1 BOROUGH OF RAMSEY COUNCIL MEETING MINUTES Wednesday, June 14, 2017 Mayor Dillon called the regular meeting of the Mayor and Council to order and asked Officer Arsi to lead the flag salute. Mayor Dillon read the Open Public Meetings law notice. I. ROLL CALL - Present: Mayor Dillon, Councilmembers Jachzel, Jones, Kilman and Verdone Also Present: Borough Clerk Bendian, Borough Administrator Vozeh, and Borough Attorney Scandariato Absent: Councilpersons Tyburczy and Weber II. APPROVAL OF MINUTES , , Motion by Kilman, second by Verdone. All in favor. Carried. Councilwoman Jachzel abstained from and Councilman Kilman abstained from and III. COMMUNICATIONS - Motion by Jones, seconded by Kilman. All in favor. Carried. 1. Susan Lindstrom, 82 DeBaun Avenue, Ramsey, NJ letter dated May 23, 2017, regarding the water chestnut regrowth at Garrison Pond 2. Richard Hammer, Acting Commissioner, NJ DOT, P.O. Box 600, Trenton, NJ 08625, regarding the funding the borough will receive from the State in the amount of $165,627 for Island Avenue and Island Road improvement project 3. Mary Iorio, Woodland Avenue, Ramsey, NJ note received June 1, 2017, thanking the governing body for the flowers for the passing of her husband, Dr. Rudy Iorio, Planning Board Chairman 4. Jane Linter, Department Director, Bergen County Department of Human Services, One Bergen County Plaza, Second Floor, Hackensack, NJ regarding the Bergen County Senior Picnic on Wednesday, September 13, 2017 from 10am-3pm IV. CONSENT RESOLUTION Motion by Jachzel, seconded by Jones BE IT RESOLVED that the following resolutions herewith listed having been considered by the governing body of the Borough of Ramsey be and are hereby passed and approved: Resolution: payment of vouchers Resolution: ratifying the actions of the governing body for payroll number eleven Resolution: authorizing tax court judgment on Block 4001 Lot 19 in the amount of $22, Resolution: ratifying the actions of the governing body for payroll number twelve Resolution: authorizing the tax redemption for Block 3203 Lot 11 in the amount of $33, Resolution: designating $3,280,000 of notes, consisting of $2,055,000 general Bond Anticipation Notes and $1,225,000 Water- Sewer Utility Bond Anticipation Notes dated June 9, 2017 and payable June 8, 2018, as "Qualified Tax-Exempt Obligations pursuant to Section 265(b)(3) of the Internal Revenue Code of 1986, as amended Resolution: confirming the appointment of Kyle Peters to the Ramsey Rescue Squad Resolution: confirming the appointment of Erik Tarbutton to the Ramsey Rescue Squad Resolution: confirming the appointment of Erik Seay to the Ramsey Rescue Squad BE IT FURTHER RESOLVED that the following applications and/or recommendations hereby be approved: A. 3 VII. COMMITTEE AND LIAISON REPORTS A. FINANCE AND ADMINISTRATION Councilwoman Vanessa Jachzel We approved a Bond Anticipation Note rolling over existing debt from last year. It continues to be financially advantageous to manage our borrowings this way because we are getting such a low interest rate. Thank you to the Ramsey VFW for coordinating both of the Memorial Day Ceremonies. Thank you to our State representatives, Senator Cardinale, Assemblywoman Schepisi and Assemblyman Auth for attending the service dedicating a portion of Route 17 to Sergeant Timothy McGill. Thank you to the Knights of Columbus for the Shield Awards. They ve been doing this for forty years where each of the emergency services nominates one of their own and honor them. Thank you to all of those honored. Thank you to the new members of the Rescue Squad. B. PUBLIC SAFETY Councilman Peter Kilman I d like to recognize the Shield Award winners, Sergeant Vasili Pieratos (RPD), Lieutenant Timothy Mazza (RFD), Lieutenant Rob Foster (Rescue), EMT Alison Maglio (Ambulance) and Glen Karpovich (OEM). Congratulations to all of them and I thank them for all the hours they put in. I had the honor of speaking at the LEAD Graduation at the high school. Congratulations to Officer Warnet who runs a solid program. This program is very important in these times. Congratulations to the new appointees to the Ramsey Rescue Squad. C. BUILDING, PLANNING & ZONING Councilman Joseph Verdone I share the sentiments of Councilwoman Jachzel and Councilman Kilman. I attended most of those events, as well. Thank you to the new Ramsey Rescue members for stepping up. D. UTILITIES, BUILDINGS & GROUNDS Councilman Ken Tyburczy Absent E. PUBLIC & GOVERNMENTAL RELATIONS Councilman William Jones Thank you and congratulations to the new members of the Ramsey Rescue Squad. I was unable to attend some of the events mentioned by Councilwoman Jachzel, due to circumstances beyond my control. Congratulations to all of those who were honored.
4 E. PUBLIC & GOVERNMENTAL RELATIONS Councilman William Jones (cont d) I have great appreciation for the Challenger Program and RIFE. Our program is well known throughout the county and people are very happy that we include our special needs community and not just for Ramsey residents. Glen Popolo does an outstanding job. Thanks to the Mayor for setting up the original RIFE, the program has grown so much. As a parent of a special needs child I know how much it means to the families having outlets for them to get out and be a part of the community. I applaude everyone for their efforts. F. HEALTH, EDUCATION & SOCIAL SERVICES Councilman Harry Weber Absent G. MAYOR DEIRDRE DILLON Thank you and congratulations to the new Rescue Squad members. Thank you to the Knights of Columbus for hosting the Shield Awards and congratulations to the recipients. A special thank you to Assemblywoman Schepisi, Assemblyman Auth and Senator Cardinale for attending the award ceremony. Thank you to the VFW, DPW, the Board of Education, Administrator Vozeh and everyone who helped make the Memorial Day service possible. The service for Staff Sergeant Tim McGill dedicating a portion or Route 17 in his name was very moving. Thank you to all who made that possible and a special thank you to Assemblywoman Schepisi for taking the lead on that. Thank you to the Board of Education for allowing us to have the RIFE end of year dinner dance gala as well as the senior citizen gala at the high school. I appreciate that the Board of Education supports those events and allows us to use their facilities. Thank you to Borough Administrator Vozeh and all those involved in getting us the state grant for $165,627 for improvements to Island Ave and Island Road. It s important that we apply for these grants because it helps the borough reduce what we spend on capital improvements. H. BOROUGH ADMINISTRATOR Bruce Vozeh I. BOROUGH ATTORNEY Peter A. 5 VIII. PUBLIC COMMENT Anyone wishing to address the governing body should, when recognized, step up to the microphone and give his or her name (spelling the last name) and address. Please speak in an audible tone for the record and address your comments to the Chair. There will be a ten-minute time limit per speaker, unless reduced because of the volume of business on the agenda. No one, other than the person having the floor, will be permitted to enter into any discussion without recognition by the Chair.
