How Will We Learn All of This? Through PowerPoint presentation By following/reading your manuals Through practical application By asking questions Through repetition

First Things First

New for the General Election! Introducing The Cage

What Does The Cage Have to do with you? Opening Procedures are in the tote the tote is in the cage! EViD Machines

What s the Take Away For Set up Procedures? 1. Your machines and supply tote are in the cage 2. The Precinct Supervisor has your activators 3. The machines are clearly marked Help Desk and Check In 4. The EViD activators are numbered and are specific to the machine with the same number 5. You should verify that the machines are in the correct mode by checking your startup ticket 6. Your startup ticket goes in the Completed Affirmations Envelope 7. Set up all EViD machines first and supplies second after the machines are up (paperwork supplies, etc.)

When the Precinct Supervisor gives you the All Clear that the polls are officially open.. ONE Specialists performs the instructions on the laminated Ready for Voting Procedures

Getting to Know ID Cards Some Acceptable IDs are: Swipeable Unswipeable

IDs You Can Swipe

IDs That Require a Manual Lookup Manual Pg 15 These are Acceptable Photo IDs, and if signed meet the requirements for valid ID. Otherwise voter will have to supply another form of ID that contains a signature.

Review Questions Mag Stripe Issues 1.F If I get a mag stripe reader error, and the EViD says the DL is unreadable, the ID is no good and the voter is required to show some other form of ID. 2.F Removing a voter s ID from their wallet is OK if I have their permission. 3.T A mag stripe error could mean I am swiping too fast or too slow. 4.F ID cards that are NOT FLDLs are still readable by the EViD if they have a mag stripe.

Review Questions Reviewing IDs 1. T An expired ID, regardless of type, is not an acceptable form of ID. 2. T If a voter presents a valid photo ID, they must also show something with their signature. 3. F The correct way to ask a voter for their identification is to say May I have your driver license please? 4. F When it comes to the voter s address, the photo ID must have the same address as the EViD. 5. F An acceptable photo ID, such as a university ID, is required to have an address on it. 6. F If a voter asks me what address is on the EViD, I am not allowed to tell them. 7. T Procedure requires me to have the voter verify the information on their voter pass before they move on to the ballot distributor. 8. T If the voter presents a FL DL, and the address is different than what is on the EViD, the Operator s procedure is to ask the voter, Do you need to make an address update? 9. T If the voter has no acceptable ID with them, I touch NO ID on the home screen. 10.T The signature on the ID that the voter presents must reasonably match the signature on the signature pad.

Examples of Refer to Clerk Tickets Voter needs a name/address change Voter at incorrect polling place Voter has no ID Voter has been mailed a ballot Voter has already voted Signature Rejected Operator could not find voter As the EViD Specialist, you will be solving these problems!

Review Questions Reviewing Refer to Clerk Tickets 1. F When the Operator prints an Action Required ticket that says Voter is at the incorrect polling place, they automatically send the voter to the Help Desk. 2. T When the ticket says Voter is at the incorrect polling place, the operator confirms that the voter s address is correct, and sends them to the correct pct. with the ticket. 3. T Refer to Clerk Tickets for name/address change are generated when the operator touches NO on the screen that asks if voter s name/address match. 4. T If a voter with a protected address confirms that their address is correct as shown on the list, the EViD Operator is able to print a Voting Pass rather than a Refer to Clerk. 5. T Operators always generate Refer to Clerk for voters who have requested a VBM. 6. T If an operator is unable to find a voter s record on the EViD, they touch Cannot Find Voter on the manual search screen to generate a Refer to Clerk. 7. T When a voter requests assistance and their registration does not indicate it, there is no Refer to Clerk Ticket. They are sent to the Help Desk with a red card and a voting pass.

Review Questions Reviewing Refer to Clerk Tickets 8. F When the voting pass states the voter IS eligible for assistance, and they have no one with them to assist, the Operator calls the Specialist over to help them. 9. T When the Refer to Clerk Ticket says Voter has already voted, it may be that the voter already voted early or by mail. 10.T When the Refer to Clerk says Voter has already voted, it may be that during early voting or earlier on Election Day the operator issued a voting pass for the wrong voter, and now that voter has come to vote. 11.T Florida Statutes dictates that on Election Day voters MUST vote in the precinct in which they reside, which makes verifying addresses one of my major responsibilities on Election Day. 12.T Ensuring that voters addresses are correct also insures that they are issued the correct ballot style, e.g. in the General Election there will be different ballot styles for voters who live in Community Development Districts.

A voting pass will print. Instruct you to issue a manual provisional ballot. Instruct you to issue a manual orange voting pass. The Command Center will give you the ballot style. **Manual voting passes are for when a voter is entitled to vote in your precinct (or demands to vote, but the voter cannot be processed on the EViD.

Anytime the voter cannot be processed on the EViD, e.g. when the voter is disputing that his voter registration record is invalid or in delete status. Other Reasons for an Orange Manual Pass NEVER issue an Orange Manual Pass without Authorization from the Command Center Voter is eligible, but record is not available on the EViD Voter is a protected address with an address change Voter s address has been validated by the Command Center, but address is not in the EViD Voters MUST sign manual passes EViD Specialists MUST get ballot style from Command Center. In the event of a power outage If there is a storm and you lose power at the polling place, call the command center for authorization to use the printed backup register. The printed registers are in the Precinct Supervisor supplies. Ask for them after receiving authorization from command center.

Back up Precinct Registers

Review Questions If We Lose Power on Election Day Review 1. T All voters will be checked in with orange manual passes. The ballot style is on the backup register. 2. T Voters are required to sign both the backup register and the orange manual passes. 3. T I will have to call the Command Center for all address changes to make sure the voter s new address is in my precinct. 4. T I will not have to call the Command Center for voters who have been mailed a VBM and have it with them. 5. F I will have to call the Command Center for all signature updates. 6. F I will have to call the Command Center for all provisional ballots I issue. 7. T I will have to call the Command Center for messages that are in the signature box on the backup register such as Address Update Required, Call Phone Bank, Voted Absentee, etc.

Review Questions If We Lose Power on Election Day Review 8. F I won t have to call the Command Center for voters who have been issued ballots and don t have them along with them. 9. F When and if the power comes back on, we still have to use the backup register because we will be unable to power up the EViD again. 10. F Voters showing ID at the check in station is not necessary during a power outage.

Review Questions Provisional Ballot Review 1. T Paper manual passes, whether orange or green, are only necessary when I am not able to print a voting pass on the EViD 2. T In the case of a provisional ballot, I never give the voting pass to the voter. By giving ALL paperwork to the Precinct Supervisor, I insure the provisional will not be cast through the DS200 voting machine. 3. F Pending voters are not required to vote provisionally if they are willing to update their address. 4. F When issuing a provisional ballot pass on the EViD, the EViD will populate the reason field. If the reason is not the correct one, I have to call the Command Center. 5. T It s 6:50 p.m. and I process an address change for a voter that puts them in another precinct. If they are unable to make it to their precinct by 7:00 p.m., I may offer them a provisional ballot. 6. F When processing a Provisional Ballot Voting Pass on the EViD, it s OK to complete a manual pass as well for backup. 7. F There is nothing on the reverse side of the Provisional Certificate that I need to worry about filling out.

Is It Possible to Reprint a Voting Pass? If the printer jams or runs out of paper or you load the paper backwards, you will have to reprint the voting pass for the voter **The EViD WILL NOT reprint Refer to Clerk tickets and Action Required tickets

Review Questions Reviewing Printer Issues 1. T The printer will print a blank pass if I put the paper roll in the cradle upside down or backwards. 2. T If the printer does not print, it may be out of paper, or one corner of the printer cover is not cinched down. 3. T Spare rolls of paper are stored in the EViD Supply Tote. 4. F It is not possible to re print a voting pass, so if something happens to a pass in the printing process, I fill out an orange manual pass.

Getting to Know the EViD OTHER FEATURES ON THE HOME SCREEN

Missing X and Signature Line on Signature Pad If your EViD Sigpad is missing the X and dotted line where voters should sign: Touch Reset Sigpad on the Home Screen You will get a message that the signature pad is resetting The X and dotted line should reappear If you continue to have problems, call the Command Center

Review Questions Reviewing Signatures/Signature Pad 1. T When a voter s initial signature on the signature pad is different than the signature on their ID, I touch Clear Signature and ask them to sign again. 2. F When the voter has a temporary medical condition that effects their ability to sign, it s not necessary for the Operator to send them to the Help Desk to do an official signature update. 3. F An example of when to use the Reset button on the signature pad would be if a voter slips off the signature pad while signing and needs to start over. 4. T If my signature pad is blank, I may have to unplug it and plug it back in, touch the rest button, or both. 5. T The Operator touches the Reject Signature button when the voter needs to go to the Help Desk and do an official signature update. 6. F It s never acceptable to accept a blank signature.

EViD Features Pollwatcher asks if someone voted Page 7 in the Manual This button allows you to look at voter records WITHOUT issuing a Voting Pass.
