4 END OF THE COUNTY UNIT SYSTEM END OF COUNTY UNIT SYSTEM County Unit System became unconstitutional and was replaced by the one person, one vote popular vote concept. This decreased the voting power of rural areas that were often dominated by white supremacy views. Black and white candidates had a fair chance of winning elections. REAPPORTIONMENT District lines would be drawn based on more fair equal representation of the population.

After his father s death, Carter returned to Plains to take over the family s peanut farm and cotton gin. He married Rosalynn also from Plains.

So Jimmy run for election to the state senate from the Fourteenth District in Once elected, Carter devoted much time and attention to educational affairs during his two senate terms. He hoped consolidation and reorganization would lead to more efficiency and more educational opportunities. However, Georgians often saw a conflict in these ideas and their desire to remain segregated in the public schools.
