can MST clarify why there Is a long deployment period? Is this driven by budget, new bus procurement, or other? If this is to be installed in batches, can MST provide the schedule and quantity of vehicles to be installed at each phase? Response A standalone solution is desired, all references to integrated is in error. This contract will only be awarded to one supplier. MST will initially equip an anticipated 60 vehicles for first phase. However MST would consider equipping additional vehicles if budgeting allows in phase 1. MST anticipates that installation will take place between 6 months to 18 month period, however we want to be able to use an existing rather than go out for bid when acquiring new buses or installation on the remaining fleet. New bus purchases will have APC s installed during at the manufacturer. Currently MST is time constrained for installation of a minimum of 60 vehicles for the 1 st phase based on National Transit Database (NTD) reporting requirements. These requirements start July 1, 2019. Initial installation of a minimum of 60 vehicles possibly more based on budget available with additional installations scheduled throughout the contract period. 1 P a g e

3 Section II Scope of Work, bullet K.3.b references WLAN at the Mountain Line garage. Can MST confirm that the WLAN infrastructure at the depot currently exists? If it exists, what WLAN technology is being used (802.11a, b, g, n, ac)? 4 Section II Scope of Work bullet K.3.i requires a power backup. We understand that it is paramount for APC systems to not lose data in case of loss of power; however, it is not typical to have a power backup. What is the intent of having power backup? Is the intent of the power backup to ensure no data is lost? If yes, will MST accept a solution that retains all collected data even if power is disconnected? At the mountain line is in error. MST has WLAN infrastructure in place. It s 802.11n. Please strike requirements of entire section. Power back up is not required. 5 Section 2 Bid Form items 2, 2a, 2b, 3, 3a are for AVA and EVIS, of which the IFB does not have any requirements. Should these items be removed from the Bid Form? If so, can MST provide a new bid form? If they are to remain, can MST please provide specifications for these components? 6 Pricing for APC sensors is a largely a function of the number of doors on the vehicle. Would MST please modify the pricing sheet to permit separate pricing for 1-Door and 2- Door buses? 7 Furnishing, installing, and commissioning the APC system will require engineering and project management services that are independent of the quantity of vehicles being installed. For example, system design, reporting server commissioning, training, etc. Would MST please modify the pricing sheet so that these services can be priced independently from the on-board system pricing? understand and evaluate the initial price of deployment versus the price of adding additional buses to the system over a period of time. 8 Section II Scope of Work, bullet K.1.a states, System shall include a driver s panic button for the incident identification. This feature is typically not part of an APC system. Would MST consider removing this requirement? 9 The IFB states, Any proposed deviation from any item in the IFB specifications has been delineated and noted on a separate attachment included with the bid. Bidder represents that the work bid meets the specifications in all respects unless clearly noted to the contrary in the bid submittal. The IFB also states that Award will be made to the lowest responsible and responsive qualified Bidder and provides a list of what is needed to be considered responsive. This separate attachment of deviations is not included on that list. Accordingly: Can MST confirm that bidders are to include a separate attachment of any proposed deviations? Can MST confirm that no other documentation is to be included with the bid? 10 Can MST please provide the bus availability for installation (available hours, days, and number of buses)? 11 Is there secure storage available onsite for vendor equipment? 12 In order to allow sufficient time to incorporate MST s answers to questions into our proposal and coordinate with any subcontractors, would MST consider extending the submission deadline by two weeks? Please remove this requirement. If there are contract deviations or exclusions please state so, otherwise award will be made to the most responsive and responsible bidder with the overall lowest pricing as determined by MST. Please include forms as stipulated to be considered responsive. The schedule would need to be determined after contract award. However, MST can accommodate 21 out of 24 hours for installation of equipment on buses 7 days a week. Buses would be held from regular service based on pre determined schedule. MST would provide the necessary secure storage during the installation period. Unfortunately MST cannot extend the timeline. 3 P a g e

13 An APC procurement structured as an Invitation For Bid (IFB) rather than Request For Proposal (RFP) is unusual. An IFB suggests the MST's APC supplier selection criteria will be based solely as cost. Please consider structuring MST's APC procurement as an RFP with a number of defined APC supplier selection criteria included in the RFP. 14 In II. Scope of Work (page 1), MST is referencing ' an integrated cloud based APC system'. In System Operational Needs (page 5) reference to 'Only proposals for a Standalone APC systems are sought'. Please clarify. 15 In II. Scope of Work (page 1), subsection A. 1. reference to 'MST's current dispatch system' is present. Please provide technical information on 'MST's current dispatch system'. Information such as supplier of the dispatch system and MST's objective for specifying integration will be helpful in understanding this requirement. MST is proceeding with this procurement as an IFB. Stand alone APC system hosted by the supplier for data storage, integrity checking and reporting functionality. Please ignore this requirement. Stand alone only. 16 In II. Scope of Work (page 2), subsection A.2.b, there is a term, 'MSTterns'. Please clarify this term. Clerical error 17 In II. Scope of Work (page 2), subsection B.1, the term 'integrated' is present. Please define the information to be included in the Desktop Dashboard. 18 In II. Scope of Work (page 4), subsection E.4., it is quite unusual and costly for APC maintenance to be executed within 24 hours of notification. Typically, transit agencies have specified an APC Data Yield (90%-95%) that will assure a consistent supply of high quality APC data. Please clarify the 24 hour Ridership by routes and stops in summary and detail for specific periods Schedule adherence Route adherence On-time reporting Dwell time Missed stops Vehicle hours and mileage in summary and detail for specific periods MST is unfamiliar with industry standards response time and open to solutions that meet our business and maintain the functionality of the APC unit. MST is looking for an initial contact by Customer Service within a 24 hour window rather than an immediate resolution. 4 P a g e

APC maintenance requirement. 19 In II. Scope of Work (page 4), subsection K.1.a references a 'driver's panic button'. This requirement would appear to be unnecessary for an APC system. Please review the applicability of this requirement. 20 Relative to page 7, subsection L., please provide the MST suppliers' names and contact information for the MST equipment that the APC system may be integrated with. If MST does not require an integrated APC configuration, please eliminate requirements that reference 'integrated'. 21 Relative to page 7, subsection M, please define the vendor's name and the MST system that may be integrated with the Bidder's APC system. This is a highly unusual requirement to be included in an APC specification. 22 On page 7, subsection N, there is reference to a Functional Performance Test and the need for Dry-Run testing prior to the Functional Performance test. Please define the specific elements to be included in the Functional Performance Test. Similarly, please define MST's specific elements in the Dry-Run testing. 23 In the Bid Form (page 9), it would appear that Item #2, 2a, 2b, 3, and 3a are not applicable to an APC procurement. Please exclude from the APC costing form. 24 Starting on page 13, there is a section entitled, 'Bus Rapid Transit Signal Priority Components', that would appear to be nonapplicable to an APC procurement. Please confirm non-applicability of the 'Bus Rapid Transit Signal Priority Components' section of the IFB. 25 Please define any State and/or Local taxes applicable to MST's APC procurement Does MST require a technical proposal to accompany the Bid Form? Please include Manufacturer, Model No, and Number of Doors. 27 Please provide the evaluation criteria for the selection of MST's APC supplier. 28 On (page 3/58) there is reference to "cell & wireless service implementation" - Can the APC system use an existing wireless network at the yard(s)/garages where the vehicles park overnight to access the internet and transfer data from the buses to a cloud server? 29 On (page 4/58) there is reference to "Current passenger loads" in section A5 - Does this mean real time passenger load? 30 On (page 4/58) there is reference to "Cloud based system" - Does a cloud based system mean that all data storage, processing software and reporting software shall not be installed and operated on MST computers? 31 On (page 4/58) there is reference to "Full cloud based reporting modules for all MST desktop users" - How many (estimate) desktop users will there be? 32 MST mentions that infrared sensors are to be used, is MST open to using overhead camera-based technology if it would provide better results on a vehicle that is not Please see Attachment A Pricing.
