Approval of the minutes of the previous sitting The minutes of the previous sitting were approved. 3. Statements by the President The President welcomed the end of the hunger strike by Kurdish prisoners in Turkey. The President condemned the escalation of violence between Israel and Hamas and announced that a debate on the situation in Gaza would take place on Wednesday. 4. Composition of Parliament Emil Stoyanov had submitted his resignation as a Member of Parliament with effect from 16 November Pursuant to Rule 4(1), Parliament established the vacancy with effect from that date and informed the national authorities concerned. Viktor Uspaskich had been elected to the national parliament of the Republic of Lithuania and had submitted his resignation as a Member of Parliament with effect from 6 November Pursuant to Rule 4(1), Parliament established the vacancy with effect from that date and informed the national authorities concerned. 6 Iliana Ivanova had been appointed a Member of the European Court of Auditors and had submitted her resignation as a Member of Parliament with effect from 1 January Pursuant to Rule 4(1), Parliament established the vacancy with effect from that date and informed the national authorities concerned. 5. Composition of committees and delegations The President had received the following requests for appointments from the GUE/NGL Group and from the Non-attached Members' Secretariat: IMCO Committee: Thomas Handel to replace Mikael Gustafsson IMCO Committee: Patricia van der Kammen Delegation for relations with the Korean Peninsula: Patricia van der Kammen. The appointments would be deemed ratified if there were no objections before the approval of these minutes. 6. Announcement by the President The President announced that, in accordance with Rule 106 and Annex XVII of the Rules of Procedure, the Conference of Presidents and the Conference of Committee Chairmen had concluded the hearing of Commissioner-designate Tonio Borg. At its meeting of Thursday, 15 November 2012, the Conference of Presidents had decided that the vote would be held on Wednesday, 21 November The vote would proceed by secret ballot, in accordance with Annex XVII, paragraph 2, last subparagraph, of the Rules of Procedure,. 8. Texts of agreements forwarded by the Council The Council had forwarded certified true copies of the following: - Agreement between the European Union and the Republic of Cape Verde on facilitating the issue of short-stay visas to citizens of the Republic of Cape Verde and of the European Union ; - Protocol setting out the fishing opportunities and financial contribution provided for in the Fisheries Partnership Agreement between the European Community on the one hand, and the Government of Denmark and the Home Rule Government of Greenland, on the other hand; - Rectification to the Framework Agreement on Comprehensive Partnership and cooperation between the European Community and its Member States, of the one part, and the Republic of Indonesia, of the other part. 9. Action taken on Parliament's positions and resolutions The Commission communications on the action taken on the positions and resolutions adopted by Parliament during the June and July 2012 part-sessions were available on the Séance en direct site. 10. Under Article 22 of the Financial Regulation, the European Court of Auditors had informed the budget authority of proposal for a transfer of appropriations V/AB-12/C/12. Under Article 22(2) of the Financial Regulation, the Committee on Budgets had decided it had no objections to the draft presented by the European Court of Auditors concerning transfers of appropriations V/AB-04/A/12, V/AB-05/C/12, V/AB-06/C/12, V/AB-07/T/12, V/AB-08/T/12, V/AB-09/T/12, V/AB-10/T/12 and V/AB-11/T/12. Under Article 23 of the Financial Regulation the European Commission had informed the budget authority of proposal for a transfer of appropriations INFO 03/2012. Under Article 24(4) of the Financial Regulation as interpreted by item 20 of the joint declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Economic and Social Committee had informed the budget authority of proposals for transfers of appropriations DEC 1/2012, DEC 2/2012 and DEC 3/2012. Under Article 24(4) of the Financial Regulation as interpreted by item 20 of the joint declaration on transitional measures applicable to the budgetary procedure after the entry into force of the Lisbon Treaty, the Committee of the Regions had informed the budget authority of proposal for a transfer of appropriations DEC 1/2012.
