Webinar Learning Objectives 1 2 Plan 3 or 4 activities to connect with legislators locally to build a relationship. 3 Discuss resources available for current and relevant data, emphasizing the provider s district/service area. 4 Understand the importance of engaging in the policy conversation as a constituent in the role of service provider, employer and voter. Identify 3 bills currently being considered nationally that are relevant to your organization and/or treatment industry.

Federal vs State Federal State Lots of press coverage Trickle down effect Locally influence federal legislation 10 th Amendment State policymakers & regulators Locally influence state legislation

State vs Federal Understanding how authority flows! Parity/ACA >>>>> State Insurance Commission SAMHSA >>>>> State Regulatory Agency >>>>> $$$ Similarities & Differences Availability Access/Contact Relationship

Issues Addressed at the State Level Budget Funding Sources Counselor Licensing Regulation of Treatment Facilities Criminal Justice & Treatment

Latin for voice Process of influencing the public s attitude towards a specific issue or group Call to one s aid

Our destiny is ruled by people who don t know what we do! Grace Davis @ Hayes Caldwell Council We are ALL in the advocacy business!

Building the Relationship Legislators cannot be experts in everything YOU can be THEIR expert few constituents have the front-line experience you have YOU have valuable experience real world perspective Legislators are desperate for facts

Get to know your legislators!!! All politics are local! Sam Rayburn, former US Rep BUILD RELATIONSHIP WITH DISTRICT STAFF Make use of their presence in your district Know their calendars; Who do you know that knows them?

The Importance of Staffers Staffers function as the legislators key information sources. They are exactly the right people to establish relationships with. Rebecca Farley, Sr. Director of Policy & Advocacy for National Council for Behavioral Health Legislators decisions are often based on personal experiences with other individuals Three surveys over 10 years, 94%+ of congressional staffers said in-person visits from constituents have some or a lot of influence on undecided lawmakers Get to know Legislative Assistant for healthcare policy

Frame Your Message! Bring the issues home Why does it matter in the district? Short, simple, strong, specific Share your experience with issue Professional in all communication Singleness of purpose, non-partisan Emphasize who you represent As a constituent As a provider As an employer We are the solution We make financial sense

Who Represents Me? Texas U.S. Senators U.S. Senators represent the entire state. Texas' current U.S. Senators are Senator John Cornyn and Senator Ted Cruz. See their websites for current contact information. Texas U.S. Representative Congressional District 21--Congressman Lamar Smith Texas Congressional Member Websites Texas State Senator Senate District 25--Senator Donna Campbell Capitol Office: CAP 3E.8 Capitol Phone: (512) 463-0125 Capitol Address: P.O. Box 12068, Capitol Station Austin, TX 78711 District Address: 9601 McAllister Freeway, Ste. 150 San Antonio TX 78216 Phone: (210) 979-0013 Texas State Representative House District 73--Representative Doug Miller Capitol Office: CAP GN. 10 Capitol Phone: (512) 463-0325 Capitol Address: P.O. Box 2910 Austin, TX 78768 District Address: 407 W. Mill Street New Braunfels TX 78130 Phone: (830) 625-1313

Polling Question #1 Have you contacted your state or federal legislators in 2018 regarding the pending opioid legislation?

Tracking Legislation

Current Federal Legislation 65 Opioid related bills are currently being considered by House Energy and Commerce Committee and Senate Health, Education, Labor and Pensions Committee Key issues Include removal of Medicaid IMD exclusion in the legislative package Insure the enforcement of MH Parity and Addiction Equity Act Student loan forgiveness for counselors in underserved areas HR 5102 The Substance Use Disorder Workforce Loan Repayment Act up to $250K for agreement to work in areas of most need. HR 5327 Comprehensive Opioid Recovery Centers Act inclusion of all FDA approved medications to treat opioid use disorder A pdf of bills NAADAC is tracking is available as a handout

Where can we collaborate? What agencies? What associations? Who can you collaborate with? Who is already working on the issues? Who has the data? Combining our voices increases the volume!

Collaboration + Relationship What treatment providers are in a district? Calculate the impact in District Invite them to your events Invite them to your facility Host a lunch for their staff District office Capitol office

Polling Question #2 What do you think is the best way to contact your legislative representatives? A. Email B. Form letter C. Telephone call D. Personal contact with district specific info

Remember - Follow Up, Follow Up, Follow Up Send a Thank You note/email Get any information you promised to them Keep them posted on bill developments Make yourself a resource Don t hesitate to contact if you don t hear back

Written Communication Emails preferable to snail mail Content matters quality vs quantity One hundred form letters [emails] have LESS direct value than a single thoughtful letter generated by a constituent of the Member s district. Form letters and click here to contact your Representative/Senator emails MUST be personalized to your experience and what is relevant to the District What we care about is that a constituent not only took the time to write a communication to us, but that he/she understands the fundamentals of the issue at hand and makes a rational, well-conceived argument for the position. Stick to one issue - short, sweet, to the point End with a specific ASK sponsor, vote for, support x bill Always include your home address where you vote!!

Social Media 97% of Congressional staff say social media comments are reviewed Picks up the pace of engagement Fewer than 30 comments result in most staffers paying attention Comments should be polite & professional

NAADAC s Advocacy in Action Conference & Hill Day Plan now to join us - 2018 - November 11 & 12 Briefings; November 13 Capitol Visits 2019 April 10 & 11 Briefings; April 12 Capitol Visits Gaylord National Resort & Conference Center, National Harbor, MD (both years) Visit naadac.org for ongoing updates

Advocacy is Like Baseball Legislative changes happens s-l-o-w-l-y! It s supposed to. Most of the time when a batter steps up to the plate, nothing happens! Very successful baseball players hit around.300 Wayne Gretzky: You miss 100% of the shots you don t take.
