Welcome MINUTES Tony Sergi welcomed everyone and proceeded to chair the meeting. 2. OMB Reform City of Hamilton Comments The provincial government is requesting comments from municipalities, stakeholders and its citizens respecting the Ontario Municipal Board s (OMB) effectiveness to determine improvements and how the Board works within Ontario s boarder land use planning system. The provincial public consultation document can be accessed via the link Development Industry Liaison Group November 21, 2016 Minutes Page 1 of 4

3 The City will be providing an update at the Planning Committee meeting scheduled December 6, The development industry will be making a separate submission to the Province outlining their comments. 3. New Business Form 1 Working Group The working group participation would be limited to a small group assembled by the development industry and City staff. The first meeting is scheduled November 22, Progress updates will be provided at future DILG meetings. 4. Minutes from October 17, 2016 Meeting (a) Committee of Adjustment Applications and Notices [Item 3] (b) City staff will review examples provided by the development industry where details to the variance listing were modified without knowledge or consent of the applicant. Parkland Dedication By-law Process, Call for Working Group and Members [Item 8] The development industry provided the City with members interested in participating in the Phase1 review process. Phase 2 will retain the same participants. Action: Recommendations for Phases 1 and 2 to be reviewed at the February January 2017 DILG meeting. Minutes adopted as presented. 5. Staging of Development Update Based on the responses received by the City on the staging process, Guy Paparella will be providing an update at the January 2017 DILG meeting. 6. Infill / Demolition Grading Plans Number of tear downs increased to approximately 170 this year. Demolition permits go directly to Building Division and do not require any other planning approval if zoning is in place. The level of detail on the grading plan provided at the building permit stage is not sufficient to address storm drainage and transition grading. Because of these issues, City staff are reviewing options and appropriate fees associated engineering/grading plan review on this type of redevelopment. Subject to staff findings, the recommendations will be brought forward to a future Open for Business Sub-Committee. 7. Engineering Approvals Changing from Geographic to Application Based Teams A report will be proceeding to the Open for Business Sub-Committee on November 29 to address an outstanding action item respecting moving to application-based teams within the Engineering Approvals Section verses geographical area. Other Business Comprehensive Development Guidelines and Financial Policies Manual - Update - Guy Paparella indicated future meetings will be scheduled in the new year to review the parking list of issues associated with the Engineering Guidelines. It is the staffs intent to undertake regular reviews of the Guidelines to stay as current as possible. 9.
