1 NOVICE LEGISLATION: Food Safety Act of 2013 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. This legislation shall implement strict regulation on the Food and Drug Administration (FDA) and will call for monthly inspections on individual farms in the United States to reduce food contamination outbreaks. SECTION 2. These restrictions include: A. The FDA will be required to strengthen United States food inspection programs for imported goods to prevent antimicrobial-resistant food-borne pathogens along with the occurrence of cross-contamination. B. Additionally, the FDA will have to provide monthly inspections for United States farmers. C. Finally, the FDA will be required to enforce that no American farmers use growth hormones in their livestock. SECTION 3. The Department of Office and Management along with this Congress will work together to allocate the funding appropriately. SECTION 4. A. All inspections will begin within three months of the passage of this legislation. B. The FDA shall ensure a 20% decrease in the number of American livestock with growth hormones every four months and that within two years time from the passage of this legislation no American livestock shall have growth hormones. 2 A Bill to Withdraw Troops from Japan. BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United states will withdraw 100% of troops in a plan that will take three years.. SECTION 2. The Department Of Defense and the Executive branch will oversee this bill. SECTION 4. This bill will be enacted immediately upon passage. SECTION 5. 3 A Resolution to Urge the President to Intervene in Syria WHEREAS, ; The situation in Syria is progressively growing worse and WHEREAS, ; the country is on the verge of civil war and WHEREAS, ; Supranational organizations efforts have been unable to prevent the escalation of violence and WHEREAS, ; The United States has the ability to aid the Syrian civilians and WHEREAS, ; now, therefore, be it RESOLVED, By the Congress here assembled to urge the president to send military force into Syria to remove the Al-Assad regime. 4 Americans Rebuilding America BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION Billion US Dollars will be allocated to improve America s infrastructure system SECTION 2. A. Infrastructure will be defined as public Aviation, Bridges, Dams, Drinking Water systems, Energy systems, Hazardous Waste systems, Inland Waterways, Levees, Parks and Recreation, Rail Roads, Roads, Schools, Solid Waste systems, Transit and Wastewater systems. B. Improvements will be such that the quality of the infrastructure system in America must receive at least a one letter grade improvement on the average as rated by the American Society for Civil Engineers. The Institute for Sustainable Infrastructure must also approve the individual projects. SECTION 3. The Department of Transportation, Institute for Sustainable Infrastructure, and the American Society for Civil Engineers will oversee the implementation of this bill. SECTION 4. 6 Varsity Legislation: A Resolution to Amend the Constitution to Eliminate Power of Eminent Domain WHEREAS, eminent domain hurts the general public rather than the opposite; and WHEREAS, unimproved lands are seized for improvement by the government is an unfair system, penalizing poorer areas; and WHEREAS, eminent domain discriminates based on socioeconomic status; and WHEREAS, it is subject to government abuses; now, therefore, be it RESOLVED, By the Congress here assembled that eminent domain is removed from government s powers in the constitution. 7 A Bill to stabilize the United States debt BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. Starting in fiscal year 2014 if the U.S debt is not on a declining path of.5 percent per year, starting in fiscal year 2016 automatic cuts in spending and a raise in taxes will occur. 500 billion dollars will be cut from the Department of Defense budget, discretionary spending will be capped at 1 percent of GDP. Taxes will also be raised to 40 percent on incomes of 500,000 and above until the debt to GDP ratio reaches 75 percent. SECTION 2. The increase in taxes to 40 percent on individuals making 500,000 dollars a year will only be uncured on moneys made at or exceeding 500,000 dollars, all moneys made prior to that 500,000 dollar mark will stay in the current marginal tax bracket, whatever it may be at the time. Discretionary spending is defined as any spending that is not Medicare, Medicaid, social security, Education, public safety and Military spending ( aside from the 500 billion dollar in cuts this bill calls for) SECTION 3. this bill will be enforced by the internal revenue Service SECTION 4. This law will take effect physical year 2014 upon passage. SECTION 5. All laws in conflict with this legislation are hereby declared null and void. 8 A Bill to Enact a Carbon Tax BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. A. A carbon tax of $35 per ton of CO 2 produced by all corporations is hereby enacted. B. 35% of all revenue gained through the tax will go to the research and development of alternative energy sources. SECTION 2. A. Carbon tax is a tax on the emissions caused by the burning of fossil fuels. B. Alternative energy is any energy source that uses renewable resources including, but not limited to solar, hydro, or wind power. SECTION 3. The IRS will be responsible to implement the provisions of this bill. SECTION 4. This law will take effect within 1 year of passage. SECTION 5. 9 A Bill to Amend the American Fair Labor Standards Act BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The American Fair Labor Standards Act will be amended to extend to all foreign countries that export to the United States. Companies based in the United States that employ foreign workers and international companies that export goods to the United States will be penalized if they do not treat all of their workers, even those not US citizens, according to the standards set by the American Fair Labor Standards Act. SECTION 2. A. The penalty specified in Section 1 will consist of a 10% fine on goods sold by companies, both domestic and international, that do not abide by American labor standards. B. Companies that abide by American fair labor standards will be allowed to label their goods as Made by American Standards. SECTION 3. A. The Department of State, the Internal Revenue Service, the Occupational Safety and Health Administration (OSHA), and the Federal Trade Commission (FTC) will be in charge of implementing this bill. B. The Internal Revenue Service will enforce the fine. OSHA will regulate the labor standards designated in Section 1. The FTC will oversee the distribution of the Made by American Standards designation. The State Department will be in charge of supervising these efforts. SECTION 4. This law will take effect within six months of passage. SECTION 5. All laws in conflict with this legislation are hereby declared null and void. Introduced by the University School of NSU

10 A Bill to Eliminate Antitrust Exemptions in the Insurance Industry Be it enacted by the congress here assembled that: Section I The McCarran-Ferguson Act is hereby repealed. Section II Any and all insurance companies shall hereby be subject to all federal regulations, including but not limited to anti-trust law, that they are currently exempted from as per the McCarran-Ferguson Act. Section III Businesses will be given 18 months to come into compliance with this legislation. The Department of Justice, in conjunction with the Department of Commerce shall be responsible for the enforcement of this legislation. Section IV Should either of the aforementioned Departments require additional funding to carry out the provisions of this legislation, the head of either Department shall submit a request for funds and that request will be subject to the approval of both houses of Congress. Section V Any laws or portions thereof that conflict with the provisions of this legislation are hereby declared null and void. Respectfully Introduced by: Nova High School

11 2012 High Speed Rail Subsidization Act BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. Any plans for high speed railways in or between any metropolitan areas of the United States with proper local and state approval shall receive 50% funding from the Federal Budget of FY2013 to complete said project. SECTION 2. The funds shall be given to private corporations or state governments upon request and proper approval. SECTION 3. A maximum of two projects can be approved for any given year and no two projects can compete in the same metropolitan area for market share. SECTION 4. The Federal Government shall receive 40% of all profit from fares charged for train use while the private corporation or state government takes charge of proper staffing and maintenance. SECTION 5. A. The Department of Transportation, Department of Commerce, the Interstate Commerce Commission, and the Army Corps of Engineers shall oversee the construction and planning of the two possible projects per year. B. In the event of an act of corruption during any of the projects construction, 25% of Federal funds shall be removed until proper disciplinary and legal action take place. SECTION 6. 12 A Bill to Establish a National Stand-Your-Ground law BE IT ENACTED BY THIS CONGRESS ASSEMBLED HERE THAT: 1. Article I. A Stand-Your-Ground law, based on the model used in the state of Florida, 2. will be established and employed across the United States. 3. Article II. A Stand-Your-Ground law states that a person may use force in self-defense 4. when there is reasonable threat, without an obligation to retreat first. 5. Various forms and degrees of the Stand-Your-Ground law exist among the many 6. states, the model that will be applied to the nation in pertinence to this bill is that 7. of the state of Florida. 8. Article III. The United States Department of Justice will be responsible for the 9. implementation of this bill and coordination with state governments on its 10. enforcement. 11. Article IV. The law will become effective throughout the states of the union upon 12. passage. 13. Article V. Any and all laws or legislation in conflict with this bill are hereby declared 14. null and void.
