There were around the room introductions. There were no public comments. Reports Co-Chair Hamashima reviewed topics covered at the Regional Staff Committee (RSC) September meeting. Further information on PSRC Boards was included in the packet. Transportation 2040 Update T2040 Plan Elements & Safety Targets Pavithra Parthasarathi provided an overview of remaining elements of the draft T2040 plan, including: the active transportation plan, maintenance & preservation, regional freight & good movement, transit access & parking, coordinated transit-human services transportation plan update, transportation demand management strategy update and transportation technology. Ms. Parthasarathi summarized what has been accomplished in these areas and next steps. She also provided an overview of the T2040 update schedule. Gary Simonson presented information on the Federal Safety Performance Management Targets. Mr. Simonson briefed the committee on the proposed target setting process for state and regional targets. He also provided an overview of what the five required targets are and discussed how they would be evaluated by FHWA. John Milton, WSDOT, joined the conversation to clarify committee questions. For more information, contact Pavithra Parthasarathi, PSRC (206) , pparthasarathi@psrc.org ; Gary Simonson, PSRC (206) , gsimonson@psrc.org Regional Centers Framework Update Liz Underwood-Bultmann informed the committee that at the October Growth Management Policy Board (GMPB) meeting, the board directed staff to release a draft centers framework proposal for public comment. The board made changes to the proposal relating to military installations and redesignation criteria. The board also identified Regional Staff Committee-November 16, 2017 Item 3a Packet Pg. 2

3 discussion questions in the proposal where they were interested in soliciting additional feedback. Ms. Underwood-Bultmann shared and reviewed a handout on the highlights of the Draft Centers Framework Proposal. For more information, contact Liz Underwood-Bultmann, PSRC (206) , lunderwood-bultmann@psrc.org; Paul Inghram, PSRC (206) , pinghram@psrc.org. VISION 2050 Paul Inghram and Michael Hubner discussed initial preparation for updating VISION. Mr. Inghram and Mr. Hubner asked the committee for input on the VISION update related to the process, engaging GMPB, outreach, critical issues and other considerations. Committee members provided staff with guidance on background issues to review with the board, noting it was important to reflect on the goals and actions of VISION 2040 and how we are performing. Other RSC members noted that equity, extensive outreach, affordable housing, the environment and sustainability should be considered. Committee members shared they would like the relationships between VISION, Transportation 2040 and the Economic Strategy to be noted. There was a desire to see how changes in state law effect VISION. There have been changes in incorporated areas through annexation and incorporations in King and Snohomish that have really changed the map since the last VISION update. Committee members stated that it would be helpful to highlight how the recession hit different parts of the region in different ways. Mr. Hubner reviewed the overall timeframe for discussions planned with GMPB and overarching questions for the update of VISION. Mr. Hubner reviewed guiding principles and critical issues that the GMPB will consider at future board meetings and asked for committee feedback. Committee members commented that geographic and economic diversity should be considered. Outlining the tensions between achieving Planet, Prosperity & People would be helpful. Committee members considered public health, health of the built environment, mobility, resiliency as critical issues for VISION Mr. Hubner outlined potential objectives for public engagement and next steps for GMPB and RSC. Information Co-Chair Hamashima informed the committee that an information item on Climate Change was included in the packet. More information on the topic will be provided at the next meeting. Co-Chair Hamashima also noted that there was a memo regarding RSC membership was included in the packet. PSRC Executive Director, Josh Brown, will be attending the next RSC meeting to brief the committee on changes. The last annoucnment was a reminder on an upcoming event: November 8 Where We re Growing: Planning Together for a Sustainable Region. November 16, 2017 TO: FROM: SUBJECT: Regional Staff Committee Josh Brown, Executive Director Regional Staff Committee Membership/Operating Procedures Update In Brief The Regional Staff Committee s membership and operating guidelines have been under review with PSRC leadership and the committee s co-chairs. This memo describes updates to the committee s membership and operating procedures that will become effective January Background The Regional Staff Committee (RSC) discusses key issues and may make recommendations to PSRC s Transportation and Growth Management Policy Boards (TPB and GMPB), Operations Committee, and Executive Board on PSRC s work program. Members include high-level staff from member jurisdictions, transit agencies, tribes, and state and federal partners. The committee operates under the direction of PSRC s Executive Director. Members have asked about the committee s operating guidelines in general, the process to fill seats from vacancies and absenteeism, and if there are term limits. The current membership roster was never formalized based on changes recommended in 2011; the last changes to the committee were approved in Neither version had established procedures to appoint jurisdictional seats. Given the need for clarifications and the upcoming update to VISION 2040, the following updates to the Regional Staff Committee membership and operating procedures will become effective January Membership Composition The Regional Staff Committee membership reflects the need for a committee that is representative of PSRC s members and a workable size. City and county representation generally reflects the composition of the policy boards, with transit representation consistent with TPB. In addition, there is representation from the region s ports, tribes, regional air quality agency, and public health departments, economic development, and state and federal agencies. (Reference attachments: A- RSC 2018 Roster and B- RSC 2017 Membership List) RSC Leadership The RSC s leadership, comprising one PSRC co-chair and four membership co-chairs (RSC cochairs), will continue. RSC co-chair representation will be one member from each county, reflect county and city interests, and cover land use and transportation planning expertise. 6 co-chairs are requested to participate by PSRC s Executive Director and have no term limits, but are reconfirmed at the end of each calendar year. Co-chair representation is taken from existing membership so does not add to the respective jurisdiction s total seats. Regional Staff Committee has one non-voting seat on TPB and GMPB at which one of the co-chairs can represent RSC on an as-needed basis. Member Jurisdiction Seats Change: The updated RSC structure will follow the Transportation and Growth Management Policy Boards jurisdictional representation with two (2) added At-large seats for King, Pierce, and Snohomish counties and one (1) for Kitsap County. Other Federal, Tribal, Regional and State Agencies No changes other than designating a regional transit seat, which is consistent with the TPB. PSRC Committees: Active PSRC Committees will still be represented on RSC, with updates to these three committees, as follows: Data Committee: The Regional Technical Forum (RTF) was a standing committee at PSRC, but had not been regularly meeting. The Model Users Group (MUG) addresses current travel forecasting projects and will supersede the RTF. The MUG has no formal chairs and meets three times per year. The Data department will include updates on the work of the MUG during its quarterly RSC updates. Change: With the shift in Data Department s committees and their responsibilities, the RTF seat will be removed from the RSC composition. Regional Project Evaluation Committee (RPEC): RSC composition has allowed one to four RPEC members to serve on the RSC. Generally, there have been two RPEC members with alternates on the RSC. The RPEC Chair served as a member, with the Vice Chair as alternate and a Countywide Chair as a member and an appointed alternate. Considering the roles and functions of both committees, it is sufficient that RPEC representation is established as one seat on RSC. This would mirror representation for other PSRC Committees on RSC as one member and one alternate. RPEC representatives on RSC would be determined by RPEC. The appointment could follow past precedent with the RPEC Chair serving as the RSC member and the Vice Chair as alternate. Currently, the RPEC Chair serves as a member and the Vice Chair as alternate; the second member seat is vacant with a filled alternate seat. Change: RPEC representation on RSC will be one seat with an alternate(s). Transit representation: In its 2016 charter update, the Transportation Operators Committee (TOC) incorporated language stating that the committee would provide representation to other PSRC committees, as needed, but due to the time burdens of representation, would try to share that responsibility among its members. PSRC updated the Transportation Policy Board (TPB) to incorporate official transit representation in compliance with MAP-21 by identifying a designated transit representative from each county, plus one from the region (Sound Transit). Staff proposes that this approach be replicated for the Regional Staff Committee. Change: An appointed transit representative from each county, plus one that represents Sound Transit will have seats on the committee. At least one of these transit representatives must be an active, regularly participating TOC member to maintain Regional Staff Committee-November 16, 2017 Item 3c Packet Pg. 6

7 committee communications between TOC and RSC. 2. Operating Procedures Roles and responsibilities The Regional Staff Committee discusses key issues and may make recommendations to PSRC s Transportation and Growth Management Policy Boards (TPB and GMPB), Operations Committee, and Executive Board on PSRC s work program. Members include high-level staff from member jurisdictions, transit agencies, tribes, and state and federal partners. The committee operates under the direction of PSRC s Executive Director. Consensus This committee seeks to identify all sides of key issues. Recommendations are reached through consensus. Structuring the committee based on proportionate vote is not necessary; therefore, the 3/2 vote (three seats, two votes) for Pierce and Snohomish counties will be eliminated. A non-unanimous recommendation or opposing position on any issue will be reported as such to the respective PSRC board. The RSC co-chairs have non-voting seats on the TPB and GMPB for this purpose. PSRC staff also relay recommendations or positions on relevant issues to the policy boards. Appointments Jurisdiction seats: PSRC does not select or appoint jurisdictions seats. Replacing members and alternates when seats become vacant and the establishment of term limits is up to the local government or agency that is being represented. Regarding the other cities and at-large seats, since these seats provide a voice for all cities within a county, not just the interests of the particular jurisdiction filling the seat, other cities and at-large representation will be determined by the established process in each county. Primary and alternate members must be appointed in writing. Future adjustments to RSC jurisdiction seats will occur when changes are made to the policy boards. PSRC Committees: Each PSRC committee will determine its own process for appointing RSC representatives. Committee representation will clarify that the RSC representative must be a member of the PSRC committee, attend that committee on a regular basis, and represent the PSRC committee at RSC. Primary and alternate committee members must be appointed in writing. Transit Representation: Transit representation will be designated by the established process in each county in consultation with the Transportation Operators Committee, and confirmed in writing. Subcommittees or ad hoc working groups: Working subcommittees with additional members are created as needed by the Regional Staff Committee. Subcommittees are assigned specific tasks that do not duplicate the responsibilities of other PSRC committees, and are dissolved when the work is completed. 8 Meetings The Regional Staff Committee meets the third Thursday of each month, starting at 9:30 am in the PSRC Boardroom. The August meeting is not regularly scheduled and other meetings are subject to cancellation based on agenda items. Agendas and supporting material are provided the week prior to the meeting and published on the website. Meeting Participation There can be more than one alternate appointed to a jurisdiction or committee seat, but either the primary representative or the alternate may sit at the table during RSC meetings, not both, unless a specific request is made in advance and approved by the RSC co-chair presiding at the meeting. If the primary or an alternate is not available to attend a meeting, ad hoc representation is discouraged, but should be confirmed in advance if essential. Since there are no limits to the number of alternates that may be appointed, this is the recommended approach. PSRC committee meetings are open to the public, and members and non-members are welcome to sit in the gallery space or use the call-in option for RSC meetings. Written or oral comment during the planned time of the meeting is welcomed and encouraged. There are no term limits on RSC. It is up to the respective appointing body or committee to address length of terms. There is a clause in the 2004 operating procedures that addresses absenteeism ( member s participation subject to review ). This clause will be deleted. Instead, PSRC staff will send yearend letters to the respective appointing body asking for a confirmation of the RSC seat for the next year. 3. Proposed Schedule for Implementation This memorandum and roster were included in the October RSC meeting packet. These updates will become effective January PSRC staff will send out notices for appointments in November. Until updated in writing, current members may continue to participate on the RSC. 13 MEMORANDUM November 16, 2017 TO: FROM: SUBJECT: Regional Staff Committee Kelly McGourty, Senior Program Manager & Kimberly Scrivner, Senior Planner Regional Transportation Plan: 2018 Public Outreach & Draft Plan Release Calendar In Brief The Regional Staff Committee has been briefed throughout the year on key elements of the draft Transportation 2040 plan. In November, staff will present information on public engagement efforts conducted to date and the process moving forward in preparation of the release of the draft plan for public comments in mid-december. Discussion Since approval of the work program in January 2017, PSRC staff have focused on engaging with the policy board and advisory committees, including the Regional Staff Committee, on key topics. These topics include the financial strategy, the regional integrated transit network, health & equity, transit access and parking, regional performance outcomes, climate change, and transportation technology. In addition to these key areas, a number of other refinements to the plan are being made to reflect current state of the practice, updated federal and state requirements, and the recommendations of PSRC working groups and advisory committees. These refinements were reviewed at the October meeting of the Regional Staff Committee. In November, staff will provide an overview of the public engagement process for the transportation plan update. This will include a briefing on the methods of engagement being utilized, specific organizations for which targeted outreach has been / will be conducted, new public engagement features for this plan update, and some of the key findings. Staff will then summarize the next steps in preparation of plan documentation, the public comment process following the release of the draft plan for public comment in mid-december and the overall schedule leading to the adoption of the plan by PSRC s General Assembly, anticipated in May Next Steps PSRC staff will continue to brief the Regional Staff Committee on topics related to the update of the Regional Transportation Plan as it moves through the public review and adoption process. Discussion Since the Puget Sound Regional Travel Study, PSRC has initiated a program to conduct smaller but more frequent travel surveys. The 2017 survey included add-on samples purchased by the Cities of Redmond and Seattle; data collection was completed in the summer and the final dataset is expected to be available in the beginning of We are preparing for the 2019 survey and can start work with member agencies interested in purchasing add-on s. Next Steps We will keep the committee updated on results from the 2017 survey and progress on planning for the 2019 survey. 15 MEMORANDUM November 16, 2017 TO: FROM: SUBJECT: Regional Staff Committee Liz Underwood-Bultmann, Senior Planner Regional Centers Framework Update In Brief At the November meeting, the Regional Staff Committee will hear an update on the Regional Centers Framework comment period. Discussion Since 2015, PSRC has been working with its members and other partners to evaluate the regional centers framework to better recognize and support centers throughout the region. This effort carries out a scope of work adopted by the Growth Management Policy Board (GMPB). The board has discussed updates to the centers framework throughout At their October meeting, GMPB directed staff to release a draft centers framework proposal for public comment and identified specific issues where PSRC should actively solicit additional feedback. The comment period closed at 5 pm on Wednesday, November 8, Staff will provide an update on the comments received at the November meeting. Next Steps GMPB will review comments on the draft framework update prior to making a recommendation on the centers framework to the Executive Board. 16 MEMORANDUM November 16, 2017 TO: FROM: Regional Staff Committee Paul Inghram, Senior Program Manager SUBJECT: VISION 2050 In Brief At the November meeting, staff will continue to engage the committee regarding VISION 2050, following up from the prior meeting. Growth Management Policy Board feedback about the scope and direction of the project, from its November 2 meeting, will be shared and the committee will be asked to help work towards a draft scope of work. Background VISION 2040 is the region s long-term strategy with an integrated triple bottom line approach, that addresses land use, transportation, economic prosperity, and the environment. Updating VISION 2040 will address changes since its adoption in 2008, guide PSRC s future work plan, and extend the regional planning horizon another decade to 2050 to provide an umbrella for the next round of local growth targets and comprehensive plan updates. VISION 2050 is also necessary to provide a foundation for the next update of the Regional Transportation Plan as well as other future regional planning efforts. Update Schedule The two-year project schedule will start with formal scoping in early 2018, followed by research, development of plan alternatives, revised policies and actions, and environmental analysis. Adoption of VISION 2050 by the PSRC General Assembly is scheduled for spring PSRC staff is currently working with the Growth Management Policy Board and Regional Staff Committee on early work and the scoping process to prepare for the project launch. A draft list of potential agenda items for discussion during this early period include: November o High-level review of VISION 2040 Regional Staff Committee-November 16, 2017 Item 7 Packet Pg. 16

17 o o January o o o o February o March o o Identification of guiding principles for the update Identification of priority areas to address in the update New forecasts of population and job growth through the year 2050 that provide a starting point for extending the Regional Growth Strategy Refinement of guiding principles, as needed Continued identification of priority areas to address in the update Draft scope of work for public comment Review Regional Growth Strategy Review of planning topics Public and stakeholder engagement strategy April - May o Review scoping comments and adopt scope of work The aim is to provide the Growth Management Policy Board with sufficient background information about VISION 2040 and current planning issues to help it make decisions about the scope of the project and to begin to analyze key issues. The Regional Staff Committee s support will be critical to help identify and define topics for the board s review. The general rule is to discuss topics with the committee ahead of the Growth Management Policy Board to gather preliminary input and guidance, and to help inform staff that support board members. Project Scope VISION 2050 will be a major work item for the Growth Management Policy Board in 2018 and Over the next several months, the Growth Management Policy Board will be asked to develop a scope of work for VISION A public comment period in early 2018 will be an important step to hear from cities, counties, stakeholders, and the public about the regional plan and will directly inform the board s scope of work. VISION 2050 will include a number of changes, such as: Extending the planning horizon from 2040 to 2050 Incorporating relevant information from other regional plans, including the Regional Transportation Plan, the Regional Economic Strategy, the Regional Open Space Conservation Plan, and the regional centers framework update Updating information about transportation, such as Sound Transit 3, Kitsap fast ferries, and Connecting Washington Updating out-of-date information and references Making the plan consistent with changes to the Growth Management Act and other laws The Regional Staff Committee will be asked to support PSRC staff in conducting an early review of VISION 2040 and identifying items to include in a draft scope of work. At the October Regional Staff Committee meeting, the committee began to consider critical issues, principles Regional Staff Committee-November 16, 2017 Item 7 Packet Pg. 17

18 that might guide VISION 2050, and how PSRC can best engage its membership during the update process. This discussion informed the subsequent presentation to the Growth Management Policy Board. At its November 2 meeting, the GMPB discussed a series of overarching questions, draft principles to guide the project, issues to include in scoping, and how to prioritize. Staff will review the board s feedback on each the following draft principles with the Regional Staff Committee and work toward developing both the principles and a draft scope of work: Build on VISION 2040 s current framework and regional growth strategy as the starting point for developing VISION Be bold. VISION 2050 will continue to be an ambitious strategy for a more sustainable region. Focus the update on select items that will advance the region toward VISION. Put in motion a set of actions and roles to realize the goals of VISION Reflect the diversity of the region demographic, culture, income, geography, and economy. Look for opportunities to make VISION more accessible and usable. The draft principles above are meant to be a starting point for discussing the scope of work for the update. With input from the Regional Staff Committee, staff will refine the project principles and draft a preliminary draft scope of work for the board s review in January. Next Steps Following the November meetings of the Growth Management Policy Board and the Regional Staff Committee, staff will work to prepare a draft VISION 2050 scope of work for board review at its January 2018 meeting that will be used for public engagement and outreach. The scope of work will return to the Growth Management Policy Board in April after the conclusion of a 45-day comment period.
