1 The Constitution of the Howard University College of Nursing, And Allied Health Sciences (CNAHS) Student Council PREAMBLE: We, the students of the Howard University College of Nursing and Allied Health Sciences, are conscious of the need to establish a highly effective, efficient, and responsible governmental structure. We hereby assume the responsibility to unite the College of Nursing and Allied Health Sciences and to promote professionalism within our prospective disciplines through the capabilities and aspirations for the student body and resources available to us. Upon this foundation we enact a constitution for the Howard University College of Nursing, and Allied Health Sciences. ARTICLE I. SECTION I. NAME The name of this student governmental body shall be the Howard University College of Nursing and Allied Health Sciences Student Council, hereby abbreviated as CNAHS. SECTION II. OBJECTIVES The objectives of the Howard University CNAHS CPHANS Student Council are: A. To provide for effective student representation in the planning, execution, and evaluation of all actions affecting the CNAHS student body. B. To serve as a means whereby student opinions, ideas, suggestions, and aspirations may be discussed and acted upon. C. To establish a working rapport with the various departments and schools within the University in order to utilize their different competencies, and to formulate interactions within the institution. D. To establish, develop, and assist in the professional development of the student body within the institution and the community through the following: 1. University sponsored projects 2. Use of Health seminars and workshops

2 3. Establishment of lines of communication between the institution and the community. ARTICLE II. SECTION I. STRUCTURE The Howard University CNAHS Student Council shall consist of the following: A. Executive Board B. Major Liaisons (student department representatives) Department s (student) Representatives C. Committees a. Scholarship Fund b. Newsletter c. Student Activities d. Public Relations SECTION II. COMPOSITION The composition of the CNAHS Student Council shall be as follows: A. The executive board shall be comprised of the President, Vice President, Secretary, Treasurer, and Undergraduate Student Assembly Representative(s), and Senate Representative(s) who are elected. B. Each division (Nursing, Pre-Physical Therapy, Occupational Therapy, Radiation Therapy, Physician Assistant, Health Management, Nutritional Sciences, and Clinical Lab Sciences) shall be granted a maximum of two selected representatives. Each class (Freshman, Sophomore, Junior, Senior) shall be granted one selected representative. Therefore the General Body of CNAHS shall be comprised of at least nine liasions: seven division representatives and four class representatives. SECTION III. ELECTION PROCEDURES AND REQUIREMENTS A. Election shall be held in compliance with the General Elections Commission no later than the first Wednesday in the month of April with the exception of the freshman class, division

3 representatives and class representatives. These shall be held at the beginning of the Fall Semester no later than the fourth Wednesday in the month of September. B. Each candidate for election to the CNAHS Student Council Executive Board must be a full-time student and in good academic standing (2.0 average) at Howard University. Each candidate must also be in good academic standing in his/her discipline, having at least thirty (30) semester hours. C. Any elected officer or selected representative can be impeached by a two-thirds vote of the executive board. D. The Executive Board shall be elected by the entire student body of the CNAHS. E. Grounds for impeachment are any action or attitude that hinders the performance of the Student Council. The procedure for impeachment is as follows: 1. The grievance is brought to the attention of the Executive President 2. A meeting will be scheduled with the Executive President and the advisor. 3. The grievance is then brought to the attention of the General body. 4. The Executive Board holds a meeting to discuss and vote on the grievance. 5. The decision is then presented to the General Body. F. The Executive Board of the student council of CNAHS shall select their representative directly from the student body comprising the particular class, department, or division of CNAHS. SECTION IV. MEEETING PROCEDURES A. The Howard University CNAHS General Body Shall meet monthly during the school year. B. Emergency meetings may be called by the President or a petition signed by one-third (1/3) of the Student Council. C. Quorums in the CNAHS Student Council shall consist of two-thirds (2/3) of the general body which is required in the enactment of all proposals. A quorum may be suspended if each representative receives notification forty-eight (48) hours prior to the meeting. D. In case of parliamentary disputes, the Student Council shall be governed by the Robert s Rules of Order revised edition. ARTICLE III. SECTION I. RESPONSIBILITIES OF THE STUDENT COUNCIL

4 A. The Student Council of CNAHS shall be the top policy making body governing all areas of CNAHS student activities, affairs, functions, or appointments. B. The Student Council of the Howard University CNAHS shall be responsible for the original allocation and disbursements of all funds originating from the University to all student organizations within the Howard University CNAHS. C. The Student Council shall be responsible for the approval for all disbursements and shall be addressed itself periodically to recommendations concerning the redistribution, refinancing, reelevation of all allocations. D. Redistribution affecting the budgets of individual student organizations must be with the approval of the respective organization chairman. E. The Executive Board from each organization shall compile a proposed budget for the financial support of their respective organization. This budget shall be presented to the President of Howard University CNAHS Student Council as needed. F. Each member of the Howard University CNAHS Student Council shall be entitled to one vote. ARTIVLE IV. SECTION I. DUTIES OF OFFICERS A. The Executive President 1. Shall chair formal meetings of the CNAHS Student Council and Executive Board. 2. Shall have the power to vote only in the case of a tie vote at the CNAHS Student Council and Executive Board meetings 3. Shall appoint parliamentarian from the general body to implement Robert s Rule of Order at Executive Board meetings. 4. Shall sign all requisitions for funds for the CNAHS Student Council with the Executive Treasurer. 5. Shall present summer and annual budgets of the CNAHS Student Council to the CNAHS Student Council at Regular and transitional meetings for the purpose for the CNAHS Student Council recommendation and two-thirds approval. 6. Shall be charged with the responsibility of the selection of the class and departmental representatives to the College of Nursing and Allied Health Sciences Student Council. 7. Shall issue a Statement of Affairs report at the end of each semester to the CNAHS Student Council of a CNAHS Student Council meeting. Shall assemble an Executive staff with the approval of the CNAHS Student Council.

5 8. Shall serve an Executive staff with the approval of the CNAHS Student Council. 9. Shall serve as an ex-officio member of all CNAHS Student Council committees without a vote. 10. Shall enforce all policies as stated in the CNAHS Student Council Constitution or made by the CNAHS Student Council. 11. Shall be an active member of the HUSA Policy Board. B. Executive Vice- President 1. Shall assist the Executive President in his/her duties. 2. Shall assume all responsibilities of the Executive President in his/her temporary absence, removal, including absence of the Executive President due to clinical internships 3. Shall chair the CNAHS Student Council Judiciary Committee. 4. Shall act as a liaison between the CNAHS Student Council and the General Assembly and the Undergraduate Student Assembly. 5. Shall determine office procedures and policies with the approval of the Executive Board. 6. Shall have the power to vote at all CNAHS Student Council meetings. When the Executive Vice-President chairs a CNAHS Student Council meeting, he/she shall note vote except in the case of a tie. 7. Shall sign all CNAHS Student Council requisitions for funds and related documents in the absence of the Executive President C. Executive Treasurer 1. Shall maintain an accurate record of all CNAHS Student Council business and financial transactions. 2. Shall assist the executive President in formulating summer and annual budgets of the CNAHS Student Council to be presented at the CNAHS Student Council regular and transitional meetings for its recommendation and two-thirds vote approval. 3. Shall chair CNAHS Student Council Budget Committee. 4. Shall submit his/her financial records to the CNAHS Student Council Budget Committee for review. 5. Shall submit financial records at every CNAHS Student Council meeting. 6. Shall have the power to vote at all CNAHS Student Council meetings.

6 7. Shall chair CNAHS Student Council meetings in the absence of the Executive President or Executive Vice-President D. Executive Secretary 1. Shall record, type, duplicate, and distribute the minutes of all CNAHS Student Council and Judiciary Committee meetings. Shall also make the minutes available to the student body upon request. 2. Shall maintain a permanent record of all CNAHS Student Council minutes, Executive Board minutes, and Committee minutes as approved. 3. Shall call to order and preside over CNAHS Student Council Investigations Committee until a Chairperson is elected. 4. Shall be responsible for submitting the records of the CNAHS Student Council to the university archives at the end of every academic school year (i.e. minutes, correspondence, calendar of events, public relations, etc.) 5. Shall have the power to vote at CNAHS Student Council meetings. 6. Shall chair CNAHS Student Council meetings in the absence of the Executive President, Executive Vice-President, or Executive Treasurer. E. Undergraduate Student Assembly Representative 1. Shall attend and participate in the Executive Board, CNAHS Student Council, UGSA, and General Assembly meetings. 2. Shall act as an official liaison between CNAHS Student Council, UGSA and general Assembly meetings. 3. Shall promote coordination of programs between Howard University Student Association, UGSA, Graduate Assembly, General Assembly and other schools and colleges Student Councils. 4. Shall prepare monthly statements to the CNAHS Student Council on the progress of the UGSA. 5. Shall have the power to vote at all CNAHS Student Council meetings. 6. Shall sit on at least one committee in the UGSA F. HUSA Senate Representative 1. Shall attend and participate in the Executive Board, CNAHS Student Council, and HUSA Senate meetings. 2. Shall act as an official liaison between CNAHS Student Council and HUSA Senate.

7 3. Shall have the power to vote at all CNAHS Student Council meetings. F. The Executive Board of the Student Council shall formulate a general budget for the Student Council s approval and appoint Committee chairs and adhoc Committee Chairs. ARTICLE V. AMENDMENTS AND PROCDEURES Section I. AMENDMENTS This constitution shall be amended by two-thirds (2/3) vote of the active members of the CNAHS Student Council. Section II. PROCEDURES This constitution shall be considered enacted if approved by 20% of the student body of the CNAHS. Section III. Once approved by 2/3 of the active members of the CNAHS Student this constitution shall become the governing document of the Student Council and become subject to revision one (1) year from the date of adoption, (with the incoming of a newly elected executive council.)
