1 1 CAMPUS ACTIVITIES BOARD CONSTITUTION MIAMI DADE COLLEGE KENDALL CAMPUS Preamble, Purpose, and History In 2010, the Campus Activities Board (CAB) of Miami Dade College, Kendall Campus was given the charge of providing the Kendall Campus community with diverse entertainment activities. To this end, the Campus Activities Board was established by the Dean of Students alongside the Director of Student Life. Article I: Name The name of the organization shall be the Campus Activities Board (hereafter also referred to as CAB). Article II: Objective A. Purpose of Campus Activities Board A.1 To provide a cohesive yet diverse schedule of programming to the Miami Dade College, Kendall Campus Community. A.2 To represent the interests of students of Miami Dade College, Kendall Campus by communicating to the proper administrators the student s views on programming A.3 To support the programming endeavors of other Registered Student Organizations (RSOs). Article III: Membership Procedures and Operations A. Membership A.1 In accordance with Miami Dade College, Kendall Campus policy on Equal Opportunity, membership in in CAB shall not be determined on basis of race, sex, color, religion, national origin, ancestry, age, marital status, handicap, sexual orientation, gender, or veteran status. A.2 In order to be considered a member in good standing, CAB members must meet the following requirements: A.2.1 Members shall be currently enrolled at Kendall Campus for at least six credit hours per semester. This includes summer semester(s). A.2.2 Members of CAB are required to maintain good standing with Miami Dade College and have at least a 2.0 cumulative GPA and a semester GPA of 2.0. A.2.3 Members shall serve on various CAB committees as necessary. A.3 CAB New Members gain voting rights through meeting the requirements as outlined in Article III, Section A1-A2.3 as well as the following criteria: A.3.1 All CAB members must follow Miami Dade College s code of conduct. A.3.2 Members must have completed a New Member Period as outlined by the CAB Advisor. A.3.3 Ambassadors will consist of 10 active CAB members in good standing with Miami Dade College. A.3.4 Ambassadors will be trained members to attend important meetings and events. B. Member Voting Rights B.1 Members will lose their voting rights after missing three consecutive CAB events as designated by the CAB Advisor. B.1.2 The CAB President, Vice President and Advisor retain the ability to excuse members from events. If excused, event will not count against the member s voting privileges. Notice must be provided of absence forty-eight hours prior to event. Emergencies will be considered by Advisor only with evidence. Mandatory events are non-excusable except in cases of medical emergencies. All members of Executive Board must be made aware of any absences.
2 2 B.2 Voting rights are returned after member attends two consecutive CAB events. C. Officer Voting C.1 The Executive Board Officers of CAB except the President shall have permanent voting rights during the time of service. C.1.1 All Executive Board members must be in good standing with Miami Dade College and maintain a semester GPA of 2.50 and an overall GPA of 2.30 C.1.2 The Executive Board members shall currently be enrolled in at least six credit hours at Kendall Campus. C.2 The President of CAB shall have a vote only if a tie exists. Article IV: Officer Elections and Duties A. Officers A.1 The Executive Board of CAB shall consist of: A.1.1 President A.1.2 Vice President A.2 The Executive Board of CAB shall also consist of as many of the following positions as possible: A.2.1 Secretary A.2.2 Executive Event Coordinator A.2.3 Vice President of Communications A.2.4 Advisor A.3 The Legislative Board shall consist of as many of the following positions as possible A.3.1 Sergeant of Arms A.3.2 Volunteer Coordinator Executive Board A.4 Executive Board Rights A.4.2 All members of the Executive Board including the Legislative Board are accountable to send memos regarding absences within two business days. Memos will be read by Advisor and 3 unbiased members of Student Life weekly. After three unexcused memos that Executive Board member in question will no longer be allowed in Executive Board. A.4.3 All General members are required to attend induction to be considered for an Executive Board position. In the case that any member cannot make induction he or she must the Vice President 48 hours prior to discuss if there is valid reason. B. Elections B.1 Annual elections shall take place during a CAB General Meeting on a date set by the Executive Board. B.1.1 In the event of irregular vacancies in the Executive Board, a special election may be held. Applications in this case, must be presented at least one week before scheduled special election. Special elections winners are instated immediately. B.2 Applications shall be open to every member in good standing at the time of application due date. B.3 Interviews will take place for non-special elections with a committee selected by the Advisor. B.3.1 The committee shall present a slate or recommendation of positions to the General Meeting at which point those present and in good standing will pass or deny the slate.
3 3 B.3.2 If the slate is passed, the Executive Board suggestions will fill the positions nominated. If the slate is not passed, the election of individual positions will start immediately with the position of President and continue as displayed in Article IV, Section A. B.4 If an election occurs, each candidate will have 3 minutes to discuss their purpose, strengths, and vision for CAB with every position they attempt. B.4.1 Extensions may be permitted upon request and with majority vote for 2 additional minutes for questions from non-candidates to be answered if necessary. B.5 Each member eligible to vote receives only one vote. B.5.1 Everyone votes via closed ballot. B.6 Upon completion of discussion, all members in good standing may cast their ballots and the President will collect, count, and announce the winner immediately. B.6.1 In the event of a tie, the President must announce the tie and then declare a winner as a result of her or his tie-breaking. B The next position immediately goes up for discussion and voting. B.7 Once elections are called, all those elected are considered intern-elects and must shadow their current officer counterpart until a special executive committee meeting date which will be declared by the executive committee before the election may take place. B.7.1 At the designated Executive Board meeting, the Executive Board votes to determine whether the intern-elects adequately meet the responsibilities of the position. B.7.2 If an intern-elect is found not adequate, the Executive Board must return to the general meeting with a nomination for that position and host a vote in accordance with the constitution until a candidate is selected and the candidate will be considered elected. B.7.3 If an intern-elect is found adequate, the Executive Board must announce their finalization within forty-eight hours. C. Term of Office C.1 Begins on the last day of the school term. C.2 Shall last approximately one year. D. Officer Titles & Duties D.1 President D.1.1 Shall oversee the general operation of CAB. D.1.2 Shall be responsible for relation between CAB and the community. D.1.3 Shall call in session and lead General Meetings. D.1.4 Shall call in session and lead Executive Board meetings. D.1.5 Shall be responsible for enforcing rules regarding voting rights using information provided by Secretary. D.1.6 Shall ensure representation of CAB at the SGA/Student Life General Assembly. D.1.7 Shall ensure review of the CAB Constitution as necessary. D.1.8 Shall organize the Executive Board Retreat with the Executive Board. D.1.9 Shall prepare and implement a transition plan for the President-elect before the end of his or her term. D.1.10 Shall complete 3 office hours each week. D.2 Vice President D.2.1 In the absence of any Executive Board member, the Vice President shall assume all roles and duties of that member. D.2.2 Shall aid and assist the President. D.2.3 Shall serve as a liaison between the President and the Secretary. D.2.4 Shall ensure that the officers fulfill their constitutional obligations. D.2.5 Shall be responsible for the recruitment and retention of new members.
4 4 D.2.6 Shall work with the Executive Board to plan the Summer Retreat. D.2.7 Shall complete 3 office hours each week. D.2.8 Shall prepare and implement a transition plan for the Vice-elect before the end of his or her term. D.3 Secretary D.3.1 Shall organize, supply, and maintain the CAB cubicle and update the calendar display in a professional and timely manner. D.3.2 Shall provide an agenda and minutes for all meetings. Minutes shall be provided within 3 days of all meetings to all members via . D.3.3 Shall maintain attendance roster for all events, membership roster, phone/ directory, and track absences for good standing. D.3.4 Shall deliver all information deemed necessary, such as attendance, to Advisor D.3.5 Shall complete 3 office hours each week. D.3.6 Shall prepare and implement a transition plan for the Secretary-elect before the end of his or her term. D.4 Vice President Communications D.4.1 Shall promote CAB events on campus with a street team of at least 3. D.4.2 Shall post pictures to Instagram from events within 24 hours. D.4.3 Shall be in charge of working with the PR street team. D.4.4 Shall complete 3 office hours each week D.4.5 Shall prepare and implement a transition plan before the end of his or her term. D.5 Executive Event Coordinator D.5.1 Shall be responsible for the professional assembly and distribution of advertisement and promotion of CAB events including but not limited to chalking, design of table tents, and oncampus displays, and on campus displays. D.5.2 Shall collect and implement creative ideas for the promotion of CAB events. D.5.3 Shall prepare and implement a transition plan before the end of his or her term. D.5.4 Shall be in charge of working with the Event committee. D.5.5 Shall complete 3 office hours each week. E. Advisor E.1 Is appointed by the Director of Student Life. E.2 Oversees the operation of CAB. E.3 Sit ex-officio on the Executive Board of CAB. E.4 Shall, along with the Director of Student Life, hold signatory power over CAB s financial account. E.5 Shall be informed of all CAB activities. E.6 Shall oversee CAB election. E.7 Is welcomed at all CAB meetings and events. E.8 Shall organize the summer executive board retreat with the Executive Board. F. The Legislative Board F.1 Sergeant of Arms F.1.1 Is appointed by the CAB President. F.1.2 Is in charge of making sure the meetings go smoothly. F.1.3 Is in charge of making sure members are dressed and behaving appropriately at events. F.1.4 In the absence of the Secretary, the Sergeant of Arms shall make sure members sign in at events and will be in charge of the meeting minutes.
5 5 F.2.1 Volunteer Coordinator F.2.2 Is in charge of coordinating volunteer opportunities for CAB. F.2.3 Is in charge of working with the volunteer committee. F.2.4 Is in charge of recording CAB members volunteer hours. G. Conflict of Interest G.1 The President or Vice Present of CAB may not hold the office of President or Vice President in any other Miami Dade College organization at the same time as their position in CAB. G.2 A request to appeal this policy can be made on an individual basis during an election meeting where CAB members will have three minutes to question the candidates regarding their ability to balance both positions. H. Removal from Office H.1 A written complaint by a CAB member must be submitted to the President or Vice President. The complaint must specify the duties which the Executive Board member in question may have failed to fulfill. H.1.1 The complaint will be discussed between the President, Vice President, Advisor, and Student Life Director. H1.2 If it is determined that the charges made have merit beyond reasonable doubt, the complaint will be brought forth to the Executive Board in anonymous form. The Executive Board will have three days to respond upon receiving the complaint. H.1.3 There shall be a hearing during the Executive Board meeting where the Executive Board shall address the complaint with the member called into question. They shall then vote, minus the President (except in the case of a tie) and the member in question. H.1.4 If the complaint is voted up, it goes to vote on 2/3rds majority at the General Meeting. If the complaint is voted down, the issue is dropped and a new complaint must be filed and investigated in order for a new vote to take place. Article V: Meetings A. General Meetings A.1 Shall be held once weekly at a time seen fit by members. A.1.1 Shall be called in session and organized by the President. A.1.2 Shall conduct general CAB business. A.1.3 Fifty percent +1 of eligible members of CAB shall constitute quorum. B. Executive Board Meetings B.1 Shall be held once a week at a time seen fit by the officers. B.1.1 Shall be called in session and organized by the President. B.1.2 Shall conduct the executive business of CAB. B.1.3 All officers present shall report their activities pertinent to CAB during the time since the last meeting. B.1.4 Two-thirds of the officers shall constitute quorum, this includes the advisor, if necessary. C. Special Meetings C.1 Shall be held as seen fit by the voting members.
6 6 C.1.1 Shall be called into session and organized by the President. C.1.2 An attempt to notify each member of the meeting must be made before the meeting is called to order. C.1.3 Quorum shall be determined in the same manner as at the General Meeting. C.1.4 The meeting must follow all Constitutional Articles. Article VI: Summer Operation A. Decision Making A.1 During the summer sessions, the Executive Board shall act in place of the General Meeting in approving activities and allocations. A.1.1 When the Executive Board cannot be consulted, decisions concerning CAB may be made by the Advisor in consultation with local Executive Board members. A.1.2 The Advisor and Executive Board shall report all summer activities and allocations by the first meeting of fall semester. Article VII: Committees A. Committee Formation A.1 CAB members and the Advisor may request the formation of a committee to handle CAB special projects on an as needed basis. B. Committee Leadership B.1 All committees shall have a chairperson. B.1.1 Each committee will be appointed an Executive Board member by the Advisor. B.1.2 Meetings of the committee will take place as agreed upon by committee members. Article VIII: Constitutional Amendment & Maintenance A. Procedure A.1 Any proposed amendment to the CAB Constitution must be submitted in writing except during any Constitutional Maintenance during General Meeting. B. Review B.1 Each spring semester a mandatory Constitutional Maintenance must take place during a specified General Meeting. C. Approval C.1 Proposed amendments must be approved by a 2/3rds majority vote of voting members. D. Ratification D.1 The Constitution must be approved by a 2/3rds majority vote of voting members. E. Grandfathering E.1 Any actions taken by CAB previously are subject in entirety to the newly ratified Constitution. Old Constitutions should not be reviewed when dealing with issues prior to the most recent constitutional amendment and ratification.
