The primary responsibility of the Nominating Committee shall be to solicit FPTA members to serve in Chapter offices. B. Eligibility to Serve a. Only active or life members of the Chapter who have been active or life members for at least two (2) years immediately preceding their election or appointment, who are in good standing, and who have consented to serve, are eligible for election, except that life members shall not serve as President, Vice President, Chief Delegate or Delegate. b. Physical Therapist Assistant, Retired Physical Therapist Assistant and Life Physical Therapist Assistant members may hold office subject to the limitations specified in Association bylaws, Art. IV, Sec.2B, Sub-paragraph 3(b.). Physical Therapist Assistant, Retired Physical Therapist Assistant, and Life Physical Therapist Assistant members may hold office, with the exception of the office of president, vice president, chief delegate, delegate, or any position that may succeed to the presidency, subject to additional eligibility requirements in the chapter or section bylaws. 2 c. No member shall serve more than four (4) complete consecutive terms on the Chapter Board of Directors, nor more than two (2) complete consecutive terms in the same office. C. Criteria Used in Selection of Candidates (Not necessarily in Order of Importance) a. Eligibility to serve if elected. b. Signed Consent to serve if elected. c. Experience related to the Association on any levels: Previous Association, District, Chapter, and Section participation, including offices held, committee and task force appointments, House of Delegates participation d. Demonstrated effectiveness in elected office or appointed position. e. Active and continued participation in Association, Chapter, District, and/or Section. f. General personal characteristics for Office g. Leadership skills. h. Decision-making skills. i. Perceptions of future development of physical therapy. j. Ability to think and express self clearly. k. Ability to listen and hear peers and membership clearly l. Experience compatible with demands of the position (office). m. No conflict of interest n. Specific criteria for Offices; i. Knowledge of Chapter activities vi. Professional experience, i.e. clinician, researcher, educator, self-employed, consultant, etc. vii. Past as well as current experience. o. Positions held. i. 4 D. Information for Nominees a. When an individual is nominated for a given office they will have access to a copy of the current FPTA bylaws, FPTA Policy and Procedure, Interpretation Guidelines for Appropriate Campaign Strategies, and position description of the desired Office on the FPTA website. The nominated and consenting individuals will be required to sign a consent to serve statement form the nominated position prior to being placed on the slate of candidates. E. Instructions to Nominating Committee a. Creating the Election Slate i. For every position to be filled, the Nominating Committee shall slate no more and no less than 2 individuals whenever possible, except for the office of delegate to the APTA House of Delegates ii. The Nominating Committee members are to in no way to submit a nominations form for any Chapter office. Any prospective nominees that wish to run for Office shall be instructed to self-nominate by the Nominating Committee Members. Verbal nominations are not accepted. The Nominating Committee shall not solicit any individuals for the purposes of nomination under their own guidance. They may only contact prospective nominees that have been recommended to them by other Chapter Members or themselves for the purpose of verifying interest and recommending self-nominating All recommended prospective nominees should be contacted to verify interest and self-nominate without exception. Contact by the Nominating Committee does not mean that the person will be slated until the slate is drafted. iii. Nominating Committee members are in no way to self-nominate or run for any Office while serving as a Nominating Committee member or chair. They are, however, permitted to run for Delegate to the APTA House of Delegates provided they are nominated by a non-member of the Nominations Committee. iv. The Nominating Committee shall consider all nominees for each available office using the recommended criteria noted in Section C of this document when creating the slate. In order to be slated, a nominee must have approval of at least 2 of the 3 Nominating Committee members and sign the FPTA Consent to Serve Document upon completion of the tasks required in the document. 5 is responsible for reviewing the final slate of candidates before it is sent to FPTA Staff to be published and distributed to the membership. v. On petition of 10 members of the Chapter a qualified, consenting member shall be placed on the ballot for one of the current election year positions. Such a petition must be filed with the members of the Nominating Committee no later than thirty (30) days after the slate of candidates has been published and distributed to the membership. A candidate nominated by petition shall be afforded similar opportunities for publication of candidacy to the membership as those afforded a candidate nominated by the Nominating Committee, except that this individual shall be identified as nominated by petition on the ballot. b. Campaign Oversight i. The Nominating Committee shall develop an interpretations guideline to candidates and Chapter/District Leadership to provide clarity on how representative campaign activities will be viewed by the Nominating Committee. The interpretation guidelines shall be reviewed and adopted or revised by the Nominating Committee prior to the start of the campaign period for each election. Any situations not previously address by the guidelines that warrants the need for clarification may be added to the guidelines during an election. Any additions during an election would be promptly distributed to all candidates and the membership. Should the addition be perceived to have major impact on the outcome of an ongoing election, the Nominating Committee may recommend a temporary halt to the election to address the addition with the Candidates and maintain the integrity of the election. F. Information for Slated Candidates a. Once the slate is determined, it shall be posted on the FPTA website no less than 60 days prior to the opening of electronic voting. b. The Nominating Committee shall then contact the candidate with information regarding the following: c. The template on which candidates are to submit their bios, statements, and picture for posting on the FPTA website, along with instructions and deadlines for it. d. An outline of anticipated obligations at the Annual Conference if elected, including Revised 4/ FPTA Nominating Committee 5
6 e. Attendance at the Annual Assembly of Representatives meeting, for introductions and for the swearing in ceremony f. Attendance at the Board of Directors meeting following the Annual Assembly Meeting. G. Campaigning for Chapter Office a. Campaign activities by nominees for Chapter positions are permitted provided such activities meet the basic provisions below, with a more thorough description of provisions found in the Guidelines for Appropriate Campaign Strategies Document b. The primary objective of all campaign activities shall be to identify the candidates and to inform the membership of the candidates' qualifications for office and views on issues relevant to the FPTA. c. Campaign activities and materials shall not make use of APTA or FPTA resources unless the resources are provided to the candidate for the explicit purpose of campaigning for office in the current election. d. Campaign activities, media, and materials shall not include an explicit or implied endorsement of the candidate by an APTA or FPTA staff, component, or Board of Directors member. e. All campaign strategies (e.g. use of social media, advertising, blasts) and/or activities (e.g. speaking at district events, hosting an event) must receive prior approval by the Nominating Committee. See the Interpretation Guidelines for Appropriate Campaign Activities for more specific examples of how the Nominating Committee applies the provisions in this manual to particular campaign activities. H. Campaigns and Elections: Role of Executive Committee, Board of Directors, Nominating Committee a. Members of the Executive Committee and Members of the Nominating Committee shall be responsible for the conduct of campaigns. Any violations of the Campaigning for Chapter office policy shall be reported to the Executive Committee who has the authority to take whatever remedial action it deems appropriate: For any electioneering violations, the Executive Committee should issue an immediate Cease and Desist Order. As last resort, the Executive Committee has the authority to remove Revised 4/ FPTA Nominating Committee 6
7 an individual from the race for an office, with the right of appeal to the entire Board of Directors. b. Currently serving members of the Chapter Executive Committee, Board of Directors, the Nominating Committee and FPTA Staff: i. May not wear or distribute campaign material nor publicly express a preference for a candidate. ii. May provide information to candidates re campaigns, responsibilities, etc. I. Nominating Committee Report to the Membership a. The written Nominating Committee Report shall be included in the Annual report to the membership, and include the following: i. # Nominations received for each office. ii. # Consenting to serve. iii. # Declining to serve. iv. Rank order reasons for declining to serve (for total election, not for each office.) J. Communication with Elections Provider a. In the event of failure in electronic voting, the chapter office is notified by the 3rd party company running the electronic voting, and the Executive Committee and Nominating Committee are notified by FPTA staff. Membership is also to be notified by FPTA staff via and posting on FPTA website. The FPTA Staff will develop an alternative procedure in consultation with the Nominating Committee. K. Position Descriptions a. See FPTA bylaws and policies and procedures for current position descriptions. These documents are available to members on the FPTA website.
