Others present: Kari Rafn Karlsson, Patrik Björk, Inger Blikra, Peter Bøgh Larsen and Gry Ek. 1. Opening address. President Sigurjón Pétursson welcomed the delegates and opened the congress 2. Approve the order of business According to 4 in the NPF by-laws the order of business shall be: 1) The president opens the congress 2) Approve the order of business 3) Elect speaker and secretary for the congress 4) Approve the minutes of the last congress 5) Previous years report 6) Previous years financial report 7) Set fees (annual nation member fee and nomination fees for benchpress and powerlifting) 8) Set rates for travel expense 9) Action on proposals 10)Budget 11) Time and place for future championships and congress 12) Election 13) Any other business Proposed agenda approved. 3. Elect speaker and secretary for the congress Sigurjón Pétursson was elected speaker. Gry Ek was elected secretary. Both unanimously. 4. 2 5. Previous year s activity report Activity report was presented and approved with compliments. See ATTACHMENT Previous years financial report Provisional financial report presented. Invoice for medals at the Nordic Open not included. Report approved. Final numbers will be adjusted and possible deficit will be split evenly between the member nations. 7. Set fees Fees unchanged. Doping fee according to IPF amount. Accepted unanimously 8. Set travel rates. No changes. Accepted unanimously 9. Action on proposals a)proposal from Sweden to change NPF calender. See Attachment 2 b)proposal to revise the NPF ByLaws thoroughly See Attachment 3 a) Johnny Wiklund presented an amended proposal from Sweden: Sub junior and junior every year in three lift of powerlifting, equip and classic style. The competitions shall be held at the same weekend. No Open Championships in Morten Novum, Norway, proposed a change: Sub junior and junior every year in three lift of powerlifting, equip and classic style. The competitions can NOT be held at the same weekend. The proposal from Norway was not accepted Norway voted for. The proposal from Sweden was accepted 4-1. Norway voted against. b) Morten Novum presented proposed changes to the NPF bylaws. The reason for changes is to correct minor spelling errors and align the NPF bylaws to those of the IPF. I view of the accepted proposal from Sweden, a new amendment was proposed to 3, 9 and 11: 3 NPF congress The NPF congress will be held one day before the Nordic Championship every second year. The President, General Secretary (GS) and the other nations members of the NPF board shall be present at the congress. Proposals to the congress must be sent to the President and GS no later than 90 days prior to the congress. The official agenda for the NPF congress with amendments must be sent to all member nations at least forty-five (45) days before the congress takes place. Every nation has one vote at the congress as long as the payments according to 7 are fulfilled. Each nation can nominate up to two delegates for the NPF congress. All delegates have the right to speak at the congress. If the votes are equal, the vote of the President will rule. The federation arranging the Nordic championship is responsible for facilitating the congress. NPF congress Njarðvík
3 9 Nordic Championships Competition Nordic Championships for Sub-juniors and Juniors are sanctioned by the IPF and doping tests are executed in accordance with the rules of IPF and WADA. The Nordic Championship (NC) in powerlifting for sub-junior and Juniors (men and women) equipped and classic style shall be organized every year preferably mid February (no later than three weeks before the final nomination for the European Championship for Juniors). The competitions shall be held at the same week end. Awards Number 1, 2 and 3 in each weight class is awarded the NPF championship medal. Expenses to medals are covered by the NPF. In every Nordic Championship the three (3) best national teams win a team award where the organizer covers the expenses. There are separate awards for men and women. The best lifter in each age category, men and women, is also awarded. 11 Expenses The travel and logistics expenses for the NPF President and GS travelling to the congress is covered by the NPF. The record registrar and webmaster shall get refund for expenses connected to their duties for the NPF. Revised ByLaws were accepted unanimously. 10. Budget The congress agreed on the principle that if any future congress accepts a financial report with a deficit, the deficit will be divided equally between the member nations. The congress agreed to continue to use medals from Sporrong and take advantage of discount given with larger orders. 11. Calendar. Championship date Organiser 2015 Junior/subjunior nordic championships. Equipped and classic 2016 Junior/subjunior nordic championships. Election The NPF board is elected for two (2) years and the election takes part at the congress. The newly elected NPF board starts to act the first Monday after the congress is held. Summary from the President First of all I want to thank you all for trusting Iceland to man the position of president and general secretary for the last two years. This was quite new for us and we were a young federation. It is my hope that you have not been disappointed with our perfomance. I also want to thank you all for the good cooperation and friendship during the last two years. Of course it is great fun to work in powerlifting but the friendship we build up through our cooperation is the most rewarding of all. I also want to thank our general secretary Gry Ek Gunnarsson for all her work for NPF during these last two years. Without a strong and hard working individual like Gry all this would have been different. Three points I want to talk about. First a competition and activity report. Second what changes we have implemented during the period. And thirdly last but not least what should be the future of NPF and what the focus and activities should be. First. Our main activities have been the junior and sub-junior competitions in Iceland in 2013 and in Denamark last February as well as the open that will now be held here in Iceland. Both the competiotion in Iceland last year as well as the competition in Denmark this year were well organized and went smoothly. We had good groups of competitors from all countries of the NPF and the framework as regards rules and regulations was excellent. On the behalf of NPF I thank the organizers for their excellent work. It is my hope that the Open to be held here in Iceland during the next two days will be on par with the others. NPF congress Njarðvík
7 Second. During the last two years we have made major fundamental changes to the rules and regulations we operate on. Now the IPF rules apply to everything we do in organizining and running competitions including the Anti-Doping testing. It is a big improvement in my mind to have one set of rules and the have the IPF rules prepares the competitors better for future competitions on an international level. Third. Every time we meet we discuss what should be the future role of NPF. Should we have NPF and if so what should be the activities and focus? In this meeting we will continue this discussion. It is my belief and conviction that we the Nordic countries should have a Nordic Powerlifting Federation. Why? I believe we should continue with the Junior and Sub-Junior competitions in order to have a platform for our young lifters as the first step on the road to full fledged European and World competions so that they can be good reprentatives of the Nordic countries. The question in my mind is should we include classic in those competitions. Lets discuss that in this meeting. Today we also have to discuss and come to a conclusion about the Open Championship. Should we have them in unchanged form? Should we incorporate classic into the same competion? Or should we cancel them all together and use the West European Championship instead? In my mind we need to have a competition that incorporates the classic as well. When discussing the future of NPF one very important point comes to my mind and that is the unity of the Nordic countries. In my mind we the Nordic countries need to have a common platform not only for cooperation and championships but also in order to present united front within the EPF and IPF. We the Nordic countries have a role to play and other countries in the world look upon us as role models. In my mind we should in NPF discuss issues and elections that come up in the EPF and IPF and come to a mutual understanding and present this at the european and international level. This is very important in my mind. United we stand. These last two years have been a very good time for me and I want to thank you all for your support. Let us have a good and fair competition during the next two days. Welcome to Iceland. Hafnarfjörður August 3rd Summary from the General Secretary Two years have now passed since our last congress in Örebro 24.august At that time I took over as GS and Sigurjón Pétursson as President after we decided that these roles should be filled by representatives from one and the same nation for a periode of two years at a time. Since Örebro all financial transactions have gone through the Icelandic federation as well, and NPF does not have its own bank account. At this time we pass the responsibility over to Denmark according to the proposed calendar. In Örebro we also decided to bring the matter of Johan Westerberg and his financial transactions to the attention of the police. Robert Ericson has been our representatives in that matter and it is out of our hands. I believe that this is now behind us and old debts have been settled between our member nations. Our next event were the 2013 Junior Nordic Championships in Iceland. This meet was a milestone for the young Icelandic federation, and several clubs cooperated to make it a success. The meet was doping tested according to the IPF and WADA standard and was added to the IPF and EPF calendars as have the following Nordic Championships both in Aalborg and now in Njarðvík. In my opinion that was the right and only way to go with the Nordic Championships. We have also managed to fill the referee rosters with international referees to secure good refereeing and the presence of a category 1 jury, and in Aalborg we witnessed a world record being broken at a Nordic Championship.. The next logical step is to make the Nordic Championships a permanent event on the international calendar and organize the nomination process under the goodlift system along with other international meets. That will be a task for the next GS NPF congress Njarðvík
8 The hightened status of the Nordic meets have made them more interesting to lifters. I believe that an open Nordic bench press championship on the IPF calendar biannually might be interesting to many. The future calendar is for the board to decide. Three informal meetings have taken place since our last congress; in Reykjavik, Stavanger and Aalborg. Those representatives present sat down to informal talks. In Reykjavik Morten Novum took it upon himself to make suggestion for necessary changes in our bylaws. They are now before this congress. In Stavanger we discussed the idea of adding a classic championship to our calendar and drop the open championships. That proposal is now on the table. In Aalborg we discussed the idea of closer cooperation and consultations in matters regarding IPF and EPF and policy issues. That discussion is ongoing. I hope the Nordic nations will go on discussing important matters and pulling their weight to better the conditions for our lifters. I want to thank you for giving me the opportunity to do my bit as GS these past couple of years. Thank you for your good input and advice, many interesting discussions and friendly cooperation. The site gives information on Member federations, NPF by-laws and archives, calendar and results of Nordic Championships and register of Nordic records. Traffic is subsequently concentrated around meets. In the last year we had hits from the Nordic countries, Norway - Sweden Finland Denmark Iceland Åland in set order, but we have visitors from most European countries. The site seems to be working adequately at this time. It would be helpful if organizers of meets include NPF webmaster on their postlists to ensure that information gets published right away. Summary from the Record registrar During this report period since the beginning 2013 until the end of July new records have been made in different weight classes and age groups. Last time I was worried about the unused official record claims, but now it seems that from the end of the year 2013 record announcements have been sent by national record officials. I strongly encourage continuing such kind of procedure. I m looking forward to see the decision concerning classic powerlifting Nordic records as well. Solna Johnny Wiklund President ATTACHMENT 3 : PROPOSED REVISION OF BYLAWS ByLaws 1 Definition and name The NORDIC POWERLIFTING FEDERATION hereinafter called NPF is an organization founded on February 23, The Federation is composed of the affiliated Nordic National Federations governing the sport of powerlifting based on one national federation per country. The NPF will work for increased interest of powerlifting in the Nordic countries. NPF congress Njarðvík

11 6 Duties Duties for the President, General Secretary (GS), record registrar and webmaster of the NPF: President Representing the NPF between the congresses Lead the NPF board Organizing the congress Approve all financial transactions together with the GS. Make sure that the communication between the Nordic member federations is good. General Secretary Prepare the yearly activity report and the yearly financial report Act as treasurer. Approve all financial transactions together with the President. Webmaster keep the NPF website updated Record registrar Keep the NPF records updated, and send updated list to the webmaster for publishing on the website. 7 Annual national fees nomination fee and doping fee Every member nation must pay the annual fee to the NPF at latest end of January. The annual fee (in Euro) is decided by the congress. (As stated in the minutes from the congress, 2010 the annual fee is 550 ) The nomination fee is decided by the congress. (As stated in the minutes from the congress 2010: Powerlifting: 400 for a national team or 45 per lifter. Benchpress: 300 for a national team or 35 per lifter.) The nomination fee for Nordic championships concerns all lifters per nation (all age categories). Doping fee is the same as for IPF international championships. 8 Nordic Championsships invitation and nomination All member nations which have payed the annual fee according to 7 have the right to participate in the Nordic Championships. The Nordic Championships are organized according to the IPF by-laws. The nomination list will be published on the NPF website. Payment of nomination fees must be done to the organizer as stated in the invitation letter. Every nation is responsible for their own expences connected to the Nordic championships. The championship organizer must inform the cost of hotel and banquet as part of the invitation to the Championship. 9 Nordic Championsships competition Nordic Championship for Sub-juniors and Juniors are sanctioned by the IPF and doping tests are executed in accordance with the rules of IPF and WADA. 12 should be organized over two days, but if number of nominated lifters is high the competition could be organized over three days. The Nordic Championship (NC) in powerlifting for sub-junior and Juniors (men and women) shall be organized every year preferably mid February (no later than three weeks before the final nomination for the European Championship for Juniors). The competition should be organized over two days (preferably Friday Saturday). Awards Number 1, 2 and 3 in each weight class is awarded the NPF championship medal. Expenses to medals are covered by the NPF. In every Nordic Championship the three (3) best national teams wins a team award where the organizer covers the expenses. There are separate awards for men and women and juniors and subjuniors are included in the same team. The best lifter in each age category, men and women, is also awarded. 10 Nordic records Nordic records are listed in squat, benchpress, deadlift and total. Nordic standard records as of is valid until broken. Nordic records demands ruling of international category II referees. Exception: Nordic records can be broken at national championships in Sweden, Norway, Denmark, Finland and Iceland for respective age categories. The referees can have a category above the lowest possible category as long as there are a Jury present including at least one international category II referee to make sure of the standard of the competition. The record must be sent the NPF s record registrar no later than one (1) week after the record has been broken. The lifters weight at weight-in will apply for the record, Nordic records does not have a demand for a doping control. All athletes which breaks a Nordic record recieves a record certificate. Expences to record certificates are covered by the NPF. 11 Expences The travel and logistics expenses for the NPF President and GS travelling to the congress in connection with the Open Nordic Championship is covered by the NPF. The record registrar and webmaster shall get refund for expenses connected to their duties for the NPF. 12 Changes in the by-laws In order to change the by-laws for the NPF any proposal needs at least sixty (60) % of the total number of votes in favor of change. The by-laws can ony be modified at the congress (even years). 13 Dissolution NPF can only be dissolved when all member nations support the decision of dissolution. 14 Changes of the NPF by-laws.
