The Rules Manual and Bylaws are posted on the Minnesota Youth Soccer website will be updated shortly. NOTE: The additions are in bold and the deletions are strikethrough. 1
2 The following Rules proposals were approved: Rule Under-15 Through Under-17 Competitive UNDER-15 THROUGH UNDER-17 COMPETITIVE DIVISIONS a. MYSA provides multiple levels of competitive play, with Premier being the most competitive division and Classic 3 the least competitive. Within each competitive division, there may be one or more leagues. The availability of competitive divisions, number of leagues and assignment of teams to those leagues is determined by the Competitive Committee at its discretion. b. A team that does not have a competitive rating from the preceding summer season is considered a new team. c. New teams will be placed at the lowest competitive division available shall be self-select in either Classic 3 or Classic 2. New teams can be placed at a higher competitive division at the discretion of the Competitive Committee. d. Promotion-Relegation Standards for Classic Leagues (for promotion relegation of Premier teams see section 4.5) 1. Promotion a. The first-place team in each Classic 2 and Classic 3 league is automatically promoted. If two or more teams tie in points for first place, they will all be promoted. b. Classic 2 and Classic 3 teams that score 75 percent or higher of the total number of points possible for their league are automatically promoted to Classic 1. c. Classic 2 and Classic 3 teams that win the Summer State Tournament are automatically promoted. 2. Relegation a. The last place team in each Classic 1 or Classic 2 league is automatically relegated. If two or more teams tie in points for last place they will all be relegated. The only exception will be if the last place team(s) earn 40 percent or more of the total points for their league; in this case, no team from this league will be relegated. b. Classic 1 and Classic 2 teams that score 25 percent or lower of the total number of points possible for their league are automatically relegated. e. The Competitive Committee has the absolute right to change a teams declared competitive division to properly and fairly place teams. At the discretion of the Competitive Committee, a team may be allowed to play at an older playing age than that of the team s players 2
3 Rule Playing up Club Pass PLAYING UP CLUB PASS a. An age eligible player may play for another team than that to which they are registered an unlimited number of times under the following conditions: 1. Both teams are registered with the same Affiliate or Extraterritorial Member 2. A player must get approval from his/her coach his/her club Director of Coaching or designee before playing for another team. 3. There may not be more than three play-ups five Club Passes in a single game. 4. Players cannot play for another team at the same age level and competitive division (play across) as the team on which they are registered. Exception: Girls may play across Club Pass to a boys team at the same age level where a District has only one competitive division of play and combines age levels within that competitive division. 5. U11 and older players may not play down below the age level to which they are registered even if they would have been age-eligible to register on that team. b. Players on Premier teams may only play up to another Premier team at an older age level. c. Players on classic teams may play up to an older age level or more competitive division. For example: Players from a Classic 2 team may play up to a Classic 1 team at the same or older age level. d. All Other Players 1. U10 and younger players will be allowed to play up to U11 or older. 2. b. Recreation and Recreation Plus players may play up Club Pass on to competitive teams sponsored by their Affiliate Member by obtaining a member pass by the published deadline. 3. U9 and U10 players may play up for any team for which they are age-eligible as long as that team is within their club and not within the same age level and competitive division as the team to which they are rostered 3
4 Rule Playing UP/Playing Across Club Pass PLAYING UP/PLAYING ACROSS CLUB PASS a. U9 through U12 players may play up for any team for which they are age-eligible as long as that team is within their club. a. An age eligible player may play for another team than that to which they are registered an unlimited number of times under the following conditions: 1. Both teams are registered with the same Affiliate or Extraterritorial member 2. A player must get approval from his/her club Director of Coaching or designee before playing for another team. 3. There may not be more than five Club Passes in a single game. 4. Girls may Club Pass to a boys team at the same age level where a District has only one competitive division of play and combines age levels within that competitive division. b. Players can play for another team at the same age level and competitive division (play across) as the team on which they are registered. b. 5 10.0 PREMIER LEAGUES 4.5 PREMIER LEAGUES No over rostering will be allowed at the premier level Number of Teams a. Premier leagues will be limited to six twelve teams at each age level with two levels of six teams (Tier I and Tier II). b. Premier leagues will not be formed for ages U14 or younger Initial Placement in a Premier League a. Qualifying teams will be placed in a Premier league the following summer season at the next highest age group. b. The Competitive Committee (DOC) will review the leagues results and publish a list of the following year s preliminary qualifying teams by mid September August 1. c. Promotion-Relegation Standards for Premier Leagues 1. Promotion a. U15: The U14 Classic 1 league winners will automatically be promoted into the U15 Premier league for the following summer season. The final two positions in the U15 Premier league will be filled by the U14 Classic 1 league runners-up with the best record in the MYSA State Tournament. If no runner-up teams from league play advance to the MYSA State Tournament, the team(s) with the best league record will advance to Premier. To form the initial 12 teams (Tier I and Tier II) of 15U Premier, the following qualifiers would apply in priority from Tier I for first six teams to then cascading into Tier II for remaining positions: 1. All 14U C1 League Champions 2. 14U State Cup Winner 3. 14U Summer State Championship Winner 4. 14U State Cup Runner Up 5. Summer State Championship Runner Up 6. Remaining positions, and others created by duplicate qualifiers above will be filled with the highest finishing C1 League teams (by pool play points and tiebreakers) from the Summer State Championships. In the event teams play an unequal number of games, the procedure set forth in c will be used. b. U16-19: Any Vacancy(ies) in the U15 U16 through U19 Premier Leagues Tier I and Tier II will be filled by the C1 league winner(s) same criteria, as in (a) above until twelve teams are identified that advance the farthest in the MYSA Summer State Tournament. A minimum of one team will be promoted. The two vacancy(ies) in the U16 through U19 Premier League Tier I will be filled by the two highest finishing teams from Tier II. 2. Relegation a. The last place team in each two teams in the Premier League Tier I is are automatically relegated into Premier League Tier II. The bottom two teams in Premier League Tier II are automatically relegated into Classic 1. If two teams tie in points for last place they will both be relegated. All ties in Premier League 5
6 Standings shall utilize MYSA LEAGUE STANDINGS to solve relations and promotion needs. b. Premier teams that score 25 percent or lower of the total number of points possible for their league are automatically relegated. 6
7 The following Bylaw proposals were approved: Bylaw Article 7 moved to the Policy and Rules Manual as Rule 7.0 and MYSA Modifications to the Laws of the Game FIFA Laws of the Game shall apply to all games played within the jurisdiction of the MYSA, except as specifically modified by USSF and the MYSA policies and rules. The Board of Directors may, in its discretion, permit recreational programs to modify their rules of play. 1.3 Player Registration Section Player Registration Required A player must register with an Affiliate or Extraterritorial Member. A player must not register with more than one Affiliate or Extraterritorial Member during an MYSA-sanctioned soccer season When Registered (Stated in a) A player is registered the moment the player (or for a player less than 18 years of age, the player s parent or guardian) personally or electronically signs the registration form and submits the fees required by the Affiliate or Extraterritorial Member Registration Binds Player (Stated in a) Once registered, a player is bound to that Affiliate or Extraterritorial Member for that soccer season, except as provided in and Player Transfers (Stated in c) A registered player may request a transfer from an Affiliate or Extraterritorial Member in accordance with the MYSA policies and rules Player Releases (Stated in b) A registered player not placed on a team by his or her Affiliate or Extraterritorial Member must be released by such member. Section Classification Player Classification Players are classified as amateur and youth Amateur Defined An amateur does not receive a wage or salary for playing soccer Youth Defined A youth has not reached the age of 19 years before August 1 immediately preceding the start of the Soccer Year. A youth who reaches age 19 on or after August 1 shall be allowed to complete that Soccer Year. 7
8 Bylaw Article 9 Section 2 and 3 moved to the Policy and Rules Manual as Rule 11.0 Section 2 Amendment of Business Items by Members Rule 11.0 Amendment of Rules Proposal to Amend 11.1 Amendment of Rules by Members a. Submittal Any member Affiliate Member, Extraterritorial Member, Director, or Committee of MYSA may propose a submittal to amend or add an MYSA policy, rule or procedure MYSA s rules by delivering the proposal in writing to the Policy Bylaws and Rules Committee not less than at least 89 days prior to the Annual General Meeting or Special Membership Meeting. The proposal Proposals must be received in the MYSA office no later than 5:00 p.m. on the 89 th day before said meeting Review of Proposed Amendment or Addition b. Review The Policy Bylaws and Rules Committee shall review the all proposed amendments or addition for form and for any conflict with the existing articles of incorporation, bylaws, rules and policies procedures or rules of the MYSA, USSF and other MYSA-affiliated organizations US Youth Soccer. The Policy Bylaws and Rules Committee shall report its recommendations regarding the proposed policy, rule or procedure amendment or addition proposed amendments to the Board of Directors. and shall include a detailed explanation as to why it is recommending to adopt or reject the proposed rule. The Board of Directors shall review all the proposed amendments or addition and report its recommendations to the Membership c. Publication The proposed policy, rule or procedure amendment or addition and Board of Director s recommendation shall be published in an official MYSA publication no less than MYSA shall notify members of proposed amendments to the rules and recommendations of the Board of Directors at least 45 days prior to the Annual General Meeting or Special Membership Meeting d. Section Amendment of Policies and Rules by Board of Directors a. Submittal During the intervals between membership meetings, directors and committees of MYSA may propose emergency amendments to MYSA s rules by presenting the proposals in writing to the Board of Directors Proposal to Amend Except in the case of an emergency, a director or committee of the MYSA may propose to amend or add an MYSA rule by delivering the proposal in writing to the Policy and Rules Committee. In the case of an emergency, a director or committee may present the proposed policy, rule or procedure amendment or addition to the Board of Directors Policy and Rules Committee Review b. Review Except in the case of an emergency, the Policy and Rules Committee shall review the proposed amendment or addition for form and for any conflict with existing articles of incorporation, bylaws, policies and rules of the MYSA, USSF and other MYSA-affiliated organizations. 8
9 The Policy and Rules Committee shall report its recommendation regarding the proposed amendment or addition to the Board of Directors, and shall include a detailed explanation as to why it is recommending to adopt or reject the proposed rule. In the case of an emergency, no Policy and Rules Committee review is required. If time permits, the Bylaws and Rules Committee shall review proposed amendments for any conflict with the existing bylaws, rules, and policies of MYSA, USSF and US Youth Soccer. The Bylaws and Rules Committee shall report its recommendations regarding proposed emergency amendments to the Board of Directors c. Voting Any amendment or addition to a rule proposed by a director or committee may be made by the affirmative vote of two-thirds of the votes present at a Board of Directors meeting, a quorum being present. The Board of Directors may adopt amendments to the rules by the affirmative vote of a two-thirds majority, a quorum being present d. Publication Notice of the enactment of an amended or added rule shall be published and distributed within 15 days to Affiliate and Extraterritorial Members and any other entities affected by the policy, rule or procedure amendment or addition. MYSA shall notify members of emergency amendments to the rules within 15 days of their adoption by the Board of Directors e. Ratification A policy, rule or procedure amendment or addition enacted by the Board of Directors shall be presented to the Affiliate Members for ratification by the affirmative vote of two-thirds of the votes cast at the next membership meeting which must also be two-thirds of the required quorum. In the event the policy, rule or procedure amendment or addition is not ratified by the Affiliate Members, the policy, rule or procedure amendment or addition is repealed. The amended rule shall return to the language it had prior to its amendment and an added rule shall be deleted in its entirety. The failure to ratify a policy, rule or procedure amendment or addition does not invalidate any actions taken pursuant to such amended or added rule prior to its nonratification. Amendments adopted by the Board of Directors shall be presented to the Affiliate Members for ratification by the affirmative vote of two-thirds of the votes cast at the next membership meeting, which also must be two-thirds of the required quorum. Any amendments not ratified by the Affiliate Members shall be repealed. Existing rules shall return to the language that was in effect prior to their amendment. Added rules shall be deleted in their entirety. The failure to ratify amendments shall not invalidated any actions taken pursuant to such amended rules while they were in effect. 9

The proposal must be received in the MYSA office no later than 5:00 p.m. on the 89 th day before said meeting. The Bylaws and Rules Committee shall review all proposals to amend these Bylaws. The Committee shall report its recommendations regarding proposed amendments to the Board of Directors Review of the Proposed Amendment Voting The Policy and Rules Committee shall review the proposed amendment for form and for any conflict with the existing articles of incorporation, bylaws, policies and rules of the MYSA, USSF and other MYSAaffiliated organizations. The Policy and Rules Committee shall report its recommendation regarding the proposed bylaw amendment to the Board of Directors, and shall include a detailed explanation as to why it is recommending to adopt or reject the proposed rule. The Board of Directors will review the proposed bylaw amendment and report its recommendation to the membership. Amendments to these Bylaws shall be adopted by the affirmative vote of two-thirds of the Directors present at a duly held meeting of the Board of Directors. Exception: Amendments regarding the election of Officers and directors shall be adopted by the affirmative vote of two-thirds of the votes cast at a membership meeting, which also must be two-thirds of the required quorum Publication The proposed amendment and the recommendation of the Board of Directors shall be published in an official MYSA publication no less than 45 days prior to the Annual General Meeting or Special Membership Meeting Voting Amendments to the bylaws may be made by the affirmative vote of two-thirds of the votes cast, which must also be two-thirds of the required quorum. 10
