1 9TH GRADE PARLIAMENTARY PROCEDURE CDE PURPOSE The purpose of the 9th Grade Parliamentary Procedure CDE is to encourage 9th grade students to learn to effectively participate in a business meeting and to assist in the development of their leadership skills. ELIGIBILITY The participant must be an active member of a chartered Florida FFA Chapter and enrolled in ninth grade. Each chapter may enter one team of seven individuals. EVENT PROCEDURES 1. Team Make-up A team will consist of seven members of the same chapter. No alternates will be permitted. Members will fulfill the duties of President, Vice-President, Secretary, Treasurer, Reporter, Sentinel, and Junior Advisor. The member who performs the advisor s role in opening ceremonies will participate in the entire event. 2. Team members must be FFA members enrolled in the 9th grade at the time of selection and qualification. 3. The event is open to one team per chapter. 4. The event will have five activities: Written examination Opening ceremonies Team demonstration Closing Ceremonies Judges oral questions 5. Official FFA dress is required for participation in this career development event. Official FFA dress will be scored for each participant and the average team score will be added to the total team score for the CDE to determine the winners. 6. Each participant must bring a minimum of two sharpened No. 2 pencils. All other materials are to be furnished by the CDE coordinator or host site. Teams may use their own gavel if they so desire. EVENT FORMAT 1. The room will be pre-set with a lectern, tables, chairs, station markers, and an electronic timer. 2. All participants will be provided pencils and paper to take notes during the entire demonstration. 3. Each participant will receive a card (see the sample below) with the main motion and the four required motions from the list of permissible motions. Four of the six participants on the floor will be assigned a required motion. The items will be marked in bold print and underlined on their cards to indicate the motion assigned. 4. No other motions may be used, except for a Point of Order, even if it is not listed on the motion card. However, if a Point of Order is used, no points will be awarded if it is not on the motion card. Likewise, the chair s ruling on a Point of Order may not be appealed. 5. Included in the four required motions will be a minimum of one debatable subsidiary motion. 6. Participants will have one-minute immediately before their demonstration to read their card silently and take notes on the provided paper. Team members may not mark or write on the cards and may not confer or signal each other during the one-minute time period or during the demonstration. Members may refer to the card throughout the presentation. 7. After the one-minute review of motions, the chair will call the meeting to order with two taps of the gavel and begin the opening ceremony. 8. At the conclusion of the opening ceremony, business will begin with the consideration of the main motion listed on the card (other items normally on the order of business that would be listed ahead of new business are not to be considered). A member will gain recognition and state the main motion on the card (without suspending the rules). The motion to adjourn is not allowed. 9. Team members will conduct a regular chapter meeting by demonstrating a designated main motion and four additional permissible parliamentary procedure motions selected by the event superintendent from the following list of motions: Recess Raise a Question of Privilege Previous Question Commit or Refer Amend Postpone Indefinitely Main Motion Parliamentary Inquiry Division of the Assembly Point of Order 10. If the privileged motion to Recess is listed as one of the motions and adopted, members must stay at their officer stations and may not talk or signal each other. 11. Teams will be allowed 12 minutes and 30 seconds to complete the demonstration without penalty (including the opening and closing ceremonies). No penalty is assessed until after 12 minutes and 59 seconds. Two points per second will be deducted for each second after 12 minutes and 59 seconds. 12. A time clock will be provided so that the team can see. The clock will count up from zero minutes starting with opening ceremonies (signaled to begin by two taps of the gavel by the president) and stop when closing ceremonies are completed. If a time clock is not used, the timekeeper will signal the team with large cards at the elapsed times of CAREER DEVELOPMENT EVENT HANDBOOK

2 and 11 minutes. 13. The Junior Advisor will participate during the opening ceremonies by reciting the advisor s part and then will take on the role as a member to participate in debate and can be assigned a motion and asked an oral question. 14. Judges will ask one oral question (which may contain 1-2 parts) per participant. The participant will need to answer the question as an individual with no help from teammates. Questions will be pre-determined by the event superintendent and will relate to all the 10 permissible motions and chapter officer duties. 15. There is no pre-determined list of main motions. Main motions are determined annually by the event superintendent and must be developed for any of the three divisions of the Chapter Program of Activities, which includes Student Development, Chapter Development, and Community Development. Sample Card Main Motion: I move to sell citrus as a fundraiser. Required Motions: Lay on the Table Amend Suspend the Rules Appeal Adjourn EVENT PRACTICUMS PERFORMANCE PRACTICUMS TEAM PRESENTATION 1. Rounds - The preliminary round (if needed) will have multiple sections. Each section shall be made up of no more than six teams. The top two teams from each section will advance to the final round. 2. Seeding Process - Teams will be placed into preliminary and semi-final rounds based on a procedure determined by the official(s) in charge of the event. 3. Member Recognition - A member may speak in debate on the main motion and conclude by offering a secondary motion. While it is discouraged, judges will award points accordingly for both the debate and the secondary motion. 4. Debate - Only the top three debates per member will be tabulated in the presentation score. No more than two debates per member per motion will be tabulated. 5. Time Limit and Deductions - A team shall be allowed 12 minutes and 30 seconds in which to demonstrate knowledge of parliamentary law. A deduction of 2 points/ second for every second over 12:59 will be assessed. A timekeeper will furnish the time used by each team at the close of the event. 6. Disqualification - Any assistance given to a team member from any source other than the career development event officials will be sufficient cause to eliminate the team from the career development event. Team members may have no contact with individuals other than team members from the time the event begins (when placed in a holding room) until the team has completed its participation in the event. Any participant in possession of an electronic device in the event area is subject to disqualification. KNOWLEDGE PRACTICUMS WRITTEN TEST A written test will consist of 25 multiple choice questions covering basic parliamentary law and information pertaining to minutes. Thirty minutes will be allowed to complete the test. Each participant may score a maximum of 25 points. The score of the seven-team members will be used to compute the total team score in each round. The exam questions will focus on the following topics: The 10 permissible motions Officer duties Opening and closing ceremonies Order of business INDIVIDUAL ORAL QUESTIONS Each team member will be asked a planned question, which may include two parts, relating to all the 10 permissible motions and chapter officer duties. No one may step forward to help another member answer his/her individual question. SCORING GUIDELINES FOR SCORING DISCUSSION 1. It is essential that each judge observes and maintains consistent criteria in scoring discussions for the duration of the event. 2. Judges must overlook personal opinions and beliefs and score discussion in an unbiased manner. All discussion should be scored at the time it is delivered. 3. The President s debate points will be awarded based on his/ her ability to preside and use of the gavel points maximum per debate; 45 points maximum total 5. Only the top 3 debates will be scored DEDUCTIONS 1. Presenting a required motion by anyone other than the assigned team member - deduct 15 points. 2. Debate - sum of all scores AWARDS Awards will be presented at an awards ceremony. Awards are presented to teams as well as individuals based upon their ranking. Awards are sponsored by a cooperating industry sponsor(s) as a special project and/or by the general fund of the Florida FFA Foundation. 6 FORM 4 DEDUCTIONS FOR PARLIAMENTARY PROCEDURE ERRORS The table below shows the recommended deductions that judges can use for parliamentary procedure errors. It is taken from the Parliamentary Procedure Judging Guide by Shane Dunbar and Dr. James Connors. If a parliamentary procedure error is made and a point of order is called at the time of the infraction and promptly ruled on by the chair correctly, points should not be deducted. The last column can be used to indicate if the suggested point deduction is modified by judges for the event. Members are the team members other than the chair.
