Carrier Common Line Access Service The Telephone Company will provide Carrier Common Line Access Service (CCL) to customers. 3.1 General Description Carrier Common Line Access provides for the use of Telephone Company common lines by customers for access to end users to furnish intrastate service. Carrier Common Line Access is provided where the customer obtains Telephone Company Switched Access Service under this tariff. The Carrier Common Line (CCL) rate element is associated with Switched Access feature groups addressed in Section 6. (D) (D) Tariff Advice No. 91 Effective: August 01, Executive Director

A telephone number is not provided with Carrier Common Line Access. B. Detail billing is not provided for Carrier Common Line Access. C. Directory listings are not included in the rates and charges for Carrier Common Line Access. D. Intercept arrangements are not included in the rates and charges for Carrier Common Line Access. E. All line side connections provided in the same combined access group will be limited to the same features and operating characteristics. F. All trunk side connections provided in the same combined access group will be limited to the same features and operating characteristics. 3.3 Undertaking of the Telephone Company Where the ICC is provided with Switched Access Service under other sections of this tariff, the Telephone Company will provide the use of Telephone Company common lines by an ICC for access to end users. Carrier Common Line Access rates and charges are set forth 13.1, following, in accordance with the regulations as set forth in 3.6 following. 3.4 Obligations of the Customer (T) A. The ICC facilities at the premises of the ordering ICC shall provide the necessary on-hook and off-hook supervision. C. Reserved for Future Use. D. G. The information provided in the reports required in Section 3.6 shall reflect the best data available as of the time each monthly report is prepared. If actual data is unavailable for certain categories (except where other provisions of this tariff require specific assumptions to be applied), an estimate will be provided in accordance with Section 3.6. Revised information will be filed when it becomes available. Any corrections or other revisions to actual data reported to the Telephone Company should be reported as soon as possible. a. A brief narrative explanation of the adjustment and its causes. Each of the reports required in Section 3.6 will be signed by an authorized representative of the ICC verifying that he/she is familiar with the contents thereof, and that such information is true and correct to the best of his/her information, knowledge, and belief. AECA Estimation of Measured ICC's Minutes When the ICC fails to provide measured ICC minutes will be made by the Telephone Company as follows: 1. The estimate win be based on the prior submissions and/or other known and measurable observations at the time of the estimate. 2. The estimate will not be a detailed estimate, but will be completed in order to issue the bill on a timely basis. 3. When developing the estimate, the Telephone Company may base its analysis (T) on a worst-case basis to preclude underestimation of the ICC's minutes. The Carrier Common Line Access Charge will be billed to the Alaska Universal (C) Service Administrative Company (AUSAC) under this tariff in accordance with the regulations as set forth below. B. The RCA shall determine the total dollar amount of the Carrier Common Line Revenue Requirement to be recovered from AUSAC pursuant to this tariff. AECA will continue to use this amount in calculating the monthly CCL payable under this tariff until it is superseded by a subsequent order of the RCA. C. Carrier Common Line access charges are determined by dividing the annual CCL revenue requirement for AECA by twelve and then subtracting the monthly revenue derived from NAP charges. The net effect of these adjustments will be reflected in the next month's bill as a separate line item. The penalty provisions in the tariff will only apply to any unpaid portion of a bill assessed by the AECA after an ICC refuses to pay a bill underpaid from prior periods as a result of adjustments reported to and made by the AECA. Once the AECA receives payment for a billing adjustment, it will immediately issue payment to those entitled to a credit. The AECA will not withhold these funds until it can issue its standard monthly bill. The Commission may investigate flagrant or continued abuses of the adjustment provisions of the tariff and impose penalties where appropriate. The AECA will issue a Request for Proposal (RFP) to obtain professional services to conduct audits if a billing dispute is not resolved as provided for in 2.8 preceding. Billing for the audit will occur in the following manner: AECA will bill an ICC for the monthly audit costs. If an ICC is late in paying or refuses to pay its audit bill, the general AECA penalty and late payment provisions of Section (B)(2)(b) - (g) will apply. AECA may also seek reimbursement through the bonding/deposit mechanism provided under Section (A) of the AECA tariff. The AECA shall use the funds collected from the ICCs to pay the audit costs.
