Establishes the temporary health insurance for unemployed persons program administered by the department of human services to provide temporary health care coverage for persons who have lost employment on or after September 11, Allows a person entitled to continue health insurance coverage pursuant to the Consolidated Omnibus Budget Reconciliation Act (COBRA), to apply for reimbursement of payments to continue the person's health insurance medical and prescription drug coverage. Appropriation to the department of human services for the administration of the program and to the department of labor and industrial relations for the reimbursement of payments. Requires an individual to be eligible to receive a payment of state additional benefits (SAB), or unemployment compensation benefits, with respect to a week of unemployment, provided that the individual filed an initial claim or continued claim certification for regular benefits on or after September 11, 2001; the individual exhausted all rights to received regular benefits on or after September 11, 2001, or the individual's applicable benefit year expired on or after September 11, 2001; the individual is not eligible to receive unemployment benefits under federal law or the laws of any other state after September 11, 2001; any additional or extended unemployment benefits paid under federal law or the laws of any other state shall not be deducted from the total SAB amount eligible. Appropriation to the department of labor and industrial relations. Act to be repealed on June 30, 2002 (sunset). Amends provisions relating to the filing and payment of income taxes by employers on a quarterly basis by increasing the amount of taxes withheld to 5,000 dollars (filing thresholds). Amends provisions relating to general excise tax, transient accommodations tax, and rental motor vehicle and tour vehicle surcharge tax by increasing the filing thresholds. -- SB0005 3SP Committee Reports: SSCR 7 (WAM) HSCR 18 (FIN) Nov Approved by Governor (Act SP) Section Affected: , , 237D-6, RELATING TO TAXATION OF TRANSPORTATION SERVICE PROVIDERS. Amends provisions relating to general excise tax to include transportation services in the definition of service business or calling. Requires the department to obtain prior approval from the Federal Aviation Administration on the use of these funds for marketing and promotion plans; comply with all rules, regulations, conditions, and restrictions, including any imposed by the federal government, unless the State obtains approval to be excused from such compliance; and not violate any covenants or contractual obligations under or relating to bonds or other types of financing issued or obtained by the department. Appropriation out of the airport revenue fund to the department of transportation for security measures at state airports, for security improvements at various state airport locations, and for airport improvements relating to the renewal, renovation, upgrade, or maintenance of facilities at various state airport locations. Appropriation out of the harbor special fund to the department of transportation for security measures at state harbors and for security improvements at various state harbor locations. Appropriation out of the state highway fund to the department of transportation for security measures for state highways. Appropriation to the department of public safety to establish 36 full time equivalent (36.00 FTE) permanent sheriff positions to provide security services at the Honolulu international airport. Requires the department of transportation to comply with all rules, regulations, conditions, and restrictions, including any imposed by the federal government, unless the State obtains approval to be excused from such compliance; and not violate any covenants or contractual obligations under or relating to bonds or other types of financing issued or obtained by the department. Amends provisions relating to the Hawaii tobacco settlement moneys. Changes the percentage appropriated into the emergency and budget reserve fund (rainy day fund) from 40 per cent to 24 1/2 per cent. Decreases the percentage appropriated to the Hawaii tobacco prevention and control trust fund from 25 per cent to 12 1/2 per cent. Adds that 28 per cent shall be appropriated into the university revenue undertakings fund for the payment of the principal of and interest on revenue bonds issued by the board of regents of the university of Hawaii to finance the cost of construction of a university health and wellness center, including a new medical school facility on the island of Oahu. Authorizes the issuance of revenue bonds by the board of regents. Allows the board to pledge, dedicate, or commit all or any portion of moneys on deposit in 1 or more special or revolving funds of the university of Hawaii as additional security for the payment of principal of and interest on, and to generate required coverage, for such revenue bonds. Appropriation out of private donations and other moneys held by the university to the board of regents. Requires appropriations to be subject to audits by the office of the legislative auditor. Office and corporation to report to the legislature. Appropriation out of the tourism special fund to the Hawaii tourism authority for immediate implementation of an integrated marketing plan. Requires the marketing plan to respond to the changed market conditions resulting from the terrorist attacks of September 11, Provides that the authority, with the assistance of the Hawaii visitors and convention bureau, shall report to the legislature by March 1, ($$) -- HB0009 3SP HD1 Committee Reports: HSCR 3 (FIN) SSCR 30 (WAM) Nov Approved by Governor (Act SP) RELATING TO CAPITAL IMPROVEMENT PROJECTS. Amends Act 259, session laws of 2001, relating to the state budget, by increasing funds for investment capital in education. Appropriation to the department of budget and finance for interest and principal on general obligation bonds. Authorizes the issuance of general obligation bonds to finance the projects. Authorizes the issuance of general obligation bonds to refund any general obligation bonds. ($$) -- HB0014 3SP Committee Reports: HSCR 13 (FIN) SSCR 31 (WAM) Nov Approved by Governor (Act SP) Section Affected: ACT RELATING TO THE EMERGENCY ENVIRONMENTAL WORKFORCE. Introduced by: Oshiro M Establishes the emergency environmental workforce within the research corporation of the university of Hawaii. Requires the workforce to employ approximately 400 to 450 individuals who were terminated from their jobs after the September 11 tragedy as a result of the local economic downturn on a 3 month contract; deploy contract employees to all island mayors certifying a need for environmental clearance and eradication services to supplement current services being provided for the isolation of dengue fever, the eradication of the miconia plant and other invasive plants, and the reduction of coqui frog and fire ant populations; and coordinate its efforts with the invasive species committee on each island. Requires the research corporation together with the pacific cooperative studies unit, to develop a planning, administration, implementation, and evaluation strategy. Further requires the research corporation to consult with private employers with workforces to develop a recruitment and public information plan; develop a strategy for the interviewing and selection of program participants; work with island mayors requesting cleaning and eradication services to administer physical examinations to qualifying applicants prior November 5,

Introduced by: Oshiro M Establishes that procurements of 50,000 dollars or less for goods and services shall be treated as small purchases under the public procurement code. -- Establishes that construction contracts less than 250,000 dollars shall be treated as small purchases under the public procurement code. Requires names of all contractors, a brief description of the contract, and the amount of each contract awarded to be submitted to the legislature on a monthly basis (report to the legislature).
