The Association as a Whole Membership in ASUAF shall be automatic upon payment of the ASUAF Student Activity fees and current enrollment in one or more UAF courses Definitions The following definitions shall be definitive for the purposes of interpreting the Bylaws and Constitution of ASUAF: Abstention- A non-vote affecting neither the passage nor failure of any action or legislation Amendment- The change (addition, subtraction or modification) of a proposed piece of legislation or of a motion ASUAF Student Activity Fee - Any Fee enacted by ASUAF legislation and/or collected in ASUAF s name ASUAF Student Government Fee - The specific ASUAF Student Activity Fee which funds the operation of the Student Government Bill- Legislation dealing with finance or policy changes Biweekly, Every third week, and similar terms- Any reference to a recurring event with a period time separation less than "semiannual" shall be interpreted as occurring at the specified time period after the most recent occurrence of the event. Thus, if a "Biweekly" event is postponed, then all such biweekly events are similarly postponed; or if a report is required "every third week", and a person makes this report early, the next report is due three weeks from that time Club Funding- (v) To allocate money to a recognized UAF club from the Club Grants and Projects item of the ASUAF budget, whether through the formalized Club Grants and Projects Awarding Process as outlined in section 900. of this document, or through a Bill; or (n) any process whereby a recognized UAF club is funded by ASUAF Directive- Legislation binding an ASUAF official to the will of the Senate for the particular specifications of the legislation Legislation- For the purposes of ASUAF, a bill, resolution or directive Majority vote- More than half of all those voting. May be called simple majority Malfeasance- A violation of the these Bylaws or the ASUAF Constitution by an elected official of ASUAF during that person s term of office Misfeasance- The improper performance of some act which an elected official of ASUAF during that person s term of office Nonfeasance- Nonperformance of some act which a person is obligated or has responsibility to perform; omission to perform a required duty at all; or total neglect of duty Public Notice- Announcement of all meetings of the ASUAF senate and its committees, and Executive Council must be: sent over the list-serve, posted in the senate chambers, and posted on the ASUAF website prior to the meeting to be official Quorum- The number of members of a body required to hold a legal meeting. For the purposes the ASUAF Senate, a quorum shall be defined as a simple majority. For the purpose of obtaining a quorum, the Senate Chair shall not be considered Referendum- The process of referring to the electorate for approval a proposed new constitution, constitutional amendment, article of legislation or policy decision.

4 Resolution- The formal expression of the opinion or will of an official body or public assembly Conflict of Interest No ASUAF employee shall simultaneously hold more than one paid position in ASUAF at any time during the employee's period of employment, excluding positions on the ASUAF Elections Board No ASUAF body or department shall publicly support or endorse any candidate for public office Senate No ASUAF Director may also be a Senator No ASUAF Senator may vote on any motion directly affecting his or her position of employment within ASUAF ASUAF Oath of Office 031. At the first regular Senate meeting of the Senate after taking office, the ASUAF President, Vice President, and Senators, shall swear the ASUAF Oath of Office ASUAF Oath of Office: I, (name), hereby swear and affirm that I meet all qualifications of the office of ASUAF (position), and that I shall serve the members of the Association to the best of my ability, preserve the trust the Association has placed in me, and advocate the Association with all my ability.

The Executive Branch The Executive Branch shall take office effective the day following commencement of the spring semester The President: Powers and Duties of the President To address the Senate as the Executive To propose measures from the executive to the Senate through the Senate Chair To veto any act, in whole or in part, enacted by the Senate within six (6) calendar days of its passage by the Senate To strike, reduce or line item veto budget requests. This power is in effect only while the Senate is in session To meet weekly with the Senate Chair in an open meeting to discuss the actions of the Senate To met bi-weekly with the ASUAF senate to detail exact hours worked for the previous two weeks To act as chief executive officer for ASUAF To hire a Director for each of the various departments To hire all non-elected members of the executive staff To dismiss all departmental employees and non-elected officials of the executive staff for reasonable cause To make additions to the executive staff, subject to Senate confirmation To make all appointments except those specifically designated to another officer or body To maintain two regular office hours per week in the ASUAF President s office To serve as chair of the Executive Council and as a non-voting, ex-officio member of all ASUAF councils and committees As Council chair, The ASUAF President shall be responsible for reporting any unexcused Council absences during the ASUAF President Remarks portion of the agenda To act as or appoint a representative of ASUAF concerns to the Board of Regents when necessary To appoint representatives to the UAF Governance Coordinating Committees To act as, or appoint, a representative to facilitate communication with other student governments To inform department heads and/or the Senate of expenditures which would endanger that body's ability to stay within its budgetary bounds To seek bids to compare pricing and recommend to the Senate any and all proposed equipment by ASUAF To transfer funds from any account under the authority of the Senate with Senate approval To submit a budget summary to the Executive Committee Chair by the 15th of each month and to submit a summer expenditure budget summary to the Senate at the first regular meeting of the fall semester To present to the Internal Affairs Committee by the 31st of March a Year in Review report.

6 115.1 To maintain office hours on a regular basis throughout his/her term of office To administer the ASUAF fall elections until the Elections Board is formed To facilitate student government access to the ASUAF office in Wood Center The Vice President: Powers and Duties of the Vice President To assume the office of President should the President be removed from, or become incapable of fulfilling the terms of office To assume the duties of the President when the President is not available To convene the first meeting of the ASUAF Senate To meet bi-weekly with the ASUAF senate to detail exact hours worked for the previous weeks To chair the ASUAF Elections Board To foster communication between ASUAF and the students, faculty and staff of the Tanana Valley Campus of the University of Fairbanks To attend meetings of the Student Advisory Council of the Tanana Valley Campus To chair and serve as a voting member on the Club Council To assist the ASUAF President in the leadership of ASUAF To present to the Internal Affairs Committee by the 31st of March a Year in Review report which shall include but is not limited to evaluations of Club Council and Elections ASUAF Line of Succession In the event of the removal, resignation or inability of the ASUAF President, the ASUAF Vice President shall assume the office of President of ASUAF In the event of the removal, resignation or inability of the ASUAF Vice President, the ASUAF President shall select a member of ASUAF to fill the vacancy. This appointee shall be subject to confirmation by the ASUAF Senate In the event of the removal, resignation or inability of both the ASUAF President and Vice President, the office of ASUAF President shall fall to the ASUAF Senate Chair, then down through the committee chairs of the ASUAF Senate as they are listed in section 300 of these bylaws The President-Elect A person elected to serve as ASUAF President shall take office as the President- Elect immediately upon official announcement of their election. They shall serve as President-Elect from this time until they become the ASUAF President Powers and Duties of the President-Elect It is the right, duty and privilege of the President-Elect to attend all meetings, functions, and events appropriate to that office; to offer input on the ASUAF budget; and to advise the sitting President and the Senate.

7 200. The Senate All Senators shall be elected at large for a term of one year Vacancies Vacancies which occur on the Senate shall be filled by Presidential appointment. Before confirmation it shall be specified whether the term to be filled is to be up for election in the fall or spring. An appointee shall be seated so as to be up for election at the nearest opportunity if Senate seat vacancies allow A prospective appointee shall submit a written biographical paragraph to the ASUAF President, with copies to be given to the chair of the Internal Affairs Committee, who shall then distribute copies to the members of the committee at least 48 hours prior to the date of appointment consideration All meetings of the Senate shall be open to all persons except when the Senate is in Executive Session The Senate shall meet every Sunday at 4:00 p.m. during the fall and spring semesters A special meeting of the ASUAF Senate may be called by the Chair, the ASUAF President or by the written request of four (4) senators submitted to the Senate Chair Any special meeting of the ASUAF Senate must be announced 72 hours in advance of the special meeting The Senate may cancel or postpone a meeting by a 2/3 vote Any postponed meeting must be announced at least seventy-two (72) hours in advance of that meeting The Senate cannot exceed four (4) canceled meetings in a semester RHA Representation The Residence Hall Association shall have one advisory position to the ASUAF Senate, to be filled at the discretion of the RHA Executive Council This person shall be addressed as "Representative", and will be allowed to make a weekly report under Non-ASUAF and Other ASUAF Committee Reports This Representative shall have full privilege of debate in the Senate This Representative shall have the same responsibility of attendance as Senators Term of office Seats on the Senate are divided into two classes, Fall and Spring, of ten seats each Within each class of seats, seats are differentiated by letter designation Members of the Association run for a specific seat on the Senate Ten seats are Spring Seats, labeled Seat A through Seat J The term of office for a Spring Seat begins on September 1st 1 and ends on August 31 st Spring Seats are filled by general election in April of each year Ten seats are Fall Seats, labeled Seat K through Seat T The term of office for a Fall Seat begins on January 1 and ends on December Fall Seats are filled by general election in November of each year Powers and Duties of the Senate To amend and enact the ASUAF Bylaws To endorse resolutions.

8 201.3 To formulate and propose policies To issue directives to the President by a two-thirds (2/3) vote To declare the President unable to fulfill his/her duties as prescribed by the Bylaws and/or Constitution by a three-quarters (¾) roll call vote and to delegate such responsibilities to the next eligible person as per section 130 of the ASUAF Bylaws. This does not prevent the Senate from once again declaring the President unable to fulfill his/her duties following the seven (7) day period The President shall be reinstated automatically seven (7) days after the day the President was last declared unable to fulfill his/her duties To confirm, by two-thirds (2/3) vote of the Senate, executive appointments; all executive appointments are subject to confirmation unless otherwise noted herein An appointed person serves with full power from the time of the appointment until the Senate s first opportunity to confirm or deny the appointment. Appointees to the Senate do not serve until their appointments have been confirmed There is no bar to reappointment of a person to the same position when the appointment is not confirmed To establish those committees necessary for its investigations and actions To grant, or refuse to grant, recognition of student organizations for club funding purposes To try an appointed or elected official of ASUAF upon the official's impeachment To call upon and hear from any officer or records of ASUAF for testimony or evidence at any hearing To rule on any proposed budgetary or structural changes within ASUAF To overturn, by 2/3 vote, any decision made under the authority of the Executive Council To determine the rules of its proceedings, punish its members for disorderly behavior, and, with the concurrence of two-thirds, expel a member Powers and Duties of Senators Duties of Senators To serve the members of the Association To preserve the trust of the Association To advocate the Association To hear student concerns regarding issues affecting the University of Alaska and gggggggggkkkkkuniversity of Alaska Fairbanks community To serve on an ASUAF standing committee as appointed by the Senate Chair To ensure that any information presented to the Senate is true and accurate to gggggggggiggggthe best of his/her knowledge and ability To know and understand the powers and duties of a Senator and the Senate as iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiidescribed by the ASUAF Constitution, Bylaws and Rules of Procedure as well as iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiall applicable University of Alaska, University of Alaska Fairbanks and ASUAF iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiigoverning documents All new senators should report to two Internal Affairs meetings, for education about the bylaws and to receive an ASUAF Blue book, within the first three weeks of their term as Senator

9 202.2 Powers of Senators To sponsor or cosponsor legislation To freely debate, discuss and vote on all questions that come before the Senate iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiin the form of a motion, provided they are consistent with the Rules of Procedure To request information regarding all ASUAF activities and expenditures which are iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiinot otherwise restricted by the ASUAF Constitution, these Bylaws or the Rules of iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiprocedure To present information depending a position or opinion before the Senate To be present before any body of ASUAF that formally questions his or her iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiiadherence to the ASUAF Constitution, Bylaws, Rules of Procedure or any iiiiiiiiiiiiiiiiiiiiiiiiiiiiiiigoverning document existing by virtue of or in relation to these documents Attendance A Senator or Representative, other than the Senate Chair, who is appointed or elected to any assembly may be removed from that assembly by a 2/3 vote of the Senate, for accumulation of absences during their term of office from that assembly s meetings, in any of the following combinations: Three unexcused absences; or Six excused absences; or One unexcused absences and four excused absences A Senator or Representative who is on official ASUAF business shall be excused from attendance, and not considered either present or absent Roll call will be held at the beginning and the end of each meeting, and immediately following committee reports Any member absent for two roll calls will be considered as having half an absence Any member absent for all roll calls will be considered absent For purposes of this rule, the fall and spring retreats and regular meetings of any Senate committee are considered to be the same as a regular Senate meeting To keep the trust of an Executive Session of the Senate Office Hours Every ASUAF Senator shall be required to maintain two (2) regular office hours per week in the ASUAF Senate Chambers, or other location approved by the Senate Chair Powers of Senators To sponsor or cosponsor legislation To freely debate, discuss and vote on all questions that come before the Senate in the form of a motion, provided they are consistent with the Rules of Procedure To request information regarding all ASUAF activities and expenditures which are not otherwise restricted by the ASUAF Constitution, these Bylaws or the Rules of Procedure To present information depending a position or opinion before the Senate To be present before any body of ASUAF that formally questions his or her adherence to the ASUAF Constitution, Bylaws, Rules of Procedure or any governing document existing by virtue of or in relation to these documents 206. Ex Officio Representatives The Senate shall have the following ex officio representatives

10 A Residence Hall Association (RHA) Representative A Staff Council Representative A Faculty Senate Representative Ex Officio Representatives shall be referred to as Representative Powers and Duties of Ex Officio Representatives To hold a seat on the ASUAF Senate from July 1 through June 30, or as prescribed by rules of the body such person is representing but not to exceed one full academic year, unless reelected/reappointed To attend all regular meetings of the Senate or appropriate committees as stated in these bylaws To be removed from their position by a 2/3 vote of the Senate for accumulation of absences equal to those stated in bylaw To provide discussion at such meetings on any business or legislation pending The Senate Chair The Senate Chair is elected by the Senate from the membership of the Senate according to rules adopted by the Senate The term of office of the Senate Chair shall be one academic school year If the office of Senate Chair is vacated during the term of office, the temporary successor shall be the Chair of the Executive Committee. If the chair of the Executive Committee is unwilling or unable to be the temporary Chair of the Senate, the chairs of the Internal Affairs, Student Affairs, University Relations, and Public Relations Committees would be, in that order, the next temporary successors If the Senate Chair becomes vacant during the school year, the Senate shall elect a replacement at the next regular meeting If the Senate Chair resigns during a Senate meeting, the Senate may immediately elect a replacement Powers and Duties of the Senate Chair To preside over meetings of the Senate To appoint standing committee members and ad-hoc committees To prepare the agenda and schedule a meeting room for the Senate To authenticate, by signing, all acts, orders, and proceedings of the Senate, and to be obligated to act on or enforce the will of the Senate To be a non-voting, ex-officio member of all ASUAF councils and committees To meet weekly with the ASUAF President in an open meeting to discuss the actions of the Senate To report weekly with the ASUAF Senate to detail eact hours worked for the previous week To serve as a member of the ASUAF Executive Council and to present to the Senate the Executive Council recommendations regarding Senate activities To be the representative liaison between ASUAF and the UAF Governance Coordinating Committee To present to the Internal Affairs Committee by the 31st of March a Year in Review report To hire a Senate Clerk.

11 To hire a Website Director To keep accurate files of all Senate business, including but not limited to minutes, agendas, bills and resolutions To delegate duties to his/her employees and remain responsible for the proper execution as such To execute the duties and responsibilities in the absence of his/her employees To enforce and maintain records of each senator's office hours 220. The Senate Clerk The Senate Clerk shall perform such duties as prescribed by the Senate Chair The Senate Clerk shall serve for the term specified in the respective contract, to be reviewed annually To report to the Senate once every third Senate meeting Powers and Duties of the Senate Clerk To perform all duties prescribed by the Senate Chair provided they are consistent with all provisions of ASUAF governing documents and to be directed by the Senate through the Senate Chair To take the minutes and keep attendance records of all meetings of the Senate To have the minutes to each meeting publicly posted, sent over the ASUAF listserve, and prepared for approval at the next regular meeting, no later than 96 hours after the adjourning of the meeting at which the minutes were taken To ensure that all members of the Senate are provided with copies of the agenda, all relevant legislation, and any other documents publicly provided at least 48 hours prior to a Senate meeting unless said documents are submitted late The Senate Clerk shall receive and accept all lately submitted documents up to an hour before the weekly Senate meeting and will thereby be responsible for ensuring that all lately submitted documents are made visibly available to all Senators at the meeting The agenda does not apply to these exceptions and shall be distributed at least 48 hours in advance of a meeting To make clerical changes to all documents and legislation provided the changes do not change the purpose or structure of such document or legislation To give a report to the Senate under Officer s Reports weekly detailing exact hours worked for the previous week To sign all legislation passed by the Senate to authenticate the motion and vote (if applicable) of the Senate The Senate Chair shall have no power or authority over the responsibility of bylaw

12 300. Senate Committees The Senate shall have the following standing committees, composed of a chair elected during the second meeting after the fall elections and members appointed by the Senate Chair Executive Committee; Internal Affairs Committee; Student Affairs Committee; University Relations Committee; and Public Relations Committee No Senator shall chair more than one standing committee but Senators may serve on more than one Each of these standing committees shall consist of no fewer than four and no more than seven Senators, including the chair The Executive Committee shall be comprised of, but not limited to, the chairs of the other Senate committees Powers and Duties of All Committees Any committee may amend, substitute, or table any legislation referred to it as seen fit by a majority of its membership The actions of committees concerning legislation referred to them may be overturned by a majority vote of the Senate To act on referred legislation and report to the Senate as soon as possible. The report should include sources of information cited, recommendations on any amendments, and recommendation of adoption or rejection the proposed legislation Committee Chairs The election of committee chairs will take place at the same meeting as the Senate Chair elections The term of office of all committee chairs shall be one academic school year If a committee chair becomes vacant during the school year, the Senate shall elect a replacement at the next regular meeting Powers and Duties of Committee Chairs A Senate committee chair who is absent without excuse from more than three meetings of the Executive Council may forfeit his/her chair position at the discretion of a two-thirds (2/3) vote of the ASUAF Senate, but for this shall not be in peril of losing his/her Senate seat To submit notice of time and place of committee meetings to the Senate Chair and publicly post such in the Senate Chambers To cancel a scheduled committee meeting To report all excused and unexcused absences in their committee to the Senate To keep accurate minutes for each committee meeting, and to submit these minutes to the Senate Chair within the twenty-four (24) hours following each committee meeting To present to the Internal Affairs Committee by the 31st of March a Year in Review report which shall include but is not limited to how closely the committee followed its bylaws and details of progress the committee made towards the goals of ASUAF.

13 310. Executive Committee 311. Powers and Duties of the Executive Committee To propose constitutional amendments To propose ASUAF rules and Bylaws revisions To codify standing rules of procedure and decorum of the Senate To codify implicit changes to these Bylaws To delete footnotes that have been replaced by bylaws To define classes of legislation To codify ASUAF policy and procedures To insure these bylaws are enacted and maintained To review the developing ASUAF budget and to present its recommendations to the Senate To formulate policy and procedure for the expenditures allowed under the ASUAF budget with the advice and consent of the Senate To receive petitions for loans, grants, or other ASUAF funds from recognized student organizations To have access to the fiscal records of all ASUAF departments and committees To outline procedures for the performance of these duties in the Finance Procedure Manual To review the Finance Procedure Manual in the first month of the Fall and Spring semesters every year To receive the assistance of the ASUAF Student Leadership Coordinator in obtaining information that the committee needs to fulfill their duties Executive Committee Chair 316. Powers and Duties of the Executive Committee Chair To be the parliamentarian of the Senate To make sure amendments to ASUAF documents are logged To act in an advisory capacity to the Executive Council in matters of ASUAF constitutionality and to the Senate Chair on parliamentary questions To present a budget summary to the Senate monthly To work with the President in preparing the yearly ASUAF budget To maintain and update club funding records and records of petitions and contracts for loans and grants to recognized student organizations To investigate, in conjunction with the President, departures from the ASUAF budget To present to the Internal Affairs Committee by the 31st of March an annual financial report Internal Affairs Committee 321. Powers and Duties of the Internal Affairs Committee To ensure that all ASUAF Senators are fully informed of their duties, responsibilities and the resources which are available to them To hold an End of the Semester retreat in November the Sunday before Thanksgiving Break

14 321.3 To hold a State of ASUAF yearly summary retreat the third Sunday in April To host training sessions with new Senators and anyone else wishing to attend to help fulfill bylaw To investigate charges of malfeasance, misfeasance or nonfeasance which have been brought against an elected official of ASUAF To issue a yearly report entitled "The State of ASUAF," detailing the decisions and accomplishments of ASUAF for that academic year, to be presented to the Senate for its approval by the second Sunday in April To evaluate each paid position in ASUAF on an annual basis and make recommendations to the Senate, each March, on the need for continued funding of the position for the following year To evaluate the effectiveness of the ASUAF Club Council on an annual basis and to recommend to the Senate, each March, changes to the Club Council Bylaws or budget as needed To Develop and maintain an ASUAF Senate Handbook to be distributed to all Senators To create other documentation as directed by the ASUAF Senate Internal Affairs Committee Chair To act as a liaison between the Senate and the ASUAF Directors To review the ASUAF Constitution in the spring of every even year To oversee the compilation of "The State of ASUAF" every year This report shall include but is not limited to; Year in Review Statements from the ASUAF President, Vice President, Each Director, Senate Chair and each Senate Standing and Ad-hoc Committee A Financial Report from the ASUAF Executive Committee The Official Election Results A Summary of Survey Results, compiled by the Student Affairs Committee Chair A roster of all elected or appointed positions held during the year, compiled by the Senate Clerk The "The State of ASUAF" shall also include Evaluations of the following questions by the Internal Affairs Committee; Does ASUAF work as a cohesive unit towards a common vision? What progress has been made on the goals set during the ASUAF Retreats? How well does ASUAF represent its members? Based on voter turnout, survey results, committee appointments etc How well does ASUAF network with other governing bodies? How effective is ASUAF at retaining it s institutional memory? Considering whether or not employees and officials will pass on important information and experience to their successors Does ASUAF maintain a professional image? Are new incentives needed to encourage involvement with ASUAF and keep morale high? 330. Student Affairs Committee The RHA Representative shall be a non-voting member the Student Affairs Committee.

Powers and Duties of the Student Affairs Committee To hear and inform the Senate of student concerns To promote awareness of issues affecting the student body as members of the University community, the Fairbanks North Star Borough, the state of Alaska, the United States of America and the global community To conduct polls of students in order to ascertain their desires for new and improved services offered by ASUAF and student opinion of ASUAF as a whole To consider any and all proposed legislation dealing with ASUAF Services not already under the jurisdiction of any other ASUAF committee To actively consider and propose new services beneficial to ASUAF Members and the University community To offer constructive criticism to all levels of ASUAF regarding service to ASUAF members To consider any proposed changes in the Student Activity Fee providing for new or expanded ASUAF services To have a working relationship with the Residence Life Department, to ensure the needs of students living on campus are being met Student Affairs Chair 336. Powers and Duties of the Student Affairs Chair To facilitate communication with other student organizations on campus To present to the Internal Affairs Committee by the 31st of March a summary and evaluation of survey results To coordinate efforts with the ASUAF Organizing Director To coordinate efforts with the TVC Relations Director University Relations Committee 341. Powers and Duties of the University Relations Committee To consider, in conjunction with the Executive if appropriate, award recommendations To report to the ASUAF Senate on the activities of, and issues being considered by, the Faculty Senate and Staff Council following each respective meeting To ensure that the students are informed of curriculum and policy changes To ensure that library hours, facilities, supplies, and personnel meet the students' needs To facilitate student access to the Student Evaluation of Faculty data To deal with technological resources and issues, working with the Executive if necessary To help ensure that technological standards are being met for the students of the University To consider the appointments of all students to ASUAF and non-asuaf boards and committees, and to report their findings to the Senate To manage the relations between the ASUAF Senate and the University Community To foster and promote shared governance on the UAF Campus.

16 345. University Relations Chair 346. Powers and Duties of the University Relations Chair To attend, or designate a committee member to attend, the meetings of both Faculty Senate and Staff Council To make sure that all the student seats on all the campus boards, assemblies and committees are filled and to maintain records of who holds each seat To present to the Internal Affairs Committee by the 31 st of March a summary and evaluation of student committee seats on campus Public Relations Committee 351. Powers and Duties of the Public Relations Committee To work in conjunction with the Government Relations Director in the development and execution of university advocacy To foster participation by the Senate in university advocacy To inform students of issues facing the university on the local, state and federal levels To work with university faculty, staff and administrators to promote the university to local and state officials To provide a student presence on the Greater Fairbanks Chamber of Commerce To consider the qualifications of and to recommend ASUAF members for lobbying trips to Juneau and/or Washington D.C To propose, and to submit into first reading, legislation dealing with the chosen Full Funding Campaign student lobbyists selections on or before the first Thursday in December at 4pm To foster working relationships between the ASUAF Senate and the members of the Interior delegation To foster student participation in political affairs To serve as the official public relations organization of the ASUAF Senate and to utilize the available media, such as, but not limited to, KSUA, KUAC, the Sun- Star, and forums to inform the student body on issues and activities To advise the Senate Chair and the Website Designer on improvements, suggestions, and/or changes regarding the ASUAF website Public Relations Committee Chair 356. Powers and Duties of the Public Relations Committee Chair To attend, or designate someone else to attend, the meetings of the Greater Fairbanks Chamber of Commerce UA Committee To oversee involvement of the ASUAF Senate in university advocacy To ensure the proper fulfillment of bylaw To assist the ASUAF Government Relations Director in university campaigns To oversee, in conjunction with the Government Relations Director, the development of political training sessions for the members of ASUAF To present to the Internal Affairs Committee by the 31 st of March a summary of the actions of the Greater Fairbanks Chamber of Commerce UA Committee.

Executive Council The Executive Council shall be chaired by the President and shall consist of the President, the Vice President, the Senate Chair, the Senate standing committee chairs, and the ASUAF Directors A meeting of the ASUAF Executive Council may be called by the Chair or by the written request of three (3) members submitted to the Chair Two students at large are to be appointed by the President to sit on the Executive Council to give recommendations for the Code of Ethics and Standards The Executive Council will act as the ASUAF Grievance Council for appeal of any Senate or Executive Action Powers and Duties of the Executive Council To review the qualifications of those nominated for vacancies in ASUAF departments and offer its recommendations to the President To examine all proposed Bylaws revisions and amendments to the Constitution and provide recommendations to the Senate To adopt discrimination-free qualifications for employment for all ASUAF hired personnel. Included in this policy must be that a person cannot be discriminated against based on disability, sex, sexual orientation, race, religion, or weight All governmental powers and duties not specified in these bylaws shall revert to the Executive Council, with the advice and consent of the Senate To establish a Code of Ethics and Standards of Official Conduct for all elected and employed members of ASUAF.

Other ASUAF Committees Other ASUAF Committees shall be created or dissolved by a resolution passed by 2/3 vote of the Senate Powers and Duties of Other ASUAF Committees Other ASUAF Committees shall have the powers and duties specified by the respective legislation which created each committee If the legislation that creates a committee does not specify powers and duties of that committee, the Executive Committee shall have the power to set forth powers and duties and to add such to the bylaws The powers and duties specified by the legislation that creates each committee, or by the Executive Committee may not exclude any committee from the powers and duties specified in Section 605 of these bylaws To meet regularly, at least once every month, during the Fall and Spring semesters To keep and maintain records of their membership and actions in the appropriate places in the ASUAF office To report to the Senate every three weeks To present to the Internal Affairs Committee by the 31 st of March an end of the year report Other ASUAF Committee Chairs Chairpersons shall be elected by the Senate by a 2/3 vote and have such powers and duties as specified by the bylaws of each individual committee The Food for Thought Committee 611. The Food for Thought Committee shall act as a liaison between the students of ASUAF, the ASUAF Student Government, and Dining Services Membership Membership shall be determined at the beginning of each academic year and include the following: Two (2) students appointed by the ASUAF President and confirmed by the Senate and three (3) students appointed by the ASUAF Senate Chair; at least one of which shall not be a participant in the UAF meal plan A staff member appointed in a manner to be determined by the UAF Staff Council The chair shall be a member of the committee nominated and confirmed by the Senate In the absence of a chair, the Senate Chair shall chair the committee The committee shall require at least three (3) student members to operate Student vacancies shall be filled by the ASUAF President and confirmed by the ASUAF Senate Powers and Duties The Food for Thought Committee shall have the following powers and duties under the authority of ASUAF To set up and facilitate a secret shopper program with the goal of ensuring that Dining Services and its employees are providing a quality of service appropriate to student needs.

19 To hear concerns from students, staff, and faculty about the quality, policies, and overall operations of Dining Services and their food providers and to report these concerns to the ASUAF Senate and Dining Services To act in the best interest of ASUAF to resolve any concerns brought by the students about Dining Services and their food providers, and to request assistance from the ASUAF Senate for such endeavors To mediate problems and concerns brought to Dining Services by their student patrons To report to the ASUAF Senate at least once every three (3) weeks To act as directed by the ASUAF Senate; or to act at the request of Dining Services when those requests are deemed consistent with the goals of the committee by the ASUAF Senate To act in a manner prescribed and deemed appropriate by a majority of the committee as a whole, provided these actions are consistent with the ideals of ASUAF.

20 700. Other ASUAF Councils 710. Government Relations Council Membership Membership shall include one student at large and one Senator appointed by the President and confirmed by the Senate; one student at large and one Senator appointed by the Senate; and the Vice President. The Government Relations Assistant shall be an ex-officio member The Government Relations Director shall be the chair of the council Meetings The Government Relations Council shall begin meeting no later than the second week in November and will meet at least biweekly through the end of the state legislative session. The Government Relations Council may meet more often at the discretion of the chair All meeting times and places shall be publicly posted no later than 72 hours in advance of the meeting Powers and Duties To discuss legislation issues affecting the University and/or student body, and to plan actions concerning these issues, pending Senate approval To seek out and recommend students for lobbying efforts on the local, state, and federal levels To actively carry out lobbying efforts at the request of the President and the Senate To be responsible and accountable for all lobbying efforts and maintain coordination with other student leadership bodies To assist the Public Relations Committee in interviewing and choosing students for the Full Funding Campaign All voting members of the Government Relations Council shall be eligible to participate in any executive session of the Public Relations Committee dealing with choosing participants for the Full Funding Campaign To submit a report at the first Senate meeting following each Government Relations Council meeting Club Council Appointment of Delegates Each UAF Club that is officially recognized by Student Activities may appoint one delegate to the Club Council, with additional delegates as necessary Club Council delegates may only be a representative for a single organization A club may replace its delegate at any time throughout the semester The club submits its appointment to the Vice-President on a form specified by the Vice-President. The appointment becomes official 48 hours after it is submitted to the Vice President Meetings All meetings of the Club Council shall be open to all persons Club Council shall meet a minimum of three times during each of the Fall and Spring semesters, with the first meeting being held before the fourth week of a semester. Meetings shall be held at the time and location specified by the Club Council Rules of Procedure, or when called by the chair Special Meetings

21 A special meeting of the ASUAF Club Council may be called by the Club Council Chair or by the written request of 25% of the current delegates, submitted to the Club Council Chair Any special meeting of the ASUAF Club Council must be announced 48 hours in advance Term of office The term of office of a Club Council delegate shall expire the last day of the academic year in which they were appointed Authority The Senate delegates responsibility for appropriation of funds in the "Club Grants and Projects" item of the Budget to the Club Council The Club Council operates under the authority and direction of the Senate Powers and Duties of Club Council To adopt Bills utilizing funds in the "Club Grants and Projects" item of the ASUAF Budget To adopt Resolutions expressing the will, decision, or sentiment of the Council or of the Recognized Clubs at UAF To establish those committees necessary for its investigations and actions To determine and enforce the rules of its proceedings and, with the concurrence of three-fourths, expel a delegate for the remainder of the meeting Powers and Duties of Club Council Delegates Club Council delegates may only be a representative for a single organization and can only vote for that student organization Attendance Any club without delegate representation at a single scheduled Club Council meeting shall be removed from consideration for Club Council funding for that semester The Club Council Chair The Club Council Chair shall be the Vice-President of ASUAF If the office of the Club Council Chair is vacated during the term of office, the temporary successor shall be the Chair of the Rules Committee. If the Chair of the Rules Committee is unwilling or unable to be the temporary Chair of Club Council, then the Chair of the Finance Committee is the next temporary successor Powers and Duties of the Club Council Chair To preside over meetings of the Club Council To prepare the agenda and schedule a meeting room for Club Council To authenticate, by signing, all acts, orders, and proceedings of Club Council, and to be obligated to act on or enforce the will of the Club Council To keep accurate files of all Club Council business, including but not limited to minutes, agendas, bills and resolutions To receive petitions for funding from recognized clubs The Club Council Clerk The election of the Club Council Clerk will take place at the second meeting in the fall semester.
