Dilworth called the meeting to order at 7:06 pm. (2) WELCOME & INTRODUCTIONS Roundtable introductions were held and committee members were welcomed. Councillor D. Dilworth presented background comments related to the committee. (3) ADOPTION OF AGENDA Metro Vancouver Waste Processing was added to the agenda. THAT the agenda of the Environmental Protection Committee meeting held February 16, 2009 be adopted as amended.

2 (4) ADOPTION OF PREVIOUS MINUTES THAT the minutes of the Environmental Protection Committee held November 17, 2008 be adopted as circulated. (5) BUSINESS REVIEW OF 2008 EPC ANNUAL REPORT / 2009 WORK PLAN 5.1 The Committee considered the 2008 Annual Report. Councillor D. Dilworth presented background comments. Mr. J. Mattson reported on the School Outreach Program. Councilor Dilworth presented an update report on the City s solid waste and recycling collection program. The Committee reviewed the Suggested Focus Areas for Next Year section of the Annual Report. Councilor Dilworth suggested that the Committee select 3-4 priority areas for its 2009 Work Plan. Discussion ensued regarding composting, plastic bag ban, public education opportunities at events such as the Fingerling Festival, Spring Cleanup, Run of River, producers responsibility for recycling and reducing packaging, local industries, identifying businesses that practice sustainability and can act as models for other businesses, prioritizing reduction, watercourse protection, and practices in upstream development. The Committee agreed to the following items for the 2009 Work Plan: solid waste / recycling program presentation by Recycling Council of BC, demonstration of City s program and discussion regarding outreach and education (March meeting) tour of recycling centre Byrne Road / Happy Stan s (April meeting) air quality / water quality presentation by Metro Vancouver on air quality (April meeting) solid waste / zero waste presentation by Helen Spiegelman, composting targeted areas, Spring Cleanup recap (May meeting) plastic bag bans stormwater / stream protection programs water quality and watershed management school outreach 2 February 16, 2009

3 Staff were requested to follow up on: report back regarding the number of multi-family residences that could participate in the composting program demonstrate the garbage and recycling toters report back with information on the length of time required for plastic bags to break down make available the Metro Vancouver report listing statistics on amount of garbage produced per household. It was agreed that Councillor Dilworth would submit the proposed Sustainability in Business category to the Economic Development Committee for the business awards. (Councillor M. Clay left the meeting at 8:19 pm.) 2009 MEETING SCHEDULE 5.2 It was agreed that the Committee would meet monthly on the 3 rd Monday of the month with the exception of August. The following meetings were rescheduled: March 16 rescheduled to March 9, 2009 May 18 rescheduled to May 25. 5 (4) BUSINESS Recycling Council of BC 4.1 PowerPoint Presentation by Brock Macdonald, Executive Director, Recycling Council of BC Mr. Macdonald presented the extended producer responsibility program covering the evolution through to new initiatives of the program. The programs next initiatives include: expanding electronics, electrical appliances, cell phones, single use and rechargeable batteries, fluorescent bulbs and tubes, and mercury switch thermostats. The closed loop system was discussed as a means of reducing the production of waste that is sent to the landfill and a way of integrating EPR into the system. Mr. Macdonald provided information on biodegradable and compostable plastic bags, neither of which appeared to be desirable. The biodegradable bags contained small particles of plastic that were harmful to the environment when they decomposed. The compostable bags would create methane gas in the landfill sites, contributing to the greenhouse gas issue. Plastic grocery bags are recycled by major grocers; however, the bags take forever to break down if sent to the landfill. There was further discussion on dealing with packaging by material type or by application (ie: beverage containers), spring clean-up options and multi-family recycling. Solid Waste, Recycling & Yard Waste Cart Information 4.2 Presentation by Brian Carter, Manager of Operations Mr. Carter provided a brief history on the establishment of the automated service for the City highlighting the benefits of increased diversion, improved service and financial savings. The automated pick-up of the carts was described and Mr. Carter advised that the City will be working with multi-family dwellings in the future with respect to yard and organic waste collection as yard waste pick-up is currently provided to the strata s by private contractors. Mr. Carter reported that there are no multi-family residences that can participate in the yard/organic waste collection at this time. Mr. Carter advised that there is a Metro Vancouver pilot program in Port Coquitlam for multi-family residential yard/organic waste collection. Information from this pilot will be helpful in establishing this collection in Port Moody. 2 March 10, 2009

6 Garbage and yard/organic waste cart samples were available at the meeting for viewing and the bear resistant clips were demonstrated for ease of use. (4) BUSINESS METRO VANCOUVER AIR QUALITY PRESENTATION 4.1 Mr. R. Quan conducted a presentation regarding Metro Vancouver Air Quality Management. Committee members asked questions and brief discussion ensued regarding air quality. The report was received for information. SINGLE STREAM RECYCLING 4.2 Mr. B. Carter presented a report regarding single stream recycling. Committee members asked questions and discussion ensued regarding factors affecting public participation in recycling, monitoring, quality of service that would be provided by the City, public education, the commodities market and current economic conditions affecting recycling. The report was received for information. METRO VANCOUVER ZERO WASTE CHALLENGE 4.3 The Committee considered a report to Council dated April 6, 2009 entitled Metro Vancouver Zero Waste Challenge Public Consultation on Goals 1 & 2, Strategies and Actions. Mr. E. Wat reported that Council had referred it to the Committee for review and invited questions and comments. Committee members asked questions and discussion ensued regarding the recommendation made by Council regarding the Metro Vancouver Zero Waste Challenge. The Committee agreed that the Council recommendation should be amended by removing the word ambitious from the second to last bullet point.. That the Council recommendation on the Metro Vancouver Zero Waste Challenge be supported as amended by the Environmental Protection Committee. It was agreed that staff would confirm that the Environmental Protection Task Force on Waste Conversion Facility recommendation to Council was forwarded to Metro Vancouver. 2 April 20, 2009

9 EPC WORK PLAN Councillor D. Dilworth reviewed the items in the 2009 EPC Work Plan. It was noted that the following items would be on the agenda of the Committee s next meeting: Helen Spiegelman Spring Clean Up Information on City s Greenhouse Gas Golden Spike Days Booth Tour of Recycling Facilities. The Committee also requested an update on the following recommendations made by the EPC in 2008: Location and visibility of Recycling Bins Adding Kitchen Waste to Garbage & Recycling Pick-Up Recycling and Styrofoam at City Events and Facilities. TOUR OF RECYCLING CENTRE 4.5 It was agreed that Mr. B. Carter would report back on possible dates for the Committee s tour of a material recycling facility. SOLID WASTE - LITTER 4.6 Ms. V. Simons raised a concern regarding garbage dumped in a ravine on Ioco Road between April Road and the Ioco Townsite. It was reported that upon receiving reports of dumping, staff go out and pick the garbage up. Discussion ensued regarding recycling bins in public places and bins for people using school grounds after hours. It was agreed that staff would report back at the next meeting regarding garbage and recycling bins in parks and at bus stops. SPRING CLEANUP AND E-WASTE 4.7 This item was deferred until the next meeting. GOLDEN SPIKE DAYS BOOTH 4.8 Councillor D. Dilworth reported on activities as the City s booth at previous Golden Spike Days. Discussion ensued and it was agreed that at the 2009 Golden Spike Days, the City should display information on the new solid waste collection program. It was agreed that details would be discussed at the Committee s next meeting. VOTE WILD 4.9 A paper published by the Wilderness Committee entitled Vote Wild was circulated on table. FINGERLING FESTIVAL 4.10 Committee members were invited to attend the Fingerling Festival on May 2, April 20,

12 (4) BUSINESS PRESENTATION BY HELEN SPIEGELMAN 4.1 Ms. H. Spiegelman conducted a presentation on garbage and recycling. Committee members asked questions and discussion ensued regarding e-waste, throwaway products and packaging, producer responsibility for waste, and food waste composting. Ms. Spiegelman invited Committee members to attend the Zero Waste Vancouver Annual General Meeting on June 17, COMMUNITY ENERGY & GHG EMISSIONS REDUCTION PLAN 4.2 The Committee considered documents in the agenda package regarding Community Energy and Greenhouse Gas Emissions Reduction Plan. Mr. B. Parsons presented an overview of the plan. Committee members asked questions related to Mr. Parsons presentation. Discussion ensued regarding the timeline proposed by Mr. Parsons, the need for public education in advance of the public consultation, and residential targets for reduction of energy consumption. It was agreed that the next step would be information on the formulas and methodology used, a draft report to the Committee, and the Committee would then determine how to proceed. SPRING CLEAN UP 2009 & E-WASTE 4.3 Mr. R. Higo reported that all the data was not available for an update at this point, but would be presented at the Committee s next meeting. Discussion ensued regarding spring clean-up, and the need to educate the public on alternatives for recycling. Staff were requested to report back with recycling statistics for the months of March, April and May. MATERIAL RECYCLING FACILITY TOUR 4.4 It was reported that Mr. B. Carter was working on getting a commitment for dates for the Committee s tour of the material recycling facility. GOLDEN SPIKE DAYS BOOTH 4.5 Councillor D. Dilworth presented an update regarding Golden Spike Days and noted that the City s Canada Day celebration was on the Wednesday after Golden Spike Days is over. Discussion ensued regarding the Committee s display and it was agreed that the following items should be featured at the City s booth on Canada Day: new garbage / recycling program with a demonstration of the carts composting rain barrels reduction of greenhouse gases It was agreed that Councillor Dilworth would Committee members with a request for volunteers to help at the booth. 2 May 25, 2009

13 (5) OLD BUSINESS UPDATE ON RECYCLING RECEPTACLES, KITCHEN ORGANICS & PUBLIC EDUCATION 5.1 The Committee considered a memorandum dated May 19, 2009 from the Director of Community Services entitled Update on recycling receptacles, kitchen organics, public education and recycling & Styrofoam at City events. The memorandum was received for information. It was reported that in response to a request received from Ms. L. Evans Ogden, bike racks and a recycling bin had been installed at the Glenayre Recreation Centre. 15 (4) BUSINESS METRO VANCOUVER LIQUID WASTE MANAGEMENT PLAN 4.1 The Committee did not review this item. Mr. Fred Nenninger, Metro Vancouver, was requested to give a presentation at the July 20 th meeting. GREEN BUILDING SEMINAR 4.2 The Committee considered a proposal to host green building seminars at the Glenayre Community Centre. Two different seminars offered by the Light House Sustainable Building Centre, Green Building 101 and 201, were identified and discussed. The proposal was brought forward by the representative from the Glenayre Community Association. The Glenayre community was built in the 1950s-1960s and a number of renovations have been undertaken, most recently spurred by the federal tax incentives. It was suggested that the City host a Green Building seminar at the Glenayre Community Centre to help homeowners learn how to reduce waste and incorporate recycling and ecologically friendly materials into their renovations, as well as learn about energy efficiency upgrades they can make to reduce GHGs and save money on heating/electricity. The Committee discussed whether the City might sponsor the event, and open it up to all Port Moody residents. It is expected that each workshop could be attended by up to 50 people. The Committee agreed that hosting the workshops would be a valuable contribution to long-term reduction in solid waste for the City through construction waste reduction and increased awareness of the impacts that homeowners have on solid waste, air pollution (including GHGs), and energy conservation. THAT the city host a series of workshops on green buildings at Glenayre Community Centre, or other venue that would be available, in the fall of 2009; AND THAT this item be referred to the Finance Committee to allocate a funding source of approximately $770 to cover estimated workshop costs. 2 June 15, 2009

16 BIOSWALE IN ROCKY POINT PARK POOL PARKING LOT 4.3 Ms. J. Pavey provided the background on the bioswale project for the Rocky Point Pool parking lot. The project is a partnership with the Department of Fisheries and Oceans and is anticipated to be constructed in the fall of Information on this demonstration project and its scope will be available on the City s website. COSMETIC PESTICIDE BAN 4.4 The Committee reviewed the recent coverage of cosmetic pesticide use in the City of Coquitlam including a petition being circulated by residents. Ms. J. Pavey provided background information on the three year education program undertaken by the City of Port Moody prior to the Pesticide Reduction Bylaw coming into force on January 1, The Port Moody Naturally program is an ongoing educational program which includes an annual presentation held each spring in the Inlet Theatre. The Committee discussed a potential role that they could play to encourage other municipalities to consider similar bylaws and whether there should be a sampling program for pesticide residue in Suter Brook, Mossom and Noons creeks. The Committee requested that staff investigate this further and report back with options and costs for establishing water sampling for organic pesticide residues for further consideration. ENVIRONMENTAL DAMAGES FUND 4.5 Information was provided on $50,000 in funding available from the Environment Canada Community Programs for Burrard Inlet enhancement projects through the Environmental Damages Fund. The funding is allocated for the purpose of promoting the conservation and protection of fish and fish habitat in the Port Moody Arm of the Burrard Inlet. The Committee discussed the recent joint submission for this funding by the Port Moody Ecological Society and the Burrard Inlet Marine Enhancement Society for updated stream mapping and school education programs. 3 June 15, 2009

17 (5) OLD BUSINESS GOLDEN SPIKE DAYS BOOTH JULY 1 ST CANADA DAY 5.1 The Committee discussed the Committee s display which will include: new garbage/recycling program with a demonstration of the carts; composting; and, rain barrels. Three committee members (Karen Muttersbach, Val Simons and Jim Mattson) volunteered to assist on July 1 st. B.C. BUILDINGS ENERGY EFFICIENCY TARGETS 5.2 The information on the residential targets for reduction of energy consumption was received by the Committee. UPDATE ON MATERIAL RECYCLING FACILITY TOUR 5.3 The Committee reviewed two potential dates for the Committee s tour of the Emterra facility. It was decided to schedule the tour for Sunday June 28 th at 10 a.m. with members meeting at City Hall at 9 a.m. to carpool. Committee members were advised to wear suitable footwear and that staff would bring high visibility vests and hard hats to the site. 19 (4) NEW BUSINESS METRO VANCOUVER LIQUID WASTE MANAGEMENT PLAN PRESENTATION 4.1 Mr. R. Hicks conducted a presentation entitled Draft Liquid Waste Management Plan for the Greater Vancouver Sewerage and Drainage District, and Member Municipalities, July Committee members asked questions related to the presentation. Councillor M. Clay noted that Council had referred the Liquid Waste Management Plan to the EPC for comment and invited feedback. Discussion ensued regarding rain barrels, and the Committee s role in outreach. There was nothing the Committee wished to send to Council at that time. (Ms. A. Hulbert left the meeting at 8:35 pm.) RECYCLING COUNCIL OF BC REPORT ON ZERO WASTE 4.2 Mr. R. Glumac conducted a brief walkthrough of the previously distributed Recycling Council of BC Report on Zero Waste. Mr. R. Higo presented a review of the recycling statistics for the years Discussion ensued regarding details related to the report including concerns regarding the frequency of garbage and recycling collection, a potential audit to measure recycling during weeks that recycling is not collected, the solid waste management plan, composting and recycling bins on public lands, installing drinking fountains in public places, and public education. Committee members were to review the research in preparation for a discussion at the Committee s next meeting. It was agreed that Mr. R. Glumac would report back regarding other municipalities that may have a bylaw or program for construction and demolition waste. It was also agreed that the committee would discuss extended producer responsibility programs at a future meeting. (Mr. C. Kulak left the meeting at 9:30 pm.) 22 (4) OLD BUSINESS GREEN BUILDING SEMINAR GLENAYRE COMMUNITY CENTRE 4.1 Ms. J. Pavey presented an update regarding the Green Building Seminar which was scheduled for October 20, Discussion ensued regarding the impacts on regular user groups and staff were requested to look at scheduling the Glenayre session on a different night and to schedule an additional session in another neighbourhood. (5) NEW BUSINESS COMMUNITY ENERGY AND GHG EMISSIONS REDUCTION PLAN AND REVIEW OF PROPOSED COMMUNITY CONSULTATION FRAMEWORK 5.1 Ms. J. Pavey presented background information on the Community Energy and GHG Emissions Reduction Plan. The Committee was invited to comment on the consultation plan. The following items were circulated on-table: Port Moody Community Energy & Greenhouse Gas Emissions Inventory: 2007, prepared by HYLA Environmental Services Ltd. Mr. R. Haycock conducted a powerpoint presentation on the Community Energy and Emissions Plan. Committee members asked questions for clarification. Discussion ensued regarding public education; emissions reduction targets; incentives to encourage reductions; challenges with positive emissions growth targets; impact of growth; and city programs to promote emissions reductions. Also discussed were details related to the public consultation. THAT the draft plan be presented to the EPC before proceeding to the stakeholder consultation and public open house. OVERVIEW OF DRAFT CORPORATE PLAN FOR ENERGY AND EMISSIONS UPDATE FROM 2006 POWERPOINT PRESENTATION BY HES LTD. 5.2 This item was removed from agenda. 2 September 21, 2009

Pavey briefly reported on fluorescent lamp recycling. Committee members were invited to complete the consultation process. EVERGREEN LINE PROJECT UPDATE NO A document entitled Evergreen Line Project Update No 2, September 2009 was received for information. LED STREETLIGHTS 6.3 Ms. J. Pavey provided information regarding pilot projects for LED streetlights. It was agreed that staff would report back with more information at a future meeting. (4) OLD BUSINESS COMMUNITY CONSULTATION FRAMEWORK FOR COMMUNITY ENERGY & GHG EMISSIONS REDUCTION PLAN 4.1 A document entitled Community Energy and GHG Emissions Reduction Plan City of Port Moody was circulated on-table. Ms. J. Pavey presented an update on the community consultation. Discussion ensued regarding stakeholder meetings, and timelines. Consultation report and plan for public outreach will be discussed at first Environmental Protection Committee meeting in 2010 as part of annual work plan development. UPDATE ON COUNCIL REPORT ON SOLID WASTE EXPANSION 4.2 Ms. J. Pavey presented update on expanding collection starting next month including a review of what can be collected. Councillor Clay reported that the EPC resolution was adopted. Staff will be reporting back to Council with an implementation plan including communications. It is anticipated that there will be additional committee involvement in the Zero Waste Strategy in (5) NEW BUSINESS CONSTRUCTION / DEMOLITION WASTE 5.1 A document entitled Construction and Demolition Recycling Background Info was circulated on-table by Mr. R. Glumac. Ms. J. Pavey provided an update on a staff report that went to Council in July The recommendation from Council was that staff proceed with the development of a bylaw for construction/demolition waste. The EPC requested a report back on the progress made by Mr. J. Weber and an update on the progress on this item by Metro Vancouver. This item will be identified as unfinished business in the 2009 annual report. EPC ANNUAL REPORT 5.2 The Committee considered the draft 2009 Environmental Protection Committee Annual Report. Councillor Dilworth invited EPC members to identify priorities for consideration by the EPC in the development of the work plan for Priorities identified by the committee included anti-idling what are we doing and how can we encourage compliance, and a review of the Metro Vancouver air quality management plan. 2 November 16, 2009

28 DRAFT Environmental Protection Committee Councillor Dilworth reviewed the following list of suggested focus areas from the 2008 EPC report: (worm composting not suggested again) Alternatives for spring clean up week Recycling centre (stream protection not suggested again) Recycling Council of BC report There was discussion on concerns for the changes to the solid waste program and fall clean for yard waste. A concern was raised for the impact of the green waste collection and potential for unintended consequence if residents cut down trees because they can t deal with the leaf disposal. THAT the 2009 annual report of the Environmental Protection Committee be received and that the Environmental Protection Committee be asked to review this report in 2010 and bring forward its annual work plan; AND THAT members of the 2009 Environmental Protection Committee be thanked, on behalf of the chair and council, for their contribution and dedication to environmental leadership.
