No. 57 THE JHARKHAND GAZETTE EXTRAORDINARY PUBLISHED BY AUTHORITY 21 st Magha, 1925 (s) Ranchi, Tuesday 10 th February, 2004 JHARKHAND STATE ELECTRICITY REGULATORY COMMISSION, RANCHI NOTIFICATION (DELEGATION OF FINANCIAL POWERS) REGULATION, 2004 9th February, 2004 No. 401 - In exercise of the power conferred by Section 181 (1) of the Electricity Act, 2003 and all enabling in this behalf, Jharkhand State Electricity Regulatory Commission makes the following Regulations to carry out the function of the Commission. Regarding financial to the various authorities responsible for exercising the financial in connection with affairs of the Commission. 1. Short title and Commencement These Regulations shall be called the Jharkhand State Electricity Regulatory Commission. (Delegation of Financial Powers) Regulations 2003. They shall be deemed to be in force with effect from 24th April, 2003. 2. Definitions In these regulations the words used shall have the following meanings: (i) Government shall mean Government of Jharkhand.

(ii) Act shall mean the E.R.C. Act 1998 and now Electricity Act 2003 and shall include any statutory amendment, modification and re-enactment thereof. (iii) Commission shall mean Jharkhand State Electricity Regulatory Commission. (iv) Chairman shall mean Chairman of Jharkhand State Electricity Regulatory Commission. (v) Secretary shall mean Secretary for Jharkhand State Electricity Regulatory Commission or any other officer of the Commission authorized by the Chairperson to discharge the responsibilities of the Secretary in his/her absence for a limited period. (vi) Head of the department shall mean Chairman of the Commission or any other officer to whom such may be delegated by the Chairman. (vii) Head of the office shall mean Secretary of the Commission or any other officer of the Commission to whom such financial may be delegated by the Chairman. (viii) Words or expressions occurring in these regulations and not defined here in but defined in the Act shall bear the same meaning as in the Act. 3. All financial expenditures relating to the affairs of the commission shall be made in accordance with the delegation of financial mentioned in appendix A to these regulations. 4. The Commission shall have to make suitable amendments to these regulations from time to time in accordance with requirements of the functioning of the Commission. The Secretary of the Commission shall also have the authority to issue directives from time to time in order to ensure smooth implementation of these regulations. 5. If any difficulty arises in giving effect to any of the provisions of these regulations, the Commission may, by general or special order, do anything not being inconsistent with the provisions of the Act, which appears to it to be necessary or expedient for removing the difficulties. (b) Sanction of residential telephones/internet connections with separate telephones line in case of officers drawing salary in the scale below to that of Dy.Secy. in the Govt. of India. ( c) For entitled category of officers the reimbursement of call charges will be limited to 1000 calls p.m. over the free calls allowed by BSNL for telephone line and similar number of calls would be allowed for internet telephone line as well as the rental charges. (d) Non-entitled officials limit restricted upto 600 calls p.m. (e) Reimbursement of entitled telephone charges (calls and rental) in case of private residential installed in the names of officers or their spouses. including to sanction excess calls relating to official duties including to sanction excess calls relating to official duties upto calls within sanctio ned limit.
