1 Dear 2018 State FFA Convention Delegates: Congratulations on being chosen as a delegate for the 89th New Jersey State FFA Convention! The role of a delegate is essential to the success of convention. During your time as a delegate, you will be responsible for making decisions that will not only impact your chapter but all of New Jersey s more than 2,500 members from 36 chapters statewide. Your role at convention is to not only contribute to the delegate process but also to showcase your leadership skills and enthusiasm for the FFA. As a delegate you serve as a role model for other members. Whether delegates are dancing in front of the stage at the beginning of sessions, pumping up members with excitement for sessions, or standing and cheering for awesome speakers or FFA members, state convention delegates serve as the heart and soul of the convention with some of the best seats in the house. Your enthusiasm and excitement is what will make this year s convention a success! I ask that you help me show the members how fun and exciting the New Jersey FFA State Convention can truly be. The materials that are included in this packet will aide in your understanding of the delegate process, so I ask you to review them and discuss them with your advisor. In doing so you will be more informed and better able to make sound decisions at convention. You should also review the rules of parliamentary procedure. This will be crucial to your understanding of what occurs during the business sessions at convention. A summary of the motions has been enclosed for your reference. AMENDMENT #1: Removing Collegiate FFA Membership Type Submitted by the New Jersey FFA Association Constitution: Article III. Organization, Article IV. Membership, and Article V. Emblem. CURRENT: Article III. Organization, Section C. Collegiate chapters may be established at any accredited college or university in New jersey where agricultural courses are taught. Article IV. Membership, Section G. Collegiate Membership - Collegiate membership shall be open to students who are enrolled in agricultural courses or who are pursuing career objectives in the industry of agriculture or have an interest in the future welfare of the agricultural industry at a two- or four-year postsecondary institution having a collegiate FFA chapter. Article V. Emblem, Section B. Emblems shall be uniform in chapters and in recognized units thereof. All active alumni and honorary members shall be entitled to wear the emblem. Collegiate members and advisor may wear an owl pin of special design. PROPOSED: Move to amend the New Jersey FFA Constitution by: Striking all of Article III. Section C. Collegiate chapters may be established at any accredited college or university in New Jersey where agricultural courses are taught. and, Article IV. Section G. from the constitution Collegiate Membership - Collegiate membership shall be open to students who are enrolled in agricultural courses or who are pursuing career objectives in the industry of agriculture or have an interest in the future welfare of the agricultural industry at a two- or four-year postsecondary institution having a collegiate FFA chapter. Modifying Article V. Section B. by striking the words Collegiate FFA chapter members and as well as by replacing advisor with advisors so that Article V. Section B. reads: Section B. Emblems shall be uniformed in chapters and in recognized unites thereof. All active alumni and honorary members shall be entitled to wear the emblem. Advisors are entitled to wear an owl pin of special design. RATIONALE FOR AMENDMENT: The National FFA Organization is moving towards the direction of eliminating collegiate membership to initiate greater involvement in the National FFA Alumni Association and individual state alumni associations. The New Jersey FFA Association should align with constitution and membership types of the national organization. Currently, there are no collegiate chapters within our state association with no prospects of gaining one, so there is no direct effect on the association s membership body. STATE FFA EXECUTIVE BOARD RECOMMENDATION: The State FFA Executive Board recommends voting in favor of this amendment. 6

7 2018 Proposed Amendments for the Constitution & By-Laws of the New Jersey FFA Association Submitted by the New Jersey FFA Association AMENDMENT #2: Changing Agricultural Education to Food, Agriculture and Natural Resources Education PROPOSED: Move to change agricultural education to Food, Agriculture and Natural Resources Education throughout the state association s constitution and bylaws where applicable. Instances where the change will be reflected: Constitution - Article II, Paragraph 2 - Article III, Section A - Article III, Section B - Article IV, Section A - Article IV, Section B - Article IV, Section E and F - Article IV, Section H - Article IV, Section I Bylaws - Article I, Section D - Section III, Section A, Paragraph 4 RATIONALE FOR AMENDMENT: This year, the Office of Agricultural Education changed its name to the Office of Food, Agriculture and Natural Resources Education. Given that the New Jersey FFA Association is within this office, it is necessary to adjust the verbiage that is used by replacing agricultural education with Food, Agriculture and Natural Resources Education where applicable. This change is inclusive of the variety of career & technical education programs that New Jersey offers within this career cluster. STATE FFA EXECUTIVE BOARD RECOMMENDATION: The State FFA Executive Board recommends voting in favor of this amendment. 7

8 2018 Proposed Amendments for the Constitution & By-Laws of the New Jersey FFA Association AMENDMENT #3: Clarify the Types of Membership Constitution: Article IV Sections A, B, C, E, F Submitted by the New Jersey FFA Association CURRENT: Article IV. Membership Section A. To hold membership during high school, the member must be enrolled in at least one agricultural education course during the school year and/or follow a planned program of study for an agriculture occupation which includes a Supervised Agricultural Experience Program, the objective of which is establishment of an agriculture occupation. Section B. Membership shall not be unlawfully denied to any student of an agricultural education program based on that person s race, creed, color, religious affiliation, sex, national origin, disability, veteran status, sexual orientation, gender identity or expression, or socioeconomic status. Section C. Membership may be maintained until November 30, following the fourth National FFA Convention after graduation from high school. However, no individual may retain active membership beyond the 23 rd birthday. Section E. "Active Membership" All students enrolled in agricultural education are members of their school s chartered FFA chapter through Program Affiliation. Those students, who are enrolled in agricultural education on a semester basis including block schedules, may be a member if the school where the local chapter is established has an approved program of instruction. Section F. A member shall be considered active when: 1. The member is included in the count of students that determines the fee schedule for Program Affiliation fees and behaves in a manner prescribed by the organization and: 2. The member attends local chapter meetings while, enrolled in an agricultural education course of the school where the local chapter is established and: 3. The member shows an interest in, and takes part in, the affairs of the local chapter. PROPOSED: Move to combine Sections A, B, and C of Article IV; and Sections E and F of Article IV in the Constitution and Bylaws. RATIONALE FOR AMENDMENT: Clarifying the types of membership in the constitution by grouping the sections as mentioned will aid in understanding how membership in the association works. This will not alter the types of membership offered. STATE FFA EXECUTIVE BOARD RECOMMENDATION: The State FFA Executive Board recommends voting in favor of this amendment. 8

Section C. CURRENT: Article I. Organization of Local Chapters, Section C. A chapter to remain chartered with the State Association must submit evidence each year by May 1st that it has met the following minimum qualifications: 1. Submit a Program Affiliation contract by September 30 and its payment by January Complete chapter roster on Ag Career Network by November Elect officers and send a list of their names and addresses to the State FFA Association Office by October Submit an updated program of activities to the State FFA Association Office by December 1. PROPOSED: Move to amend the New Jersey FFA Association Constitution by: striking out Ag Career Network and inserting the official FFA Roster program from Article I, Section C, Paragraph 2 of the bylaws and, inserting through the Agriculture Experience Tracker after December 1 in Article I, Section C, Paragraph 4 of the Bylaws, so that it reads: Article I. Organization of Local Chapters, Section C. A chapter to remain chartered with the State Association must submit evidence each year by May 1st that it has met the following minimum qualifications: 1. RATIONALE FOR AMENDMENT: The Ag Career Network is no longer exists and isn t how chapters submit their rosters; instead, the official FFA Roster Program is used. It is necessary to require the Programs of Activities to be completed and submitted online through the Agriculture Experience Tracker (AET). This will influence chapters to use a more efficient and effective platform with easier submission to the state. Many chapters submit their POA through the AET already. STATE FFA EXECUTIVE BOARD RECOMMENDATION: The State FFA Executive Board recommends voting in favor of this amendment. 9

Organization, Article A. Paragraph 4 CURRENT: Article III. Organization, Section A. Paragraph 4 No elected State Officer, concurrently reenrolled as a student in high school agricultural education courses, shall participate in any way a Career Development Event which purpose or objective would give a State Officer leverage in any unfair way through direct training conducted by the Association itself. PROPOSED: Move to amend the New Jersey FFA Constitution by: Striking concurrently reenrolled and inserting enrolled in Article III, Section A, Paragraph 4 and, Striking in any way a Career Development Event which purpose or objective would give a State Officer leverage in any unfair way through direct training conducted by the Association itself and inserting as a contestant in the 6-8 Minute Public Speaking LDE, Extemporaneous Public Speaking LDE, Employment Skills LDE, Official Ceremonies Event, Parliamentary Procedure LDE, Agriculture Issues LDE, Agricultural Sales CDE, or The Teach Ag Event. in Article III, Section A, Paragraph 4, so that it reads: Paragraph 4. No elected State Officer, enrolled as a student in high school agricultural education courses, shall participate as a contestant in the 6-8 Minute Public Speaking LDE, Extemporaneous Public Speaking LDE, Employment Skills LDE, Official Ceremonies Event, Parliamentary Procedure LDE, Agriculture Issues LDE, Agricultural Sales CDE, or The Teach Ag Event. RATIONALE FOR AMENDMENT: This amendment clarifies which CDEs and LDEs state officers may not participate if they are still enrolled in high school. Only the wording changes, not the meaning. STATE FFA EXECUTIVE BOARD RECOMMENDATION: The State FFA Executive Board recommends voting in favor of this amendment. 10

11 2018 Proposed Amendments for the Constitution & By-Laws of the National FFA Organization Submitted by the National FFA Board of Directors and the National FFA Officers AMENDMENT #6: Changing the State FFA Degree Requirements Constitution: Article VI. PROPOSED: Move to amend the National FFA Constitution by: striking out, (24 months), add the words, and paid dues for two years under Article VI. Degrees and Privileges of Active Membership, Section E. RATIONALE FOR AMENDMENT: Most Career and Technical Center agriculture/ffa programs are two-year programs. As a result, even though these students have paid their dues for two years and are extremely active members they will not meet the 24-month requirement by state conventions. This restricts members that have met all other requirements from achieving this recognition while still in high school. This change does not alter the integrity of the current state degree requirements; it keeps the requirements just as rigorous while allowing FFA members the opportunity to fully participate in our organization. The current 24-month requirement conflicts with when membership begins and when many state conventions are held across the nation. 20% of FFA chapters in New York are Career and Technical Centers. Effect: Proposal would cause Article VI. Degrees and Privileges of Active Membership, Section E of the constitution to read: Have been an active FFA member and paid membership dues for two years (24 months) at the time of receiving the State FFA Degree. STATE FFA EXECUTIVE BOARD RECOMMENDATION: The State FFA Executive Board recommends voting in favor of this amendment. 11

12 2018 Proposed Amendments for the Constitution & By-Laws of the National FFA Organization Submitted by the National FFA Board of Directors and the National FFA Officers AMENDMENT #7: Replacing the word Active with Student Constitution: Article III, Article VI, Article IX PROPOSED: Move to amend the National FFA Constitution by: replacing the word active with student and the word kinds with types in all occurrences. RATIONALE FOR AMENDMENT Student membership is a more inclusive descriptor regarding membership type. All student members should be active participants in FFA. Effect: Replaces the word active with the word student and the word kinds with types in the following: Article III. Organization: Section A. It shall consist of chartered state associations composed of not less than four chapters chartered by a state association and having a total active student membership of not less than 125 members Article V. Membership: Section A. Membership in the National FFA Organization shall be of three kinds types: active student, alumni and honorary. Section B. Active Student Membership - To be eligible for active membership in a chartered FFA chapter, a student must be enrolled in a secondary agricultural education program. State associations may consider secondary agricultural education programs to be grades To become an active student member and retain membership, a student must: A member may retain active student membership until November 30, following the fourth National FFA Convention after graduation from high school. Members using this waiver of service time for the purpose of maintaining active student membership for application for advanced degrees of membership must resume active participation within six months after having been honorably discharged from military service or completing their FFA international program and indicate such a desire by paying dues and attending meetings. No individual may retain active student membership beyond his or her twenty-third birthday. Section C. Alumni Membership - Membership shall be open to former active student members and honorary members, present and former professional agricultural educators, parents of FFA members and others interested in and supportive of the FFA. Article VI. Degrees and Privileges of Active Student Membership Section A. There shall be five degrees of active student membership based on individual achievement. 12

13 Section E. 2. Have been an active student FFA member for at least two years (24 months) at the time of receiving the State FFA Degree. Section F. 1. Have received the State FFA Degree, have been an active student member for the past three years (36 months) and have a record of satisfactory participation in the activities on the chapter and state levels. Article IX. National Officers and Procedures for Elections: Section D. The national officers shall hold the American FFA Degree at the time of their election and must be active student members for the duration of their term in office. They shall be elected annually by a majority vote of the delegates assembled at the national convention. A member cannot hold a national office and a state office at the same time. STATE FFA EXECUTIVE BOARD RECOMMENDATION: The State FFA Executive Board recommends voting in favor of this amendment. 13

14 2018 Proposed Amendments for the Constitution & By-Laws of the National FFA Organization Submitted by the National FFA Board of Directors and the National FFA Officers AMENDMENT #8: Replacing the word alumni with the word adult Constitution: Article V. PROPOSED: Move to amend the National FFA Constitution by: Replacing the word Alumni with Adult from Article V. Membership. RATIONALE FOR AMENDMENT: Adult membership is a more inclusive descriptor regarding membership type. EFFECT: Modifies a constitutional form of membership with a more inclusive descriptor. Replaces the word Alumni with the word adult in the following: Article V. Membership: Section A. Membership in the National FFA Organization shall be of three kinds: active, alumni adult and honorary. Article V. Membership: Section C. Alumni Adult Membership - Membership shall be open to former active members and honorary members award recipients, present and former professional agricultural educators, parents of FFA members and others interested in and supportive of the FFA. STATE FFA EXECUTIVE BOARD RECOMMENDATION: The State FFA Executive Board recommends voting against this amendment. 14

15 2018 Proposed Amendments for the Constitution & By-Laws of the National FFA Organization Submitted by the National FFA Board of Directors and the National FFA Officers AMENDMENT #9: Moving Honorary as National FFA membership kind to Degrees. Constitution: Article V, Article VI. PROPOSED: Move to amend the National FFA Constitution by: changing honorary from a membership kind to a degree in Article V. Membership and Article VI. Degrees and Privileges of Active Membership RATIONALE FOR AMENDMENT: Differentiates between membership type and degrees and maintains the honorary degree recognition. EFFECT: Changes the Constitution and will cause a change in the wording within the National FFA Honorary Degree Ceremonies. Changes reflected here: Article V. Membership Section A. Replace the word three with the word two and strike the word honorary. Membership in the National FFA Organization shall be of three two kinds: active and alumni, and honorary. Section C. Replace members with degree recipients. Alumni Membership - Membership shall be open to former active members and honorary members degree recipients, present and former professional agricultural educators, parents of FFA members and others interested in and supportive of the FFA. (Note: The word Active would be deleted in the Article VI.) Move Article V. Section E. to Article VI. Degrees and Privileges of Active Membership and adding a Section G, Section G. Honorary Membership FFA Degree - Farmers, school superintendents, principals, members of boards of education, chapter advisors, teachers, staff members in agricultural education, business people and others who are helping to advance agricultural education and the FFA and who have rendered outstanding service, may be elected to receive an honorary FFA degree membership by a majority vote of the members present at any regular meeting or convention. The Honorary membership FFA Degree shall be limited to the Honorary Chapter FFA Degree in the local chapter, Honorary State FFA Degree in the state association and the Honorary American FFA Degree in the national organization. All Honorary Degree recipients will be considered alumni/adult members as part of their Honorary Degree. STATE FFA EXECUTIVE BOARD RECOMMENDATION: The State FFA Executive Board recommends voting in favor of this amendment. 15

16 Additional Proposals 1. Membership Fee Increase - National FFA Organization PROPOSAL: The National FFA Organization recommends setting individual student dues for the membership year at $9 and increase the program affiliation fee by $0.50 times the maximum quantity for each tier. RATIONAL: Dues have not increased in nearly a decade, even though the cost of services have increased and offered services have continued to improve to include items such as Ag Explorer and My Journey. In 2017, the National FFA Delegates directed the organization to work on its digital profile both the website and a mobile application. The 2017 delegates recommended to the National FFA Organization to evaluate its programs to be reflective of innovations in agriculture and 21st-century technology. To achieve this, the organization will need to increase its funding, resulting in an increase in membership dues and program affiliation fees. While increasing membership dues will help achieve this purpose, this is also an opportunity to encourage states to move to the affiliation model. This model would allow the organization to reach the goal of having all agricultural education students be a part of FFA and to experience the benefits of the three-component educational model. The National FFA Board of Directors recently declared a goal of program affiliation be the only type of membership offered by 2021 and the organization seek 100 percent participation in program affiliation. Program affiliation would allow FFA to reach and engage more young people in FFA, benefitting both students, teachers and the wider industry of agriculture. STATE FFA EXECUTIVE BOARD RECOMMENDATION: It is recommended that the delegates vote in favor of this proposal. Note that chapters will not be immediately affected by the program affiliation fee increase. 2. No Program Affiliation Fee Increase New Jersey FFA Association There are no changes to the fee structure for the year. STATE FFA EXECUTIVE BOARD RECOMMENDATION: It is recommended that the delegates vote in favor of this proposal. 16

17 Useful Information for the Delegate Business Session The Meaning of Motion The primary purpose of the delegate business session is for the delegates to make decisions. To begin the process of making any decision, a member offers a proposal by making a motion. A motion is a formal proposal by a member, in a meeting, that the group take a certain action. How a motion gets before a group How to make a main motion 1. Raise your delegate card. 2. Be recognized by the chair. 3. State your name and chapter. 4. State I move that... or I move to... and then clearly describe the proposal. It is important to say precisely what the words of the motion are to be. The group votes on exact language, not a vague idea. How to second a motion Once a member makes a main motion, it must be seconded to be considered by the group. This shows that at least two members want the motion considered. If there is no second, the motion dies and is not put before the group for discussion. 1. Raise your delegate card. 2. Be recognized by the chair. 3. State your name and chapter. 4. State I second the motion or Second Some other motions you may hear in the delegate business session Amendments Amendments are used to modify the wording, and within limits, the meaning of the motion on the floor. Amendments should say exactly where the change is to be made and precisely what words to use. To make this motion, you would state I move to amend the main motion by.. and then you would identify what you want to do. This action can include adding words, striking out words or adding and striking out words. An amendment may not change the original intent of the motion. The vote on the amendment does not decide whether the motion will be adopted, only whether the wording in the motion will be changed. After an amendment is adopted, the motion as amended can be further debated. If an amendment is adopted, a vote will be taken on the main motion as amended. Only if the motion as amended passes will the group decide to do what was proposed. 17

18 Previous Question The adoption of previous question immediately closes debate and also prevents the making of any amendments. It may be made at any time while a debatable amendment is on the floor. Since it limits a member's rights, the motion for previous question requires a two-thirds vote. It is not debatable. The proper wording to close debate and immediately vote on the motion on the floor is to say, I move the previous question. If previous question passes, the main motion will get voted on immediately. If previous question fails, discussion may continue on the main motion before voting on it. Division of the House When you, as a delegate, reasonably doubt the result of a voice vote, you have the right to demand that the vote be re-taken as a counted vote, by calling division of the house. Immediately following the vote and prior to the next action of the chair, you would call out Division of the house. No second is needed and once called the chair proceeds to give directions for a counted vote. Voting Majority A majority vote is normally required to adopt a motion or to elect office. It is defined as one more than half of the votes cast by persons legally entitled to vote. The result of a majority vote is decided through a voice vote. Two-thirds A two-thirds vote is required in particular circumstances, most notably to suspend the rules or to limit, extend, or close debate. It is defined as at least two-thirds of the votes cast by persons legally entitled to vote. Whenever a two-thirds vote is required to pass a motion, the chair will take a standing vote. 18
