Blake, Clerk of the District, GREETINGS: You are hereby required to warn the inhabitants of the Town of Sudbury who are legal voters within the territory of the Sudbury Water District of Sudbury, the establishment of which is provided for in Chapter 100 of the Acts of the General Court of Massachusetts for the year 1934, to meet at the Sudbury Senior Center in said Town on Tuesday, the 19th of May 2015 at seven o clock in the forenoon; then and there to choose by ballot in accordance with law, a Moderator, a District Clerk, and a Treasurer, all for one year and one member of the Board of Water Commissioners for three years. The polls will open at three o clock in the afternoon and remain open until seven o clock in the evening. And you are required to warn said voters that the Annual Meeting of the District will be held at the same location at seven o clock in the evening on the aforementioned date, then and there to act on the following articles, to wit: Article 1. To hear and act on reports. Article 2. 12 RECORD OF THE 78th ANNUAL MEETING of The Sudbury Water District of Sudbury, Massachusetts Sudbury Senior Center May 20, Fairbank Road Election 3:00 p.m. 7:00 p.m. Sudbury, Massachusetts Meeting 7:00 p.m. Pursuant to the Warrant dated the 4th day of March, 2014 signed by Elizabeth D. Eggleston, Michael C Fee and Robert H. Sheldon Board of Water Commissioners, served according to law by Craig E. Blake, District Clerk, the Annual Meeting of the Sudbury Water District of Sudbury was held in the Sudbury Senior Center, 40 Fairbank Road, Sudbury, Massachusetts, on May Twentieth, Two Thousand Fourteen. The meeting was called to order at seven o clock in the evening, a quorum being present. Robert K. Coe, District Moderator, announced that he had examined the call of the meeting and District Clerk s return of service and found them to be in order. At that time, the Moderator read to the meeting a letter from the Massachusetts Department of Revenue, Division of Local Services indicating the amount of free cash as of July 1, 2013 for the Sudbury Water District was $1,158, Introduction of the persons sitting at the head table from left was as follows: Albert Renzi Jr., Superintendent; Karen A. Moretti, Office Manager/Assistant Treasurer; Richard Hingston CPA, Auditor; B Clark Taylor, Treasurer; Robert H. Sheldon, Elizabeth D. Eggleston, Michael C. Fee of Water Commissioners; Lawson Williams, Counsel; Craig E. Blake, District Clerk; Renee Adams, Customer Service Manager. Unanimous consent was given for any non-member of the Sudbury Water District at the head table to speak in order to answer any questions that may arise. A motion was made to dispense with the reading of the call of the meeting, the Clerk s return of service, and the text of the articles. The motion was seconded and passed by a unanimous vote. 13 REPORT OF THE BOARD OF WATER COMMISSIONERS Good evening and thank you for joining us for the Sudbury Water District s 78th Annual Meeting. I would like to briefly summarize the District s activities and accomplishments for the past fiscal year. First and foremost, we take pride in the fact that we have continued to provide reliable service and delivered high quality water to our customers at an excellent value. As you can see in this recent survey of area water prices, Sudbury s is among the lowest for a typical residential customer using 90,000 gallons per year. For the fourth year in a row our customers will not see any rate increase. This occurred twice last summer, for a total of 66 days. The good news is that the District s overall usage for the year dropped below DEP s target of 65 gallon per capita per day, so that to the extent we have to implement restrictions again this summer they will be a little less severe; allowing outdoor watering except between 9:00 a.m. and 5:00 p.m. The District initiated several major construction projects this year, including an upgrade to the East Street water treatment facility that will enable us to filter at a rate of 1,000 gallon per minute for iron and manganese. We also replaced the filter media in both of our water treatment plants, allowing us to eliminate the chemical addition of potassium permanganate. 12
14 In June we replaced 400 feet of water main on Boston Post Road in the vicinity of Frugal Flower and Invidia Salon, and moved the main off of private property. We also replaced 200 feet of water main on Landham Road in conjunction with the Town s culvert replacement project in the fall. Most recently, we began the replacement of 12,000 feet of old water mains and related hydrants and service connections on Dudley Road Nobscot Road, and a portion of Boston Post Road. Residents of Springhouse Pond and neighboring areas can expect to see a notable improvement in water quality when that new system goes on line. The project is progressing smoothly and we anticipate it to be completed within the next several months. We recently completed our annual leak detection investigation of the entire 136-mile distribution system, during which our contractor identified 10 leaks amounting to an estimated total of 102,000 gallons per day; two in water mains themselves, two at hydrants and six at service connections. Our field crew is in the process of making repairs as quickly as possible to eliminate that water loss. While every water distribution system tends to leak here and there we do note that each year we conduct the investigation the numbers are getting smaller. In recent years we replaced all of the residential water meters and small commercial water meters in the system with new meters with remote-reading capability. We are now in the process of replacing all of the remaining commercial and industrial meters with similar devices, such that we will have remote reading capability for our entire system. This year, in conjunction with our new website we also implemented our electronic billing system, providing those customers who wish to do so the convenience of being able to pay online. The particular e-billing system we are using has not turned out to be quite as user-friendly as we would like so we are currently looking intro alternatives. We are fortunate to have a highly skilled and dedicated staff of office and field personnel at the District who work hard to provide our customers with a high quality product and excellent customer service. Which brings me to one of the challenges we are going to be facing in the upcoming year that of finding a new District Superintendent to take over when Al Renzi retires in May of Al has been very capably overseeing the workings of the Water District since 2003, and is going to be a tough act to follow. We will be initiating the search process early next winter and aim to have a new Superintendent on board about a month before Al leaves in order to bring him or her up to speed quickly and ease the transition; this is reflected in our proposed FY2015 budget. On behalf of the Commissioners and District staff, thank you for your support and for participating in this annual meeting.
