Minutes from the November 02, 2017 City Council Meeting City Hall November 2, 2017 Council Chamber The regular meeting of the Mayor and Council was held in the Council Chambers of the Dublin City Hall on Thursday, November 2, 2017 at 5:30 P.M. Mayor Best called the meeting to order. Council members Bill Brown, Bennie Jones, Gerald Smith, Paul Griggs, Jerry Davis, Gary Johnson and Curtis Edwards were present. Council member Gary Johnson gave the invocation that was followed by the pledge of allegiance to the flag. The City Clerk, Ann Smith is absent. APPROVAL OF October 19th CITY COUNCIL MEETING MINUTES

4 A motion was made by Council member Davis and seconded by Council member Johnson to approve the minutes. The motion carried unanimously 7/0. APPROVAL OF BILLS OVER $3000 A motion was made by Council member Edwards and was seconded by Council member Jones to approve the following bills. The motion carried unanimously 7/0 APPROVAL OF PURCHASES OVER $3,000 City Manager Jones informed Council that there are no purchases for Council s consideration. DISCUSSION AND ACTION ON APPROVAL OF THE EXECUTION OF THE GIRMA FUND ELECTION FORM. City Manager Jones addressed Council; The Georgia Legislature passed a bill that requires Municipalities to provide firefighter cancer coverage, due to possible exposure to carcinogens in fires. The requirement goes into effect January 1, In anticipation of the expense, therefore, $7, is budgeted. GMA is providing this coverage as part of our health insurance, but through a separate fund. Actual cost is $6, to be expensed in calendar year A motion was made by Council member Jones and was seconded by Council member Griggs, to execute the GIRMA Fund election form. The motion carried unanimously 7/0. SECOND READING AND PUBLIC HEARING OF AN ORDINANCE TO REZONE.91 ACRES LOCATED AT 207 FAIRVIEW PARK DRIVE FROM P (PROFESSIONAL) ZONE TO R-3 (MULTIFAMILY RESIDENTIAL) ZONE. Riffat Qazi has requested the rezoning of a tract of land located at the end of Fairview Park Drive, near Addington Place, formerly the Benton House from P-Professional to R-3-Mulit-Family Residential. I have included a copy of the tax map for your reference. The purpose of the rezoning is

5 stated to be to build apartments for physicians that need a temporary place to stay while doing internships at the Fairview Park Hospital. The adjoining properties are zoned P-Professional one side, and B-2 on the other, with the lot across the street zoned P. Behind this tract is Walker Ridge Subdivision. It is zoned R-5 which is called a multi-family zoned because it allows the construction of separately owned townhouses and patio homes attached to each other. They must be single family owned units, of higher density than in other areas. Mr. Thompson did not build attached units. Addington Place is zoned R-3, but does not join this property, being separated from it by a lot that is not mapped properly on our zoning map. P&Z voted unanimously to deny the request. Mayor Best closed the City Council Meeting and opened Public Hearing Meeting; for anyone to come forward and speak in favor of or in opposition to this proposed ordinance amendment. No one spoke in favor of the proposed ordinance amendment Mr. Judson Hamilton of 125 Cottage Loop, Dublin, GA stepped to the microphone and spoke in opposition to the proposed ordinance amendment. Mr. Hamilton stated the he lives in the sub-division known as the Cottages; single family dwellings built in that location, believed to be a safe environment partly attributed to little residence turn over. Mr. Hamilton does not want the value and safety of the property to decrease and states that will happen if multifamily dwellings are built near his home. Mr. Hamilton presented, to City Council, a petition signed by thirteen residents of the Cottages in opposition to the proposed amendment to the ordinance. Resident of 224 Hunters Way in the Walke Ridge sub-division; adjacent to the Cottages, states that he stands in opposition of the ordinance amendment because this would attract other multifamily dwelling builders to this area. Traffic problems would bring down the quality of living in this area. No one else approached the microphone in opposition to the ordinance amendment. Mayor Best closed the Public Hearing and re-opened City Council Meeting.

6 A motion was made by Council member Edwards and was seconded by Council member Brown, to deny the request to rezoning of a tract of land located at the end of Fairview Park Drive, near Addington Place, formerly the Benton House from P-Professional to R-3-Mulit-Family Residential. The motion carried unanimously 7/0. DISCUSSION AND ACTION ON A CONTRACT TO CONDUCT A CLASSIFICATION AND COMPENSATION STUDY BY EVERGREEN SOLUTIONS, LLC. The current job classification system was adopted in the budget. We currently use a grade step system and after 5 years, employees only receive cost of living raises, unless they receive a promotion. With changes and new positions created throughout the years, we feel there may be some salary compressions that we need to be able to identify and correct. This evaluation will review our current system, make any suggested recommendations, and ensure that all of our job descriptions are updated and meet FLSA, EEO, & ADA requirements. They will develop a plan and provide issue areas and preliminary recommendations for strategic improvement. They will also conduct a benefit survey and develop a summary report of the external labor market. Many cities perform these surveys much more frequently than we have, and update them every 3 to 5 years. Staff recommends that we accept the lowest bid from Evergreen Solutions LLC. $27, A motion was made by Council member Jones and was seconded by Council member Brown, to approve staff recommendation to select Evergreen Solutions LLC., the motion carried unanimously 7/0. DISCUSSION AND ACTION ON A CHANGE ORDER WITH AMEC FOSTER WHEELER FOR DESIGN CHANGES ON THE HIGHWAY 257 GAS MAIN. The scope of engineering work required for Phase 2 of the new gas line we are running down 257 from Valambrosia Rd. to the 441 Bypass and then to YKK changed substantially when GDOT refused to allow the gas main in the bypass right of way. Bruce Bagnasco has presented a contract for additional services. It is based upon an additional required 100 man hours plus expenses and 15% contingency.

7 Bruce Bagnasco is employed by Amec Foster Wheeler Environment and Infrastructure, Inc. They merged with the John Wood Group PLC, and will be changing the name to Wood Group, PLC. Their logo is wood. Bruce says this will be a much larger company, with many more resources to support him in his work with the city. City Jones asks approval for change order; he explained the maximum cost overrun could be $15, A motion was made by Council member Smith and was seconded by Council member Davis, to approve a change order with AMEC Foster Wheeler for design changes on the Highway 257 gas main, the motion carried unanimously 7/0. CITIZENS COMMENTS Becky Woods, Delores Smalls and Linda Kyden National Day of Prayer, Laurens County Baptist Association Women s Union Community Thanksgiving Prayer Gathering on Saturday, November 18, 2017 from 12:00 PM to 1:30 PM at City Hall front steps. Everyone is invited. Please bring canned food donation. All food donations will be distributed throughout the community to persons in need. There will be ministry singers. Mr. King spoke as a member of the first graduating class of the City of Dublin Citizens Police Academy approached the microphone to sincerely thank City Council, the Police Chief and anyone else who had a part in making the Citizens Police Academy possible. He expounded upon the many things he learned and the experience of his clinical exercises. Imparting his deep appreciation for this quality program. COUNCIL COMMENTS Council member Brown: Thanked everyone for coming out. Thank the Chief of Police for his work with the Academy. Please exercise your right to vote! Council member Johnson: Thanked everyone for coming out. Council member Jones: Thanked the Police Academy for their service to the community. Thank the Youth Council, headed by Ms. Kesla Holder.

8 Congratulated Tammy Howard for a job well done with organizing the GMA Meeting on Friday 10/27/2017. Monday at 6:30 the Youth Council will meet in this building to organize their float in the Veterans Day Parade (to be held 11/11/2017) Council member Jones reminds all that this will be the first Veterans Day Parade held in Dublin, GA. He encourages everyone support Teen Court; which is held the third Saturday in each month. He thanked everyone for coming out. Remember to vote next Tuesday. Council member Smith: Thanked the Police Chief for setting up the Citizens Police Academy. He thanked Council member Johnson for reminding everyone to exercise their right to vote next Tuesday. And stating the we need to maintain the three Council members at large we currently have. Council member Smith voice remorse for the two Black Males killed last week end. Council member Griggs: Thanked everyone for coming to the City Council Meeting today especially the group of residents who spoke in opposition to the rezoning of 207 Fairview Park Drive. Council member Edwards: Stated support for the Chief of Police, his staff; the Citizens Police Academy and all the City of Dublin Peace Officers do for our City. Thank you! Council member Davis: Thanked all for coming; sincere appreciation is expressed for the Police Chiefs hard work. City Clerk Ann Smith - not present City Attorney Powell - had no comments City Manager Jones Thanked everyone for coming. Praise to the Police Academy and the Police Chief for implementing a good educational program. Reminder, the next City Council Meeting will be December 14, A Special Call Meeting will convene if necessary. There being no further business, Mayor Best adjourned the meeting at 6:10 P.M.

9 Minutes from the November 02, 2017 City Council Meeting Council Chamber City Hall NOVEMBER 13, 2017 A Special Called Meeting of the Mayor and Council was held in the Council Chambers of the Dublin City Hall on Monday, November 13, 2017 at 12:00 NOON. Mayor Best called the meeting to order. Council Members Bennie Jones, Gerald Smith, Curtis Edwards, Paul Griggs, Gary Johnson and Jerry Davis were present. Council Member Bill Brown is absent. Council Member Paul Griggs gave the invocation that was followed by the pledge of allegiance to the flag. DISCUSSION AND ACTION ON CERTIFICATION OF NOVEMBER 7, 2017 ELECTION RESULTS. City Clerk Ann Smith will present the results of the election for certification. A motion was made by Council member Jones and second by Council member Griggs to certify the election results. The motion carried unanimously 6/0. DISCUSSION AND ACTION ON AWARD OF A CONTRACT WITH EVERETT DYKES GRASSING COMPANY FOR STREET RESURFACING. We opened bids on our paving list for this year. We received very good prices. The low bidder was Everett Dykes Grassing Company, Inc. of Cochran in the amount of $286, Staff recommendation is to award to the low bidder. A motion was made by Council member Davis and second by Council member Edwards to award the contract to Everett Dykes Grassing Company. The motion carried unanimously 6/0. DISCUSSION AND ACTION ON ADOPTION OF PROPOSED DUBLIN VETERAN

10 COMMUNITY REVITALIZATION PLAN. At the September 21st Council meeting Craig Taylor and Terrell Brown of Communities for Veterans addressed the City Council regarding their plans to develop Veteran housing on the VA campus. In order to receive points from DCA a developer must provide evidence that the project is a part of a planned revitalization effort. The proposed Plan is included in your materials and was drafted in-house with input from staff and various stakeholders. This document must be current at the time of the application submission, and must be officially adopted by the Local Government. It supports the proposed development and focuses on meeting the housing challenges facing veterans. The Plan may be amended, as needed. Craig Taylor President of Communities for Veterans Thank you for the help to bring to fruition 2 building on Carl Vinson campus; housing for Veterans. Population will be Veterans treated at the VA will be housed in these proposed housing. The funding is very competitive. Mr. Taylor proposes to build 40 units, additional units. Economic infusion of between $12-$16 million dollars into the City of Dublin. In answer to Council member Jones question, Mr. Taylor states that if 60 units are built between 10-20, two-bedroom units will be for Women and Children. Council member Griggs asks how many buildings are there? Mr. Taylor answers that there are two buildings which are on the national historic register; need Federal approval for renovation. An additional 1-2 buildings can be constructed behind the two existing buildings. Mr. Terrell Brown thanked everyone for the opportunity to present this project before the City Council and thanked Debra Stanley for her assistance. A motion was made by Council member Jones and second by Council member Griggs adopt the revitalization plan. The motion carried unanimously 6/0. DISCUSSION AND ACTION OF PERMISSION TO PURCHASE OF EQUIPMENT AT THE AUCTION IN MOULTRIE; TO SPEND UP TO $12, City Manager Jones requested permission from City Council to purchase golf course equipment at auction in Moultrie A motion was made by Council member Jones and second by Council member Edwards to spend up $12, to buy golf course equipment at the auction in Moultrie. The motion carried unanimously 6/0.

EXECUTIVE SESSION TO DISCUSS PERSONNEL MATTERS Council member Jones made the motion to adjourn into Executive Session and Council member Griggs seconded the motion. The vote was unanimous 6/0. Council adjourned into Executive Session at 12:45 P.M. ADJOURNMENT After adjourning from Executive Session, there being no further business, Mayor Best adjourned the meeting at 12:55 P.M.
