Nepal Rajapatra, Vol. 52, No. 43, Magh 27, Consolidated Text In exercise of the power conferred by Section 15 of the 1977 Registration of Associations Act, HMG has framed the following rules: 1. Short Title and Commencement (1) These rules may be called the Registration of Associations Rules, (2) These rules shall come into force at once. 2. Definitions Unless otherwise meant with reference to the subject or

3 context, in these rules, the term "act" means the 1977 Registration of Associations Act. 3. Application for Registration Any person who desires to register an association according to the act must file an application in the form prescribed in Schedule 1 to the local authority along with a fee of Rs Registration and Certificate After an application is received under Rule 3, the local authority shall conduct necessary inquiries, and, if he considers it appropriate to register the association, enter its name in a register maintained in the form indicated in Schedule 2. After the association is registered in this manner, he shall issue a certificate in the form indicated in Schedule Term, Renewal, and Fee of Registration (1) The certificate of registration issued under Rule 5 shall remain valid for one fiscal year. (2) Within three months after the expiry of the term of registration of an association under Sub-Rule (1), the concerned person shall have the registration certificate renewed by the local authority on payment of a fee of Rs 100. (3) In case any association submits an application for the renewal of its registration certificate after the expiry of the time limit under Sub-Rule (2) indicating satisfactory reasons for the failure to do so in time, the local authority may renew the certificate after collecting additional fees as follows besides the fee payable under Sub-Rule (2): (a) For three months after the expiry of the time limit under Sub-Rule (2): Rs 100. (b) Until the end of Ashadh (July 15) after the expiry of the time limit under Clause (a): Rs 250. (c) Rs 500 for one fiscal year and Rs 1,000 for two fiscal years after the expiry of the time-limit under Clause (b). (4) Notwithstanding anything contained in Sub-Rules (2)

4 and (3), in case associations which have not renewed their certificates of registration within the time limit apply for the same before the end of Ashadh, 2060 (July 16, 2003) indicating satisfactory reasons for their failure to do so earlier, the local authority may renew their certificates on payment of a fine at the rate of Rs 1,000 for each fiscal year, in addition to the renewal fee payable for each fiscal year. (5) Notwithstanding anything contained in Sub-Rule (2), in case any association submits an application to have its certificate renewed for not more than five years at a time, the local authority may, keeping in view the nature and the condition of the work being undertaken by such association, renew its certificate of registration for five years at one stroke after collecting fees at the rate of Rs 100 per year. (6) While applying for the renewal of its certificate of registration, each association must also submit a list containing the names of the office-bearers of its Executive Committee. (7) The local authority must inform the Ministry of Home of HMG about the renewal of certificates of registration under Sub-Rules (3) and (4).
