1 POPULATION TRENDS OF ASIANS, LATINOS AND IMMIGRANTS IN ILLINOIS REPORT TO ILLINOIS DEPARTMENT OF HUMAN SERVICES, BUREAU OF REFUGEE AND IMMIGRANT SERVICES

2 1. EXECUTIVE SUMMARY This report tracks population changes in Illinois between the year 2000 and the period 2005/07. The latter period represents a three year average of surveys taken during that period. Total Population Asians The United States has increased its total population by 6 percent and Illinois population grew 3 percent. Chicago Naperville Joliet metropolitan area increased its total population by 4 percent. The Asian population increased by 26 percent in both the United States and Illinois. All 11 metropolitan areas in Illinois experienced an increase in the Asian population. Latinos Natives The Latino population also experienced population growth in Illinois, 22 percent, which was lower than the nation s increase of 25 percent. All but 2 Congressional Districts in Illinois experienced an increase in the Latino population. Congressional District 4 and District 9 lost nearly 7 and 3 percent of Latinos. Native born persons increased at national and state level by 5 and 1 percent, respectively. There were 11 Congressional Districts that lost native born persons. Immigrants The rate of foreign born growth in Illinois, at 14 percent, was more dramatic than the growth of the native born population in the state. Naturalized Immigrants Kendall County s naturalized immigrant population grew by 152 percent between 2000 and 2005/07. Recent Immigrants The number of recent immigrants declined by 13 percent in Illinois, however there was a 4 percent increase in the United States. Kendall County s recent immigrant grew by 250 percent. Immigrants Below Poverty Level Illinois experienced a.01 point decrease in the percentage of foreign born who are below poverty. Rockford metropolitan area saw a 6.6 percent point increase in foreign born persons in poverty. 2

3 2. INTRODUCTION This report provides basic population data on Asians, Latinos, and immigrants at statewide, county, metropolitan, and congressional district levels. We provide current totals and also measures of population change since An appendix, provided at the end of this report, contains the actual numbers for years 2000 and 2005/07. The data in this report are derived from the 2000 Census and the American Community Survey (ACS). The ACS contains the most recent socioeconomic data available. ACS is conducted annually, and the U.S. Census Bureau has combined 2005, 2006, and 2007 survey years to provide a more robust sample. In this report, we include geographic areas and populations that meet minimum sampling thresholds in the ACS. 3

ILLINOIS POPULATION GREW BY 3 PERCENT BUT ITS GEOGRAPHIC SPREAD WAS UNEVEN U.S. and State Overall population growth in Illinois was 3 percentage points less than the national growth rate 1 County Overall population of the United States grew by 6 percent and in Illinois it grew by 3 percent. Greatest overall population growth was in Kendall and Will counties; Kendall County grew 61 percent and Will County grew 30 percent. Metro Areas Greatest overall population growth was in Rockford and Bloomington Normal metropolitan areas and the lowest growth was in Decatur and Danville metropolitan areas: Rockford and Bloomington Normal metropolitan area each grew by 8 percent. Decatur metropolitan area declined by 5 percent and Danville metropolitan area declined by 3 percent. Congressional Districts Congressional District 14 experienced the greatest overall population growth: Congressional District 14 grew by over 20 percent. Districts 8, 11, 13, and 16 each increased by 10 percent or more. 1 Throughout this report data are provided only for those geographic areas that meet minimal sampling requirements. 4

ILLINOIS ASIAN POPULATION GREW BY 26 PERCENT AND MATCHED THE NATIONAL GROWTH RATE County The greatest Asian population growth was in Kendall County: Kendall County grew over 300 percent, and Boon, Christian, Will, and McHenry Counties each experienced over 100 percent increases in the Asian population. Metro Areas Greatest Asian population growth was in Kankakee metropolitan area: Kankakee metropolitan area grew by 70 percent, and Davenport Moline Rock Island (IL portion) and Decatur areas each experienced over 50 percent growth in the Asian population. Congressional District Greatest Asian population growth was in Congressional District 14: Congressional District 14 grew over 100 percent. Districts 16 and 19 experienced over 50 percent growth in the Asian population. Congressional Districts 1 and 2 both lost Asians between 2000 and 2005/07. 6

ILLINOIS LATINO POPULATION GREW BY 22 PERCENT AND WAS SLIGHTLY BELOW THE NATIONAL GROWTH RATE U.S and State Latino population in Illinois grew by 22 percent and nearly matched the national growth rate for Latinos: Latino population in the United States grew by 25 percent and in Illinois it grew by 22 percent. County Greatest Latino population growth was in Kendall, Grundy and Will counties: Kendall County, Grundy County and Will County grew by 211 percent, 109 percent and 104 percent, respectively. Metro Areas Greatest Latino population growth was in Rockford, Kankakee and Champaign Urbana metropolitan areas: Rockford, Kankakee, Champaign Urbana metropolitan areas grew by 55 percent, 49 percent and 43 percent, respectively. Congressional Districts Latino population in Congressional Districts 4 and 9 decreased: Latino population decreased by nearly 7 percent in Congressional District 4, and by nearly 3 percent in District 9. Five Congressional Districts experienced over 50 percent increases in the Latino population: Congressional Districts 1, 8, 11, 13, and 16 each grew over 50 percent. ILLINOIS FOREIGN BORN POPULATION GREW BY 14.3 PERCENT AND ITS NATIVE BORN POPULATION BY 1.3 PERCENT U.S. and State The foreign born population was below the national growth rate in Illinois: 2 Foreign born population in the United States grew by 20 percent and in Illinois it grew by 14 percent. County Greatest foreign born population growth was in Monroe County: Monroe County s foreign born population grew by 215 percent and the foreign born population in Kendall, Jo Daviess, and Will counties each grew by over 100 percent. Metro Areas Greatest foreign born population growth was in Rockford metropolitan area: Rockford metropolitan area s foreign born population grew by 46 percent: Bloomington Normal, Kankakee, St. Louis (IL portion) and Decatur metropolitan areas also had the highest growth in foreign born population at 43 percent, 41 percent, 32 percent and 30 percent, respectively. Congressional Districts Three Congressional Districts had over 55 percent increases in the foreign born population: Congressional District 11, 13, and 16 increased the foreign born population by 57 percent, 59 percent, and 56 percent, respectively. U.S. and State The native born population was also below the national growth rate in Illinois: Native born population in the United States grew by 4.5 percent and in Illinois it grew by 1.3 percent. County Greatest native born population growth was in Kendall County: Kendall County s native born population grew by 55 percent and Will, Boone, Grundy and Kane counties had the next highest growth rates at 25 percent, 20 percent, 20 percent and 17 percent, respectively. 2 Although the Census Bureau provides rigorous suppression rules to the data it releases, we have further limited our reporting of data involving the foreign born to include only areas where the weighted foreign born population is less than 900. This was done to decrease the likelihood of sampling variability. 10

11 Metro Areas Four metropolitan areas experienced no percentage change or a decrease in their native born population: Rockford, Bloomington Normal, Kankakee and Champaign Urbana, however, had native born population growth rates of 5 percent, 7 percent, 4 percent and 3 percent, respectively. Congressional Districts Three Congressional Districts experienced an over 10 percent increase in the Native born population: Congressional Districts 11, 13, and 14 increased by 10, 13, and 17 percent. 11

14 7. FOREIGN BORN NATURALIZED CITIZENS GREW BY 27 PERCENT IN ILLINOIS AND THIS WAS SLIGHTLY ABOVE THE NATIONAL GROWTH RATE OF 25 PERCENT. County The greatest growth in the number of foreign born naturalized citizens was in Kendall County: Kendall County s foreign born naturalized citizens grew by 152 percent and foreign born naturalized citizens in Jo Daviess and Will counties each grew by over 100 percent 3. Metro Areas Greatest growth in the number of foreign born naturalized citizens was in the Rockford metropolitan area Rockford metropolitan area s foreign born naturalized citizens grew by 71 percent and the foreign born naturalized citizens in Decatur, St. Louis (IL portion), Chicago Naperville Joliet and Springfield grew by 36 percent, 33 percent, 26 percent and 22 percent, respectively. Congressional Districts Five Congressional Districts experienced an over 50 percent increase of in the number of naturalized immigrants: Congressional Districts 8, 11, 13, 14, and 16 each increased their naturalized immigrant population by 50 percent or more. 3 See footnote number two: we restrict our reporting of data on the foreign born to geographic areas where the weighted foreign born population is less than 900. ILLINOIS RECENTLY ARRIVED FOREIGN BORN POPULATION GREW BY 1.3 PERCENT AND ITS OVERALL FOREIGN BORN POPULATION BY 14.3 PERCENT U.S. and State The number of recently arrived immigrants in Illinois fell by 13 percent between the year 2000 and the period In other words, the number of newcomers fell somewhat in Illinois, reflecting lower immigration in recent years compared to the latter part of the 1990s. Nationally, the number of recent immigrants rose by 4 percent 4. Recently arrived immigrants are defined as those who came to the United States in the last five years. County The greatest growth in recent immigrants was in Kendall County: Kendall County s recent immigrants grew by 250 percent and recent arrivals in Madison, Grundy, Coles, and Will counties each grew by over 50 percent. Metro Areas Greatest growth in recent arrivals was in the St. Louis metropolitan area St. Louis (IL portion) metropolitan area s recent arrivals grew by 51 percent and the recent immigrants in Decatur, Bloomington Normal, Springfield, and Peoria grew by 44 percent, 33 percent, 33 percent and 29 percent, respectively. THE PERCENT OF ILLINOIS FOREIGN BORN POPULATION THAT IS BELOW POVERTY FELL BY ONE TENTH OF A PERCENTAGE POINT U.S and State There was a decrease in the proportion of foreign born persons living below poverty in the U.S and Illinois between 2000 and 2005/07: 5 The share poverty rate of immigrants fell from 17.9 percent to 16.2 percent, or 1.6 percentage points at the national level. The share of the foreign born population in poverty fell from 13 percent to 12.9 percent, or 0.1 percentage points in Illinois. County Despite declines in the statewide portion of foreign born persons living in poverty, twenty two counties experienced an increase in the percent of immigrants below poverty: The share of the foreign born population that is below poverty in Coles County increased by 20.9 percentage points. In Boone, St. Clair, Winnebago, and Kankakee counties, the share increased by 10.9, 6.3, 5.7 and 3.7 percentage points, respectively. Metro Areas Five metropolitan areas also experienced an increase in the portion of immigrants below poverty. The share of the population that is below poverty in Rockford metropolitan area increased by 6.6 percentage points. In Kankakee, Springfield, Bloomington Normal and St. Louis (IL portion) metropolitan areas, the share increased by 3.7, 3.4, 0.8, and 0.7 percentage points, respectively. Congressional Districts Congressional District 4 had the largest percent point increase of all Districts in Illinois: Congressional District 4 increased its share of the foreign born population below poverty by over 4 percentage points. 5 See footnote number two: we restrict our reporting of data on the foreign born to geographic areas where the weighted foreign born population is less than 900.
