3 Official Rules Important Note: The information in this packet is tentative with regard to the preliminary round format. If numbers drop significantly between the release of this packet and the beginning of competition, the tournament reserves the right to adjust the numbers and procedures accordingly. The rules contained herein are designed to promote procedural unity among the chambers. They are subject to change by the staff at any time, but they may NOT be altered or ignored through a suspension of the rules by the chamber. DECORUM Each preliminary chamber is designated as a HOUSE. A member of the House of Representatives is always referred to as Representative. The Presiding Officer of a House of Representatives is addressed as Mister/Madame Speaker. The Presiding Officer is responsible for enforcing proper decorum in the chambers. LEGISLATIVE DAY A legislative day is one session. Speaker order (recency) resets after each session. RECOGNITION OF SPEAKERS The RECENCY system, as explained by the National Speech and Debate Association, is the required method for recognizing speakers at this tournament. Presiding Officers are required to use this form of recognition. QUESTIONING A mandatory two-minute questioning period follows all authorship, sponsorship, and sponsorship on amendment speeches A two-minute questioning period also follows the first negative speech on any item of legislation. The Presiding Officer shall recognize legislators who wish to ask a question of a speaker; the speaker MAY NOT perform this function him/herself. All other speeches will have a mandatory one-minute questioning period that may not be suspended. Questioners may ask only one question at a time. Thus, the Presiding Officer has an obligation to rule two-part, misleading, or irrelevant questions out-of-order.

4 AGENDA ORDER Each chamber determines its own agenda order based on the legislation assigned to it by this packet. All legislation assigned to a chamber must be debated before the chamber may proceed to legislation assigned to another chamber. LEGISLATION WITHOUT AN AUTHOR If the author of a bill or resolution is not present in the chamber, withdraws from the tournament, or waives service as the author, a sponsorship speech is in order. Sponsorship is determined by recency. The sponsor becomes accountable for the mechanics of the bill and must yield to two minutes of questioning from the chamber. VOTING The Presiding Officer determines the method of voting on each question that comes before the chamber, except: o For final votes on legislation, amendments, and motions to appeal the chair, a recorded vote must be taken. o On all other votes, voice voting is acceptable. A recorded vote must follow if any member asks for a division. o When a member of the chamber moves for a roll call vote and the motion is agreed to by / of the chamber. All simple majority votes are based upon the number of legislators present and voting in the chamber; therefore, the PO may not call for or count abstentions. For all votes requiring a fraction of the chamber to agree to a motion or question (/, /, /, etc.), the chair determines whether the chamber agrees with the motion/question using the number of legislators present in the chamber. Because of this system, the Presiding Officer must track the number of legislators in the chamber at all times. AMENDMENTS o Legislators submit amendments in writing. o A motion to amend is necessary to consider the written amendment. o Once the motion is made, the presiding officer decides if the amendment is germane. The Presiding Officer may consult with the Parliamentarian to make this decision. o If the amendment is found not germane, the chair rules it out of order and the amendment process stops. o If the chair rules the amendment germane, the chamber considers the amendment. In this case, the presiding officer reads the amendment to the chamber. o A / second of the members present in the chamber are required to debate the amendment. If the chamber votes a second, debate on the amendment commences immediately. o There is no minimum cycle requirement for amendments, so legislators may make a motion to table or call the previous question on the amendment at any time.

5 o The first speech on the amendment is a sponsorship speech. The chair determines speaker recognition for the sponsorship speech on the basis of recency; the author of the amendment is not guaranteed the sponsorship speech. The sponsor accepts responsibility for the mechanics of the amendment and yields to two minutes of questioning. o All amendment speeches receive a score and count towards recency. A majority vote is necessary for the chamber to adopt the amendment. INTERNET CONNECTIVITY During the course of debate on a piece of legislation under consideration, use of the Internet shall be strictly prohibited. Internet may be used during recesses called by the chamber or during the time period between sessions, but may not be accessed during motions of personal privilege. Both judges and peers present in the chamber shall monitor inappropriate use of the Internet. Concerns should be brought to the Parliamentarian in a discreet manner that has limited impact on the flow of the chamber. The Parliamentarian will then bring these concerns to the attention of the tabulation staff. EVIDENCE RULES The new pilot NSDA Congress Rules of Evidence shall not be used. Students shall be responsible for the validity of all evidence they introduce to the floor. This includes, but is not limited to: facts, statistics, or examples attributed to a specific, identifiable, authoritative source used to support a claim. Unattributed ideas are the opinion of the student competitor and are not considered evidence. At minimum, students are expected to orally deliver the following when introducing evidence: primary author(s) name (last) and year of publication. In the event that the source is a periodical or government publication, the title of the publication may be substituted for the author. Evidence violations shall include: o Distortion the textual evidence itself contains added and/or deleted word(s), which significantly alters the conclusion of the author (e.g. deleting not ; adding the word not.) o Non-existence Student citing evidence is unable to provide the original source or copy of the relevant pages when requested by a tournament official. Original source provided does not contain the evidence cited. o Clipping when the student claims to have read aloud the complete text of highlighted and/or underlined evidence when, in fact, the contestant skips or omits portions of the evidence. o Straw argument claim introduced by an author for the purpose of refuting, discrediting or characterizing it. Reliance on a straw argument occurs when a student asserts incorrectly that the author supports or endorses the straw argument as his or her own position.

6 In order to protest a piece of evidence, a student must secure from the Parliamentarian a formal protest form only during the recess immediately following the legislative debate during which the accused violation has occurred. In the event that Orders of the Day have been called, the same rules apply, but the student filing the complaint will have five minutes to complete this form and turn it into the Parliamentarian. This form shall require the student filing the protest to provide: o Full citation of the evidence in question o Identification of which evidence violation has been committed o A detailed explanation of what exactly was said by the competitor being questioned (verbatim if possible) o Provision of the piece of evidence demonstrating that student filing the protest had prior knowledge of evidence in question and that it was not accessed via Internet during the course of the debate o Student must sign form and acknowledge that a false accusation could result in the loss of ranks earned for that session. Student must file the complaint with the Parliamentarian prior to the end of the chamber s recess or within five minutes of Orders of the Day being called. The Parliamentarian will contact the tabulation staff immediately and an appointed protest committee will make a determination as to how to proceed. If requested by a tabulation staff member, students must be able to provide a printed or electronic.pdf copy of the evidence with the referenced materials(s) highlighted.

7 Preliminary Competition Format This year s Congressional Debate division features twelve () chambers. Chambers are designated as a House of Representatives. Please see the Procedural Rules above for decorum rules related to this designation. There are three () sessions of debate in the Preliminary Competition. Each session consists of three () hours of floor debate. There is one () elected Presiding Officer in each session. For purposes of this competition, one complete session is a legislative day. Priority for speaking resets at the end of each legislative day. Thus, all legislators will have zero speeches at the start of each session. Any member of the chamber may run for Presiding Officer, but no legislator may serve in that office for more than one session. Elections are conducted by secret ballot, with a majority vote required to elect a candidate. A Parliamentarian and a Scorer evaluate each chamber. The Parliamentarian remains in the chamber throughout the preliminary competition, while the Scorers rotate to different chambers throughout the tournament. The Scorers evaluate every speech that is given in a session, rating them on a scale of to ( is low; is high). The points awarded by a Scorer for a given speech can thus be used to determine NFL points for that speech. The Parliamentarian keeps notes on the overall performance of each legislator and will write formal ballots, including an evaluation for each Presiding Officer, awarding him/her up to NFL points on the basis of his/her performance during a given session. At the end of each session, the Scorer and the Parliamentarian will each independently nominate eight students for Best Legislator during the session. Each Scorer and Parliamentarian s nomination form is converted into credits by the Tabulation Staff with the st place legislator receiving credits, the nd place legislator receiving, and so on. Those students who were not ranked by the Scorer will receive zero (0) credits from that Scorer. The three students from each chamber who have earned the highest number of judge credits during the Preliminary Sessions will advance to the Semifinal Round. At the conclusion of the third session, the students who ranked fourth through ninth on the basis of judge credits will be placed into nomination for a preferential ballot election. Each student ballot will be worth one vote in this election, with the ballot of the Parliamentarian breaking any ties. If there is a tie in determining nominees for the election, the tie will be broken using inverse reciprocal ranks, followed by head-to-head competition, followed by Parliamentarian s preference. If a tie remains, additional nominees may be added. Finally, each Parliamentarian ranks the top 0 students in the chamber at the end of the third session on the basis of their overall legislative performance during the course of preliminary competition. The highest-ranking student on this record (Parliamentarian s Preferential Rating) who has not advanced from preferential balloting or judge credits will then advance to the Semifinal Round. Thus, seven legislators qualify for the Semifinal Round from each chamber as follows. students on the basis of total judge credits. students on the basis of preferential balloting. student on the basis of Parliamentarian s Preference

10 Chamber B/R #0 A BILL TO REFORM AID TO PAKISTAN 0 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. A. The United States shall terminate military aid to Pakistan. Instead, the United States shall allocate what was previously dedicated as military aid as civilian aid to Pakistan. B. The civilian aid shall not be outsourced. Governmental institutions in Pakistan shall directly receive and implement civilian aid so as to have greater responsibility for projects towards which the civilian aid shall be applied. SECTION. A. Military aid shall be defined as all aid to Pakistan under the Coalition Support Funds (CSF) program. B. Civilian aid shall be defined as aid intended for use in improvement in infrastructure, public service development, and energy sector development, as well as in institutional reform and policy changes. SECTION. A. USAID and the Department of Defense shall oversee the enforcement of this legislation. B. USAID shall oversee the enforcement of section A by basing conditional future civilian aid, on a yearly basis, on the success of governmental institutions in projects employing such aid. SECTION. 11 B/R #0 A BILL TO ENABLE DRUG TESTING OF GOVERNMENT ASSISTANCE RECIPIENTS 0 SECTION. If it is deemed necessary, the TANF may drug test any government assistance recipient they deem necessary. SECTION. TANF- Temporary Assistance for Needy Families SECTION. The Respective state welfare offices shall run the program A. TANF is a grant that the states are given to provide assistance to residents of the state. SECTION. The implementation of this bill will be taken care of by the individual Assistance offices and will take effect by July 0 SECTION. 12 B/R #0 A BILL TO MAKE ELECTION DAY A FEDERAL HOLIDAY TO INCREASE VOTER TURNOUT SECTION. The United States will make the day of the Presidential election a federal holiday. SECTION. Presidential Election Day shall be first Tuesday after the first Monday of November in even years. SECTION. The Election Assistance Commission will oversee the implementation of this legislation. 13 B/R #0 A BILL TO HOLD CORPORATIONS ACCOUNTABLE TO PREVENT HUMAN RIGHTS VIOLATIONS SECTION. Any corporation based in United States that employs subcontractors shall be held accountable for the actions of those agencies. SECTION. Subcontractors are any business or person(s) that carry out business, collect resources, manage labor, etc. for the corporation that hires them. SECTION. The Department of Labor will oversee and enforce the implementation of this bill. Any violation of this bill will carry a fine deemed appropriate. SECTION. 14 B/R #0 A BILL TO IMPROVE THE QUALITY OF LIFE AND TREATMENT IN PRISONS 0 SECTION. The United States government shall allocate one billion dollars from the Department of Justice to improve prison infrastructure. SECTION. Prison Infrastructure shall refer to corrections officer training, inmate housing, recreational facilities, cafeterias, and inmate educational facilities. SECTION. The Bureau of Prisons and the Department of Justice shall allocate funds to all facilities as needed. A. Federal and state facilities may petition the Bureau of Prisons and the Department of Justice to receive federal grants. B. The Bureau of Prisons shall oversee the use of funds received by federal and state facilities. SECTION. This legislation shall be implemented immediately upon passage. SECTION. 15 B/R #0 A BILL TO PROHIBIT COMMERCIAL ADVERTISING IN US K- PUBLIC SCHOOLS 0 SECTION. SECTION. SECTION. All forms of commercial advertising will be prohibited from being posted in areas of K- public schools where students are the intended target, where students are likely to be present, or where students can be reasonably expected to have access. A: Commercial Advertisement is defined as the marketing of goods and services for a profit based business or service through name recognition, slogans, or images. B: The prohibition includes advertising on soda machines, book covers, lockers, hallway and classroom walls, lunch-rooms, and school sponsored web pages. C: The prohibition does not extend to the Teacher s Lounge or Work Room D: All institutes of higher education, public and private, are exempted from this prohibition and may continue to advertise in schools and recruit students. The Department of Education (DoE) in partnership with the Federal Trade Commission (FTC) will oversee the enforcement of this bill. v The DoE is responsible for monitoring the schools and reporting any violations to the FTC. C. The FTC is responsible for levying fines against the companies advertising in the schools not to exceed $0,000 per advertisement present and in violation. D. The fine will be used by the DoE at its discretion to provide educational opportunities and services throughout the nation s schools. 0 SECTION. SECTION. 16 B/R #0 A BILL TO SUBSIDIZE WEST AFRICAN COTTON TO AID THE REGION 0 SECTION. This bill shall allow for the federal subsidization of the cotton industry for nations located in West Africa, in order to stabilize regional economies and increase competitiveness. SECTION. A. Subsidies shall be defined as sums of money granted by the U.S. federal government to assist the West African cotton industry, totaling $00 million. They would be granted only to famers in the region whose main source of income comes from growing cotton. B. West Africa shall be defined as the five countries of Benin, Burkina Faso, Chad, Togo and Mali. SECTION. This bill will be overseen by the United States Department of Agriculture with help from the United States Department of State, which together will be responsible for allocating the cotton subsidies in West Africa as they see fit. 17 B/R #0 A BILL TO REQUIRE UNIVERSAL BACKGROUND CHECKS FOR FIREARM PURCHASES SECTION. A universal background check National Instant Criminal Background Check System (NICS) will be required for all firearm purchases taking place within the United States as well as all US Territories. SECTION. Gun purchases are defined as any exchange where ownership of a firearm is transferred from one individual or group to another individual or group. 0 0 SECTION. SECTION. SECTION. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) will oversee the implementation of this piece of legislation. A. All citizens who are found to have made a purchase in a place other than a federally approved dealer or without a universal background check at the site of purchase will face fines up to $0,000 USD and prison sentence of up to years for the first offence. B. A citizen who has repeatedly dodged such a background check will face a prison sentence of up to 0 years. C. All firearms owners who have previously purchased a firearm without a universal background check using the National Instant Criminal Background Check System must do so by January, 0. D. Any firearms owners who do not submit to the background check outlined in Section Sub Point C will be prosecuted based on the guidelines outlined in Section Sub Points A and B. 18 B/R #0 A BILL TO SHIFT UNITED STATES INVOLVEMENT IN THE MIDDLE EAST 0 SECTION. A. The United States shall withdraw all unnecessary personnel, while still keeping one communications officer per garrison. These unnecessary personnel shall be replaced with Private Military Contractors. To fulfill this,,000,000,000 dollars will be allocated to the Department of Defense to hire and maintain these Private Military Contractors (PMCs). B. This Bill will be implemented over the course of a -year period. SECTION. A. Unnecessary Personal shall be defined as all infantry and non commanding officers. B. Private Military Contractors (PMCs) shall be defined as companies that engage in armed security services. These armed security services include but are not limited to combat missions, provision of protective services, security advice and planning, prison administration, arms manufacturing, military research, interrogation, and intelligence gathering. SECTION. The Department of Defense will oversee the implementation of this piece of legislation. SECTION. This piece of legislation will go into affect months after passage. SECTION. 20 Chamber B/R #0 A BILL TO STRENGTHEN THE US ECONOMY THROUGH IMMIGRATION REFORM 0 0 SECTION. A. The cap on the number of H-B visas that are distributed shall be eliminated. B. This Congress shall establish the Foreign Worker Adjustment Commission (FWAC), an independent and nonpartisan commission whose mission will be to analyze trends and statistics in the labor market to determine how many foreign workers will be needed. The committee members must be appointed by the President and approved by the Senate. Congress shall provide $0 million every fiscal year to ensure the operability of this Commission. C. During the Department of Labor approval process for access to H-B visas, all companies must prove that they are hiring foreign workers at the same wages they would hire Americans to do the job. SECTION. H-B visas shall be defined as a visa for temporary, high-skilled employment that requires a bachelor s degree or above. SECTION. The US Citizenship and Immigration Services will be responsible for enforcing Section A. The Department of Labor will be responsible for enforcing the new rules under Section C. SECTION. Section B shall go into effect at the beginning of FY0 and Sections A and C shall go into effect on January st, 0. SECTION. 21 B/R #0 A BILL TO MAKE FEMININE HYGIENE PRODUCTS ACCESSIBLE TO THOSE IN POVERTY 0 SECTION. Females living under the federal poverty level will be eligible to receive feminine hygiene product vouchers. SECTION. A. The Federal poverty level is used by the U.S. government to define who is poor. It's based on a family's annual cash income, rather than its total wealth, annual consumption, or its own assessment of well-being. B. Feminine hygiene products are defined strictly as pads and tampons. SECTION. The U.S. Department of Health and Human Services will oversee the enforcement of this bill. A. Funds will be provided through the normal fiscal year 0 budgeting process. B. The Health Resources and Services Administration shall perform annual assessments in order to ensure that all funding from this legislation is being used efficiently. SECTION. 22 B/R #0 A RESOLUTION TO OVERTURN CITIZENS UNITED VS FEC RULING TO TO ELIMINATE SUPER PACS FROM POLITICAL CAMPAIGN FUNDRAISING 0 WHEREAS, Super PACs are posing a threat to a fair election by influencing government decisions; and WHEREAS, Are allowing wealthy corporations, individuals, and labor unions have their interest prioritized over those of an ordinary American citizen which, if not maintained, can corrupt the United States government; and WHEREAS, While currently undermining the integrity of the democratic election process, has the potential to increase the wealth gap between the middle and elite class now, therefore, be it RESOLVED, By two-thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress: ARTICLE -- SECTION : A Resolution to Overturn Citizens United vs FEC Ruling to Eliminate Super PACs from Political Campaign Fundraising SECTION : The Congress shall have power to enforce this article by appropriate legislation. 23 B/R #0 A RESOLUTION TO FORM AN ARAB AND EUROPEAN COALITION TO DEFEAT ISIS 0 WHEREAS, There has not been an organized effort to fight ISIS; and WHEREAS, There are plenty of countries who are capable of doing more in the fight, but there are choosing not to; and WHEREAS, The United States has spent trillions of dollars for a failed, mostly unilateral approach, and this has only created more Anti-American sentiment; and WHEREAS, This coalition will not only defeat ISIS, but this will create a more stable Middle- East, be it RESOLVED, That the Student Congress form a coalition with: France, Germany, the United Kingdom, Saudi Arabia, Qatar, Egypt, Israel, Turkey, and any other countries that can be decided on as important to help in the fight against ISIS. Employers shall be barred from requiring minimum wage and temporarily employed workers from signing a non-compete agreement. SECTION. A. Employers shall be defined as any entity that directs a worker under a contract of employment and pays either wage or compensation. B. Minimum-wage worker shall be defined as any worker paid the minimum wage in their state as compensation by their employer. C. Temporarily employed workers shall be defined as any worker whose employment is limited to a certain amount of time based on the needs of the employing organization. D. A non-compete agreement shall be defined, as any agreement requiring the employee to not enter in a similar field of employment should their employment under the current employer end. SECTION. When a person who has been investigated in the last ten years for conduct related to a Federal crime of terrorism attempts to purchase a firearm, the Attorney General s office shall be promptly notified of the attempted purchase. B. The Attorney General may deny the exchange of a firearm if s/he determines that the recipient represents a threat to public safety on the basis of a reasonable suspicion that he or she has engaged in conduct that constitutes aiding or preparing for terrorism, or providing material support for it. SECTION. Terrorism shall be defined as the use of extreme violence or intimidation connected to the pursuit of a political goal. SECTION. The office of the Attorney General will enforce this law. A. The flagging of individuals will occur within the existing systems of the Justice Department, giving the Attorney General s office the ability to prevent transactions. B. Congress shall allocate $ billion into the restoration and construction of homeless shelters catering for homeless individuals. SECTION. A homeless individual shall be defined as an individual who resides in a shelter or place not meant for human habitation, or one whom is exiting an institution where he or she temporarily resided. Furthermore, an individual who will imminently lose their housing, including housing they own, rent, or live in without paying rent, are sharing with others, or housing that is not paid for by Federal, State, or local government programs for lowincome individuals or by charitable organizations shall be considered homeless. SECTION. The United States Department of Housing and Urban Development and the United States Department of Health and Human Services shall collaborate in implementing this legislation. A. The Departments shall create at least 00 fully operating homeless shelters with 0% of the funds. B. To amend Title, United States Code, to issue a penalty for homicide or assault perpetrated by certain State, local, or federal law enforcement officers. If a State, local, or federal law enforcement officer participates in behavior that, were the behavior to transpire in the special maritime and territorial jurisdiction of the United States, would constitute an offense under Section or will be penalized as is given for that offense under the aforementioned sections. This legislation shall mandate that non-violent offenders and violent offenders shall be separated within jails, prison workers in all jails shall be trained to better counteract sexual assault and physical violence, and that surveillance cameras shall be installed in all parts of jails except for individual cells and monitored at all times. Trained shall be defined as educating jail workers about mental illness, suicide, sexual assault, and crisis intervention. SECTION. Such plans must additionally be sent to the Department of Education for approval. SECTION. Emergency plans are required to include instructions and guidelines for when to close a specific school, or an entire district, due to certain threats. It must also have information and direction about coordination with local law and government officials. SECTION. The Department of Education will oversee this requirement.
