Youth members are appointed by the president and approved by the board of directors. In addition, National PTA is looking for individuals who are interested in serving on the following standing committees: Bylaws and policy Diversity Field service Legislation Membership Resolutions Resource development Youth involvement and the following special committees: Convention-Elections Convention-General Arrangements Reflections PLEASE READ THE ENCLOSED MATERIALS CAREFULLY. Attached are the Provisions for Service in the National PTA Governance Structure, descriptions of responsibilities for the various positions, a Letter of Intent form, a Professional/Personal References form, a Signature of Agreement and Submission form, and a template in preparing your resume or bio. 3 PROVISIONS FOR SERVICE IN THE NATIONAL PTA GOVERNANCE STRUCTURE From Article VI of the National PTA Bylaws 1. Anyone holding a position shall be a member of a local PTA. 2. No one shall serve more than one full term in the same position, unless otherwise permitted in these bylaws. 3. Anyone who serves in a position for more than one-half (1/2) of a full term shall be deemed to have served a full term in such position. 4. Those failing to meet the qualifications or to fulfill the responsibilities of their positions shall be removed according to the policies of the board of directors. 5. Only those who have consented to serve shall be nominated or appointed. 6. A member shall not serve as a voting member in National PTA s governance structure while serving as a paid employee of, or under contract to, National PTA. 7. Diversity, PTA knowledge, and professional expertise shall be guiding principles when making nominations or appointments. In addition, the following will apply to officers, per Article VII of the National PTA Bylaws: a. Only those who have served on the National PTA Board of Directors for at least one (1) term shall be eligible for nomination or election to office. b. A state president whose term of office has more than six (6) months remaining shall not be eligible for election as an officer of National PTA. National PTA Call for Letters of Intent
4 NATIONAL LEADERSHIP RESPONSIBILITIES THE PRESIDENT-ELECT SHALL Be a member of a PTA. Serve a term of two (2) years as president-elect, after which he or she shall succeed to the office of president and serve a term of two (2) years as president. Serve as a member of the board of directors. Serve as a member of the finance committee. Serve as a member of the resource development committee. Serve as chair of the National Council of States. Perform the duties of the office of the president in the president s absence or when the president is unable to perform these duties. Communicate regularly with the chief executive officer and president in governing National PTA. Support the president in moving the organization to achieve outcomes defined by the strategic plan. Demonstrate/embody the values of National PTA. Undertake the necessary leadership development to fulfill the role of president. Conduct media interviews as assigned by the president. Represent the association before constituent bodies and other associations, as assigned. Actively participate in the annual giving campaign. Be available for extensive travel. Perform other duties as assigned by the president or the board of directors. Perform all other duties listed under members of the board of directors. THE SECRETARY-TREASURER SHALL Be a member of a PTA. Serve a term of two (2) years as secretary-treasurer. Serve as the financial officer and secretary of the corporation. Serve as a member of the board of directors. Serve as chair of the finance committee. Report the financial status of National PTA to the board of directors and annual convention body. Give notice of each meeting as provided for in the National PTA bylaws. Serve as chair of the endowment fund of National PTA. Serve as vice-chair of the national council of states, and Actively participate in the annual giving campaign. Perform other duties as assigned by the president or the board of directors. Perform all other duties listed under members of the board of directors. MEMBERS OF THE BOARD OF DIRECTORS SHALL Be a member of a PTA. Serve a term of two (2) years (Elected member representatives and appointed at large members, may serve for two terms on the board of directors in any combination of these positions) Manage the affairs of National PTA. Act on recommendations presented by the national council of states. Hire, evaluate, and set the salary of the executive director. Review and act on reports and recommendations of committees and staff. Approve the budget. National PTA Call for Letters of Intent
5 Approve board and committee appointments as recommended by the president. Establish public policy and the legislative agenda. Establish organizational policy based on the strategic plan. Attend regular meetings of the board of directors, to be held at least four (4) times during each calendar year. The meetings shall be held immediately preceding the National PTA Annual Convention (preconvention meeting), immediately following the National PTA Annual Convention (post-convention meeting), and at other times as determined by the board of directors. Develop and adopt position statements on issues covered under the purposes and policies of the association. Ratify resolutions adopted by convention delegates. Approve trustees to the endowment fund per the president s appointments. Actively participate in the annual giving campaign by making a monetary contribution (the two youth representatives are exempt from this requirement). Support fundraising efforts of National PTA. Sign the Statement of Understanding. Speak on behalf of the adopted positions of National PTA when acting in their capacities as PTA leaders. Participate fully as a member of the board of directors. MEMBERS OF THE BOARD OF DIRECTORS MAY Be asked to serve on National PTA committees and/or task forces, as requested by the president. Be asked to represent National PTA at the request of the president. YOUTH MEMBERS ON THE BOARD OF DIRECTORS SHALL Be 18 years of age, but not more than 21 years of age on date of appointment. Fulfill the responsibilities of members of the board of directors as listed above. MEMBERS OF THE NOMINATING AND LEADERSHIP DEVELOPMENT COMMITTEE SHALL Be a member of a PTA. Serve a term of three (3) years. Identify characteristics and skill sets needed in the leadership of National PTA to accomplish the strategic plan. Screen and evaluate individuals, and nominate candidates for president-elect, secretarytreasurer, member representatives to the board of directors, and nominating and leadership development committee members. Recommend continuing education that enhances leadership development of the board. Recommend other training to appropriate committees, and additional training of potential leaders, if needed. Advise the president on the appointment of committee and task force members. Participate fully as a member of the nominating and leadership development committee. Actively participate in the annual giving campaign. MEMBERS OF THE BYLAWS AND POLICY COMMITTEE SHALL Be a member of a PTA. Be appointed by the president at the post-convention board meeting for a term of two (2) years. Have an understanding of the organizational charters, constitution, bylaws, and policy. Develop, evaluate, and adjust a plan of work annually. National PTA Call for Letters of Intent
6 Make recommendations to the next bylaws and policy committee on areas of concern. Make a comprehensive study of National PTA bylaws and policies, and may propose bylaw amendments and policies for the consideration of the board of directors. Review bylaws of all constituent organizations. Participate fully as a member of the bylaws and policy committee. Actively participate in the annual giving campaign. MEMBERS OF THE DIVERSITY COMMITTEE SHALL Be a member of a PTA. Be appointed by the president at the post-convention board meeting for a term of two (2) years. Promote diversity in all of its aspects and full involvement at all levels of the organization. Review, measure and evaluate systems and progress of PTA diversity programs. Educate PTA leadership on cultural competence to improve the organization s ability to address issues of diversity. Identify and partner with outside organizations to assist with identifying ethnic leaders. Consider all aspects of diversity and focus on identified priorities. Review structure of the organization to ensure that PTA eliminates barriers to ethnic and minority leadership. Advocate the inclusion of diversity in organizational structure, mission, goals, objectives, action plans, programs, and other initiatives. Develop and assess a plan of work. Coordinate with other committees so that diversity is considered in their plans of work. Participate in diversity and minority conventions, events, and other activities. Recommend new tools/resources on diversity and inclusion to be used at all levels of PTA. Recommend that all PTA reports include diversity information when appropriate. Work with the Legislative Staff/Committee to identify and recommend changes to laws and policies that hinder diversity in PTA. Develop positions that promote excellent public schools as a civil right for all children. Participate fully as a member of the diversity committee. Actively participate in the annual giving campaign. MEMBERS OF THE FIELD SERVICE COMMITTEE SHALL Be a member of a PTA. Be appointed by the president at the post-convention board meeting for a term of two (2) years. Develop strategies for service to the field and evaluate effectiveness of the organization. Assess capability/capacity of state organizations to service units. Work collaboratively with field service staff and other national committees. Review, assess and recommend change to national PTA services to the field to insure they meet the needs and strategic initiatives of the association. Develop, evaluate, and adjust annual field service committee plan of work. Participate fully as a member of the field service committee. Actively participate in the annual giving campaign. MEMBERS OF THE LEGISLATION COMMITTEE SHALL Be a member of a PTA. Be appointed by the president at the post-convention board meeting for a term of two (2) years. Review the legislative program of National PTA and make recommendations concerning the program to the board of directors. Participate in the Legislative Conference and other training opportunities. 7 Provide input on legislative documents and activities designed for the membership. Assist staff with promoting increased participation of the membership in advocacy opportunities. Advise national leaders and staff regarding member interests. Share expertise and skills at local, state, and national forums. Be available to advocate for National PTA positions in Washington DC and in local communities. Identify organizations and other resources that complement the work of National PTA. Report back to National PTA advocacy staff on federal policy maker contacts and other matters, when appropriate. Participate fully as a member of the legislation committee. Actively participate in the annual giving campaign. MEMBERS OF THE MEMBERSHIP COMMITTEE SHALL Be a member of a PTA Be appointed by the president at the post-convention board meeting for a term of two (2) years. Develop membership strategies and evaluate effectiveness of membership development practices. Provide professional expertise in membership development and marketing. Identify overall membership development strategies for National PTA. Recommend new tools and resources on membership recruitment and retention to be used at all levels of the organization. Assess member benefits as part of the overall membership development plan. Be an active recruiter of PTA members. (Be a campaigner!) Be available for presentations on PTA membership development topics. Develop, evaluate, and adjust a plan of work annually. Participate fully as a member of the membership committee. Actively participated in the annual giving campaign. MEMBERS OF THE RESOLUTIONS COMMITTEE SHALL Be a member of a PTA. Be appointed by the president at the post-convention board meeting for a term of two (2) years. Solicit, review, and recommend proposed resolutions for the consideration of the board of directors. Identify and recommend action on emerging issues and public policy trends. Review adopted resolutions and position statements and recommend to retain, amend or rescind those resolutions and position statements. Help identify nationwide issues related to children and youth and collaborate with appropriate committees. Participate fully as a member of the resolutions committee. Actively participate in the annual giving campaign. MEMBERS OF THE RESOURCE DEVELOPMENT COMMITTEE SHALL Be a member of a PTA. Be appointed by the president at the post-convention board meeting for a term of two (2) years. Plan and implement the organization s resource development program in concert with the professional staff. Develop proposed policies, procedures, and schedules for fundraising. 8 Set guidelines and implementation schedule for governance contributions. Report the status of the association s fundraising activities and the fundraising climate in general to the board. Educate all stakeholders about the association s need for non-dues revenue and the plan and resources needed to realize those plans. Provide guidelines, training and resources for constituents in support of their resource development and sponsorship efforts. Familiarize the board of directors with techniques and skills necessary for effective fundraising. Develop guidelines and resources for state leaders in support of their sponsorship efforts. Create a resource development rationale statement and review at the beginning of each term. Develop, evaluate, and adjust a plan of work annually. Participate fully as a member of the resource development committee. Actively participate in the annual giving campaign. MEMBERS OF THE YOUTH INVOLVEMENT COMMITTEE SHALL Be a member of a PTA. Be appointed by the president at the post-convention board meeting for a term of two (2) years. Increase youth participation and visibility at National, State, and Local PTA events. Work in collaboration with national, state, and local PTA s to provide education, resources, leadership training, and opportunities to increase youth participation and visibility. Work in collaboration with other committees to increase and retain membership. Aid in education of adults in youth issues. Support building partnerships with outside organizations focused on youth. Create opportunities to foster future leaders. Provide resources on youth involvement and development. Participate fully as a member of the youth involvement committee. Special Committees From time to time, the board of directors may establish special committees to address specific issues or projects such as an election or convention committee. Members of special committees are appointed by the president and serve until they have completed the specific task given. Once they have submitted a final report to the board and are discharged, the special committee immediately ceases to exist. National PTA Call for Letters of Intent
