1 NOVEMBER 21ST, 2010 BARTLETT DESIGN REVIEW COMMISSION MINUTES The Design Review Commission met in the Council Chamber at Bartlett City Hall on Tuesday, November 21 st, 2010 at 7:00 p.m. for their regular scheduled meeting. Alderman Emily Elliott, Chairman presided over the meeting. Members Present: Tim Duke Alderman Emily Elliott Linda Mather Bill Simpson Debora Thurman Chris Triplett Billy Williams Sean Whitt Members Absent: Dennis Barlow The following advisors were present: Terry Emerick, Director of Planning and Economic Development; Kim Taylor, Planner; Jim Brown, Director of Code Enforcement, Mark Saunders, Engineer; and Ed McKenney, City Attorney. Pastor Eddie Champion, Easthill Baptist Church opened the meeting with prayer. The Design Review Commission and the audience recited the pledge of allegiance to the flag of the United States of America. Linda Mather made a motion to approve the minutes from the October 19th, 2010 regular meeting as submitted. Mr. Duke seconded the motion. Voice Vote: Seven yes, one pass. The motion was carried. NEW BUSINESS Consent Agenda Signs Motion was made by Mr. Triplett to remove items #3 Fastenal and #5 Affordable Precision Auto Body & Repair from the Consent to the Regular Sign Agenda. Mr. Whitt seconded the motion. Voice Vote: All members voted yes. Motion was carried. Motion was made by Mr. Duke to retain items 1, 2, 4, 6 & 7 on the Consent Agenda and approve them as submitted. The specifications of the signs are as follows: Wall-Sign: Location: The building has frontage on both Summer Avenue and Whitten Road. The entrance to the business is on Whitten Road. The sign will be located on the fascia of the building facing Whitten Road. Size: The linear storefront is 55-feet. The sign measures 3 x 6 = 18 square feet. Mr. Thomas Henderson with Thomas Sign Designs is requesting Design Review Commission (DRC) approval of a wall mounted tenant identification sign for Cupcake Cutie. The subject property is located at 7140 Highway 64 within C-L Neighborhood Business zoning district. The specifications of the signs are as follows: Wall-Sign: Location: The proposed sign will be attached to the fascia of the building facing Highway 64. Size: The linear storefront is 20-feet. Regular Sign Agenda: 6. Fastenal, 6412 Summer Avenue (Nathan T. Gibbar, District Manager) Ms. Taylor explained that Mr. Nathan Gibbar with Fastenal is requesting Design Review Commission (DRC) approval of two (2) wall-mounted tenant identification signs (identical) for Fastenal. The Fastenal store will occupy the northern portion of the former Kawasaki building. The subject property is located at 6412 Summer Avenue within the C-H Business Highway zoning district. The specifications of the signs are as follows: 5
6 Wall-Sign: Location: One of the proposed signs will be attached to the fascia of the building facing Highway 70. The second sign will be attached to the northernmost elevation of the building. Size: The linear storefront is 75-feet. The sign measures 2 10 x 13 = 37 square feet (each). Total = 74 square feet Corporate/ Arial Materials/Colors: Black aluminum letters attached to board that will be painted to match the mansard on the building. FASTENAL Mounting The sign letters will be attached to a board that will be Structure: attached to the mansard. None Proposed Lighting: None Proposed Recommendation: Approval with a condition. Planning Condition: 1. If the board that is attached to the letters is visible, then it shall be painted a color to match the mansard of the building. 1. Mr. Nathan Gibbar District Manager, 5103 Raleigh-Lagrange was present to represent this application. Mr. Triplett stated that the reason he requested pulling the application was he doesn t understand what you are putting up because there are two different things inserted here. I m not sure what colors you are requesting. On the photograph it looks like a raceway with mounted letters and the other looks like a board with lettering on it. On the picture it looks like there is a board behind the letters. That copy should be removed there were corrected copies. Strictly a black aluminum sign with no backing. There is no box sign. Motion was made by Mr. Triplett made a motion to approve the sign for Fastenal at 6412 Summer Avenue. Mr. Duke seconded the motion. Roll Call Vote: All members voted yes. Motion was carried. 7. Affordable Precision Auto Body & Repair, 5696 Ferguson Rd, Suite 1 (Tommy L. Yearout III, Owner) 6
7 Ms. Taylor explained that Mr. Tommy Yearout is requesting Design Review Commission approval of a wall-mounted tenant identification sign for Affordable Precision Auto Body & Repair. The subject property is located at 5696 Ferguson Road within the I-O Warehouse and Wholesale zoning district. The specifications of the signs are as follows: Wall-Sign: Location: The sign will be located on the side of the building facing Ferguson Road. Size: The linear storefront is 50-feet. The sign measures 4 x 8 = 32 square feet. Corporate/ Arial Materials/Colors: Metal sign with white vinyl face and black and red lettering AFFORDABLE PRECISION AUTO BODY & REPAIR Mounting The metal panel will be attached to the side wall of the Structure: building. None Proposed Lighting: None Proposed Recommendation: Approval. 1. The sign meets the requirements of the Sign Ordinance in terms of size and location. 2. It is recommended that the owner/applicant attend the meeting in order to make decisions relative to any changes that may be suggested by the DRC. There were no representatives present for this application. Ms. Taylor answered questions from the commission. Mr. Triplett asked does our ordinance allow this type of sign. Also, where is he going to put the sign. Ms. Taylor stated he is planning to place this sign where he has his grand opening banner shown on the rendering. The banner will be removed. This business faces Ferguson in the industrial area. This will be a metal sign base with vinyl letters applied to it. Alderman Elliott asked if there were other signs in that area like this. Ms. Taylor answered there is a hodge-podge of signs in this industrial area. This should include this sign will be located where the grand opening banner is shown. Mr. Triplett made a motion that we approve the Affordable Precision Auto Body & Repair, 5696 Ferguson Rd., Suite 1 with the provision be placed where we see the grand opening banner in the picture submitted and that it be above the windows and below the awning centered. Mr. Duke seconded the motion. Roll Call Vote: All members voted yes. Motion was carried. 7
8 Mr. Williams commented that he would really like to see a little more effort put into what they are presenting. Asked for more information and clarification of applications. Mr. Duke stated that some of these businesses have limited funds and they can t afford sign companies. We could ask them to do a little cut and paste just to say where the sign is going to be located. Mr. Emerick stated we may be able to assist them in boxing in on the photo where the sign is going to be located. Mr. Williams commented, we are here to improve things, obviously the more information we have the better and he for one would like to take the guess work out of it. He understands the limited funds problem but this particular area of Bartlett could use some improvement in the signage. He sees this board as the opportunity to improve the aesthetics wherever it can. I see this as a great opportunity to have an outstanding business there. Anyway, that being said, what we are getting now and have seen this on several applications is very subjective. Having to anticipate what it is going to look like when it is done. Would be good to have a little more information. Some people do and make an extra effort and it denigrates what they do to see an application like this. Alderman Elliott stated it would be good if we can help the little upstart business who might not have the funds available for signage. Mr. Duke stated his job kind of trained him to see things in his head as to what it will be like. Ms. Taylor stated she should have put that in her comments. She works with each applicant individually trying to explain what they need. 8. Wolfchase Chrysler, Dodge, Jeep & Ram w/ Logos, 8170 Hwy 64 (Steve Johnson, MidSouth Signs) Ms. Taylor explained that Mr. Steve Johnson with MidSouth Signs is requesting Design Review Commission (DRC) approval of a wall-mounted and ground mounted tenant identification sign for the Wolfchase Chrysler, Dodge, Jeep & Ram dealerships. The subject property is located at 8170 Highway 64 within the C-H Business Highway zoning district. More specifically, the applicants are proposing to remove and replace the Chrysler sign at a different location on the building, add a RAM wall sign and badge, remove the existing Dodge badge, and relocate the existing Jeep sign. The applicants would also like to update the panels on the ground sign with new materials and signage. The existing tenant identification signage on the building is 99 square feet. The specifications of the signs are as follows: Wall-Signs: Location: The proposed sign will be attached to the fascia of the building facing Highway 64. Size: The linear storefront is 140-feet. RAM = 8.4 x15 =10.5 square feet; badge 34.8 x38 = 9.2 square feet, total = 19.7 Chrysler = 12 8 ⅜ x 37½ = square feet Corporate Materials/Colors: RAM= black and silver aluminum channel letters 8

The total sign(s) panel area is 12 2½ x 10 5⅞ = 128 square feet Corporate Materials/Colors: Silver aluminum panels with chrome accents and vinyl/color digital print in black, blue (PMS 287, Red (PMS 485, Green (PMS 371), and white accents Mounting Structure: Lighting: Landscaping: CHRYSLER DODGE Jeep RAM Existing brick base with attached aluminum panels RAM badge- black and silver face Wings- blue and silver Fluorescent tube lighting and LED, Existing Recommendation: 1) Denial of the wall signs (See Comments/Conditions); 2) Approval of the ground signs. 1. This property is located within the Special Sign Corridor. Section states in part that, a special sign corridor is hereby established for those tracts of land of five (5) acres or more in the City of Bartlett located east of Fletcher Creek with frontage on U.S. Highway 64, and C-H Highway Commercial Zoning. Each tract of land meeting this criterion shall be allowed a ground sign with a maximum area of two hundred (200) square feet and a maximum height of twenty (20) feet. Building signs are limited to one (1) square foot of sign area for each linear foot of building frontage. Any wall sign or signs shall not exceed one (100) hundred square feet. 9
10 2. The proposed tenant identification wall signs will total square feet. In October 2004, the dealership was approved 99 square feet of wall signage. There is some conflicting information regarding the size of the signs previously approved and what was installed. 3. The applicant shall clarify whether the RAM sign is a cabinet sign (as described) or a channel letter sign as pictured. 4. Based on the photographs provided by the applicant, it appears that the sign meets the requirements of ground sign landscaping ordinance. 5. If the wall signs are denied by the DRC, then the applicant may request an appeal to the Board of Mayor and Aldermen in writing within 5-days of the DRC s decision. 6. It is recommended that the owner/applicant attend the meeting in order to make decisions relative to any changes that may be suggested by the DRC. Mr. Steve Johnson, Midsouth Signs, 3726 Getwell Cove and John Auffenberg, 229 River Lane, Dearborn, Michigan, President of Wolfchase were present to represent this application. Mr. Johnson stated he doesn t understand what Kim was saying that something was originally installed that was not to the specifications of what was submitted and approved at that time. Ms. Taylor explained that this business is in the special sign corridor and what is permitted with DRC approval is 100 sq. ft. of wall signage on the building such as branding signage but that does not include the informational signage such as the service sign, the ground signage you get 200 sq. ft. and you meet that requirement. Originally the business was approved for 100 sq. ft. of wall signage but as we looked at the size of the letters which you showed in your package as existing, they were slightly larger than what was actually approved so somewhere you ended up with 110 sq. ft. instead of the 100 sq. ft. that was approved. So there is a disconnect between what was actually approved way back when and what was installed but needless to say with this new application you are at sq. ft. and this board can only approve 100 sq. ft. so you are over by sq. ft. This would have to go to the Board of Mayor and Aldermen for an appeal. Alderman Elliott stated we will have to vote on the Wall and Ground Signs individually tonight. Mr. Triplett had a question about the landscaping for the ground signage. Ms. Taylor stated she mentioned that based on the information provided to her the ground signs meet the landscaping requirements. Already existing and meets the need. Ms. Mather explained that this board cannot approve this with the extra signage so it will have to go to the Board of Mayor and Aldermen for approval. Do you understand this? Mr. Auffenberg stated he did not. Mr. Triplett explained further that they have to deny it tonight so they can go forward and appeal to the BOA. They can approve the ground signage but not the wall signage. Can approve the 100 sq. ft. if you are willing to reduce it to 100 sq. ft. Mr. Auffenberg agreed this would defeat their purpose as the new Ram signage increased it. Mr. Triplett made a motion to deny the wall signage for Wolfchase Chrysler, Dodge, Jeep & Ram w/ Logos at 8170 Hwy 64. Ms. Thurman seconded the motion. Roll Call Vote: All members voted yes. 11 Mr. Triplett asked how did the decision for 100 sq. ft. maximum wall signage come about. That is what we are talking about here. Why is 100 sq. ft. in the ordinance? Ms. Taylor explained -- The 100 sq. ft. allowance was authorized in the Special Sign Corridor which allows up to the 100 sq. ft. That had to be a commercial highway. Mr. Emerick explained he thinks the amount is based on having 100 linear feet of store frontage. Set as a maximum as that was felt to be appropriate to the scale of most of the buildings in Bartlett during that time. After the Wolfchase area developed, the larger scale buildings came in. That is where the Special Sign Corridor came into being. It was felt that 100 sq. ft. on the building was still appropriate and granted more square footage for the ground signs at the road. It was mentioned that no matter what the limit is someone will always want more. Mr. Whitt questioned whether they had said that RAM is a separate franchise. The answer was yes. That is the reason for the new sign package. Polled the commission for recommendation to Board of Mayor and Aldermen One no and seven favorable recommendations to the Board. They were told they have five days to get the letter requesting appeal of the decision of the DRC to the Mayor. Ms. Thurman made a motion that we approve the ground signage for Wolfchase Chrysler, Dodge, Jeep & Ram at 8170 Hwy 64. Mr. Simpson seconded the motion. Roll Call Vote: All members voted yes. Motion was carried. 9. Open Marketplace, 6600 Stage Rd (Dan Clevenger) (This item was withdrawn by applicant.) Mr. Dan Clevenger is requesting Design Review Commission (DRC) approval of a wallmounted tenant identification sign for the Open Market Place. The subject property is located at 6600 Stage Road within the SC-1 Planned Commercial Development zoning district. Wall-Sign: Location: The proposed sign will be attached to the fascia of the building facing Stage Road. Size: The linear storefront is 204-feet. The sign measures 4 x 25 = 100 square feet Corporate Materials/Colors: High density Urethane channel letters in green, red, and white attached to the fascia of the building. 12 Recommendation: Approval with conditions: Planning Conditions: 1. The applicant shall provide lighting cut sheets to the DRC. Also, the applicant shall indicate the number of light fixtures to be attached to the building. 2. The owner of the building shall provide staff with written approval of the gooseneck light fixtures. 3. The applicant shall illustrate the method used for measuring the proposed sign. 4. It is recommended that the owner/applicant attend the meeting in order to make decisions relative to any changes that may be suggested by the DRC. 1. The signs meet the requirements of the Sign Ordinance in terms of size and location. Site Plans 10. Bartlett Woods Church of Christ New Canopies, 7900 E. Old Brownsville Rd (Jim Burns) Ms. Taylor explained that Mr. Jim Burns is requesting Design Review Commission (DRC) approval of a revised site plan for the Bartlett Woods Church of Christ. The subject property is located at 7900 E. Old Brownsville Road within the RS-10 Residential zoning district. The specific request by the applicant is for the approval of two canopy additions onto the east and west elevations of the church. The canopies will be 14-feet wide by 76 feet long, and will provide shielding above the walkways at the ingresses/egresses of the building. The proposed materials are follows: Aluminum metal roof - Dark Bronze Gutters White or Almond Posts White or Almond Recommendation: Approval with conditions. Planning Conditions: 1. The applicant shall specify the materials used for the framing and posts. 2. It is recommended that the owner/applicant attend the meeting in order to make decisions relative to any changes that may be suggested by the DRC. Mr. Jim Burns, 5155 Hatch Lane was present to represent application. The only condition was that we specify materials and they will be using all aluminum. Mr. Triplett asked if they were going to carry this canopy out over the drive. Answer was it will stop at the sidewalk. It will not go over the drive. The roof color will be the dark bronze. The other two were columns. 12
13 Mr. Duke made a motion to approve the site application for the Bartlett Woods Church of Christ New Canopies at 7900 E. Old Brownsville Rd. Mr. Simpson seconded the motion. Roll Call Vote: All members voted yes. Motion was carried. 12. Great Oaks Church of Christ (Bus Shed & Picnic Pavilion), 3355 Brunswick Rd (Tim McCullough, LM Architecture LLC) Ms. Taylor explained that Mr. Tim McCullough with LM Architecture is requesting Design Review Commission approval of a revised site for the Great Oaks Church of Christ. The subject property is located at 3355 Brunswick Road within the R-E Residential Estate zoning district. The specific request by the applicant is to approve a revised site plan to incorporate a 1,000 square foot bus shed on the north side of the church. Landscape screening is proposed on the east end of the shed. The proposed elevation materials and landscape plantings are as follows: Pavilion Elevations: Metal Roof Almond to match existing church roof; Columns Brick and Partial Walls Brick Veneer in Old Colony to match existing brick on the church building; Trim, Coping, Caps, Edge Medium Bronze Landscaping: 7- Oak leaf Hollies Recommendation: Approval with conditions. Planning Conditions: 1. The Landscape Plan shall include the size and spacing of proposed plantings. 2. It is recommended that the owner/applicant attend the meeting in order to make decisions relative to any changes that may be suggested by the DRC. Engineering Condition: 1. Planning Commission Approved this plan on November 1, 2010 with the following condition: a. Although the site plan shows many trees, they are mature and clear at the low levels of the trunk and offer no buffer between the new open-sided shed/bus shelter and the houses across Brunswick Road. A vegetation screen would be acceptable as long as the evergreen bushes cover both sides facing the houses. Submit the plan to the DRC for review and approval. Mr. Tim McCullough, LM Architecture LLC, 2129 S. Germantown Rd, Suite 200 was available to represent this application. He is in agreement with the conditions. They asked for additional landscaping and we are going to add six more hollies along the north side. Showed the diagram of the additional landscaping. There are some larger trees in the area but there was a comment from staff that some of the residents across the street could see below the canopy of those larger trees. We think the addition of the hollies will address this situation. No exterior lighting. Currently there are some pole mounted lights and some on the building. Showed samples board. Mr. Brown asked if they had looked at the positioning of this structure in relation to the building as it relates to the building code. Set backs from one another and so that you won t have to rate anything. Two noncombustible structures the existing building which actually has no windows 13
14 or openings on that side other than the door. I can do some further research on that. Mr. Brown stated there may potentially be an adjustment that has to be made of maybe 5 or 10 feet required to move that distance from the church. This may be totally insignificant but wanted the board to know that is possible. Mr. McCullough stated we are submitting plans on the bus shed/pavilion and there will be a code review on that. The structure is open on all sides like a carport. Motion was made by Mr. Duke to approve the Great Oaks Church of Christ (Bus Shed & Picnic Pavilion) at 3355 Brunswick Road with the condition we are approving this based upon the final location not being set yet for the distance from the existing building and that will be subject to the building code approval with conditions of staff. Ms. Thurman seconded the motion. Roll Call Vote: All members voted yes. Motion was carried. DISCUSSION: A general discussion was held regarding improvements to the Sign Ordinance. Members were requested to think about areas which they feel are problems or need further explanation.
