1 USW Proposals for the renewal of the Canfor Collective Agreements 1 1. The USW Interior Negotiating Committee proposes to amend the Collective agreement so that apprenticeships are awarded to the senior member who passes the apprenticeship exam. 2. The USW Interior Negotiating Committee proposes to amend the Collective agreement by including provisions that establish specific numbers of new Apprenticeships. 3. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Apprenticeships to; a. increase the living out allowance to $40.00 per day to a maximum of $ per week, b. establish a travel allowance of 0.50 cents per kilometer applicable to all kilometers driven related to attending school, c. reimburse apprentices for use of public transit as related to their Apprenticeship. 4. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Trades to ensure the Saw-Filer apprenticeship be followed through to the end as one, (Filer, Fitter, Benchman.) 5. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to the Benefits Plan to establish a $30, critical illness insurance benefit. 6. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to the Benefits Plan to establish a new lifetime limit for Extended Health Benefits of $500, The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to the Benefits Plan to provide for; a. one hundred (100) percent Employer Paid extended medical and dental coverage, and, b. one hundred (100) percent direct pay (Card) for all prescriptions. 8. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to the Benefits Plan to provide for an increase in the Weekly Indemnity benefits to 85% of the Employees job rate. 9. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to the Benefits Plan to provide for 5 paid sick days per contract year. 10. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to the Benefits Plan to increase medical travel to$ a year.

The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to the Benefits Plan to; a. cover the cost of eye exams and, b. increase eye glasses coverage and, c. establish coverage for laser eye surgery. 13. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to the Benefits Plan to shorten the waiting period for Short Term Disability to 3 days instead of The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to wages by substantially increasing wages for all employees. 15. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Trades to provide for a significant wage increase for trades people. 16. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Trades to provide that Journeyman Carpenters get the same rate as other Journeyman. 17. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Tradesmen to establish trade guide lines. 18. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Scalers to establish a one dollar an hour premium for workers with a valid scaling ticket. 19. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Tool Allowance to provide for an annual $ tool allowance for trades men and apprentices. 20. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Shift Differential by establishing; a. an afternoon shift differential of 4% of base rate, and b. a graveyard shift differential of 8% of base rate.

3 USW Proposals for the renewal of the Canfor Collective Agreements The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Hours of Work to provide that all overtime be double time. 22. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to First Aid Attendants by establishing; a. a premium of $1.00 per hour for all first aid attendants and, b. a premium of $2.00 per hour for designated first aid attendants. 23. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Holiday Pay, a. with a 2% increase to all categories and, b. the establishment of new categories of 8 weeks holidays after 35 years and 9 weeks after 40, with corresponding compensation levels. 24. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Hours of Work by cancelling all 4/10 Split Shift Agreements and Letters of Understanding relating to said schedules. 25. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Hours of Work to establish that, unless agreed to otherwise by the local union, all graveyard shifts will be 6½ hours for 8 hours pay. 26. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Bereavement Leave to include; a. Brother-in-Law, Sister-in-Law, Step-Brother and Step-Sister and, b. Great-Grandparents. 27. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Hours of Work to provide for; a. 8 hour shift (2) fifteen minute breaks, b. 10 hour shift (3) fifteen minute breaks, c. 12 hour shift (4) fifteen minute breaks. 28. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to the IWA-FI Pension Plan to fund any / all shortfalls solely by the Company. 29. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Union Business to provide the Plant Chair, or person designated by the Local Union, 8 hours a week to perform the union business at floor level paid for by the employer.

The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Union Business to provide that the elected USW Safety Chairperson be a full time position paid for by the employer. 32. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Safety Equipment to provide for an annual boot allowance of $ The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Chargehands by prohibiting the use of Chargehands. 34. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Severance Pay by incorporating a provision that provides that a permanent partial closure occurs when the principal processing and production part of a plant has not operated for 24 months and that if the Employees so chooses, severance is payable then. 35. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Statutory Holidays by; a. including British Columbia Family Day and, b. adding a new provision that indicates any new Federal or Provincial statutory holiday will be automatically applicable to this Collective Agreement. 36. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Technological Change Severance Pay to provide that; a. Severance Pay that is due to technological change be made available to directly affected senior people first, and b. in the event that those directly affected opt out of severance, then the company offer an equal number of severance packages available plant wide, based on seniority. 37. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Contracting to; a. further deter the use of Contractors and, b. collect dues from Contractors when they are required.

5 USW Proposals for the renewal of the Canfor Collective Agreements The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Job Evaluation to provide for; a. no downward movement in rates, b. increased transparency and full disclosure, c. inclusion of any relief duties regularly required in the job description, d. a reflection of amount of work (production) done, e. Job Evaluations tours that will include someone designated by the Local Union f. Local Union agreement of details of Job Description prior to evaluators determining a rate, and g. a new appeal process if the Local Union disagrees with the evaluation. 39. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related to Preferential Hiring to incorporate the following principles when hiring; a. the Company shall give preference in hiring, competency considered, on the following basis, in the following order: b. employees and or previous employees of a Division who had or have both previous seniority and an application on file; c. employees and or previous employees of the Company who have previous Company or divisional seniority and are seeking employment as a result of operational closures or crew reductions in other divisions of the Company; d. laid off employees of other Forest Industry companies in the communities, who are seeking employment as a result of operational closures or crew reduction in excess of ninety (90) days; e. members of Local and Local laid off from other Forest Industry companies who are seeking employment as a result of operational closures or crew reduction in excess of ninety (90) days; f. persons who qualify for preference and wish to exercise their rights to preference must make application after an operational closure or the ninety (90) days of being lay-off period. g. applications will be kept on file as active for sixty (60) days. After which time applications must be renewed by the person seeking employment. 40. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions related the Education Fund to increase contributions to one half percent of base rate. 41. The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions to ensure that all discipline letters are removed every calendar year from all employees files.

6 USW Proposals for the renewal of the Canfor Collective Agreements The USW Interior Negotiating Committee proposes to amend the Collective agreement provisions to include a new Section entitled Humanity Fund to be as follows; a. The Company agrees to deduct on a bi-weekly basis the amount of not less than $0.01 per hour from the wages of all employees in the bargaining unit for all hours worked. b. The Company agrees to match the deductions described in a. above. c. Prior to the 15th day of the month following said deduction, the Company shall pay the amounts to the Humanity Fund and to forward such payment to United Steelworkers National Office, 234 Eglinton Avenue East, Toronto, Ontario, M4P 1K7. The Company will advise in writing both the Humanity Fund at aforementioned address and the Local Union that such payment has been made, the amount of such payment and the names of all employees in the Bargaining Unit on whose behalf such payment has been made. 43. The USW Interior Negotiating Committee proposes to amend the Collective agreement to include provision for an annual half an hour course for union and staff on bullying and harassment in work force, to be held during working hours.
