Councilmembe Heidt ead the invocation. The egula meeting of the City Council of the City of Santa Claita was called to ode by Mayo Cal Boye at 6:35 p.m. in the City Council Chambes, Valencia Blvd., 1st floo, Santa Claita, CA. All Councilmembes wee pesent. Also pesent wee: City Manage, Geoge Caavalho; Assistant City Manage, Ken Pulskamp; City Attoney, Cal Newton; Diecto of Paks and Receation, Jeff Kolin; Diecto of Finance, Andea Daoca; Diecto of Community Development, Lynn Hais; Diecto of Public Woks, John Medina; Deputy City Enginee, Dick Kopecky; City Clek, Donna Gindey. Buzz Lauence led the Pledge of Allegiance to the Flag. Mayo Boye announced pesentations to Vince and Eve Oppedisano in ecognition of thei assistance to the Sheiff's Depatment on ason watch and to Wendy Nelson fo he effots in oganizing the "Fim on Fitness Rally". The Mayo also pesented poclamations to Babaa Myla, Pete Falbo, and Jey Bathke commemoating "Santa Claita Family Week" Novembe 24th thu Decembe lst. Waen Johnson on behalf of the Histoical Society pesented the City Council with a dawing of the poposed veteans memoial. It was moved by Dacy and seconded by Heidt to discuss Item Nos. 7, 8, 9, 12, 14, 17, 20, 2la, 22 and to discuss Item No. 27 afte Item No. 6 and to add Item No. 29 as a subsequent need item which aose afte the posting of the agenda. 2 City Council Minutes APPROVAL OF MINUTES It was moved by Dacy and seconded by McKean to appove the minutes of Octobe 22, 1991 as amended. Heaing no objections, it was so odeed. ITEM 1 PUBLIC HEARING TRANSIT MITIGATION IN LIEU FEE RESOLUTION NOS AND Mayo Boye opened the public heaing. City Clek, Donna Gindey stated that all notices equied by law have been povided, theefoe, the public heaing was in ode. Diecto of Community Development, Lynn Hais epoted that at the meeting of Octobe 8, 1991, Council adopted a pai of esolutions (one ugency, one nonugency) to establish a $ pe dwelling unit tansit mitigation in lieu fee. Due to the timing equiements fo amendments to cetain fees, the City must adopt anothe ugency esolution at this time so that the City may continue to collect this fee until the nonugency esolution takes effect. It was moved by Dacy and seconded by McKean to adopt Resolution No and Resolution No ITEM 2 PUBLIC HEARING APPEAL BY APPLICANT OF PLANNING COMMISSION'S DENIAL OF TENTATIVE PARCEL MAP AT CLEARLAKE DRIVE, APPROXIMATELY ONEHALF MILE EAST OF SAND CANYON ROAD Resolution No and Resolution No adopted. Following futhe discussion egading staff's ecommendation, open space, density specifications, and aveage density fo the suounding aea, it was moved by Dacy and seconded by Klaj ic to etun this item to the Planning staff fo consideation of subdividing the popety into two lots. This item is a Zone Change fom A21 (Heavy Agicultue Zone, minimum lot size 1 ace) to R16000 (Singlefamily Residential, minimum lot size 6, 000 squae feet) ove a potion of 32 ace pacel located appoximately 1,000 feet west of Rainbow Glen Dive, noth of Via Pincessa Road. 5 Following discussion egading the initiative pocess, esponsive govenment, Geneal Plan gowth management, unified development odinance, congestion management, hillside pesevation odinances, quality of life in Santa Claita, zoning odinances, mixed use concept, and buffeing neighbohoods, it was moved by Dacy and seconded by McKean not to pepae an odinance, but to continue to wok on the Geneal Plan implementation pogams and othe odinances and pogams implementing a compehensive gowth management stategy. Ayes: Dacy, McKean, Noes: Heidt, Klaj ic Boye ITEM 3 PUBLIC HEARING RESOLUTION NO MAKING FINDINGS ON WRITTEN PROTEST AND APPROVING AND ORDERING ANNEXATION Mayo Boye opened the public heaing. Diecto of Community Development, Lynn Hais and Annexation Consultant, Esthe Aguila epoted that Annexation No is a poposal to annex appoximately 128 aces of inhabited land geneally ual esidential in chaacte with an estimated population of 109 pesons esiding in appoximately 35 dwelling units. The aea is commonly known as Oak Spings Canyon. Annexation is equested by the popety ownes within the aea, who cite a desie fo City epesentation, sevices and pemit pocessing. ITEM 5 UNFINISHED BUSINESS 'PARKWAY TREE INFLUENCE AREA' ORDINANCE NO The Mayo closed the public heaing. It was moved by McKean and seconded by Klaj ic to adopt Resolution No and to diect staff to tansmit Resolution No and the appopiate fees to the Local Agency Fomation Commission fo final eview and cetification. Resolution No appoved. Diecto of Paks and Receation, Jeff Kolin epoted that at the Octobe 22, 1991 meeting, the Council intoduced the 'Pakway Tee Influence Aea' Odinance. The pupose of the odinance is to give the City a 14' tee potection zone adjacent majo ateial highways thoughout the City. Residential zoned lots ae exempted. Afte eading the title of Odinance No. 9145, it was moved by McKean and seconded by Dacy to waive futhe eading and adopt Odinance No Odinance No adopted. 5

Consent calenda Item Nos. 825 appoved. ITEM 26 NEW BUSINESS GANG PREVENTION On Januay 15, 1992, Sheiff Sheman Block hosted a Community Gang Wokshop in Cason, Califonia. Seveal Santa Claita community membes attended, including Councilmembe Heidt, Captain Spiee, school epesentatives and City staff. This was a two day confeence that povided egional assessment of gang activity and descibed the vaious stages of gang involvement. It was decided by Council to continue this item to the Novembe 26, 1991 City Council Meeting. ITEM 28 NEW BUSINESS COUNCIL TEAM BUILDING City Manage, Geoge Caavalho epoted that Council at thei meeting of Octobe 8th, 1991 discussed a team building session. Council equested staff povide them with available dates. Following discussion of possible meeting dates, it was detemined by Council to hold the Team Building Sessions on Januay 25, 1991, place to be detemined. Heaing no objections, it was so odeed. ITEM 29 SUBSEQUENT NEED ITEM VALENCIA BLVD. & CREEKSIDE RD. TRAFFIC SIGNAL PROJECT 8912 AND SIERRA HWY. & RAINBOW GLEN TRAFFIC SIGNAL PROJECT 8918 Deputy City Enginee, Dick Kopecky epoted that staff was advised on Fiday, Novembe 8, 1991 that Intesection Maintenance Sevice (IMS) has defaulted on the subject pojects. IMS has equested thei suety, Safeco Insuance Company of Ameica take appopiate action to aange fo completion of the wok in accodance with the Faithful Pefomance Bond and Mateial and Labo Bonds; and Safeco has advised staff that they have been in contact with Steiny and Company, the second lowest bidde fo both pojects. Steiny is a membe in good standing, and has peviously pefomed wok fo the City. Following discussion egading the bonding equiements, it was moved by Dacy and seconded by McKean to authoize the Mayo to ente into eithe a tansfe ageement with Safeco o a contact with Steiny and Company should assumption of contol and pefomance of wok by the suety not be the most expeditious manne to complete the pojects. 9

10 PUBLIC STATEMENT (Council) Councilmembe Heidt diected staff to pepae a epot fo the next Council Meeting egading the fomation of an aeawide Council. She also commented on eseving a potion of the egula Council Meetings fo the puposes of infoming the public of the Councilmembes outside activiies. Councilmembe Klaj ic questioned the status of the Junio Pide Club and on he inteest in becoming involved with the Club. She also commented on he appointment by the League of Califonia Cities to the Hazadous Waste Committee. CLOSED SESSION RECONVENE: At 12:10 a.m. Mayo Boye adjouned the Council Meeting to a closed session fo the pupose of discussing a matte of pending o potential litigation unde the povisions of Govenment Code Section subdivision A. Following closed session, the Mayo econvened the meeting. It was moved by Dacy and seconded by McKean to hold a public heaing on a poposed amendment to the Geneal Plan, as ecommended by the Community Development staff.
