1 Cowlitz County Board of Commissioners Minutes May 29, 2012 Vol. 479 George Raiter, Chairman Michael A. Karnofski, Commissioner James Misner, Commissioner Vickie Musgrove, Clerk of the Board Commissioner Raiter called the regular meeting to order at 9:00 a.m. Commissioner Karnofski and Commissioner Misner were present. Approval of Minutes and Consent Agenda Commissioner Misner moved to approve the Minutes of May 15, The motion carried. Commissioner Karnofski moved to approve the Consent Agenda of May 29, The motion carried. Public Comment - Cary Butler, Longview; spoke about the Building Code Ordinance. Asked how the Board divides the management of departments. Commissioner Karnofski stated that when he was appointed to Kathleen s position he took on her responsibilities. And when James came on Board he had expertise in certain areas. Commissioner Raiter noted that normally departments that are essential report to the Chairman. Agreement with the Cowlitz-Wahkiakum Council of Governments (COG) to assist in planning and implementation of the County s Ten Year Plan to End Homelessness; cost not to exceed $125,000 for calendar year 2012 Commissioner Misner moved to enter into the agreement with COG. Steve Harvey, COG; stated they started the project in Goal is to end homelessness in 10 years. Just about there in getting the local agencies to work together. More prevention and availability of housing has helped reduce the impact on shelters. Commissioner Raiter asked if we are actually half way to ending homelessness. Steve answered we are still showing decline in homelessness. Commissioner Karnofski pointed out the most important thing seen is coordination of coalition of housing. The motion carried. Modification No (1) to Agreement No. DAPC-SAMHSA with Drug Abuse Prevention Center for Drug Court services, adjusts contract language and payment structure, for the period of September 30, 2011 through September 29, 2012, cost not to exceed $254,601 Commissioner Karnofski moved to approve Modification No. 1 with Drug Abuse Prevention Center. The motion carried. Modification No. 1 to Agreement No. LW-DD with Life Works increases funding for developmental disabilities program services for the period of July 1, 2011 through June 30, 2012, cost not to exceed $405,000 Commissioner Misner moved to approve Modification No. 1 with Life Works. The motion carried.
2 Commissioners Minutes Vol. 479 Page 2 Modification No. 3 to Agreement No. MHA-MH with Cowlitz County Guidance Association dba Lower Columbia Mental Health, updates contractual language and amounts, for the period of October 1, 2011 through September 30, 2013, cost not to exceed $10,742,556 Commissioner Karnofski moved to approve Modification No. 3 with Cowlitz County Guidance Association. The motion carried. Modification No. 1 to Agreement No. LR-SA with Lauri Rowland dba Choices, increases funding for identifying and evaluating alcohol and drug involved individuals requiring custody, detention, or involuntary commitment services; not to exceed $81,400 for the period July 1, 2011 to June 20, 2012 and $62,355 for the period July 1, 2012 to June 30, 2013 Commissioner Misner moved to approve Modification No. 1 with Lauri Rowland. The motion carried. Resolution No adopting the policy approving the implementation of the Governmental Accounting Standards Board Statement No. 54 (GASB 54) Leo Kim, Auditor s Office; presented the staff report. Noted this is a formality which implements GASB 54. Commissioner Karnofski moved to approve the resolution. The motion carried. TANF Work Study Off-Campus Employer Agreement with Lower Columbia College for employment of a student in the Prosecuting Attorney s Office Commissioner Misner moved to approve the agreement with Lower Columbia College. The motion carried. Consent Agenda of May 29, 2012 Call for Hearing Resolution No Call for Hearing - Shoreline Management Substantial Development Permit No. SL submitted by PacifiCorp to install a removable fish entrainment reduction net system upstream of the Yale Dam spillway, Yale Reservoir shoreline; Hearing to be held June 12, 2012 at 9:30 a.m. Agreements Agreement Modification No. MHC-MH (2) with Cowlitz County Guidance Association dba Lower Columbia Mental Health Center adding Anthony Carr to the list of Designated Mental Health Professionals effective April 4, 2012; signed by Carlos Carreon, Director, Cowlitz County Human Services Department and Eric Yakovich, Cowlitz County Guidance Association. Correspondence Affidavit of Posting Resume' of the Commissioners' Proceedings for the month of April, 2012.

Letter dated May 4, 2012 to the BOCC from Christopher Knipp, Hostess Brands; giving conditional notice pursuant to the Worker Adjustment and Retraining Notification Act. Letter dated May 8, 2012 to the BOCC from Peter Goldmark, WA State Commissioner of Public Lands; regarding fiscal year (FY) 2013 supplemental budget appropriation in trust land management funds; Cowlitz County will receive $418,159. Letter dated May 16, 2012 to the BOCC from Ted Sturdevant, Director, State of WA, Department of Ecology; regarding the county's letter of April 23, 2012 requesting the Department of Ecology serve as a co-lead agency during the State Environmental Policy Act (SEPA) review of the proposed Millennium Bulk Terminal. Letter dated May 18, 2012 to A. Leonard Smith, Regional Director, U.S. Department of Commerce, Economic Development Administration from the BOCC supporting the grant application submitted by Lower Columbia College for construction of a Health & Science Building. Letter dated May 24, 2012 to Representative Jaime Herrera Beutler from the BOCC regarding the current and future management of the Mount St. Helen's National Monument. Shoreline Copy of Notice from Department of Building and Planning to Cowlitz PUD, Peter Eggersgluss; that their proposal to replace the underground 7.2kV power line along Baker Road currently at two Speelyai Creek crossings the power line is attached to two unmaintained and deteriorating bridges at 429 Baker Road, Ariel is exempt from Shoreline Management Act Substantial Development Permit Requirements. Copy of Notice from Department of Building and Planning to WDFW, Cindy Knudsen; that their proposal to remove the existing generator and diesel lines from the Fallert Creek Hatchery intake building adjacent to the Kalama River and install a new, self-contained generator on the landward side of Kalama River Road at 1404 Kalama River Road, Kalama is exempt from Shoreline Management Act Substantial Development Permit Requirements. 4 Commissioners Minutes Vol. 479 Page 4 The following vouchers/warrants are approved for payment Fund Voucher Numbers Amount Claims $ 242, Claims , Salary ,859, The Cowlitz County Board of Commissioners adjourned at 9:25 a.m. to meet again Tuesday, June 5, 2012 at 9:00 a.m. /s/ Vickie Musgrove Vickie Musgrove, Clerk of the Board /s/ George Raiter George Raiter, Chairman The Cowlitz County Board of Commissioners adjourned at 9:25 a.m. and convened as the Cowlitz County Board of Health at 11:00 a.m. with Commissioner Raiter, Commissioner Karnofski and Commissioner Misner present. Board of Health Agenda Carlos noted they would highlight the scope of what public health does. Environmental Health Update - Audrey Shaver presented the information. Noted Food and Beverage Workers Cards are required by RCW and WAC. They need to demonstrate knowledge of the principles and practices involved in safe food preparation. Cowlitz County issues approximately 4,800 cards per year. Commissioner Karnofski asked who the contractors are. Audrey answered Lower Columbia College and Cowlitz County Jail. Commissioner Raiter asked about need for health cards by temporary workers for events. Audrey stated it depends on type of event. Commissioner Karnofski asked about difference in temporary event permit and permanent permit. Audrey noted the difference is the amount of money they pay would need 3 or 4 events to make a permanent permit cost effective. Commissioner Raiter asked how many cards issued in the Jail. Audrey answered about 7 per month. Also have online foodworker testing. Benefits: statewide database; increased access to testing; reduces required resources; increase monies received by health department; and opportunity for operators to test in house and train to specific needs of the facility. Impacts: revise existing contracts and transition from old system to new online system. Commissioner Raiter asked if the vision is for all cards to be done online. Audrey noted that other counties are experiencing that about 60% of cards are done online; a more accessible way to test. Food Safety Compliance Strategies Audrey Shaver noted the intent of the food code is to safeguard public health and provide food that is safe. Incorporate education to assure compliance. Noted the inspection process incorporates education but enforcement is also a necessary tool in assuring food safety. Forces in revised strategies were: shrinking resources and public safety. Utilize a more informal office conference with operator earlier based on the level of risk. Positive feedback. Commissioner Misner stated he likes the approach of education for the industry. Audrey noted they do a newsletter annually to all permitted facilities. And have a website. Every inspection has a degree of education. Norovirus can be person to person as well as
5 Commissioners Minutes Vol. 479 Page 5 food. Carlos Carreón stated these are all activities under health officer. This is an effort of collaboration in the strategic plan. Healthy Communities - Presentation by Jenn Schapman. Jenn gave a quick update on Healthy Community grant which they collaborated with the city of Castle Rock. When began grant started with interviews of community members. Efforts are led by Nancy Chennault and Chamber of Commerce. This has become Castle Rock Community Healthy Alliance. Worked on economic environment, quality of life, marketing, tourism and administration sustainability of alliance. The grant ends June 30 and will hand off to community members. Looking at tobacco free signage in parks. Also safe routes to schools: a walking school bus with covers. Noted physical activity decreases depression. Looking at a farmer s or public market. Community garden is a huge part of Castle Rock. The elementary school will be working on planting. A lot of collaboration with chamber, schools and community members. Commissioner Karnofski asked about the safe walk to schools. Jenn stated it is to find safest routes for children to get to and from school. Will go to bid for shelters for this path. Entire package and will have a school coordinator to organize the kids. Also bike rodeos and pedometers. Carlos Carreón stated this is an excellent example of what you will see the Health Department do. Another grant is the community transformation grant focused on Highlands area for activity and behavioral health. Pointed out the needs are certain; funding isn t. Regional Support Network (RSN) Merger - Update presented by Carlos Carreón. Working on streamlining public mental health services. Department of Community Services mission is: Works with other agencies, jurisdictions and the people of Cowlitz County to plan and manage social services and to achieve a safe, physically and emotionally healthy community. Most services are contracted to agencies providing direct services throughout Cowlitz County. RSN manages funds from state and feds. Intention to merge RSNs. Will still have a public voice in managing the dollars. Initial merger would involve creation of a contractual joint venture through an inter-local agreement between the participating counties. Objectives: create a multicounty based Medicaid Prepaid Inpatient Health Plan; consolidate state and Medicaid resources from 2 RSNs and Skamania County (dollars & staff); partnering or contracting with one or more medical health plans; increase effectiveness of administration; provide consistent practices, better access and care for consumers; increase the flexibility of the continuum of care to allow for a better match of services and patient needs. Interested in helping providers moving toward outcomes. Making sure community has access to information. Board of Health adjourned at 11:00 a.m.
