2 A Bill to Automatically Register Voters to Increase Voter Turnout SECTION. SECTION. SECTION. SECTION. SECTION. All United States Citizens will be automatically registered to vote upon reaching the age of. A United States Citizen is defined as "a person born or naturalized in the United States." The Department of Justice will oversee implementation and enforcement of this bill. This bill shall go into effect one month after passage. 3 A Bill to Open Trade & Travel with Cuba SECTION. SECTION. SECTION. This bill repeals or amends all embargo legislation towards Cuba including the Foreign Assistance Act of, the Cuban Democracy Act of, the Cuban Liberty and Democratic Solidarity Act of, and the Trade Sanctions Reform & Export Enhancement Act of 000. An embargo is defined as an official ban on trade or other commercial activity with a particular country. The State Department will be responsible for implementing any policy changes. 0 SECTION. 4 A Bill to Reform Campaign Finances to Reflect the Political Will of a Larger Portion of the Population 0 SECTION. SECTION. SECTION. Establish an : small donor matching system to reflect the political will of a majority of the electorate body rather than a small portion of wealthy donors. A small donor matching system will create public funding for elections for public offices. For up to a $00 donation by an individual, their donation will be matched times over to increase the financial influence and input of ordinary individuals within the election, incentivizing candidates for public office to seek donations from a wider income bracket and population and minimizing corruption. The Federal Election Commission will oversee the implementation of this bill in conjunction with the Internal Revenue Service. A. Candidates for federal election will report amounts of money raised from individual donors under the supervision of FEC officers to prevent fraud. B. After every -day cycle, a check with the total : matches will be sent to the campaign. In the final month of the campaign, this cycle will be reduced to a -day cycle. C. Funds will be raised through revoking the tax-exempt status of independent expenditure-only political committees (SuperPACs) and taxing funds raised through those organizations. 0 SECTION. 5 A Resolution to Cease Trade with China 0 WHEREAS, Supreme Leader Kim Jong-Un continues to escalate his nuclear program to dangerous heights whilst China supports his regime financially; and WHEREAS, The Kim regime s very survival is tied to support from a China that has largely been unwilling to punish North Korea for its belligerent actions; and WHEREAS, American trade with China totals more than $00 billion annually and implicitly supports China s weak stance towards North Korea; and WHEREAS, financial pressure will force the People s Republic of China to finally act decisively to end Kim Jong-Un s tyrannical reign or risk international economic crisis; now, therefore, be it RESOLVED, That the UIL Congress here assembled call for a complete and total halt of trade with China until the nation aids in efforts to unseat Kim-Jong Un. 6 A Bill to Stop Overseas Tax Evasion 0 SECTION. SECTION. SECTION. SECTION. SECTION. Any corporation that has over 0% of its financial exchange within the United States, or has management residing in the United States, must pay taxes according to the United States corporate tax policy. Any company, declaring itself headquartered overseas, will no longer receive liability protection and other benefits given to domestic corporations. Financial exchange is defined as the amount of money leaving and entering the company s collective worth, including but not limited to sales revenue, partnerships with other companies, and selling and buying assets. The Department of Treasury will oversee the enforcement of this bill. This bill shall go into effect months after its passage. Introduced for UIL Congressional Debate by Leon High School.

7 A Bill to Disallow the Use of Entrapment by Law Enforcement 0 0 SECTION. SECTION. SECTION. SECTION. SECTION. Entrapment at all levels of government, local, state or federal, shall be discontinued. Entrapment shall be defined as a practice whereby a law enforcement agent induces a person to commit a criminal offense that the person would have otherwise been unlikely to commit. The Department of Justice in conjunction with the Department of Homeland Security shall ensure the following: A. Entrapment is Disallowed as a Law Enforcement Method No level of law enforcement shall be allowed to use entrapment to provoke individuals or groups of individuals with the intent of later prosecuting them or taking them into custody. B. Convictions Using Entrapment All convictions linked to the use of entrapment are subject to review by the Department of Justice and may be voided. C. Violations are Enforced If any agency is found using entrapment to meet quotas or prosecute non-threatening individuals, they shall lose an accumulating 0 percent of funding per infraction. 8 A Resolution to Advance Desalination Beyond Reverse Osmosis 0 WHEREAS, There is fear of a water crisis reoccurring in the future; and WHEREAS, Reverse osmosis is not a feasible solution due to the overall fiscal and energy intensive burdens on its communities, states, and the nation; and WHEREAS, Water is essential to health; and WHEREAS, New advancements in technology for desalination such as Forward Osmosis and the Water Chip by OKEANOS Technologies are available; now, therefore, be it RESOLVED, That the UIL Congress here assembled will use desalination technology instead of reverse osmosis; and, be it FURTHER RESOLVED, That the federal government will commit to future investments in new desalination technology. 9 A Bill to Fund Infrastructure Improvements for the Prevention of Flood Damage 0 SECTION. SECTION. SECTION. SECTION. SECTION. The United States Federal Government will offer $0 billion in grants for infrastructure redesign to prevent flooding nationwide. The grant of funding will be contingent on a redesign based on the principles of environmental protection as well as a mechanism for storm water recapture. The Department of Transportation in conjunction with the Environmental Protection Agency and the Federal Emergency Management Agency will oversee the design and grant process. A. Storm water recapture will be an essential element of the nationwide plans. This bill will be implemented immediately. Introduced for UIL Congressional Debate by Montgomery High School.

11 A Bill to Give Legal Representation Nationwide to Victims of Human Trafficking Asking for Asylum 0 SECTION. SECTION. SECTION. SECTION. SECTION. The federal government will mandate that any person identifying themselves as a victim of human trafficking will be given free representation in court. Human trafficking will be defined as the illegal movement of people, typically for the purposes of forced labor or commercial sexual exploitation. The Department of Health and Human Services will be responsible for providing representation to those who identify themselves as human trafficking victims. The Justice Department will enforce the government s compliance to this bill. This bill shall go into effect one month after its passage. Introduced for UIL Congressional Debate by Leon HS.

12 A Resolution to Create Independent Redistricting Commissions to Draw Electoral Maps 0 WHEREAS, Federal and State courts have recently struck down electoral maps drawn by state legislatures due to racial bias; and WHEREAS, All Americans ought to have an equal voice and equal vote in electing their representatives in this great body; and WHEREAS, The integrity of American elections has recently been called into question; and WHERAS, Maps drawn by independent redistricting commissions have withstood judicial scrutiny; now, therefore be it RESOLVED, That the UIL Congress here assembled supports the creation of independent redistricting commissions in each state for the purpose of creating fair electoral subdivisions. 13 A Resolution to Join the Asia Infrastructure Investment Bank (AIIB) to Benefit the Developing World 0 WHEREAS, South America and Sub-Saharan Africa currently have the least developed infrastructure in the world; and WHEREAS, Infrastructure is becoming increasingly important in an economically globalizing world; and WHEREAS, Developing infrastructure in these areas would be key to increasing the global economy; and WHEREAS, Numerous countries around the world have already joined or are preparing to join the AIIB; now, therefore, be it RESOLVED, That the UIL Congress here assembled shall join the Asia Infrastructure Investment Bank. 14 A Resolution to Recognize the Kurdistan Regional Government as an Independent Nation 0 WHEREAS, Iraqi Kurdistan and its Peshmerga forces are critical partners in the fight for stability in the Middle East; and WHEREAS, Despite their valiant efforts in the war on terror, regional governments fail to recognize their autonomy and discriminate against them; and WHEREAS, Official recognition now would ensure a strong and stable relationship into the future; and WHEREAS, The KRG upholds principles of democracy more effectively than regional governments already in place, making them a critical partner against Syrian, ISIS, and Iranian influence; now, therefore, be it RESOLVED, That the UIL Congress here assembled officially recognize the Kurdistan Regional Government as an independent nation. 15 A Resolution to Limit Gun Trafficking Between the United States and Mexico 0 WHEREAS, Current firearms trafficking statutes contain many loopholes; and WHEREAS, Most firearms used by Mexican drug cartels come from the United States; and WHEREAS, Continuing to strain our relationship with Mexico would harm the United States; and WHEREAS, Restricting the flow of firearms into Mexico will bolster the United States support for the Inter-American Convention Against the Illicit Manufacturing of and Trafficking in Firearms (CIFTA); now, therefore, be it RESOLVED, That the UIL Congress here assembled takes steps toward limiting gun trafficking between the United States and Mexico. 16 A Resolution Reaffirming US Commitment to the North Atlantic Treaty Organization 0 WHEREAS, The President of the United States has been critical of the North Atlantic Treaty Organization (NATO); and WHEREAS, Our NATO allies are concerned about United States commitment to the organization; and WHEREAS, Russia is increasing its aggression in the Black Sea and the Crimean Peninsula; and WHEREAS, Intelligence suggests that Russia interfered in the most recent United States Presidential election; now, therefore, be it RESOLVED, That the UIL Congress here assembled reaffirm the United States unwavering commitment to its allies in the North Atlantic Treaty Organization; and, be it FURTHER RESOLVED, That the United States reaffirms its support for mutual defense and security should any member invoke Article of the Treaty. 17 A Bill to Reform the No-Fly List 0 0 SECTION. SECTION. SECTION. SECTION. SECTION. All persons currently listed on the U.S. No-Fly list shall be notified of their position and the justification for their placement on the list, and all persons on the list shall be provided with an opportunity to challenge their placement. The U.S. will also end the policy of predictive judgement to place persons on the No-Fly list. Additionally, all persons on the no-fly list shall not be allowed to purchase firearms. Predictive judgement is the process of attempting to predict whether U.S. citizens will commit a crime based on various criteria that has not yet been revealed by the U.S. government. The No-Fly list will continue to be maintained by the Terrorist Screening Center, and the reforms proposed in this bill will be overseen by the Department of State. A. All persons on this list will have an opportunity for a fair hearing by an impartial decision-maker in order to be removed from the list. B. All notifications will be sent within two weeks of the passage of this bill in order to allow for a rapid trial to allow travel for individuals who are unjustly on the No-Fly List. 18 A Bill to Presume Consent for Organ Donations to Stop Organ Shortages SECTION. SECTION. SECTION. SECTION. SECTION. The United States will presume consent for organ donation, unless the individual or their family requests against the donation. Organ donation is defined as the process of surgically removing an organ or tissue from one person and placing it into another person The Department of Health and Human Services will oversee the implementation and enforcement of this bill. This bill shall go into effect one month after its passage. Introduced for UIL Congressional Debate by Leon High School.

19 A Bill to Implement a Public Option for American Healthcare 0 SECTION. SECTION. SECTION. SECTION. SECTION. The United States Federal Government will hereby create and operate an independent public health insurance agency as an alternative to private options. The independent agency will operate as an active player in the insurance market, competing against private companies. The newly-created Affordable Care Agency will be run within the Department of Health and Human Services. A. Every insurance plan will specifically cover the essential benefits outlined in the 00 Affordable Care Act. B. No insurance plan can discriminate against those with pre-existing conditions. C. All plans will be available to American citizens. D. The minimum plan offered in an area will have an annual cost capped at 0% of the cost of an equivalent plan from a private insurer. 20 A Bill to Legalize Sanctuary Cities 0 SECTION. SECTION. SECTION. SECTION. SECTION. Cities will no longer be prohibited from refusing to share information regarding illegal immigrants with the federal government per U.S.C.. U.S.C. is a statute that states a Federal, State, or local government entity or official may not prohibit, or in any way restrict, any government entity or official from sending to, or receiving from, the Immigration and Naturalization Service information regarding the citizenship or immigration status, lawful or unlawful, of any individual. The Department of Homeland Security and the Immigration Naturalization Service will oversee implementation. A. Restricting or threatening to restrict funding towards so-called sanctuary cities will no longer be a lawful practice. B. Immigration efforts based upon willful sharing of information between local, state, and federal law enforcement will be the only standard for intelligence-sharing. 21 A Bill to Prosecute Businesses that Hire Undocumented Workers 0 0 SECTION. SECTION. SECTION. The penalty for violating U.S. Code a will be a class B misdemeanor with a fine within the range of $,000-0,000 per undocumented worker hired. If the same company hires more than 00 undocumented workers or is found with a second violation, the fine will be increased to $0,000-0,000 per violation, accompanied by a class A misdemeanor. Successive violations will lead to an increase in fines and a minimum class E felony. If any worker is found to be paid less than the U.S. federal minimum wage, the charge will be increased to, respectively, a Class D felony or a Class C Felony, and a to times multiplier will be applied to the fine depending on the conditions of the undocumented workers in question. U.S. Code a prevents unlawful employment of undocumented workers. This will be enforced by the Wage and Hour Division of the Department of Labor in conjunction with U.S. Immigration and Customs Enforcement, as well as the Department of Justice. A. After a business has been found hiring undocumented workers, there will be a random bimonthly check for years to ensure that no undocumented workers are part of the company workforce. This bimonthly check will be used to determine successive violations. B. Each undocumented worker must be provided with a severance package equal to what a U.S. citizen would have made in that time. C. Each undocumented worker that has not been paid minimum wage will be compensated for the money the worker would have made under minimum wage as well as receive the same severance package. SECTION.
